The monthly Board of Directors meeting for Williamsburg Colony generally are held on the 2nd Wednesday of each month at 6:00 PM, at the clubhouse located at 2315 John Crump. Remember to keep all cars and trucks locked and windows rolled up. Call on any suspicious persons or vehicles. We need everyone’s help here. Please call the Constables at 281-463-6666.
PARK USE
Park hours have been posted. Park hours are 8 AM to 8 PM. Also, those wishing to play baseball in the park or street, please be careful. Any damage done to resident’s property is the responsibility of those parents of the children that cause it. Also it has been brought to the Board’s attention that use of foul language and trouble at the park must stop. If Constables report such behavior, individuals may become barred from park/pool area. Let’s all have fun and play nice. Older kids watch out for little ears nearby. Remember, $250 reward to anyone who provides information about damage or vandalism to the park. This reward will be paid and no one will ever know who reported such damage.
STREET LIGHTS
Your Association pays for your streetlights from your annual dues, whether they work or not. If a light is out in your area, please call 713-207-2222 and report it. Each light pole should have a number on it. When reporting the out or malfunctioning light, give them the pole number and closest street address. We want all of our lights to work. A lighted area is a safer area.

A meeting of the Board of Directors of the Williamsburg Colony Maintenance Association was held on Wednesday, January 9, 2013, at 5:00 PM, at the community clubhouse, pursuant to Notice attached as Exhibit “A.” Directors in attendance were Ken Rychlik, John Eberlan, Shelli Shaw and Jana Heaton. Also in attendance was Dolores Sue representing Planned Community Management, Inc. (PCMI). With a quorum present the meeting was called to order at 5:00 PM.
EXECUTIVE SESSION
The Board held their executive session to discuss deed restriction violations and delinquencies. At 5:30 PM, a hearing with a resident regarding maintenance fees was held. At 6:00 PM, the Board adjourned to open forum. There were no homeowners present.

The minutes of the meeting held on November 14, 2012, were reviewed and approved as written. Minutes attached as Exhibit “B.”

The Board reviewed the deed restriction edit list and unanimously instructed PCMI to refer five (5) homes that are in violation to the Association attorney. The total violations noted for the month of December 2012 were one-hundred eighty-six (186). There was a hearing with an owner regarding delinquent assessments.

SHREDDING OF OLD RECORDS UPDATE John Eberlan reported as soon as weather permits, he will be taking the old records to be shredded.
NEW BUSINESS
2013 MOSQUITO SPRAYING The Board reviewed the new contract proposal from Cypress Creek Pest Control for the mosquito spraying to begin April 1, 2013 and end October 30, 2013. The cost is $50.40 per trip plus tax. The cost per trip for 2012 was $48. A motion was made, seconded and unanimously agreed to accept the new contract. With no further business to come before the Board, the meeting was adjourned at 6:21 PM.
Curfew Reminder
We would like to remind residents that being in Harris County means those under the age of 18 must not be roaming the streets after midnight. Any children spotted after midnight should be reported to the Constables at 281-463-6666. Most of the trouble we have in the subdivision that is attributed to mischievous minors occurs after the curfew. Once park hours are posted, anyone in the park after hours will be charged with trespassing.
GARAGE SALE SIGNS
To all Williamsburg Colony residents, garage sales are great, we can increase our attic and closet space, locate things we forgot that we had and most important, make a few extra bucks. The one thing that is sometimes forgotten is the placement and removal of our garage sale signs. So please neighbors, if and when you have a garage sale, let’s try and remember not to place garage sale signs on any of our community signs or poles. Also, remove signs that are staked when your garage sale is complete. Cleaner streets do make a difference.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by human being who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

INGREDIENTS: 6 eggs 1/4 cup mayonnaise 1 (4.5 ounce) can shrimp, rinsed and drained 2 tablespoons chopped green onions 1 tablespoon chopped fresh dill weed* 1 tablespoon lime juice 2 teaspoons prepared Dijon-style mustard 1/4 teaspoon hot pepper sauce 1 pinch ground black pepper fresh dill weed for garnish*

DIRECTIONS: Place eggs in a medium saucepan and cover with cold water. Bring water to a boil and immediately remove from heat. Cover and let eggs stand in hot water for 10 to 12 minutes. Remove from hot water, cool and peel. Slice eggs in half lengthwise. Remove yolks. Set aside whites. In a medium bowl, mash egg yolks with a fork. Mix together with mayonnaise, shrimp, green onions, fresh dill weed, lime juice, prepared Dijon-style mustard, hot pepper sauce and ground black pepper. Spoon approximately 1 tablespoon egg yolk mixture into each egg white. Garnish with fresh dill weed. Keep your mulch at least 4” - 6” below the top of your homes exposed foundation edge/ side. This will aid in minimizing pests in your home and allow for quick and accurate termite inspections. Shrubs, Flowers and groundcovers - Trim all shrubs/plants at least 12” - 18” back from your home. Do your best to create a plant free zone that is 18” - 24” wide around your home. The exception is your lawn - it can grow up next to the slab as long as you keep it 4” - 6” below the top of the slab. The most conducive to termite infestation are groundcover plantings, growing high against your homes exterior or (especially) ivy that grows on your walls. Trees - Spray your trees at least twice annually. The spring spray eliminates overwintering pests and fungi while preparing trees to resist the pest onslaught of summer with residual pesticides. The fall spray also kills pests from the summer, prevents most fungi from occurring over the winter and puts your valuable asset off to a healthy winter’s dormancy. Lawn - Spring is the perfect time to do a fungicide treatment to stop brown patch in its tracks along with other fungi. If your lawn is thin and weak in some areas, here are some important fundamentals: a) lawn aeration b) fertilization c) weed control. Most important is proper watering • Water once per week (unless you get a 1/2” rain or more - then do not water.) • Water heavily (1” - 2”) for total lawn coverage. • In severe drought, water every 5th day. • Water from 5 AM to 7 AM in the morning - NOT AT NIGHT. • A heavy deep weekly watering makes the turf grow deeper, stronger and more drought resistant roots. • Less watering also saves you money!! MANAGING MORNING MADNESS
Are your mornings rushed, chaotic and disorganized? Is everyone grumpy and short-tempered as you get up and out the door in the morning? This kind of morning can make your weekdays stressful and unpleasant. If you want to eliminate the madness and improve your morning routine, then it’s time to get control, make some changes and make your mornings a good start to wonderful days! To create a peaceful, enjoyable morning routine, follow these steps: • Revamp your routines. Take a good look at your morning patterns and identify those things that cause stress. Pinpointing the exact problems is the first step to making productive changes. • Start your morning - at night! A great way to smooth out your morning is to prepare as much as you can the night before. This means choosing the day’s clothing, packing lunches, gathering homework, signing permission slips, filling backpacks and even setting the table for breakfast. • Post a calendar. Buy the biggest wall calendar you can find and hang it in a central location. Write down events and appointments for everyone on this calendar. • Create a drop box for each person. Have a labeled box near the door for each family member. Use this to store shoes, keys, backpacks, coats and anything else that goes out the door with you in the morning.

• Use a morning list. Create a poster-sized list of the standard morning activities, listed in order, to be done. Add a few specific time goals, such as “breakfast done by 7:30.” Tape this poster on the wall near your monthly calendar or on the front of your refrigerator. • Check out sleep time. Without adequate sleep, a child won’t be well rested. A sleep-deprived child will move more slowly and won’t be able to follow a morning routine successfully. Make sure your child has an early, set bedtime. • Don’t sleep in on the weekends. Letting your child sleep late on weekends is like giving him jet lag every week. Your child’s bedtime should stay consistent all 7 days of the week. • Get up earlier. It may help to get everyone up fifteen minutes earlier. A sneaky way to do this is to set all your clocks ahead by fifteen minutes. • Avoid anger. Yelling at a dawdling child to hurry up usually brings the opposite result - the child becomes even more stressed, fumbles, makes mistakes and loses focus. Your job is just to offer gentle reminders for the child to stay on schedule, according to the morning chart. • Turn off the TV. Turn on the music. Turn the television off and play upbeat music instead. A good beat can wake up sleepy kids and keep things moving along productively. • Fix problems with a family meeting. If problems persist, take the time to sit down with your children and talk about it. Let everyone have a turn talking and then work to arrive at solutions that will benefit everyone. • Praise successes. Remember, your words of praise will encourage your children to cooperate with you and will keep everyone feeling good about their progress. A pleasant attitude funnels down from the top, and if you can keep a smile on your face it’s likely that everyone will be happier and mornings will become a great start to a wonderful day.

HISTORY OF EARTH DAY
Earth Day, April 22nd, each year marks the anniversary of the birth of the modern environmental movement in 1970. Earth Day founder Gaylord Nelson, then a U.S. Senator from Wisconsin, proposed the first nationwide environmental protest “to shake up the political establishment and force this issue onto the national agenda.” “It was a gamble,” he recalls, “but it worked.” At the time, Americans were slurping leaded gas through massive V8 sedans. Industry belched out smoke and sludge with little fear of legal consequences or bad press. Air pollution was commonly accepted as the smell of prosperity. Environment was a word that appeared more often in spelling bees than on the evening news. Earth Day 1970 turned that all around. On April 22nd, 20 million Americans took to the streets, parks and auditoriums to demonstrate for a healthy, sustainable environment. Denis Hayes, the national coordinator and his youthful staff, organized massive coast-to-coast rallies. Thousands of colleges and universities organized protests against the deterioration of the environment. Groups that had been fighting against oil spills, polluting factories and power plants, raw sewage, toxic dumps, pesticides, freeways, the loss of wilderness and the extinction of wildlife, suddenly realized they shared common values.

Earth Day 1970 achieved a rare political alignment, enlisting support from Republicans and Democrats, rich and poor, city slickers and farmers, tycoons and labor leaders. The first Earth Day led to the creation of the United States Environmental Protection Agency and the passage of the Clean Air, Clean Water and Endangered Species acts. Sen. Nelson was awarded the Presidential Medal of Freedom, the highest honor given to civilians in the United States for his role as Earth Day founder. As 1990 approached, a group of environmental leaders asked Denis Hayes to organize another big campaign. This time, Earth Day went global, mobilizing 200 million people in 141 countries and lifting the status of environmental issues on to the world stage. Earth Day 1990 gave a huge boost to recycling efforts worldwide and helped pave the way for the 1992 United Nations Earth Summit in Rio de Janeiro. As the millennium approached, Hayes agreed to spearhead another campaign, this time focused on global warming and a push for clean energy. Earth Day 2000 combined the big-picture feistiness of the first Earth Day with the international grassroots activism of Earth Day 1990. For 2000, Earth Day had the Internet to help link activists around the world. By the time Earth Day rolled around, 5,000 environmental groups around the world were on board, reaching out to hundreds of millions of people in a record 184 countries. KISD BOARD ELECTION
There will be an election for two positions on the KISD Board of Trustees on May 12, 2013. Early voting will take place from Monday, April 29th through Tuesday, May 7th. Any registered voter in KISD may vote early from 7:00 AM until 6:00 PM at any of the following locations: The KISD Administration Building, Taylor High School, Cinco Ranch High School and Maurice Wolfe Elementary School. On Saturday, May 4th all of the early voting locations will be open. Residents who are not registered to vote have until Friday, April 11th to register. Residents who will turn 18 years of age by May 11th may register to vote for this election. Voter registration forms may be obtained at https://webservices.sos.state.tx.us/vrapp/index.asp voter registration forms must be postmarked by no later than Friday, April 11th.
KATY ISD OUTPERFORMS STATE ON STAAR TEST
Test scores released by the Texas Education Agency (TEA) from the 2012 State of Texas Assessments of Academic Readiness (STAAR) accountability test for grades 3-8 show that Katy ISD outperformed the state in every grade level assessment. The district also exceeded the state passing rate by an average of 13 points. “While we are very pleased that our students outperformed the state, that is not our only goal,” says Katy ISD Superintendent, Alton Frailey. “While we will remain competitive with our peer districts within the state accountability system, our primary objective is to provide each student high quality and comprehensive learning experiences.” The STAAR test assesses student performance based on the Texas Essential Knowledge and Skills (TEKS) learning objectives developed by the TEA. Because students took the STAAR test for the first time in 2012, test scores will not count in any way toward a student’s 2012 - 2013 state testing results, regardless if they passed or failed the test. The TEA is currently in the process of developing a new accountability system for the 2013 - 2014 school year. Additionally, the TEA will not be assigning accreditation status to school districts in 2012 - 2013. During the next two weeks, parents will receive their child’s Confidential Student Report, which provides a summary of how their child performed. Because the STAAR assessments are new and more rigorous than past TAKS assessments, many parents may see test scores that differ from previous TAKS test results.

“The change in scores is not a reflection of the education that students receive as we continue to provide high-quality instruction that students and parents expect in Katy ISD,” says Katy ISD’s Chief Academic Officer, Dr. Christine Caskey. “Not only is STAAR more rigorous than TAKS, this was the first time students saw the format of the new test. As students and teachers become more familiar with STAAR, we anticipate that future scores will improve.” Students who participate in the 2013 spring administration of STAAR will receive a new Confidential Student Report near the end of the 2013 school year.
