March 2013 News from the Resident HOA Board Member

Due to resident requests, the HOA Board (2012) elected to move the Annual Homeowners’ Meeting 2013 to March; December is such a busy time of year for everyone, so we hope this will encourage residents to attend. The meeting was held on March 6th. Look for an update in next month’s newsletter or on www. westgatetx.com It’s Spring and time for committees to get going again for the year. Please consider helping out on one of the committees to help make Westgate great. It’s a great way to meet new friends and a chance to shape Westgate’s future. The social committee for family fun, the parks/pool committee to beautify, the crime watch committee for safety and more. Contact westgatehoa@yahoo. com and you’ll be put in contact with the right committee chair. • Parks/Pool committee: meeting on Tuesday, March 19th, 7 PM, at the gazebo in the big park. This is especially important if you have kids that use the pool, as our pool contract is up this month, so we will be reviewing new contracts and possible new companies. If you have had issues at the pool, this is a great time to help prevent those problems. • Social Committee: meeting on Thursday, March 21st, 7 PM at the gazebo in the big park. We’ll be preparing for the Easter Egg Hunt that is Saturday, March 23rd and planning events for the rest of the year.

Spring also brings about the need to spruce up our homes and yards. Time to get after those weeds, powerwash those driveways or sidewalks, prune/trim those trees and bushes. Maybe you’ve got mildew on your siding that needs to be attended to? You’ve worked hard to purchase your home; make sure everyone knows you’re proud of where you live. WESTGATE EASTER EGG HUNT

Once again, the Westgate social committee will be hosting an Easter Egg Hunt in the pool/park area on Saturday, March 23rd. Any family wanting to participate will need to fill 12 plastic eggs (with goodies) per child that they will be bringing; please drop them off at 7422 Vine Grove Ct. by Wednesday, March 20th in order for your child to participate in the egg hunt. We will be adding some goodies of our own as well. On the morning of the egg hunt, we will hide the eggs at the park before 10 AM; please show up around 9:30 AM to help hide eggs and the hunt will begin at 10 AM. Each child will hunt and collect eggs in different sections of the park separated by age group. Don’t forget to get your eggs in by March 20th. We do need volunteers to help keep this organized, to help stuff eggs and to help hide eggs. Preparing Makes Sense

The likelihood that you and your family will survive a house fire depends as much on having a working smoke detector and an exit strategy, as on a well-trained fire department. The same is true for surviving a terrorist attack or other emergency. We must have the tools and plans in place to make it on our own, at least for a period of time, no matter where we are when disaster strikes. Just like having a working smoke detector, preparing for the unexpected makes sense. Get ready now. Preparing makes sense! What a simple yet powerful message that impacts the entire community. This month, I would like to take the opportunity to introduce a new cornerstone in our community newsletter called “Preparedness Outlet.” Look for information that keeps our residents prepared and “Ready” to handle any type of lifestyle interruption that may impact our community, city, state or our nation. Many resources provided are courtesy of FEMA’s www. ready.gov website. As emphasized above, our ability to remain “Ready” is the primary reason for my creating this sound byte. Each resident is encouraged to evaluate their surroundings, lifestyles, assets and interests. Then consider the worst or even most probable events (e.g. a hurricane, wildfire, tornado, home invasion) and ask yourselves “Have I taken appropriate steps to safeguard my family? Where would we go for food and shelter during an evacuation? How would we communicate and stay informed with others? FIRE ANT WEEK

It is fire ant season again. We would like all residents to participate in fire ant week by treating your yard for fire ants during the week of March 17th through March 24th. Signs will be posted at the entry to our subdivision as a reminder. According to research as Texas A&M, if we all participate, we will be fire ant free. If you don’t participate, your neighbors will pass their fire ants on to you. Please participate and we’ll all benefit and make it safer for our kids and pets. This is only twice a year project - once in Spring and once in Fall.

Color Run for Charity Announced by Westgate Resident

For those of you who participate in charity runs, there is a Color Run coming March 24, 2013 to downtown Houston: $40 for individuals and $35 for a team member. Abby Lamb has started a team; this will be her first charity run and she is really excited. For those who would like to join her team, the name is RuN4CoLor and all are welcome. A New Direction for Curb Address Painting

We have a desperate need for address numbers to be painted on our curbs for safety (emergency vehicles finding our homes). The county deputies and emergency personnel are asking we paint our address numbers on the curb. Curb painting is a simple way to clearly communicate specific addresses to those that respond during low light situations. You see these on every house’s curb in other neighborhoods. The process has not progressed as anticipated. Tony Rue proposed that crime watch take the lead and accomplish this project. Section Captains will be the lead for their respective sections. We’ll be going section by section, street by street in a more organized fashion. A notice to residents will be published in the Westgate Newsletter, prior to beginning. Do You Know Your Deed Restrictions?

In an effort to educate our residents, each month we’ll be highlighting some deed restriction or other item that needs improvement in Westgate. This month, because of some serious incidents involving loose dogs, we are highlighting the County Leash Law that can carry some stiff penalties.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person, which could result in the person getting hurt trying to avoid the animal. In February, we had tragic events unfold in Westgate due to someone’s loose pitbull pet; at least three pets were viciously attacked, with one ending in a fatality. Luckily no residents were injured, but some only narrowly. Thank you to the residents who let us know on Westgate’s Facebook page. An alert was sent out to everyone on the westgateHOA@yahoo.com email list advising them that there was a vicious dog on the loose. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law unless the animal is restrained properly. If your dog repeatedly escapes from your backyard, be responsible to your pet, your neighbors and yourself by taking steps to prevent it from happening When dogs or cats are stray, the animal control officer has the discretion to: 1. impound the animal and/or 2. cite the custodian of the animal to appear in a justice of the peace court to answer charges of violation of these Regulations;

AD HOC COMMITTEE: It has been a great start to a new year! The Ad Hoc committee had its first meeting of the New Year. We welcome Kristey Bohannon to the committee. We think the community will benefit greatly from Kristey’s dedication to keeping Westgate a family neighborhood. Members returning to the committee are Tom Rowley and Penny Zaffino. The Ad Hoc Committee is committed to working as residents and with residents to continue to improve Westgate. Of course this can’t be done without community participation. We have several committees that need volunteers wanting to help. Those committees are the Crime Watch Committee, The Parks and Pool Committee and The Social Committee. Please contact anyone on the Ad Hoc committee for more info. If we don’t have the info we can get it for you. One positive procedure that the Ad Hoc committee worked on for months is basically a check and balance system for ALL Westgate committees to follow. The Ad Hoc committee felt like it was a positive move to set up guidelines for the committees to follow. Reasons?: • the growth of our neighborhood: more events, more committees • the responsibility of keeping track of how our money is spent • the need to keep the entire community informed There was a lot of work done in putting these guidelines together. They are pretty standard in terms of the way committees and HOA Boards work together, but now everyone has it down in black and white to avoid confusion. We think Westgate will benefit from these. Penny Zaffino, Ad Hoc Committee member CRIME WATCH COMMITTEE: Meeting Minutes - February 5, 2013 The quarterly meeting of the Westgate Crime Watch was called to order at 7 PM on February 5, 2013 at The Cy-Fair Library by Tony Rue, (Chairman). Present were 14 members of the Crime Watch Committee and Deputy Lopez of The Harris County Sheriff’s Office. After introductions, sign in and contact verification, a brief review of the November meeting was outlined. The need for additional section leaders was stressed. If you are interested in being on the crime watch committee please email Tony Rue at tony.rue@united.com . Members were reminded to have residents complete community directory forms and return for inclusion on the website. New Business included Street Light Outages. Tony Rue tabled the proposal that Crime Watch would oversee the reporting of street light outages. This means an additional savings to residents. The plan to accomplish would be for Section Captains to observe in their sections and report using www.westgatetx.com, Crime Watch tab or Numbers/links tab for access. Any resident can report an outage. Please copy the information including street and light number to Tony Rue; he will also report the outage. The proposal was approved by the Crime Watch Committee, by a show of hands.

The motion was passed by a show of hands. Initial research has begun on material cost and the most effective method to utilize. If you would like to help, please email Jillcarley@yahoo.com The remainder of the allotted time was dedicated to a question and answer session with Deputy Lopez. Deputy Lopez fielded a variety of questions, including stray pets, (specifically dangerous dogs), illegal parking in the community and solicitors. He gave us valuable information on how to report and when to report. Solicitors: Why do we have a “No solicitation” signs if no one follows them? This topic was discussed with Deputy Lopez. Some solicitors will tell the homeowner they have a permit from Harris County. This could be true; Harris County does issue permits. If you call the sheriff’s office regarding solicitors, deputies can come out and ask the solicitors to leave. They can’t force them to leave if they are on county land (sidewalks, roads or the grass between sidewalk and street). If the solicitor is on your property, you can call the sheriff office for trespassing if they won’t leave when asked. Loose Dogs: This has been a big topic on the facebook page. According to Harris County laws, all cats and dogs must be on a lease while outside. A dog or cat owner not in compliance may face up to a $200 fine. If an animal causes damage to property, another animal or human, the owner may face civil and criminal citations. If you see loose animals, you can call animal control. However, in our

area we have one animal control worker. It may take days for the worker to get out to address the situation. Dog attacking animals/ property is considered low priority. Dog attacking a person is a higher priority. If you witness or know an dangerous animal, you can get the animal deemed dangerous by the county. A form can be filled out a the Clay Road Courthouse or you may visit Harris County Public Health and Environmental Services website for more information. http://www.hcphes.org/vph/Dangerous_Dog/index.html Deputy Lopez gave an update on crime that has taken place in our immediate area, including burglaries, vehicle theft and property theft. He said our neighborhood is still one of the most quiet in the area. Residents have recently requested information about how to check for locations of sex offenders in our neighborhood. To find out if any sex offenders live near you, go to the Texas Department of Public Safety website at http://records.txdps.state.tx.us and click on the link for Texas Public Sex Offender Registry. You’ll be able to search by name, address, county, school, national or zip code. I found it easiest to search by my address, but be sure that no matter which you choose, select “display as a map” to make it easy to see where they are in relation to the location you’ve selected. Knowledge is power, so check it out!

Have you ever needed to call someone for repairs or to have work done, but you didn’t want to just pick someone out of the yellow pages? Well, we’ve begun a document that is our neighborhood’s personal “Angie’s List:” “Recommended Tradespeople And Businesses.” All people and businesses listed on it are recommended by people in Westgate who have had personal experiences with them. We also have a list for businesses actually owned by Westgate residents called “Westgate Residents who provide Services.” If you are a resident who owns a business, provide a description of your

services, price range, history of your business, etc. Support your neighbors by checking it out; you might find what you need very close to home! MESSAGE FROM THE SUPERINTENDANT

Dear Parents and Community Members: The journey toward an equitable state funding system took a positive turn on February 4th when a Texas judge ruled the current system unconstitutional. District Judge John Dietz ruled in favor of the more than 600 Texas school districts - including Cypress-Fairbanks ISD - that filed a lawsuit against the state last year. In a statement regarding the ruling, Judge Dietz echoed many of the same comments he made while ruling the state funding system unconstitutional in 2005. He also voiced the same confusion for school finance that I and countless other educators, have felt for many years: “I have to say, there are 26 million Texans and I doubt there are 26 people in this state who understand this system,” he said. Judge Dietz also declared that “there has never been a more expeditious trial of a school finance case anywhere in the United States,” cementing my belief that this was the only logical decision to be made during this 44-day trial. I applaud Judge Dietz, the four plaintiff teams that defended the school districts’ case and the dozens of superintendents and school funding authorities who provided critical testimony in reaching this key decision. The final, written order in the case is expected to be delivered in early March, at which point the state has pledged to appeal the ruling to the Texas Supreme Court. Although there will be more obstacles before an agreeable solution is reached, we look forward to working with legislators and other state leaders as we plot the path toward equitable school finance. Cy-Hope provided an additional $1,000 grant to fund reinstatement of the district wide Choral Festival for fifth-grade students, last held in 2006. The upcoming event will be held April 11th at the Berry Center. “Our teachers and students are very excited to bring back this great tradition,” said Loretta Bourn, coordinator for elementary music. “It’s a special opportunity for 340 voices to come together to sing at the Berry Center.” The $10,000 donation is anticipated to benefit 16,564 elementary and 1,100 secondary students. A variety of needs will be addressed, including Texas Music Educators Association (TMEA) registration assistance, music equipment for classrooms and additional master classes for secondary campuses. “We are grateful and excited that Cy-Hope has made this generous contribution for our students. This will benefit many of our programs which otherwise would not have this opportunity,” said Larry Matysiak, CFISD director of fine arts. “Our teachers and students are very excited about this wonderful grant, which will go a long way to help our students succeed.”

SMITH MIDDLE SCHOOL SEEKING COMMUNITY MENTORS

Smith Middle School is seeking community mentors to serve as positive role models for our students. Being a community mentor is extremely rewarding and only takes a commitment of 30 minutes to an hour a week to mentor/meet with one of our 6th, 7th or 8th grade students. Mentors must attend a one-time, district orientation before they begin mentoring at the school. Then, it just takes 30 minutes a week to truly make a difference in the life of a child. Once you have completed the training and background check, an administrator at Smith will work with you to match you with a student who would be the best fit for you. If you enjoy working with children and making a true difference in people’s lives, the mentor program at Smith Middle School is just for you!! Kelechi Osemele, a 2007 graduate of Langham Creek High School, performed on a football player’s ultimate stage when he took the field for the Baltimore Ravens in Super Bowl XLVII. Osemele, a rookie offensive lineman, started all 16 regular season games as a right tackle before moving over to the starting left guard position for the playoffs.

“I remember he was doing one lap around the track for a physical fitness test, just walking and he tore the patella tendon in his knee. That’s the kind of condition he was in,” Woodfin said. “But by the time he graduated, he was an incredible physical specimen. We thought he had a chance to be something special.” Current Langham Creek head coach Todd Thompson maintains periodic contact with Osemele and has invited him back to speak to Lobo athletes. “We had him down here to speak to the team the day before the NFL Draft last spring and he was a great example for our kids,” Thompson said. “He’s a down-to-earth guy who’s a product of hard work and academic success. Osemele doesn’t have an ounce of arrogance in him; he’s just a good person.” Woodfin said he still keeps in touch with Osemele and is proud of his progress into a Super Bowl starter. “He’s really blossomed in a short amount of time this season,” he said. “He sticks out on the field and has done a fantastic job. I know he’s thrilled to death about this game and I’m thrilled to watch him perform on this level.”

The Langham Creek Colorguard debuted its 2013 indoor competitive show, “My Bleeding Heart” in February at the Cypress Lakes contest. The show, which is set to the music of The Moody Blues, showcases the group’s trademark precision with equipment in a sea of white sheer and 10’ tall moving props. “As always, the program will continue to grow and develop as the season progresses,” said longtime Director Tim Newburn. “But we are very pleased with the preparedness of this year’s group. They have such an increased sense of communication as performers and are taking the next steps in their dance training very seriously. They work both hard and smart and we couldn’t be more proud of them.” The current group, comprised only of Freshmen and Sophomores, placed second at their first outing and had the crowd wanting more. the event have been the envy of those who didn’t attend. This year’s Dutch oven cook-off had lots of entries and everyone enjoyed the results. All we can say about this year’s talent show is - you had to be there! Many thanks to Julie Mayer and her team for organizing the weekend! On March 2nd, Copper Corners Girls and their special guys will have a “Bella notte” at the “Me and My Guy” event. Plan to get dressed in your best for an exciting evening of fun, food, dancing, crafts and more - all with an Italian theme. A group of girls and adults from several troops paid a special visit to the Cypresswood Nursing and Rehabilitation facility on Feb. 9th. They assisted the residents in making “Valentine” Chinese lanterns and Valentine cards, decorated a Valentine mailbox and served cookies, brownies and other treats. Working and visiting together was a lot of fun and the results were really creative! We are already starting to make plans for a “Bridging event” this spring, as girls move on to new levels in Girl Scouting. As part of the bridging activities, older troops work with younger girls as they prepare to move on to the next level of Girl Scouting. Many of our troops will earn their special bridging patches in the process as they complete various activities. Girl Scouting is open to all girls aged 5 (must be in kindergarten) through 18, who are willing to live by the Girl Scout Promise and Law. Girls may join at any level and no previous Scouting experience is required.

March 12th will be the 101st birthday for Girl Scouting in the United States. Many of our Copper Corners Girl Scouts will be celebrating with birthday parties and special service projects. Girls may participate in special roles at their place of worship on Girl Scout Sunday or Girl Scout Sabbath.

Copper Corners service unit serves girls in the residence areas for Birkes, Fiest and Lowery Elementary schools, Aragon and Labay Middle Schools and the corresponding high schools. Home schooled and private school students are always welcome. It is never too late to become a Girl Scout.

The United Nations Association International Choir was inaugurated in Houston, Texas, in September 1999 by the founding music director, Michele Lhopiteau. The 2013 Miss Cy-Fair Houston Pageant, hosted by Cy-Fair Houston Chamber of Commerce, takes the big stage in its Fourth Annual Pageant on March 23, 2013 at 6 pm, for all Miss & Miss Teen Contestants at Berry Center, 8877 Barker Cypress Road, Cypress, TX 77433. All Princess Contestants will compete on the following day, March 24, 2013 at Berry Center. Applications are now being accepted via fax or mail. No checks accepted. “We are excited about the Miss division being accepted into the Miss America Scholarship System as a preliminary for Miss Texas. Hosting a foreign exchange student is easier than you may think

During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is

There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year. With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2012-2013 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start. Cornerstone Umc “CHRIST IN THE PASSOVER”

What do the Jewish Passover and Jesus’ Last Supper have in common? A representative of Jews for Jesus will answer that question in a presentation called “Christ in the Passover” on Holy (Maundy) Thursday, March 28th at 7 PM at Cornerstone United Methodist Church. Using a visual display of traditional Passover accouterments, the “Christ in the Passover” presentation enhances the Christian’s understanding and appreciation of the Jewish background of the Christian Communion. Ancient and modern Jewish customs are discussed and described with an emphasis on the aspect of redemption, which Christ accomplished at Calvary. A table is set with the traditional Jewish Passover items, including representative foods, which are explained, but not eaten. The ceremonial seder plate, the three-compartment pouch in which the matzo (unleavened bread) is kept, as well as the traditional cup of Elijah are presented and new insights to their christological significance are provided. Jews for Jesus has presented this demonstration in over five thousand churches. It was originally written in 1956 by Moishe Rosen, the founder and former executive director of Jews for Jesus. The presentation was abstracted from the writings of the late Rabbi Leopold Cohn, who came to faith in Jesus in 1894 and died in 1936. Dr. Rosen contends that some of the most important elements of Christian doctrine, such as the Trinity, the principle of substitutionary atonement and salvation through a personal relationship with the Messiah, are implied in the Seder (Passover feast) as observed by Orthodox Jews even today. According to Dr. Rosen, “The Christ in the Passover presentation is one way Jews for Jesus can help churches appreciate the Jewish roots of the Christian faith.” Cornerstone United Methodist Church is located at 18081 West Road (across from the CFISD Berry Center). • PALM SUNDAY SERVICES (March 24 ): At the 10:45 AM service, the children will lead a processional in worship waving palm branches as we remember and celebrate Jesus entry into Jerusalem. The Northwest Flyers Track Club will host an orientation/registration session for all middle and high school athletes and their parents interested in joining for the 2013 season. The Northwest Flyers is a youth (ages 6 -18) track organization, affiliated with USA Track & Field. Registration for Fun, Fair, Positive Soccer (FFPS) is open for boys and girls ages 4 to 18 for the Spring Season. Games start on April 13, 2013. FFPS is a non-profit youth soccer program dedicated to providing a positive youth sports experience for all children. Founded in 1986 in Katy, Texas, FFPS has grown to 22 leagues and 15,000 players throughout the Greater Houston area. FFPS offers children a fun and fair experience, including one practice per week, a full uniform and trophy for every player, equal playing time and play every position, co-ed/balanced teams, positive coaching and more. No tryouts are required. Online Registration schedule and fees (sign up early and save): Thru March 8th: $99 March 9th to March 18th: $104 March 19th and After: $109 Go to www.FFPS.org to sign up. Residents of Harris County must be aware of the regulations adopted by Commissioners Court to meet the standards of the “Texas Rabies Control Act of 1981.” This ordinance, enforced by Veterinary Public Health (formerly called Harris County Animal Control) is designed to protect the health and welfare of Harris County residents. • Requires the annual vaccination and registration of all dogs and cats four months of age and older. Vaccinated within the last twelve months, or; Vaccinated within the last 36 months provided that the animal was vaccinated twice within 12 months and the last vaccination was with a licensed 3-year vaccine. • Requires dogs and cats to be physically restrained at all times, without access to the sidewalks and streets. • Sets a REGISTRATION FEE for all dogs and cats: Updated 8/2011 $15 LIFETIME: for neutered dogs and cats. Proof of neutering required. $15 LIFETIME; for dogs and cats belonging to persons 65 years of age or older. •NOTE: All pets with lifetime registration must be vaccinated yearly against rabies. $75 Triennial License: for dogs and cats with qualifying vaccination status. Must provide proof of two rabies vaccinations within 12 months and the last vaccination must be with an licensed 3-year vaccine $25 ANNUAL: fee for all other dogs and cats. $5 REPLACEMENT fee for Harris County tag. Sets an IMPOUNDMENT FEE plus a boarding fee to be charged for each animal picked up. Owner may also be issued a citation for allowing the animal to run loose. OTHER • Impounded animals shall be kept three days to allow the owner time to redeem them. • The occupant/head of household of any premises on which a dog or cat remains for a period of seven days is presumed to be the owner of that animal. • All animals suspected of rabies, or animals that bite, scratch or otherwise attack any person shall be impounded at the discretion of the County Health Officer, for a period of ten days under veterinary observation. • Violators of any provision of this order are guilty of a misdemeanor and are subject to a fine of up to $200 in a Justice of the Peace Court.
