In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form, or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx.net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making

LOST AND FOUND PETS
Residents can now place pictures and information for lost and found animals under the neighborhood pictures tab of the Copper Lakes website, www.copperlakes.com. If you have lost or found a pet, please use this great tool to let the neighborhood know and hopefully reunite the pet with their family.
Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more then six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or 2. When it is within a fully enclosed vehicle or 3. When it is on the premise of the custodian and the animal does not have access to sidewalk to street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.
Light Pole Not Working?
Do you have a street light out in your neighborhood? Our community pays a fee monthly to our electric provider for every light pole in our community. The fee is a combination of electricity cost and maintenance fee and it is paid whether the light is working or not! It is up to each of us as residents to report outages. Here’s how to do it: 1. Write down the number posted on the light pole that is out. 2. Call Reliant Energy at 713-207-2222. 3. Select English (1) or Spanish (2). 4. Select Option #4 which includes reporting street lights out. 5. Provide the customer service representative with the location and pole number. Note: You can also go online at www.centerpointenergy.com/outage and report the outage.

GARDENING TIPS FOR APRIL
Mulch - If possible, buy Bagged Mulch. Bagging helps eliminate a great many pests that die from various causes while in the bag. When you buy ‘loose’ mulch that is trucked to your home, you are also buying ants, roaches, termites, etc… Spend a little more on bagged material and save lots of future pest problems. Keep your mulch at

least 4” - 6” below the top of your homes exposed foundation edge/ side. This will aid in minimizing pests in your home and allow for quick and accurate termite inspections. Shrubs, Flowers and groundcovers - Trim all shrubs/plants at least 12” - 18” back from your home. Do your best to create a plant free zone that is 18” - 24” wide around your home. The exception is your lawn - it can grow up next to the slab as long as you keep it 4” - 6” below the top of the slab. The most conducive to termite infestation are groundcover plantings, growing high against your homes exterior or (especially) ivy that grows on your walls. Trees - Spray your trees at least twice annually. The spring spray eliminates overwintering pests and fungi while preparing trees to resist the pest onslaught of summer with residual pesticides. The fall spray also kills pests from the summer, prevents most fungi from occurring over the winter and puts your valuable asset off to a healthy winter’s dormancy. Lawn - Spring is the perfect time to do a fungicide treatment to stop brown patch in its tracks along with other fungi. If your lawn is thin and weak in some areas, here are some important fundamentals: a) lawn aeration b) fertilization c) weed control. Most important is proper watering • Water once per week (unless you get a 1/2” rain or more - then do not water.) • Water heavily (1” - 2”) for total lawn coverage. • In severe drought, water every 5th day. • Water from 5 AM to 7 AM in the morning - NOT AT NIGHT. • A heavy deep weekly watering makes the turf grow deeper, stronger and more drought resistant roots. • Less watering also saves you money!!

2013 9% tax credit. The developer was planning to build a Five (5) story complex with 98 units and roughly 200 parking spaces. It was to be located on a lot three acres in size, pie-shaped and located directly behind Romero’s restaurant and the State Farm office. The Coalition registered with the TDHCA as an entity that can give or remove points, which affects whether a developer would receive approval from TDHCA. In a formal letter sent to the developer via email, we informed him that we were registered with the TDHCA and that we were opposing this project. We also informed him that we were going to request our elected officials to do the same. A short time later, he replied back with one brief sentence, “We will not be moving forward with this project.” We chose to oppose this to TDHCA for the following reasons: 1. The location that has been selected is too small for the facility. It is not feasible to build a 98-unit complex with 200 parking spaces on a 3-acre lot (pie-shaped). 2. The structure that is being considered will be five (5) stories in height, backed up to a residential community and there are no structures beyond two stories within a several mile radius. 3. The area does not have mass transit to accommodate the elderly who can no longer drive. 4. The proposed complex will not provide transportation for those elderly who can no longer drive. 5. This complex is being proposed outside the city limits and there are no social services to aid the low-income residents. As reported in last month’s issue, a second developer, Kilday Realty Corporation, had also filed for a 9% tax credit to build a low-income housing development. It was planned to be built on West Road just west of Telge right next door to the new Kid’s World Learning Center.

occasions, he chose to withdraw his application. Mr. Kilday held up his agreement not to proceed, as it is no longer listed on the TDHCA March 2013 Application Log. March 1st was the deadline to file for full application. Parking of 18 Wheelers A few months ago, a resident from Copper Grove informed the Coalition that 18-wheelers were parking on Grove Park Drive, a street that connects between Copper Grove and Northmeade of Copperfield. These 18 wheelers were parking for extended periods of time and have been noted to have on occasion, the drivers sleeping in their cabs. These trucks were also leaking excessive amounts of diesel motor oil and hydraulic fluid on the street. The Coalition contacted Commissioner Steve Radack’s office and requested the placement of no parking signs for commercial vehicles. After a couple of emails back and forth, we received a call from Commissioner Radack’s office informing us that on February 26th, a No Overnight Parking sign was installed. We would like to thank Commissioner Radack’s office for assisting us with this issue. If you see any commercial vehicles parking on Grove Park Drive, please call the Sheriff Department’s non-emergency number and request it to either receive a citation or be towed. If you see any 18-wheelers parking within the Coalition boundaries that are not on commercial property, please inform us so we may address the issue. Monthly Meetings Open to All Come to one of our meetings and find out what we are all about. If you are interested in protecting the integrity of our communities, our lifestyle and our property values, then please attend. The Copperfield Coalition meetings are held on the third Tuesday of every month from 7 PM to 9 PM at the Copperfield Community Center, 15409 Willow River Drive. The meeting is in the activities room; please come in the main door. Please check the website for any last minute cancelations and/or changes before attending.

Are your mornings rushed, chaotic and disorganized? Is everyone grumpy and short-tempered as you get up and out the door in the morning? This kind of morning can make your weekdays stressful and unpleasant. If you want to eliminate the madness and improve your morning routine, then it’s time to get control, make some changes and make your mornings a good start to wonderful days! To create a peaceful, enjoyable morning routine, follow these steps: • Revamp your routines. Take a good look at your morning patterns and identify those things that cause stress. Pinpointing the exact problems is the first step to making productive changes. • Start your morning - at night! A great way to smooth out your morning is to prepare as much as you can the night before. This means choosing the day’s clothing, packing lunches, gathering homework, signing permission slips, filling backpacks and even setting the table for breakfast. • Post a calendar. Buy the biggest wall calendar you can find and hang it in a central location. Write down events and appointments for everyone on this calendar. • Create a drop box for each person. Have a labeled box near the door for each family member. Use this to store shoes, keys, backpacks, coats and anything else that goes out the door with you in the morning. • Use a morning list. Create a poster-sized list of the standard morning activities, listed in order, to be done. Add a few specific time goals, such as “breakfast done by 7:30.” Tape this poster on the wall near your monthly calendar or on the front of your refrigerator. • Check out sleep time. Without adequate sleep, a child won’t be well rested. A sleep-deprived child will move more slowly and won’t be able to follow a morning routine successfully. Make sure your child has an early, set bedtime. • Don’t sleep in on the weekends. Letting your child sleep late on weekends is like giving him jet lag every week. Your child’s bedtime should stay consistent all 7 days of the week. • Get up earlier. It may help to get everyone up fifteen minutes earlier. A sneaky way to do this is to set all your clocks ahead by fifteen minutes. • Avoid anger. Yelling at a dawdling child to hurry up usually brings the opposite result - the child becomes even more stressed, fumbles, makes mistakes and loses focus. Your job is just to offer gentle reminders for the child to stay on schedule, according to the morning chart. • Turn off the TV. Turn on the music. Turn the television off and play upbeat music instead. A good beat can wake up sleepy kids and keep things moving along productively.

• Fix problems with a family meeting. If problems persist, take the time to sit down with your children and talk about it. Let everyone have a turn talking and then work to arrive at solutions that will benefit everyone. • Praise successes. Remember, your words of praise will encourage your children to cooperate with you and will keep everyone feeling good about their progress. A pleasant attitude funnels down from the top, and if you can keep a smile on your face it’s likely that everyone will be happier and mornings will become a great start to a wonderful day.

MESSAGE FROM THE SUPERINDENDANT
February 15, 2013 Dear Friends: As the 83rd Texas Legislature entered its sixth week of session, I traveled to Austin to attend two important hearings that will impact the future of CFISD students and teachers. I attended both the Senate Education Committee and House Committee on Public Education hearings and walked out of both meetings with an optimistic outlook for positive change in public education. Chaired by local Sen. Dan Patrick, the Senate Education Committee hearing focused on SB 3, a graduation plan bill authored by Sen. Patrick. If passed, this bill will create a new foundation program for high school graduation comprised of 11.5 elective credits and 14.5 specified credits. Additionally, students can earn endorsements in one of four areas (business/industry, arts/humanities, STEM or “distinguished” by completing further requirements). The goal of SB 3 is to better prepare students for post-secondary opportunities in light of the changing economic and business needs. A panel of superintendents did an excellent job reinforcing flexible academic plans for all students. The House Committee on Public Education, chaired by Rep. Jimmie Don Aycock, held its first meeting February 13th. This initial hearing included testimony by Education Commissioner Michael Williams, who provided information on key priorities -maintaining high expectations amid successful results, the importance of the 4x4 graduation plan and closing the achievement gap. The next day, we had the opportunity to hear directly from Sen. Patrick and Rep. Aycock at the Texas School Alliance meeting, where I and other superintendents discussed our hopes for the 83rd session. The tone of this meeting matched the positive feel of both hearings. While we know that the legislative climate can change on a whim, we are optimistic that during this session meaningful change will occur in the areas of high school graduation programs, high-stakes testing and the accountability system. I look forward to more trips to the State Capitol throughout this session to ensure that CFISD’s interests are protected and to communicating our progress back to you. Sincerely, Mark Henry, Ed.D.
SUMMER SCHOOL DATES
CFISD announced the 2013 summer school dates for elementary, middle school and high school. Summer school programs will be held between June 17 - Aug. 8, 2013. Schools will not be in session on Fridays or July 4th - 5th.

SAVING THE PRAIRIE
Eleventh grade art student Kitt Kroeger presents CFISD Science Resource Center Manager, Alice Flood, with two tarps she painted depicting summer and winter scenes on the Katy Prairie. The tarps serve as backdrops in a new exhibit at the center encouraging CFISD second graders to learn and care about the most imperiled ecosystem on the planet. Once covering much of the Houston-Galveston area, the coastal prairie is now threatened by encroaching development. Hosting over 1,000 species of animals (including insects), the dwindling grassland is rich in biological, cultural and economic significance. Created to foster a new generation of prairie conservationists, the Katy Prairie Conservancy has been promoting awareness, education and advocacy among both schoolchildren and the citizenry in hopes that they will engage in volunteer restoration efforts to save the prairie. If you would like to join the effort, please contact Jaime Gonzalez, KPC Community Education Director at 281-660-6683 or jgonzalez@katyprairie.org

LCHS COLORGUARD
The Langham Creek Colorguard debuted its 2013 indoor competitive show, “My Bleeding Heart” last February at the Cypress Lakes contest. The show, which is set to the music of The Moody Blues, showcases the group’s trademark precision with equipment in a sea of white sheer and 10’ tall moving props. “As always, the program will continue to grow and develop as the season progresses,” said longtime Director Tim Newburn. “But we are very pleased with the preparedness of this year’s group. They have such an increased sense of communication as performers and are taking the next steps in their dance training very seriously. They work both hard and smart and we couldn’t be more proud of them.” The current group, comprised only of Freshmen and Sophomores, placed second at their first outing and had the crowd wanting more. The Langham Creek Colorguard has won their class at Championships a total of 5 times. You can catch these amazing young performers at contests throughout Houston in the upcoming months. Check for dates and times at loboband.com (website).

girl scouts COPPER CORNERS SERVICE UNIT GIRL SCOUTS OF SAN JACINTO COUNCIL
Copper Corners Service Unit held a “Me and My Guy event” on March 2nd at Aragon Middle School. Girls and their special guys (dads, granddads, uncles…) participated in “Passport to Italy.” It was a regular red carpet night and fashion display, as the young ladies and their chosen escorts arrived. Sequins and sparkles, velvet and lace all were part of the fashion parade. A number of couples were also elegantly color-coordinated. Wrist corsages of ribbon roses or real flowers added a stylish note and we noticed one young lady with a bouquet of beautiful yellow tulips! The event began with a delicious dinner of penne pasta, sauce and meatballs, served with salad and rolls and cake for dessert. The cafeteria was transformed into an Italian restaurant, with red checked tablecloths and flower centerpieces. Girls made trinket boxes and spoon puppets and also built “leaning towers” out of marshmallows and toothpicks - along with pyramids and geodesic domes and other creative constructions. The “goodie walk” and bingo areas were also popular and girls learned about different pasta shapes and trivia. A “Photograph by Misty” made a great souvenir of the evening. Can’t help wondering how many of the mustache party favors made an appearance in the photographs! It is always such fun to see the girls dancing with their dads or other special guys. DJ’s Andy and Caroline Bartos provided a mix of Italian favorites (like “Amore”) and more current musical selections that enlivened dinner and got a group of very lively dancers out on the floor! Many thanks to all who helped to make the evening a success, especially Elaine Boubenider, Jerilyn Kortegast and Kristin Kolb, our event chairs. We also are thankful to the older Scouts, who ran the goodie walk and bingo games, as well as helping in many other areas. Thanks also, to all our adult volunteers and to Donna Fontenot, Windee Falla and Felicia Ferguson of our steering committee.

Hosting a foreign exchange student is easier than you may think
During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background

The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year. With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2012-2013 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start.

GIVE AN HOUR™ NETWORK Provides Free Counseling to Troops and Families
Need help in Algebra, College Algebra, Pre-Calculus, Calculus, AP Calculus or Physics? All Levels from High School through College In-Home / On-Site One-on-One Lessons
Since September 11, 2001, 1.8 million troops have been deployed in Afghanistan, Iraq and the Persian Gulf, with 17 percent of returning troops suffering traumatic brain injuries or post-traumatic stress disorder. Given the military culture’s emphasis on confidence, strength and bravery, many service members are reluctant to expose personal vulnerabilities to professional counselors. Give an Hour™ provides services that are separate from the military establishment, offering options to service members who might otherwise fail to seek or receive appropriate care. Give an Hour™ is a nonpartisan, nonprofit national network of mental health professionals providing free counseling services to returning troops and their families. Give an Hour™ offers services to veterans of the wars in Afghanistan and Iraq and their family members. Family members are loosely defined to include married or unmarried partners, parents, siblings, aunts/uncles—anyone connected to the veteran who is suffering a psychological effect related to the veteran’s service. Banyan Counseling Network has an office located near the North Cypress Medical Center and is trained to provide individual and family counseling. Family support groups are also currently forming. People interested in receiving services through Give an Hour™ are encouraged to call 281-855-1982 or log on to www.banyancounseling. com, (click Military Families link) or www.giveanhour.org to determine availability or to locate another provider in your area.

“I’m In PAIN” Can Chiropractic Help ME ? We are often asked, “What’s the best way of finding out whether or not a doctor of chiropractic can help my problem?” We believe the answer can be found in a complete chiropractic consultation and examination, including x-rays. And to help find out for sure, we will do a complete consultation and examination, including x-rays, if necessary, (procedures that normally cost $187.00 or more) for $25.00. We will make this special program available through April. The only exception to the offer involves personal injury cases (workers’ compensation and auto accidents) in which there is no charge directly to the patient.
