April 2013 Notes from the Board

Community Projects: • The new pump house enclosure has been completed. This will help protect the pumps and electrical service for the units that control the various lake features. • Work continues on the renovation of the office/meeting room at the pool building. Work is scheduled to be completed by April 2013. Framing, drywall, painting and more have all been completed by volunteers within the community. We sincerely appreciate the hard work and we always welcome the talents of our residents in keeping the community’s facilities maintained and improved upon. (Contact a Board member if you would like your name added to the gracious list of volunteers.) Deed Restrictions: Our community management firm (AMI) has recently changed our representative. Unfortunately, during a recent inspection, our new representative was unclear as to our garbage pickup days and valet service and inadvertently, notices were sent to some of our residents. WE APOLOGIZE FOR THE ERROR and have worked to ensure the error won’t be repeated. That being said, let’s all work to be good neighbors and follow the community’s By Laws, Deed Restrictions and the laws of Harris County. A few of the common infractions are: • Trash Cans/Recycling Containers left insight on non-pickup days. • Pets not kept on a leash (Harris County Law) • Pet owners not picking up after their pets in the lake/Parks areas • Basketball Goals left in the street while not in use (Harris County Law) We all strive to keep our property well kept and welcoming for our families and guests, please be considerate of this in maintaining your own property and encourage your neighbors to do the same. If you need help or have concerns, contact a Board member for assistance.

Neighborhood Watch Program

We are still in need of volunteers to assist with development and implementation of a Neighborhood Watch Program. Residents expressed strong interest in this program during the meetings held the beginning of this year, however the board has been unable to get the program off the ground. To volunteer please contact AMI.

Street Light Out?

exception is your lawn - it can grow up next to the slab as long as you keep it 4” - 6” below the top of the slab. The most conducive to termite infestation are groundcover plantings, growing high against your homes exterior or (especially) ivy that grows on your walls.

CenterPoint typically completes the repair within 48 hours. You will be asked to provide: • a pole number for the non-functioning lights you want to report (it’s located approximately 6 to 8 feet up the side of the pole) • contact information (in case more information is needed to locate a streetlight) • an email address (if you want feedback regarding your repair request) • the number of streetlights you would like to report

Trees - Spray your trees at least twice annually. The spring spray eliminates overwintering pests and fungi while preparing trees to resist the pest onslaught of summer with residual pesticides. The fall spray also kills pests from the summer, prevents most fungi from occurring over the winter and puts your valuable asset off to a healthy winter’s dormancy.

CenterPoint Energy maintains streetlights throughout our community. To report a streetlight outage, visit the website below: www.centerpointenergy.com/services/electricity/business/ electricsafety/reportastreetlightoutage/

GARDENING TIPS FOR APRIL

Mulch - If possible, buy Bagged Mulch. Bagging helps eliminate a great many pests that die from various causes while in the bag. When you buy ‘loose’ mulch that is trucked to your home, you are also buying ants, roaches, termites, etc… Spend a little more on bagged material and save lots of future pest problems. Keep your mulch at least 4” - 6” below the top of your homes exposed foundation edge/side. This will aid in minimizing pests in your home and allow for quick and accurate termite inspections. Shrubs, Flowers and groundcovers - Trim all shrubs/plants at least 12” - 18” back from your home. Do your best to create a plant free zone that is 18” - 24” wide around your home. The

Lawn - Spring is the perfect time to do a fungicide treatment to stop brown patch in its tracks along with other fungi. If your lawn is thin and weak in some areas, here are some important fundamentals: a) lawn aeration b) fertilization c) weed control. Most important is proper watering • Water once per week (unless you get a 1/2” rain or more - then do not water.) • Water heavily (1” - 2”) for total lawn coverage. • In severe drought, water every 5th day. • Water from 5 AM to 7 AM in the morning - NOT AT NIGHT. • A heavy deep weekly watering makes the turf grow deeper, stronger and more drought resistant roots. • Less watering also saves you money!! Low Income Apartments Copperfield Coalition A Non-Profit Incorporated Organization

Once again, we have stopped the development of another lowincome complex, the one within the main entrance of the Stone Gate community on Queenston near Barker Cypress. This was an apartment complex for the low income elderly. We held two meetings, one with Amy Peck with Senator Patrick’s office and Edith Gibson with Rep. Elkin’s office. The second meeting was with the developer, Galaxy Companies (San Antonio) who had filed with TDHCA for the 2013 9% tax credit. The developer was planning to build a Five (5) story complex with 98 units and roughly 200 parking spaces. It was to be located on a lot three acres in size, pie-shaped and located directly behind Romero’s restaurant and the State Farm office.

The Coalition registered with the TDHCA as an entity that can give or remove points, which affects whether a developer would receive approval from TDHCA. In a formal letter sent to the developer via email, we informed him that we were registered with the TDHCA and that we were opposing this project. We also informed him that we were going to request our elected officials to do the same. A short time later, he replied back with one brief sentence, “We will not be moving forward with this project.”

1. The location that has been selected is too small for the facility. It is not feasible to build a 98-unit complex with 200 parking spaces on a 3-acre lot (pie-shaped). 2. The structure that is being considered will be five (5) stories in height, backed up to a residential community and there are no structures beyond two stories within a several mile radius.

3. The area does not have mass transit to accommodate the elderly who can no longer drive. 4. The proposed complex will not provide transportation for those elderly who can no longer drive. 5. This complex is being proposed outside the city limits and there are no social services to aid the low-income residents. As reported in last month’s issue, a second developer, Kilday Realty Corporation, had also filed for a 9% tax credit to build a low-income housing development. It was planned to be built on West Road just west of Telge right next door to the new Kid’s World Learning Center. After the Coalition spoke with Mr. Kilday on three separate occasions, he chose to withdraw his application. Mr. Kilday held up his agreement not to proceed, as it is no longer listed on the TDHCA March 2013 Application Log. March 1st was the deadline to file for full application.

Parking of 18 Wheelers A few months ago, a resident from Copper Grove informed the Coalition that 18-wheelers were parking on Grove Park Drive, a street that connects between Copper Grove and Northmeade of Copperfield. These 18 wheelers were parking for extended periods of time and have been noted to have on occasion, the drivers sleeping in their cabs. These trucks were also leaking excessive amounts of diesel motor oil and hydraulic fluid on the street. The Coalition contacted Commissioner Steve Radack’s office and requested the placement of no parking signs for commercial vehicles. After a couple of emails back and forth, we received a call from Commissioner Radack’s office informing us that on February 26th, a No Overnight Parking sign was installed. We would like to thank Commissioner Radack’s office for assisting us with this issue. If you see any commercial vehicles parking on Grove Park Drive, please call the Sheriff Department’s non-emergency number and request it to either receive a citation or be towed. If you see any 18-wheelers parking within the Coalition boundaries that are not on commercial property, please inform us so we may address the issue. Monthly Meetings Open to All Come to one of our meetings and find out what we are all about. If you are interested in protecting the integrity of our communities, our lifestyle and our property values, then please attend. The Copperfield Coalition meetings are held on the third Tuesday of every month from 7 PM to 9 PM at the Copperfield Community Center, 15409 Willow River Drive. The meeting is in the activities room; please come in the main door. Please check the website for any last minute cancelations and/or changes before attending. TEENAGE JOB SEEKERS

Bicycle riders are operators of vehicles and have all the rights and responsibilities as the operators of other vehicles. It is important that all roadway users know and obey the laws that keep us all safe. The more educated automobile drivers and bicyclists are, the safer we will all be out on the road. Please use this information to help you and your friends tune-up your knowledge of the rules of the road. Seven Basic Laws pertaining to all cyclists: 1. One rider per saddle - You can’t take a friend riding unless you have a bicycle built for two (tandem) or a child seat or trailer for the young ones. Riding on the handlebars, top bars or pegs, is not allowed. 2. Ride as far to the right as practicable, in the same direction as other traffic. This is the law that causes the most confusion. “Practicable” does not mean “possible.” Stay out of the gutter; leave yourself enough room to avoid hazards including parked cars with open doors. A cyclist may ride in the middle of a lane (take the lane) that is 4 feet wide or is too narrow to safely share with a motor vehicle. Cyclists may ride tow abreast when taking a lane on a multilane roadway. Cyclist may ride two abreast but may not impede the normal and reasonable flow of traffic. A cyclist should ride in the proper lane to make a turn or otherwise negotiate an intersection. A cyclist may ride to the left side on a one-way roadway. 3. One hand on the handlebars, but two are safer. Riding with “no hands” is fancy, but just one small rock or a pothole can make your front wheel swerve and cause a crash. 4. Obey all traffic signs and signals. You must stop and yield just as the motor vehicles do. Complaints about cyclists running stop signs and red lights are the ones we most frequently hear from motorists. 5. Must have a white light in the front and a red rear reflector or red light to ride when it’s dark. Reflectors are not enough. You must have a headlight that can be seen from 500 feet. This is primarily so you will be seen, but also to help you see. 6. Must have effective brakes capable of making a braked wheel skid. If only one brake wheel to avoid pitching the rider over the handlebars. 7. Use hand and arm signals. Stopping or slowing, left turn and right turns must all be signaled. Texas allows pointing to the right to signal a right turn. The stopping signal is especially important when riding in a group of cyclists.

MESSAGE FROM THE SUPERINDENDANT

February 15, 2013 Dear Friends: As the 83rd Texas Legislature entered its sixth week of session, I traveled to Austin to attend two important hearings that will impact the future of CFISD students and teachers. I attended both the Senate Education Committee and House Committee on Public Education hearings and walked out of both meetings with an optimistic outlook for positive change in public education. Chaired by local Sen. Dan Patrick, the Senate Education Committee hearing focused on SB 3, a graduation plan bill authored by Sen. Patrick. If passed, this bill will create a new foundation program for high school graduation comprised of 11.5 elective credits and 14.5 specified credits. Additionally, students can earn endorsements in one of four areas (business/industry, arts/humanities, STEM or “distinguished” by completing further requirements). The goal of SB 3 is to better prepare students for post-secondary opportunities in light of the changing economic and business needs. A panel of superintendents did an excellent job reinforcing flexible academic plans for all students. The House Committee on Public Education, chaired by Rep. Jimmie Don Aycock, held its first meeting February 13th. This initial hearing included testimony by Education Commissioner Michael Williams, who provided information on key priorities -maintaining high expectations amid successful results, the importance of the 4x4 graduation plan and closing the achievement gap. The next day, we had the opportunity to hear directly from Sen. Patrick and Rep. Aycock at the Texas School Alliance meeting, where I and other superintendents discussed our hopes for the 83rd session. The tone of this meeting matched the positive feel of both hearings. While we know that the legislative climate can change on a whim, we are optimistic that during this session meaningful change will occur in the areas of high school graduation programs, high-stakes testing and the accountability system. I look forward to more trips to the State Capitol throughout this session to ensure that CFISD’s interests are protected and to communicating our progress back to you. Sincerely, Mark Henry, Ed.D.

SUMMER SCHOOL DATES

CFISD announced the 2013 summer school dates for elementary, middle school and high school. Summer school programs will be held between June 17 - Aug. 8, 2013. Schools will not be in session on Fridays or July 4th - 5th.

SAVING THE PRAIRIE

Eleventh grade art student Kitt Kroeger presents CFISD Science Resource Center Manager, Alice Flood, with two tarps she painted depicting summer and winter scenes on the Katy Prairie. The tarps serve as backdrops in a new exhibit at the center encouraging CFISD second graders to learn and care about the most imperiled ecosystem on the planet. Once covering much of the HoustonGalveston area, the coastal prairie is now threatened by encroaching development. Hosting over 1,000 species of animals (including insects), the dwindling grassland is rich in biological, cultural and economic significance. Created to foster a new generation of prairie conservationists, the Katy Prairie Conservancy has been promoting awareness, education and advocacy among both schoolchildren and the citizenry in hopes that they will engage in volunteer restoration efforts to save the prairie. If you would like to join the effort, please contact Jaime Gonzalez, KPC Community Education Director at 281-660-6683 or jgonzalez@katyprairie.org

Please help Mocha find a home! Biography: Boxer mix. Good with dogs, cats not known. Weight: 50 lbs. Thankfully, my rescuer found me before the cold and the rains came, but I was really hungry and getting thinner each day. Something told me to wait outside that building in Greenspoint and it worked! My skin was a mess (mange) and I needed shots and deworming. But, after regular meals and clean water, my coat looks great! I am a young adult who loves to walk on a leash. It would be so much fun to have a running or jogging buddy in my new home. A dog friend would also be nice.

Copper Corners Service Unit held a “Me and My Guy event” on March 2nd at Aragon Middle School. Girls and their special guys (dads, granddads, uncles…) participated in “Passport to Italy.” It was a regular red carpet night and fashion display, as the young ladies and their chosen escorts arrived. Sequins and sparkles, velvet and lace all were part of the fashion parade. A number of couples were also elegantly color-coordinated. Wrist corsages of ribbon roses or real flowers added a stylish note and we noticed one young lady with a bouquet of beautiful yellow tulips! The event began with a delicious dinner of penne pasta, sauce and meatballs, served with salad and rolls and cake for dessert. The cafeteria was transformed into an Italian restaurant, with red checked tablecloths and flower centerpieces.

Girls made trinket boxes and spoon puppets and also built “leaning towers” out of marshmallows and toothpicks - along with pyramids and Brandy, Carolyn, Carla, Deborah, Donna Donna Brandy, Carolyn, Carla, Deborah, geodesic domes and other creative constructions. Many thanks to all who helped to make the evening a success, especially Elaine Boubenider, Jerilyn Kortegast and Kristin Kolb, our event chairs. We also are thankful to the older Scouts, who ran the goodie walk and bingo games, as well as helping in many other areas. Thanks also, to all our adult volunteers and to Donna Fontenot, Windee Falla and Felicia Ferguson of our steering committee. April 28th is the scheduled date for our Daisy Day Event. Information has been sent to all our Daisy troops about this afternoon event. Contact Diane Massie for more information Dianne.massie@att.net or 281-550-9148. We are expecting to have information on Brownie Day soon, as well as a service unit Bridging event, for troops who are moving to the next Girl Scout Level. Look for more information coming soon! Girl Scouts also celebrated the 101st anniversary (March 12th) of Girl Scouting in the United States. Many of our Girl Scouts participated in Girl Scout Sunday/Sabbath/Shabbat at their places of worship. Sales of Girl Scout cookies continued through March, but if you didn’t stock up, you might have to wait until next year! Cookie sales are a major source of funding for individual troops and help to equip and maintain our great camps. The most recent issue of the “Golden Link” had information on day and twilight camps - some in our area. Girl Scouting is open to all girls aged 5 (must be in kindergarten) to 18, who are willing to live by the Girl Scout Promise and Law. Girls may join at any time and any level and no previous Scouting experience is required. Copper Corners serves girls in the residence areas for Birkes, Fiest and Lowery Elementary schools, Aragon and Labay Middle schools and the corresponding high schools. Home schooled and private school students are always welcome. It is never too late to get involved in all that Girl Scouts has to offer. Give us a call - we’d love to talk to you! Please contact Dianne Massie at 281-550-9148 for more information.

Hosting a foreign exchange student is easier than you may think

During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student.

The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture.

Church Events

There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home.

Cornerstone United Methodist Church, located at 18081 West Road, (across from the CFISD Berry Center), would like to invite you to the following worship opportunities in April:

The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year. With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2012-2013 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start. Please contact Heather Wells by email ayusakaty@gmail.com or by phone 281-770-3414.

“I’m In PAIN” Can Chiropractic Help ME ? We are often asked, “What’s the best way of finding out whether or not a doctor of chiropractic can help my problem?” We believe the answer can be found in a complete chiropractic consultation and examination, including x-rays. And to help find out for sure, we will do a complete consultation and examination, including x-rays, if necessary, (procedures that normally cost $187.00 or more) for $25.00. We will make this special program available through April. The only exception to the offer involves personal injury cases (workers’ compensation and auto accidents) in which there is no charge directly to the patient.
