Deed Restriction Letter Process overview:
The CRPA Board of Directors would like to share the Deed Restriction Letter Process with each resident. By doing this, the Board wishes to communicate the need for this service and the importance of this information. Please note this overview if you have ever received a Deed Restriction letter. Let’s use a common violation as an example: Trash can in view on non-trash day(s). Twice per month, the Management Team conducts a Deed Restriction inspection of your area. During this inspection the Team of two people will drive through the area and visually inspect for violations. The Team Members do not leave their vehicle and the vehicle is in the street at all times. The Team will notate violations and enter them into a software program via a laptop computer in the field. Once the inspection is complete the information is returned to the office and is uploaded into a program. Every residence in Cinco has a file within this program and the information is stored there for reference. This information is kept strictly confidential and is only viewable to the Board of Directors and Management. It is available to each homeowner respectively by request. Using our example, if the trash can is left out on a non-trash day, this violation is cited. If this is a first time offense, the file is “noted” so the inspector will look again for this violation at the next inspection. Upon the next inspection, if the trash can is not visible, the file is again “noted” so the inspectors are aware going forward. If the trash can is visible, then the file is updated to reflect the violation to which will prompt a letter from the Management Team to the homeowner. The first letter in this process is formally called a “01 letter” and is basically a gentle reminder to the homeowner that the violation was noticed and serves as a reminder and explanation of the violation. These letters are common in

Cinco and Management sends hundreds per month. If this letter is ignored and the violation continues, a second letter is sent. The second letter in this process is formally called a “02 letter” and is has firmer language and cites the violation and a basic timeframe to correct. If this letter is ignored and the violation continues, then a “03 letter” is sent BOTH certified mail return receipt and regular delivery. The certified letter is per the State of Texas Property Code #209 and this letter is required to give the homeowner thirty (30) days to cure the violation or the Board of Directors may vote to involve an attorney in the enforcement of said violation. Once the certified letter is sent, this letter is valid for one-hundred eighty (180) days. This is so, if the violation continues within this period of time, per the Property Code, the Association may engage an attorney for enforcement as, especially in a trash can violation, this violation can be fluid and transient in nature. Once the attorney is involved per the Board vote and only the CRPA Board of Directors may involve an attorney, the homeowner is now formally responsible for the violation both in a court of law and financially. The attorney will conduct a title search of the property, send a formal letter and charge legal fees to the Association for enforcement. Per the Declaration of Covenants Conditions and Restrictions for Cinco, the homeowner is now charged for these legal fees as the Association has been billed, paid and assesses the fees to the homeowner’s account. The cost for these services can range from $125 $250. This process is iron-clad and indisputable. Management conducts this process immediately and homeowner’s amenity rights are suspended along with formal contact being made with the homeowner as warranted. From there, the violation may still exist and the next step is for the Association to file a lawsuit against the homeowner for the violation. These legal fees are again charged and therefore assessed in the same manner. The cost for these services is quite expensive and can exceed $600 - $1,000 depending on the situation. If the matter goes to court, the cost can be quite higher.

Early swim lessons set a positive foundation towards a lifetime of participation in a variety of water sports and aquatic adventures. Our goal at Texas Swim Academy is to provide the families in Katy and the greater Houston area access to a result oriented swimming program. We will advance students from water safety to confident water enjoyment. All the while, the homeowner may choose not to correct the violation. The majority of the time however, violations are cured quickly once a monetary threshold has been passed and the homeowner has incurred legal fees. The CRPA Board has been in discussions to create an administrative service fee that can be assessed to homeowner’s accounts as a means for the Association to recoup the administrative, postage and supply costs for violations. With this tool, those homeowners who are not committing violations will not have the overall costs of the process blended into the overall budget and thus help to keep the annual assessment low for Cinco Ranch. This discussion is ongoing, but may be enacted in 2013. Parking in the Street
Did you know it is against Cinco Ranch Covenants for residents to park in the street (Article XII, Section 2(a))? Additionally, when a number of vehicles park in the street, emergency vehicles have a difficult task maneuvering down the street. Due to the size and clearance needs of these emergency vehicles, a street lined with parked cars obstructs the passage and delays response time. While it is understood that during certain events, vehicles parking on the street is an unavoidable circumstance, please be aware of clearance needed for traffic. Ask your guests to park their car as close to curb as possible and not line both sides of the street. Be a courteous neighbor by communicating you are having a gathering at your home and may need additional parking. Ask if they would mind guests parking in front of their homes to help eliminate the congestion on the street.
DO YOU KNOW WHO YOUR NEIGHBORHOOD REPRESENTATIVE COMMITTEE (NRC) REPRESENTATIVES ARE?
Did you know that each area of Cinco Ranch has Neighborhood Representative Committee (NRC) Representatives positions? While not every position is filled (we’re looking for volunteers who want to get involved!), most have an NRC rep and many have 1st and 2nd alternate reps. These are volunteers from your neighborhood. Your NRC rep is a tremendous source of information and a resource you should use. But, you have to know who your rep is, in order to contact him/her. A quick call to the Cinco Property Association Office at 281-599-0408 is all it takes to find out the name and contact information for your rep.
All the NRC reps are trying to build contact lists to keep you informed, but they need you to reach out and let them know you want to be added to their contact list. Many NRC reps have started Facebook pages to help keep their neighbors informed. There are many issues facing Cinco Ranch that you should be aware of. Knowing who your NRC rep is, is one way to stay in the know. So call today and find out who your NRC rep is and contact them to let them know you want to be added to their listing.

Street Parking Near the Schools
With the Katy ISD bus changes this year, many parents are dropping off and picking up their children at school. This means there are many more cars parked along the streets near the schools. Please be extra cautious in these areas and be alert to the parked cars and the children walking to and from the cars. Thank you.

Help Keep Our Lights On
Cinco Ranch Residents pay a maintenance fee where a large portion includes the electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the light is working or not. If you see a light(s) burned out, please help us by getting the number on the pole. You may submit the work order to Centerpoint Energy or report it to the Associations Office. To report the outage yourself you will either fill out the form available at: www.centerpointenergy.com/outage or you can call the information into Centerpoint Energy at 713-207-2222. The electronic form is much faster as you won’t be put on “hold.” You can also report dim lights, leaning poles, etc. on the electronic form. Copy the email to the Cinco Ranch Residential

Cinco and Cinco Southwest Shared Use Agreement
Cinco has 9 pools available during the swim season. Starting in April, the Greenway Village pool will open. This pool stays open through the end of October. Cinco Southwest has two pools - The Lake House Pool and the Rosewood Pool. All of these pools are available for use by both Cinco and Cinco Southwest Residents.

The shared use agreement was signed in October of 2009 through the end of 2013. At that time, the shared use agreement will be reviewed. All Recreation Facilities are open to both Cinco and Cinco Southwest Residents. This includes pools, tennis courts, parks, hike and bike trails and the Lake House Recreation Facility. There are charges for renting some of the facilities. Members must purchase their Pool Key Cards from their appropriate Management Company. If you live east of Katy Gaston Road, you are in the Cinco Association and can purchase your Pool Key Cards at 3022 Windemere Park Lane. If you live west of Katy Gaston Road, you are in the Cinco Southwest Association and can purchase your Pool Key Cards at the Lake House at 25202 Springwood Lake Drive.

E-blasts can consist of Association News and Announcements, Cinco Ranch Events, Local Area Happenings, Cinco Ranch Area Public Service Announcements, Severe Weather Alerts and much more. E-blasts can contain current information, which is a benefit to the Association when immediate notices need to be sent to Residents. The Cinco Ranch Communication Committee under the direction of the CRPA Board of Directors has been working on better forms of communication for the Cinco Ranch Residents. The website offers the online experience of receiving news and information from your Association. Residents have a 24/7 connection to the Association Information and documentation. Legal Documents of all three Cinco Ranch Associations are available online. There is also local contact information that is area specific to Cinco Ranch. There are some online forms that will help you expedite your communication with the management company. Another feature that can be utilized is the online classified ad section. This is a free service and allows Resident the chance to list their treasures for sale. Several features have been built into the site to help our Residents. PET LEASH LAWS IN THE CINCO RANCH AREA Harris County - LEASH LAW
Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. Laws written to ensure that owned animals are confined to their property or kept on a leash make freeing a community of unrestrained and free-roaming animals easier. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies-infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current • Allows for quick identification in case of a bite incident • Provides revenue to offset the administration costs of the animal control program VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans.

A single gram (about the size of a dime) of dog feces contains 23 million fecal coliform bacteria. Dog feces may harbor dangerous bacteria and viruses such as: whipworms, roundworms, tapeworms, parvo, giardiasis, salmonellosis and cyrptosporidosis. Pet waste is not fertilizer. It actually kills plants and grasses. Improperly disposed of or left unchecked, dog waste pollutes our environment and can even filter into our water supply. Uncollected dog waste that washes into streams and storm drains is the #3 contributor to water contamination. So, pick up your dog’s waste. Not only will it help the environment, but it will ensure you and your dog a clean and safe area to enjoy together!

Otherwise they will over heat and burn out. Also, the sides of a transformer can rust through due to mulch holding moisture against them. Recently, signs have been added to the area surrounding the lake at Lake Pointe advising residents not to feed the ducks at the park and lake. The duck population at Lake Pointe is a concern and feeding the ducks is encouraging the ducks to loiter. The ducks are a part of nature and the lake is a natural area, but feeding the ducks in this manner causes a duck population growth and subsequently the mess that goes along with it. GARDENING TIPS FOR APRIL
Mulch - If possible, buy Bagged Mulch. Bagging helps eliminate a great many pests that die from various causes while in the bag. When you buy ‘loose’ mulch that is trucked to your home, you are also buying ants, roaches, termites, etc… Spend a little more on bagged material and save lots of future pest problems. Keep your mulch at least 4” - 6” below the top of your homes exposed foundation edge/side. This will aid in minimizing pests in your home and allow for quick and accurate termite inspections. Shrubs, Flowers and groundcovers - Trim all shrubs/plants at least 12” - 18” back from your home. Do your best to create a plant free zone that is 18” - 24” wide around your home. The exception is your lawn - it can grow up next to the slab as long as you keep it 4” - 6” below the top of the slab. The most conducive to termite infestation are groundcover plantings, growing high against your homes exterior or (especially) ivy that grows on your walls. Trees - Spray your trees at least twice annually. The spring spray eliminates overwintering pests and fungi while preparing trees to resist the pest onslaught of summer with residual pesticides. The fall spray also kills pests from the summer, prevents most fungi from occurring over the winter and puts your valuable asset off to a healthy winter’s dormancy.

KATY ISD OUTPERFORMS STATE ON STAAR TEST
Test scores released by the Texas Education Agency (TEA) from the 2012 State of Texas Assessments of Academic Readiness (STAAR) accountability test for grades 3-8 show that Katy ISD outperformed the state in every grade level assessment. The district also exceeded the state passing rate by an average of 13 points. “While we are very pleased that our students outperformed the state, that is not our only goal,” says Katy ISD Superintendent, Alton Frailey. “While we will remain competitive with our peer districts within the state accountability system, our primary objective is to provide each student high quality and comprehensive learning experiences.” The STAAR test assesses student performance based on the Texas Essential Knowledge and Skills (TEKS) learning objectives developed by the TEA. Because students took the STAAR test for the first time in 2012, test scores will not count in any way toward a student’s 2012 - 2013 state testing results, regardless if they passed or failed the test. The TEA is currently in the process of developing a new accountability system for the 2013 - 2014 school year. Additionally, the TEA will not be assigning accreditation status to school districts in 2012 - 2013. During the next two weeks, parents will receive their child’s Confidential Student Report, which provides a summary of how their child performed. Because the STAAR assessments are new and more rigorous than past TAKS assessments, many parents may see test scores that differ from previous TAKS test results.

TOMPKINS HIGH SCHOOL ANNOUNCES OFFICIAL MASCOT
The administration at Obra D. Tompkins High School has officially announced that the mascot for the school will be the Falcons. Immediately after the Board of Trustees named the new high school, campus administration started the mascot recommendation process, inviting input from students, staff, parents and the Tompkins HS community. After all names were submitted, Principal Mark Grisdale and staff members met with members of the incoming student body to discuss and vote on the top recommendations, ultimately revealing the winning mascot name. “It was great to have the Katy ISD community involved in our selection process,” says Grisdale. “The campus is now working with the Katy ISD department of communications to develop an official logo.” The Tompkins High School colors are crimson, navy blue and white. As students and teachers become more familiar with STAAR, we anticipate that future scores will improve.” Students who participate in the 2013 spring administration of STAAR will receive a new Confidential Student Report near the end of the 2013 school year. After multiple rounds of competitions, they were selected from over 5,000 students throughout the state to perform in the All-State Symphony Orchestra at the Texas Music Educators Association Convention in San Antonio on February 16, 2013. ExxonMobil Chemical, this program helps junior high girls envision careers in engineering and encourages them to get involved in STEM (Science, Technology, Engineering and Math) courses and activities in high school. ExxonMobil Chemical supports FIRST and Team CRyptonite as one of the team’s corporate sponsors. Fourteen members of Team CRyptonite, along with last season’s basketballshooting robot “Panzer,” travelled to ExxonMobil’s west Houston office on February 15th to show how helping to design and build a robot as part of a FIRST Robotics Competition (FRC) team has allowed them to experience solving real-world engineering and technology problems. An all-freshmen group of Team 624 girls was called upon to handle much of this demo for about 200 girls from KISD’s West Memorial and McDonald Junior Highs. Zoe Burch and Nasa Xu showed how the robot works and talked about the build process. Aided by Daniel Lambert and Bill Waters, some of the junior high girls got to try their hand at driving the robot and shooting baskets. Stephanie Grace, Susana Simmonds and Andrea Zaharie explained the robot’s pneumatic system to the girls, while Leah Button-Edelson and Jordan Wood did the same for the electronic system.

Mrs. Chew has assisted with VBS at various churches and attended pastoral conferences in order to stay current with emerging curriculums and trends. One of her more recent children’s programs doubled in size, in part by involving her rich history in the performing arts. “It is my greatest joy to teach children of all ages. I love fostering the love of music and theatre in my students all for the glory of God,” Chew said. “I am thrilled to join the COTHA family. There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2012-2013 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. How would you feel if you saved a kid’s life? StandUp For Kids is an all volunteer organization dedicated to saving the lives of at-risk and homeless kids through volunteer outreach efforts. Our volunteers search the streets in order to find, stabilize and otherwise help homeless and street kids improve their lives. Every day throughout the US thirteen kids die on the streets from abuse, disease and suicide. According to recent statistics Houston has up to 2,500 kids living on the streets at any given time. Texas has the highest rate of homeless youth in the U.S. StandUp For Kids needs supplies for our Houston program, which provides food, clothing, counseling and a safe environment for the homeless youth of Houston.
