2013 WESTLAKES GATORS SWIM TEAM REGISTRATION
The Westlake’s Gators Swim Team (WGST) is holding registration for the 2013 summer swim season on Monday, April 8, 2013 from 6:30 PM - 8:00 PM at CiCi’s Pizza on Fry Road. Each swimmer registered will receive a team shirt, insurance while participating in swim team events, team party and trophy at the end of the season. WGST is a summer team offering instruction, training and competition to swimmers ages 4 to 18. The swimmer must be able to swim the length of the pool unassisted. Practice begins Monday, May 6, 2013. Morning and evening practices will be offered during the month of June. WGST is a joint venture of Westlake/Westlake Forest subdivisions to insure that both subdivisions will have a swim team for their residents. It should be noted that other subdivisions are also invited to join. We are a member of the West Houston Aquatic League (WHALe). WGST was organized to provide our youth the opportunity to participate in a quality competitive summer swimming program, which will provide personal growth, self-esteem, enjoyment and introduce them to the lifelong health benefits of the sport of swimming. The sport will be taught in a fun environment while nurturing a competitive attitude at the individual’s own rate. WGST considers all swimmers as equal and integral members of our team. Our success is ultimately measured by how much opportunity we provide for the youth of our community and by how much their individual potential is maximized. The building of positive attitudes, healthy bodies, disciplined minds and enduring friendships are among the rewards our program strives to offer to those who join. We have long advocated the benefits of applying the Texas Nuisance Abatement laws to our subdivisions. After many discussions as to the merit of formalizing this effort, expanding it throughout the county and partnering resources with other Harris County Agencies, the Sheriff’s Office has announced the best programs yet devised for neighborhoods, such as ours, which are experiencing increasingly severe problems with junk vehicles, abandoned cars (parked on the street for 48 hours or more), abandoned homes, foreclosed homes, debris, trash, broken windows and hazards which impact both health and safety. Needless to say, neighborhoods which decay become enticingly attractive to the criminal element. These neighborhoods do not get the seal of approval from the real estate community, either. We want to eliminate these possibilities for Westlake Forest and Westlake. The Sheriff’s Office has already trained nearly 300 deputies and sergeants in the Nuisance Abatement Code(s) of Texas. More deputies and sergeants are scheduled for training next week. Sgt. Ron Boatman will be in charge of the county-wide Nuisance Abatement program in the Sheriff’s Office. He has established relationships with the Health Department and the County Attorney’s office. The County Attorney’s office is present at all deputy trainings to answer questions about quick referral and information needed on the types of abatement in order to pursue these in a court of law. The Nuisance Abatement Officer from the Health Department will be working closely with all the deputies in Patrol, whether in contracts or district units, to enable all non-compliant nuisances to be expeditiously removed or corrected. This is not an enforcement of deed restrictions. Although Texas law and deed restrictions intersect on some of the nuisance abatement laws, law enforcement agencies do not enforce deed restrictions. If there is a deputy talking with someone about a nuisance, it is because the law has been violated. The County Attorney’s Office has assigned several of their attorneys to this effort. Each contract unit is trained in all facets of Nuisance Abatement. The Health Department Nuisance Abatement Officer for Harris County is partnering on this effort as well. Report Nuisance Abatement Violations to Wayne Rhea at westlakeandyou@aol.com Please let Wayne Rhea know about any of the following: 1. Houses that are empty, abandoned or have debris, trash, appliances, high grass, rats, snakes, open doors, broken windows, swampy swimming pools, etc. 2. Vehicles parked on the street for more than 48 hours, especially those that are not operable, are on jacks, are illegally parked, do not have current registration or inspection, have flat tires, etc. It is illegal for any vehicle to park for more than 48 hours. 3. Vehicles of any kind, which are parked on the driveway or the yard and have expired inspection stickers, flat cars, are inoperable, haven’t moved for 30 days, are on jacks, etc. These are junk vehicles. 4. Graffiti in commercial and residential areas. State law contains a provision for mandatory removal of graffiti. Please provide information on address, type of nuisance, if this is a vehicle, provide the location and make, model, color and license tag of the vehicle to Wayne Rhea. Health and Environmental nuisance abatements such as long grass, rats, debris, junk, garbage, dangerous or hazardous issues, can be reported on line to the Harris County Public Health and Environmental Services at www.hcphes. org (website). Many of the residents of both subdivisions have more than two cars for their family. Street parking is discouraged because it causes a health and safety hazard in many cases. Park in your garage first and then park on your driveway. If you must park a car on the street, please follow the Texas Parking Law. Vehicles should be parked: 1. 30 feet from a stop sign 2. 20 feet from a cross walk 3. 18” from curb - parallel to curb, turned toward curb, car locked and WITH the direction of traffic 4. I want to thank everyone who attended the town hall meeting. We had 17 in attendance and both Westlake and Westlake Forest were well represented. I saw that there are different issues from each subdivision and I am looking at what we need to do to improve these issues. I attended a HCSO meeting and again I was shown several ideas and met several of the major players in the HCSO. When you notice that the street light(s) on your street are no longer working, please report these to CenterPoint Energy at SLOAdmin@ centerpointenergy.com. Complete the form and a report will be sent to you regarding the status of the street light repair. You will be informed if it is completed or if there is a problem with the information.
Trash Pick-up Stickers Belong On Trash Cans
The garbage pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on a garbage can. These stickers occasionally won’t stick even to a garbage can; use a heavy duty tape when this occurs. Remove your cans from the street as soon as possible. Do not place these stickers on your mailbox. They may well be stolen. Do not leave your garbage cans out for a period of time. The stickers might be stolen and the garbage cans could be stolen. A word to the wise should be sufficient.

RECIPES Shrimp and Dill Deviled Eggs
INGREDIENTS: 6 eggs 1/4 cup mayonnaise 1 (4.5 ounce) can shrimp, rinsed and drained 2 tablespoons chopped green onions 1 tablespoon chopped fresh dill weed* 1 tablespoon lime juice 2 teaspoons prepared Dijon-style mustard 1/4 teaspoon hot pepper sauce 1 pinch ground black pepper fresh dill weed for garnish*
In a medium bowl, mash egg yolks with a fork. Mix together with mayonnaise, shrimp, green onions, fresh dill weed, lime juice, prepared Dijon-style mustard, hot pepper sauce and ground black pepper. Spoon approximately 1 tablespoon egg yolk mixture into each egg white. Garnish with fresh dill weed. GARDENING TIPS FOR APRIL
Mulch - If possible, buy Bagged Mulch. Bagging helps eliminate a great many pests that die from various causes while in the bag. When you buy ‘loose’ mulch that is trucked to your home, you are also buying ants, roaches, termites, etc… Spend a little more on bagged material and save lots of future pest problems. Keep your mulch at least 4” - 6” below the top of your homes exposed foundation edge/ side. This will aid in minimizing pests in your home and allow for quick and accurate termite inspections. Shrubs, Flowers and groundcovers - Trim all shrubs/plants at least 12” - 18” back from your home. Do your best to create a plant free zone that is 18” - 24” wide around your home. The exception is your lawn - it can grow up next to the slab as long as you keep it 4” - 6” below the top of the slab. The most conducive to termite infestation are groundcover plantings, growing high against your homes exterior or (especially) ivy that grows on your walls. Trees - Spray your trees at least twice annually. The spring spray eliminates overwintering pests and fungi while preparing trees to resist the pest onslaught of summer with residual pesticides. The fall spray also kills pests from the summer, prevents most fungi from occurring over the winter and puts your valuable asset off to a healthy winter’s dormancy. Lawn - Spring is the perfect time to do a fungicide treatment to stop brown patch in its tracks along with other fungi. If your lawn is thin and weak in some areas, here are some important fundamentals: a) lawn aeration b) fertilization c) weed control. Most important is proper watering • Water once per week (unless you get a 1/2” rain or more - then do not water.) • Water heavily (1” - 2”) for total lawn coverage. • In severe drought, water every 5th day. • Water from 5 AM to 7 AM in the morning - NOT AT NIGHT. • A heavy deep weekly watering makes the turf grow deeper, stronger and more drought resistant roots. • Less watering also saves you money!! Test scores released by the Texas Education Agency (TEA) from the 2012 State of Texas Assessments of Academic Readiness (STAAR) accountability test for grades 3-8 show that Katy ISD outperformed the state in every grade level assessment. The district also exceeded the state passing rate by an average of 13 points. “While we are very pleased that our students outperformed the state, that is not our only goal,” says Katy ISD Superintendent, Alton Frailey. “While we will remain competitive with our peer districts within the state accountability system, our primary objective is to provide each student high quality and comprehensive learning experiences.” The STAAR test assesses student performance based on the Texas Essential Knowledge and Skills (TEKS) learning objectives developed by the TEA. Because students took the STAAR test for the first time in 2012, test scores will not count in any way toward a student’s 2012 - 2013 state testing results, regardless if they passed or failed the test. The TEA is currently in the process of developing a new accountability system for the 2013 - 2014 school year. Additionally, the TEA will not be assigning accreditation status to school districts in 2012 - 2013. During the next two weeks, parents will receive their child’s Confidential Student Report, which provides a summary of how their child performed. Because the STAAR assessments are new and more rigorous than past TAKS assessments, many parents may see test scores that differ from previous TAKS test results. “The change in scores is not a reflection of the education that students receive as we continue to provide high-quality instruction that students and parents expect in Katy ISD,” says Katy ISD’s Chief Academic Officer, Dr. Christine Caskey. “Not only is STAAR more rigorous than TAKS, this was the first time students saw the format of the new test. As students and teachers become more familiar with STAAR, we anticipate that future scores will improve.” Students who participate in the 2013 spring administration of STAAR will receive a new Confidential Student Report near the end of the 2013 school year. The 2013 spring administration of the STAAR will be the first set of test results that will count toward a student’s state testing performance.
