The Glencairn Community Association Monthly Member meeting will be on the second Tuesday of the month (March 12, 2013). The meeting will commence at 7:30 PM at the Glencairn Civic Center.

MONTHLY MEETING OF THE MEMBERS FebrUARY 12, 2013 Pursuant to Article V, Section 3 of the RESTATED AND AMENDED BYLAWS OF THE GLENCAIRN COMMUNITY IMPROVEMENT ASSOCIATION the Regular Monthly Meeting of the Members was duly called and held on February 12, 2013, 7:45 PM, at 17030 Kieth Harrow Blvd., Houston, TX 77084. IN ATTENDANCE Directors Anderson, Coy, Jones, Mendieta and Quick were in attendance. Management representative Johannes Lonaker and homeowners listed on the sign in register were also in attendance. MEETING MINUTES The January 8, 2013 meeting minutes were approved as presented in the Chatter. ANNUAL MEETING The Annual Meeting of the Members is scheduled for April 13, 2013. In accordance with Article VII, Section 3 of the by-laws of the Glencairn
March 2013 Community Association, petitions to the nominating committee for nominating and placement on the ballot for the annual election will be accepted up to and through March 29, 2013. Petitions may be obtained from the Management Company. COMMITTEE REPORTS LANDSCAPING Director Mendetia advised the residents to contact the Sheriff’s department if they see anyone loitering by the flowerbeds. Thefts of the flowers and shrubs are still occurring. HIGHWAY 6 GREEN MEDIANS PROJECT Director Anderson advised the residents that due to the poor response from the businesses, they will be contacting various M.U.D’s and P.UD.’s for support. POOLS Director Mendieta advised the residents that the pool management company will have a representative attend the next meeting to answer any questions and/or comments. OPEN FORUM The Board of Directors inquired if residents from the floor had any issues to discuss with the Board regarding the community. A resident asked the Board if there were certain areas where plants from the common areas were being stolen. Director Mendieta advised that the plants are being stolen from different areas, but the most reported are along Keith Harrow. A resident asked the Board which building at the Keith Harrow facilities was being rebuilt. The Board advised that the bathroom and storage building inside the pool area.

A resident asked the Board if the security cameras overlooking the pool will be accessible to residents. The Board advised that it will not be accessible to residents, but the footage will be used to resolve any disputes/incidents at the pool. A resident asked the Board if a link to make on-line payments will be on the Association’s website. The Board advised that there will be a link on the website. EXECUTIVE MEETING ACTIONS Director Mendieta reported the following business transactions at the February 11, 2013 Executive Meeting: 1. IM Green recycling containers at the 17030 Keith Harrow and 16222 Cairnway common areas. Homeowners can recycle plastic, aluminum, steel cans, paper and clothing using the containers marked for each of the above. 2. New windscreens for the tennis court were installed.

7. The Board reviewed five proposals to remove and reconstruct the pool building at the Keith Harrow pool. The rear of the building is very rotten and has been vandalized. The prices ranged from $69,000 to $99,000. The Board approved Cupic Custom Homes proposal for $69,955.70 to reconstruct the pool building. 8. Scheduled to meet with two homeowners and only one attended. 9. Reviewed correspondence from fourteen (14) homeowners and provided Management with responses to forward and action to be taken. NEXT MEMBER MEETING The next member meeting will be March 12, 2013. MEETING ADJOURNED The meeting adjourned at 7:56 PM.

Crime Watch is a crime prevention program, which enlists the active participation of citizens in cooperation with law enforcement to reduce crime in their communities. It involves: (1) Neighbors getting to know each other and working together in a program of mutual assistance. (2) Citizens being trained to recognize and report suspicious activities in their neighborhoods.

(3) Implementation of crime prevention techniques, such as home security, Operation Identification and others. You may hear it called Neighborhood Watch, Citizen Crime Watch or Block Watch. The names differ but the idea is the same: Neighbors looking out for each other. Glencairn Swim Team, Inc. Come join the fun of summer. Ages 4 - 18 boys and girls swim on the same team. All you need is to have a love for the water. Parents have fun working and cheering on their kids during the 6 Saturday meets. Registration is March 23rd, April 6th and 13th from 10 AM - 2 PM at the Kieth Harrow Civic Center with late registration through the end of April. Swim practices start on April 15th. The season runs through the end of June with the swim party in early July. Fees A. Registration (subject to change) 1st swimmer (oldest) - $75 2nd swimmer (next oldest) - $50 3rd swimmer (next oldest) - $40 4th swimmer (youngest) - $25 15 - 18 year olds can volunteer 20 hours during swim practice and other events to the swim team to earn $60 of their registration fee back. B. Volunteer Deposit $75 per Family - Saturday swim meets are run totally by parents. Parents are strongly encouraged to help out any way they can. The deposit is returned to you at the swim party if the family meets the volunteer hours set forth by the swim team board that year. Swim Clinic There is a 3-week swim clinic for non- swimmers 4 years old and up. The cost of the clinic is $60. The coaches work with the swimmers and will determine if they are ready for the meets. It is the coaches’ decision after the 3-week clinic to allow the non-swimmers to stay on the team for the season. If the coaches feel the non-swimmers are ready for team and the swimmers want to stay with the team there will be an extra team fee. The swim team is not just for swim lessons, but we work with non-swimmers who love the water. We want families who want to compete against other teams. GLENCAIRN COMMUNITY IMPROVEMENT ASSOCIATION COLLECTION POLICY The Glencairn Community Improvement Association Board of Directors would like to inform the owners of the maintenance fee collection policy. The Board reserves the right to change this policy from time to time without notice to better serve the members of the Association. Homeowners begin receiving their annual assessment and account statement usually between November 15th and November 30th of each year. These statements will list any balances owed to the Association and payment is due by January 1st of the next year, unless the account is being handled by the attorney. If the account is being handled by the Association attorney then, the next year maintenance fee assessment is still due by January 1st. All other balances are due at that time, but you should contact the Association attorney at 713-780-4135 to determine the total amount owed. There will probably be some legal fees invoices that have not yet been received by our management company. Once again, if legal fees are displayed on the statement, then the owner should contact the Association attorney to determine the total legal charges owed unless stated otherwise. The assessment is due January 1st, becomes delinquent January 31st and is subject to the following actions when delinquent. The week of February 1st interest will accrue and be posted to any accounts that are delinquent. Additionally, a late penalty will be assessed to each delinquent account. A letter will be sent to each delinquent account stating the current balance. Once again, those accounts

being handled by the attorney for prior year delinquent fees or lawsuits should contact the Association attorney at the phone number listed above. The letter will request payment within fifteen days or a certified letter will be sent by the Association and the homeowner will be responsible for all charges associated with the collection of this debt. If the payment is not received within fifteen days from the postage date of the first delinquent notice, a certified letter is sent by the Association to all accounts with delinquent balances. The same circumstances for accounts being handled by the attorney as stated above apply to this circumstance. The Association’s certified letter will state that an administrative charge plus postage has been added to the balance of the account for processing the certified letter. The letter will also state that payment of the balance is due within thirty days or a lien may be filed or the account will be turned over to the Association attorney. The owner will be responsible for all charges associated with filing and releasing of the lien and/or any legal fees incurred for the collection of this debt. Delinquent accounts turned over to the attorney for collection will normally be handled in the following manner. A certified letter will be sent and a charge added to the account for the letter. A lien could be filed. If payment is not received within the specified time a lawsuit will be filed for collection of the assessment. This could ultimately lead to foreclosure. The Board of Directors does not want to foreclose on any property, but has a responsibility to all the homeowners to ensure all fees are paid. It is unfair for other homeowners to bear the burden for homeowners that will not pay their maintenance fee assessment. However, the Board has, on a case by case basis, worked with homeowners unable to afford paying the assessment all at one time. This Board will continue to do so but if there is no communication from the homeowner, the Board has no other option but to proceed with the above collection policy.

If every homeowner would pay their assessment on time, it would result in fewer expenses and less aggravation for everyone involved. The Association must expend some funds for the collection of delinquent accounts. This expenditure is passed on to the individual homeowners but it is still an expenditure to the Association until the homeowner reimburses the Association. If homeowners pay on time, these expenses are eliminated along with the aggravation of getting certified letters and/or being turned over to the attorney. A four-month payment plan has been approved by the Board of Directors, which includes an administrative charge. Payment plans are available by contacting ACMP, Inc. prior to January 31st. Your Board of Directors are volunteers from your community that give up their time in an effort to make Glencairn a better place to live. More importantly, they strive to keep the property values up since your home is probably your single largest investment. We trust you will understand that board members do not mind discussing association issues with members. We respectfully request that homeowners do not approach board members away from board or member meetings to discuss personal deed restriction or collection matters. The individual board members cannot make a decision on an individual basis. It takes a majority vote of the Board to make a decision. That is why the Board meets on Mondays before the member meeting to discuss issues with members.
Sherwin Williams will give a ten percent (10%) discount to residents of Glencairn. The Glencairn C.I.A., Inc. Board of Directors met with representatives of Sherwin Williams, located on Highway 6 a block before West Little York and provided them with the Association color chart. They will maintain this color chart for residents to use when selecting approved colors. This does not eliminate the submission of an ACC request form to paint your house. The ACC form must still be submitted to ACMP for approval by the ACC Committee. The discount will be for the purchase of paint, paint supplies and equipment. Sherwin Williams Duration paint line is excluded from this discount. Residents just need to inform the sales clerk that they reside in Glencairn. We sincerely appreciate this local business for taking an interest in Glencairn and we ask that you support them. However, you do not have to use Sherwin Williams paint. You may select your color at Sherwin Williams or by going to ACMP where the same color chart is located and take an approved sample color to any paint store you choose to have it matched. Again, the important thing is to submit an ACC form prior to painting. Your ACC Committee and Board of Directors do everything they can within the parameters of the governing documents, to work with all homeowners in a timely manner and on a one on one basis.

DEED RESTRICTION REVIEW A resident has requested some clarification on several deed restriction violations that we cite quite often. This is an attempt to clarity, amplify or expound on deed restriction violations and Board expectations. There is no way we can cover every specific incident or issue. If you get cited for a violation which you believe was not covered in one of these articles, please understand that explanations are not inclusive or limiting. Should you receive a letter and feel it is incorrect, you may address the Board of Directors during their Monday evening Board meetings. This meeting takes place the Monday prior to the Wednesday Member Meeting, which is the second Wednesday of the month. You should contact the Management Company and be placed on the agenda to address the Board of Directors. The violation we will review is yard maintenance. When inspections are made, the inspector has been instructed to cite properties for yard maintenance if the following conditions (but not limited to) are observed: yard needs mowing, curb needs to be edged, flower beds need to be weeded, grass around the house foundation or fence needs to be weedeated, weeds in driveway need to be removed, bushes need trimming, trees need trimming, etc. We will attempt to explain each violation or issue in the following paragraphs.

The yard will be cited for mowing if one of two or both conditions exist if the grass is in excess of six inches tall overall, a letter will be sent requesting the homeowner mow. If there are weeds in the yard that are in excess of ten (10) inches tall, a letter will be sent requesting the homeowner mow. In all probabilities, the letter will state mow the yard or mow the yard: weeds. Letters are sent when the curb needs to be edged. If the inspector sees grass hanging over the curb or out onto a sidewalk, a letter requesting the homeowner edge the curb will be sent. There are several conditions or combinations of conditions that will generate this letter. There could be a lot of short shoots hanging over the curb (the inspector does not count the number of shoots) or there could be a few long shoots hanging over the curb or out onto the sidewalk. Weedeat letters cover several items. There could be grass along the foundation of a house or the bottom of a fence that is taller than the rest of the yard. A letter will be sent requesting the homeowner weedeat or trim this grass to the same level as the rest of the yard. Taller grass around the mailbox or flower beds will be cited as needing to be weedeated. Grass and/or weeds in sidewalk expansion joints, sidewalk cracks and driveway expansion joints will be cited as needing to be removed. Clean dirt, debris, leaves from street next to curb letters are a request to shovel, sweep and pickup all debris in the street along the curb from one neighbor’s house to the next neighbor’s house. This is a part of keeping your lot in a neat, attractive, healthful, sanitary condition as stated in Section 9. 14. “…garbage, trash and rubbish or do any other thing necessary to secure compliance with these restrictions so as to place said Lot in a neat, attractive, healthful and sanitary condition.” The Association does have the right to send a contractor to clean this and charge the lot owner for this service. The Association prefers not to but if left with no other choice, they will. We trust this clarifies some issues and will help with the maintenance of yards.

Harris County Alarm Detail In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of mak-

However, be sure to prune spring flowering shrubs after they have bloomed. • Fertilize with a pre-plant application of a slow-release fertilizer analysis such as 19 - 5 - 9 at the rate of 3 pounds per 100 square feet of garden planting area. Early March is the ideal time to fertilize landscape plants because you give them food just before the spring growing season starts.

Stuffed Baby Red Potatoes from Taste of Home© 2012 Ingredients 24 small red potatoes (about 2-1/2 pounds) 1/4 cup butter, cubed 1/2 cup shredded Parmesan cheese, divided 1/2 cup crumbled cooked bacon, divided 2/3 cup Daisy Brand Sour Cream 1 egg, lightly beaten 1/2 teaspoon salt 1/8 teaspoon pepper 1/8 teaspoon paprika
Ingredients 1/2 fully cooked bone-in ham (6 to 7 pounds) 2 cups apple cider 1 cup honey 1/2 cup cider vinegar 1/4 cup Dijon mustard 1 tablespoon butter 2 teaspoons chili powder 1/2 teaspoon apple pie spice Directions Place ham on a rack in a shallow roasting pan. Score the surface of the ham, making diamond shapes 1/2 in. deep. Cover and bake at 325° for 2 hours. Meanwhile, in a large saucepan, combine the cider, honey, vinegar and mustard; bring to a boil. Reduce heat; simmer, uncovered, for 15 minutes, stirring frequently. Stir in the butter, chili powder and apple pie spice. Set aside 1 cup for serving. Cook the remaining sauce until thickened; spoon over ham. Bake, uncovered, 30-35 minutes longer or until a thermometer reads 140°. Warm reserved sauce; serve with ham Yield: 10 servings (1 cup sauce).

Drain.When cool enough to handle, cut a thin slice off the top of each potato. Scoop out pulp, leaving a thin shell. (Cut thin slices from potato bottoms to level if necessary.) In a large bowl, mash the potato tops and pulp with butter. Set aside 2 tablespoons each of cheese and bacon for garnish; add remaining cheese and bacon to potatoes. Stir in the sour cream, egg, salt and pepper. Spoon mixture into potato shells. Top with remaining cheese and bacon; sprinkle with paprika. Place in an ungreased 15-in. x 10-in. x 1-in. baking pan. Bake at 375° for 12-18 minutes or until heated through. Yield: 2 dozen.
