SWIM TEAM REGISTRATION It is that time of year again to start thinking about summer swim. We will have two registrations for new and returning swimmers ages 4-18. They will be held on March 2, 2013 from 10 AM - 3 PM and March 30, 2013 from 10 AM - 3 PM. Both of these registrations will be held at the Windsong pool. WINDSONG COMMUNITY IMPROVEMENT ASSOCIATION January Minute Briefs CALL TO ORDER: The January meeting of the Board of Directors of the Windsong CIA was held on January 24, 2013. The meeting was called to order at 7:00 PM. Present were Board Members: Dennis Shook, Steve Zunker and Brenda McCullah. Also present were, Wendi Perez, Community Events Coordinator; Daniel Slate, Monarch Landscape Management and Nancy Callaway and Cristi Cauthron, SCS Management Services, Inc. HOMEOWNERS/VISITORS TO ADDRESS THE BOARD: • Daniel Slate, Monarch Landscape Management, attended the meeting to meet the Board Members. He also addressed multiple proposals submitted for consideration of the Board. A question and answer session was conducted regarding services under the new 2013 Grounds Maintenance Contract. • Wendi Perez, Community Events Coordinator, advised that she attended the meeting to observe. MINUTES: The Board approved the minutes of the Board of Directors meeting held on November 13, 2012 and December 21, 2013. Four properties on the Board Referral List were cleared; SCS was requested to send a second Notice of Non-Compliance for six properties and six properties will be referred to the Association Attorney to process Deed Restriction Attorney Demand Letters. One Architectural Review Application was approved. No other action was necessary. COMMITTEE REPORTS: CLUBHOUSE • The Board reviewed written reports for December provided by Rhea Prevost, Previous Clubhouse Manager and written reports for January provided by Keri Rosen, New Clubhouse Manager. COMMUNITY EVENTS • The Board reviewed a written report for December provided by Michele Spees, Previous Community Events Coordinator and a written report for January provided by Wendi Perez, New Community Events Coordinator. GROUNDS & PARKS • Director Zunker agreed to provide an inventory of the benches/ tables at the Holly Forest Recreation Area to be replaced and obtain bids for improvements. MUD #183/SHERIFF • The activity report for the month of December 2012 was presented in written form for the Board’s review. POOL • The tower clock was reported as not working again. Directors Shook and Zunker agreed to investigate. YARD OF THE MONTH • The Holiday Decorating Contest winners are First Place, ($75), Ricardo Gomez, 5302 Windsong Trail Drive; Second Place, ($50), Miquel Villarrel, 18179 Forest Cedars Drive and Third Place, ($25), Wayne and Heather Drollett, 18042 Berry Branch Drive. An article will be published in the Windsong Whistler. MANAGEMENT AND FINANCIAL REPORTS • Nancy Callaway, Association Manager, presented the Management and Financial Reports for review and consideration of the Board. There were 3 Statements mailed; 11 Installment Plans monitored; 1 Notice of Delinquency Letter processed; 16 Notices of Non-Compliance processed and 6 Welcome Packets processed. • The CAMI Report dated January 11, 2013 was presented in written form and reviewed by the Board. OLD BUSINESS: ACTION ITEM LIST • The Board addressed the disposition of the Action Item List. RATIFY INTERIM BOARD ACTIONS • The Board ratified the interim votes of the Board to approve the proposal from FN Landscape for irrigation repairs/maintenance at $3,690.25, to approve the proposal from Central Tree Services for shrub removal and trimming tree limbs at Keith-Harrow Blvd. and Windsong Trails Dr. at $243.56 and to approve the final proposal from Certified Christmas Lighting at $2,563.36.

NEW BUSINESS: • TRULY NOLAN INSPECTION - The Annual Clubhouse Termite Inspection Report was provided in written form for review of the Board. • KEVIN MCKENNA ENGAGEMENT LETTER - The Board reviewed and approved the 2012 Annual Audit and Income Tax Return at a cost of $2,800. • CYPRESS CREEK PEST CONTROL 2013 CONTRACT - The Board reviewed and approved the 2013 contract at a cost of $56.70 plus tax per trip. • AM3 CONTROLLER AND SURGE PROTECTOR – A proposal from East Texas Fence in the amount of $1,145 for the AM3 Controller and Surge Protector for the pool gate was reviewed by the Board. General discussion took place regarding the high cost of materials and labor. A second option was considered in an effort to save funds. The Board authorized Director Shook to purchase the AM3 Controller and Surge Protector for the pool gate from TS Distributors at a cost of $705. Directors Shook and Zunker agreed to coordinate the installation.

Harris County Alarm Detail Please be aware that it is a requirement for you to obtain a permit for operating an alarm system within unincorporated Harris County. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. Should you require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx.net. The application can be printed from the website, then completed and mailed to our office with the applicable fee. FLAGS AND FLAPOLES ARCHITECTURAL GUIDELINES FLAGS: This policy is only for the display of the flag of the United States of America; the flag of the State of Texas; and an official or replica flag of any branch of the United States Armed Forces on any property. No disrespect should be shown to the flag of the United States of America. Flags shall be no larger than 3 feet by 5 feet. FLAGPOLES: No more than one building or pole-mounted flagpole not to exceed 20 feet in height will be permitted on any property. Any flagpole attached to a dwelling or a freestanding flagpole must be constructed of permanent, long-lasting materials, with a finish appropriate to the materials used in the construction of the flagpole and harmonious with the dwelling. The display of a flag or the location and construction of the supporting flagpole, shall comply with applicable zoning ordinances, easements and setbacks of record. Flagpoles should be located so as to minimize their impact on neighboring properties. When locating freestanding flagpoles, the size of the property, relationship to adjacent residences, the size of the flag, the height, color and material of the pole shall be considered. CONDITION: A displayed flag and the flagpole on which it is flown shall be maintained in good condition. Any deteriorated flag

or deteriorated or structurally unsafe flagpole shall be repaired, replaced or removed. NOISE: Flags shall be displayed in such a manner so as to abate noise caused by an external halyard of a flagpole so as to not be a nuisance, irritant or adversely impact other neighboring property owners. LIGHTS: Any lighting used to illuminate a displayed flag must not be a nuisance or impact neighboring properties with regard to glare or intensity. Lighting which is part of the original structure may not be altered without prior approval. Proposed replacement or additional fixtures must be compatible in style and scale with the existing property. Exterior lighting shall not be directed outside the owner’s property and should not have an adverse visual impact upon adjoining neighbors. ASSOCIATION PROPERTY: Property Owners may not locate a displayed flag or flagpole on property that is owned or maintained by the Association.

BASKETBALL GOALS ARCHITECTURAL GUIDELINES Please be aware that if you have a basketball goal in street view it must be maintained at all times. Basketball goals are permitted subject to the prior approval of the ACC and the following: * A net shall be maintained on the rim at all times. The net shall be replaced in the event that it becomes frayed or torn. * A rim shall be affixed to the backboard at all times. The rim shall be repaired or, if necessary, replaced in the event that it becomes broken or bent. * The backboard shall be repainted, repaired or replaced in the event that the surface of the backboard becomes chipped or cracked or the backboard becomes warped or unaligned. The backboard shall also be kept clean of mildew or mold. * Basketball goals that are visible from the street shall be attached to the front of the garage or freestanding. * In no event shall a basketball goal be placed at any curb either temporarily or permanently. * The pole and all mounting supports must be maintained in an attractive condition. The pole shall be removed if the basketball goal is no longer functional.

CONTRACT DEPUTY PATROL

The Harris County Municipal Utility District #183 has a contract through Harris County for one Deputy from the Sheriff’s Department to patrol the District. The MUD has also hired five part-time off duty police officers to patrol the District as needed. Their jobs are to watch out for suspicious persons and/or activities and report any incidents to the Sheriff’s Department for further action. The Deputy Sheriff and the part-time off duty police officers patrol the Windsong and Windsong Place communities as well as any commercial properties within the District.

TRASH SERVICE INFORMATION

Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. A letter regarding this service was mailed to all residents in January and articles were published for the first few months of 2011 in the “Windsong Whistler.” Information is also published on a monthly basis on the inside back cover. If your trash is currently not being picked up, please call Royal Disposal to start service at 713-526-1536.

BE A GOOD NEIGHBOR

We would like to address one of the items that the Windsong Community Improvement Association gets the most complaints about. We receive many complaints from homeowners about vehicles parked on the street blocking the flow of traffic. The reason for that is because the roads were not designed with a parking lane. There is not enough width to allow for a parking lane. More seriously, when an emergency vehicle is unable to obtain egress and ingress to a street, precious minutes are lost that could mean loss of life/and or property. The problem becomes intolerable in cul-de-sacs where emergency vehicles or others cannot turn around due to vehicles parking inappropriately and not parallel to the curb. The neighbors of these improperly parked vehicles are inconvenienced when they have to go out of their way to get around them. Be aware that Law Enforcement can and will ticket vehicles parked too far from the curb, parked the wrong way on the street, parked facing in on a cul-de-sac instead of parallel to the curb or parking too close to a fire hydrant or a traffic sign. Everyone can “look the other way” and tolerate a vehicle parked temporarily for a visitor. We are referring to vehicles parked overnight, day after day. Please try to think of others and be a good neighbor. Don’t block your neighbor’s ability to enter and exit his driveway safely or block his/or her mailbox. We know that the homes in Windsong have two car garages. If you have multiple vehicles, please try to park them in the driveway and/or the garage overnight and whenever possible. Your neighbors will thank you! WCIA Board of Directors

SPECIAL PROJECT COMING UP?

1. First things first…an Architectural Control Application needs to be completed and submitted to Windsong CIA c/o SCS management Services before any work is started. 2. Include samples of paint, shingles, etc. with the application. 3. Once submitted, SCS Management Services will forward the application to the Architectural Control Committee for review. 4. Wait for a written approval from the ACC before beginning any work. Contact SCS at 281-463-1777 if you need an application.

The Board of Directors and the Architectural Control Committee are concerned that residents are completing projects without prior approval. Did you know that if you complete any project that does not meet architectural guidelines you are in violation of the deed restrictions? The association has the right to take action to enforce the deed restrictions and request the removal or modification of your improvement. We want you to know before hand so that you do not spend money on improvements that may not be approved. Remember, that the deed restrictions and the architectural guidelines are in place to protect neighborhood harmony and maintain everyone’s property values.

WINDSONG CIA RESIDENT DEED RESTRICTION COMPLAINT FORM The Board of Directors receives resident complaint forms on a monthly basis. We thank those who take the time to send them. The forms are reviewed at the monthly Board meetings and then referred to SCS Management Services to process. SCS verifies the report during their next drive-by deed restriction patrol of the community. Many times we receive complaints such as disturbing the peace, animal smells coming from a house or yard, barking dogs, neighbor to neighbor disputes, etc. We want to let you know that the association cannot enforce these types of reports. Kittens and puppies are being dumped in Subdivisions and shopping strips. They will not find good homes. Most will be taken by the pound or shelter and those are overflowing with pets. They cannot help but have to euthanize some. You, as a responsible pet owner can be of great help by having your cat or dog spayed or neutered and not worry about finding homes for the offspring. You will have a healthier and happy pet. Another and very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. In this program, Commended Students placed among the top 3 percent of about 1.5 million students who entered the Merit Program by taking the Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT) during their junior year. THE NATIONAL HISPANIC RECOGNITION PROGRAM The National Hispanic Recognition Program provides national recognition of the exceptional academic achievements of Hispanic high school seniors and identifies them for postsecondary institutions. Forty-nine Hispanic Scholars and seven honorable mention selections have been recognized as Scholars by the College Board’s National Recognition Program. They are among a select group of 5,000 of the highest-scoring high school juniors who took the PSAT/ NMSQT and designated themselves as Hispanic. From Cy-Lakes, Shea Forcade and Karina Zemel were named Hispanic Scholars and Dallas Nicole Sanchez was named honorable mention.

NATIONAL ACHIEVEMENT SCHOLARSHIP PROGRAM The National Achievement Scholarship Program is an academic competition established in 1964 to provide recognition for outstanding Black American high school students. Black students may enter both the National Achievement Program and the National Merit Program by taking the Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT) and meeting other published requirements for participation. The two annual programs are conducted concurrently but operated and funded separately. Of the more than 160,000 students who currently enter the National Achievement Program each

year, approximately 4,700 are honored. A group of about 3,100 are referred to colleges for their potential for academic success. A smaller group of about 1,600 are named semifinalists. Three Cy-Lakes’ students were referred to colleges by National Achievement: Kaie Essence Bodden, Valerie Ikhimokpa and Tevin Richards. The names of all the above students will be displayed on the Wall of Fame in the foyer at Cy-Lakes.

BOY SCOUTS Boy Scout Troop 61 Young men between the ages of 11-18 are encouraged to visit Boy Scout Troop 61 at 7:00 PM Wednesday nights at Peace Community Church, 5151 Addicks Satsuma Road, Houston, Texas, 77084. They will get a hands-on experience of what Scouting has to offer and have the opportunity to visit with the Scouts and their adult leaders to learn more about the things the troop has done during meetings and activities. Oil Stain Clean Up 1. Clean up any fresh oil stains by blotting the surface with newspaper. 2. Sprinkle a layer of clay-based cat box litter over the top of the oil stain. You want to completely cover the stain so that you can no longer see it through the litter. The litter will soak up the oil from the concrete. 3. Monitor the color of the litter several times while it is sitting on the stain. As the oil becomes absorbed into the litter, it will change to a darker color. When the litter changes colors, remove the old litter by sweeping it up with a broom. Dispose of the discolored litter as you did the oil-soaked newspapers. Sprinkle more litter onto the stain the same way you did in the prior step and continue to let it soak up the oil. Leave the stain covered with litter for a minimum of one day. Clean away all the litter after 24 hours. Sweep up the litter and dispose of it. 4. Apply a liquid dish detergent with grease-cutting agents to the oil stain. Use a scrub brush to rub the detergent into the stain. 5. Allow the detergent to settle for five minutes, then scrub the detergent into the stain again using short, circular movements. 6. Poor 1 cup of boiling water on to the dish detergent covered stain. Use your scrub brush to rub the water and soap into the stain. Take care not to burn yourself. 7. Blot up the now oily and soapy water with newspaper after the mixture has cooled for several minutes. Dispose of the newspaper. Continue to blot the area until you have absorbed all of the oily water. 8. Pour another 2 cups of boiling water over the stain. This will wash away any oily water that was not absorbed by the newspaper. Be careful not to burn yourself. If the stain is still present, repeat the process

Stuffed Baby Red Potatoes from Taste of Home© 2012 Ingredients 24 small red potatoes (about 2-1/2 pounds) 1/4 cup butter, cubed 1/2 cup shredded Parmesan cheese, divided 1/2 cup crumbled cooked bacon, divided 2/3 cup Daisy Brand Sour Cream 1 egg, lightly beaten 1/2 teaspoon salt 1/8 teaspoon pepper 1/8 teaspoon paprika

Ingredients 1/2 fully cooked bone-in ham (6 to 7 pounds) 2 cups apple cider 1 cup honey 1/2 cup cider vinegar 1/4 cup Dijon mustard 1 tablespoon butter 2 teaspoons chili powder 1/2 teaspoon apple pie spice Directions Place ham on a rack in a shallow roasting pan. Score the surface of the ham, making diamond shapes 1/2 in. deep. Cover and bake at 325° for 2 hours. Meanwhile, in a large saucepan, combine the cider, honey, vinegar and mustard; bring to a boil. Reduce heat; simmer, uncovered, for 15 minutes, stirring frequently. Stir in the butter, chili powder and apple pie spice. Set aside 1 cup for serving. Cook the remaining sauce until thickened; spoon over ham. Bake, uncovered, 30-35 minutes longer or until a thermometer reads 140°. Warm reserved sauce; serve with ham Yield: 10 servings (1 cup sauce).

Bake at 375° for 12-18 minutes or until heated through. Yield: 2 dozen.

Each lot owner is required to pay an annual maintenance fee which is used to pay street lights; taxes on and maintenance the common areas, such as the swimming pool, tennis courts, clubhouse, playgrounds, and entrances.; contract deputy patrols; and legal expenses incurred to enforce the deed restrictions, etc. The Board meets the 4th Thursday of each month at 7:00 PM in the meeting room at the Windsong Community Clubhouse. Residents are welcome to attend. Anyone wishing to place an item on the agenda should call SCS Management Services, Inc. at 281-463-1777 at least 5 days in advance.. The Annual Meeting of Members is held on the 1st Thursday in May. Board Members hold three year staggered terms and are elected. The election process is as follows: 1) Voting by proxy. Mail in proxies will be mailed with the Annual Meeting Notice. 2) Voting in person will be by attendance at the Annual Meeting.

The WCIA has a new resident package available which are sent once a month to the new homeowners once SCS Management Services, Inc has received transfer information.

DEED RESTRICTIONS

Deed restrictions are strictly enforced by Windsong Community Improvement Association. Copies of the restrictions are available upon request by mail. Please call 281-463-1777. Complaint forms are included in every “Windsong Whistler” for your convenience. The association’s office verifies complaints and writes letters to violators. WCIA will initiate legal action when warranted, to enforce the deed restrictions.

ARCHITECTURAL CONTROL

You MUST submit any plans for improvements or modifications of your home to Windsong CIA for review. Your plans will be checked to insure that they comply with the deed restrictions. This includes re-roofing, play forts (8 ft limit), temporary storage buildings, etc. Please call SCS Management 281-463-1777 to obtain the necessary form. You may also access www.scs.mgmt.com

TRASH COLLECTION ROYAL DISPOSAL. Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. You must call Royal Disposal to start service at 713-526-1536. 1. Trash pick-up days are Tuesdays and Fridays between 7:00 AM and 6:00 PM. 2. Curbside pick-up for each home for a maximum of 6 cans per day. 3. All tree branches less than 3 inches in diameter and shrub trimmings should be cut in four feet lengths and bundled. 4. No pick-up is schedule on New Year’s Day; Memorial Day; Independence Day; Labor Day; Thanksgiving Day; and Christmas Day. Pick-up will resume the next regularly schedule day. 5. Heavy trash pick-up is scheduled every Friday. 6. Excluded items include, but are not limited to, acids; batteries; car parts; car tires; chemicals; construction trash (to include concrete, large quantities or rolls of carpeting, fencing, construction material and debris); dirt; garage door openers; hazardous or toxic or radioactive waste; large pieces of glass (must be broken and placed in cardboard box and weigh less than 40 pounds); human or animal fecal waste; large sofas and sleepers and furniture with metal frames; metal items; paint; petroleum products or filers; refrigerators (if Freon is not removed and refrigerator tagged); rocks; sand. Resident may call Customer Service at 713-526-1536 and arrange for items to be picked up at a negotiated price. WATER DISTRICT

Windsong CIA is serviced by HC MUD #183. Severn Trent Environmental Services was hired by the Water Board to manage the utility district and they can assist you if you have any problems.
