MONTHLY MEETING OF THE MEMBERS MARCH 12, 2013 Pursuant to Article V, Section 3 of the RESTATED AND AMENDED BYLAWS OF THE GLENCAIRN COMMUNITY IMPROVEMENT ASSOCIATION the Regular Monthly Meeting of the Members was duly called and held on March 12, 2013, 7:50 PM, at 17030 Kieth Harrow Blvd., Houston, TX 77084. IN ATTENDANCE Directors Coy, Hill, Jones, Mendieta and Quick were in attendance. Management representative Johannes Lonaker and homeowners listed on the sign-in register were also in attendance. MEETING MINUTES Director Jones directed Management to add his name to the Directors in attendance.
Resolved, the February 12, 2013 meeting minutes were approved as amended in the Chatter. ANNUAL MEETING The Annual Meeting of the Members is scheduled for April 13, 2013. In accordance with Article VII, Section 3 of the by-laws of the Glencairn Community Association, petitions to the nominating committee for nominating and placement on the ballot for the annual election will be accepted up to and through March 29, 2013. Petitions may be obtained from the Management Company. COMMITTEE REPORTS LANDSCAPING Director Mendetia advised the residents to contact the Sheriff’s Department if they see anyone loitering by the flowerbeds. Thefts of the flowers and shrubs are still occurring. HIGHWAY 6 GREEN MEDIANS PROJECT The Board advised the residents that Director Anderson is attending a PUD meeting in regards to this. POOLS Director Mendieta advised the residents that the pool building is nearly complete. Once electrical and plumbing inspections are conducted, the walls will be enclosed and the building will be completed. GREATER HOUSTON POOL MANAGEMENT Representatives from GHPM introduced themselves to the residents.

Come join the fun of summer. Ages 4 - 18 boys and girls swim on the same team. All you need is to have a love for the water. Parents have fun working and cheering on their kids during the 6 Saturday meets. Registration is April 6th and 13th from 10 AM - 2 PM at the Kieth Harrow Civic Center with late registration through the end of April. Swim practices start on April 15th. The season runs through the end of June with the swim party in early July.

Swim Clinic There is a 3-week swim clinic for non- swimmers 4 years old and up. The cost of the clinic is $60. The coaches work with the swimmers and will determine if they are ready for the meets. It is the coaches’ decision after the 3-week clinic to allow the non-swimmers to stay on the team for the season. If the coaches feel the non-swimmers are ready for team and the swimmers want to stay with the team there will be an extra team fee.

The swim team is not just for swim lessons, but we work with nonswimmers who love the water. We want families who want to compete against other teams. Swim lessons are also offered by the Lifeguard company taking care of our pools and the YMCA.

GLENCAIRN COMMUNITY IMPROVEMENT ASSOCIATION COLLECTION POLICY The Glencairn Community Improvement Association Board of Directors would like to inform the owners of the maintenance fee collection policy. The Board reserves the right to change this policy from time to time without notice to better serve the members of the Association. Homeowners begin receiving their annual assessment and account statement usually between November 15th and November 30th of each year. These statements will list any balances owed to the Association and payment is due by January 1st of the next year, unless the account is being handled by the attorney. If the account is being handled by the Association attorney then, the next year maintenance fee assessment is still due by January 1st. All other balances are due at that time, but you should contact the Association attorney at 713-780-4135 to determine the total amount owed. There will probably be some legal fees invoices that have not yet been received by our management company. Once again, if legal fees are displayed on the statement, then the owner should contact the Association attorney to determine the total legal charges owed unless stated otherwise. The assessment is due January 1st, becomes delinquent January 31st and is subject to the following actions when delinquent. The week of February 1st interest will accrue and be posted to any accounts that are delinquent. Additionally, a late penalty will be assessed to each delinquent account. A letter will be sent to each delinquent account stating the current balance. Once again, those accounts being handled by the attorney for prior year delinquent fees or lawsuits should contact the Association attorney at the phone number listed above. The letter will request payment within fifteen days or a certified letter will be sent by the Association and the homeowner will be responsible for all charges associated with the collection of this debt. If the payment is not received within fifteen days from the postage date of the first delinquent notice, a certified letter is sent by the Association to all accounts with delinquent balances. The same circumstances for accounts being handled by the attorney as stated above apply to this circumstance. The Association’s certified letter will state that an administrative charge plus postage has been added to the balance of the account for processing the certified letter. The letter will also state that payment of the balance is due within thirty days or a lien may be filed or the account will be turned over to the Association attorney. The owner will be responsible for all charges associated with filing and releasing of the lien and/or any legal fees incurred for the collection of this debt. Delinquent accounts turned over to the attorney for collection will normally be handled in the following manner. A certified letter will be sent and a charge added to the account for the letter. A lien could be filed. If payment is not received within the specified time a lawsuit will be filed for collection of the assessment. This could ultimately lead to foreclosure. The Board of Directors does not want to foreclose on any property, but has a responsibility to all the homeowners to ensure all fees are paid. It is unfair for other homeowners to bear the burden for homeowners that will not pay their maintenance fee assessment. However, the Board has, on a case by case basis, worked with homeowners unable to afford paying the assessment all at one time. This Board will continue to do so but if there is no communication from the homeowner, the Board has no other option but to proceed with the above collection policy. If every homeowner would pay their assessment on time, it would result in fewer expenses and less aggravation for everyone involved. The Association must expend some funds for the collection of delinquent accounts. This expenditure is passed on to the individual homeowners but it is still an expenditure to the Association until the homeowner reimburses the Association. If homeowners pay on time,

DEED RESTRICTION REVIEW
A resident has requested some clarification on several deed restriction violations that we cite quite often. This is an attempt to clarity, amplify or expound on deed restriction violations and Board expectations. There is no way we can cover every specific incident or issue. If you get cited for a violation which you believe was not covered in one of these articles, please understand that explanations are not inclusive or limiting. Should you receive a letter and feel it is incorrect, you may address the Board of Directors during their Monday evening Board meetings. This meeting takes place the Monday prior to the Wednesday Member Meeting, which is the second Wednesday of the month. You should contact the Management Company and be placed on the agenda to address the Board of Directors.

CHIROPRACTIC HEALTH and WELLNESS CENTER The violation we will review is yard maintenance. When inspections are made, the inspector has been instructed to cite properties for yard maintenance if the following conditions (but not limited to) are observed: yard needs mowing, curb needs to be edged, flower beds need to be weeded, grass around the house foundation or fence needs to be weedeated, weeds in driveway need to be removed, bushes need trimming, trees need trimming, etc. We will attempt to explain each violation or issue in the following paragraphs. The yard will be cited for mowing if one of two or both conditions exist if the grass is in excess of six inches tall overall, a letter will be sent requesting the homeowner mow. If there are weeds in the yard that are in excess of ten (10) inches tall, a letter will be sent requesting the homeowner mow. In all probabilities, the letter will state mow the yard or mow the yard: weeds. Letters are sent when the curb needs to be edged. If the inspector sees grass hanging over the curb or out onto a sidewalk, a letter requesting the homeowner edge the curb will be sent. There are several conditions or combinations of conditions that will generate this letter. There could be a lot of short shoots hanging over the curb (the inspector does not count the number of shoots) or there could be a few long shoots hanging over the curb or out onto the sidewalk. Weedeat letters cover several items. There could be grass along the foundation of a house or the bottom of a fence that is taller than the rest of the yard. A letter will be sent requesting the homeowner weedeat or trim this grass to the same level as the rest of the yard. Taller grass around the mailbox or flower beds will be cited as needing to be weedeated. Grass and/or weeds in sidewalk expansion joints, sidewalk cracks and driveway expansion joints will be cited as needing to be removed. Clean dirt, debris, leaves from street next to curb letters are a request to shovel, sweep and pickup all debris in the street along the curb from one neighbor’s house to the next neighbor’s house. This is a part of keeping your lot in a neat, attractive, healthful, sanitary con-

dition as stated in Section 9. 14. “…garbage, trash and rubbish or do any other thing necessary to secure compliance with these restrictions so as to place said Lot in a neat, attractive, healthful and sanitary condition.” The Association does have the right to send a contractor to clean this and charge the lot owner for this service. The Association prefers not to but if left with no other choice, they will. We trust this clarifies some issues and will help with the maintenance of yards.

Harris County Alarm Detail
In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a

permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making the application and payment process available on-line for the convenience to the public. The Architectural Control Committee (ACC) is unique and important function. The Association has color guidelines that have been set by the Architectural Control Committee and approved by the Board of Directors. These guidelines are comprised of earth-tone and neutral colors. Bright colors will not be approved. If your house is already painted with an unapproved color, then it must be changed the next time it needs painting. However, if you paint it an unapproved color and then submit a change request form, either voluntarily or because you have been cited as being in violation, you will need to repaint the house immediately. GARDENING TIPS FOR APRIL
The Adoptable Dog of the Month Lily, a German Shepherd mix, was surrendered to BARC, the Houston city shelter, because her owners had “two many.” She was very thin, had just had a litter of pups and was high heartworm positive and was going to be euthanized at the shelter. Her owners kept the puppies, but dumped poor ol’ mom at the shelter to die. She has filled out beautifully and been treated for the heartworms. She is now ready to find a home of her own. Lily loves people and loves attention. Her favorite way of showing her love is to hug you and give you a kiss or two or three! Everyone that meets her loves her. She is probably too interested in cats and even though she is learning about cats, life would probably be simpler if she went to a home without cats and very small dogs. Lily is a very smart dog, which is helpful with training, but she is so smart she can open gates and needs a secure backyard with a locked gate and tall fence. She is very loving and likes spending time with her people. People with Shepherd experience will probably understand her needs more than those who have not known Shepherds. She is close to 60 lbs., could probably still stand to gain another 5 lbs., she is up-to-date on her vaccinations, spayed and microchipped. She is crate trained and is most likely housebroken. She is looking to join a family and she will be very loyal to her person or family. Seems to be fine with children, older children would probably be best. Mulch - If possible, buy Bagged Mulch. Bagging helps eliminate a great many pests that die from various causes while in the bag. When you buy ‘loose’ mulch that is trucked to your home, you are also buying ants, roaches, termites, etc… Spend a little more on bagged material and save lots of future pest problems. Keep your mulch at least 4” - 6” below the top of your homes exposed foundation edge/side. This will aid in minimizing pests in your home and allow for quick and accurate termite inspections. Shrubs, Flowers and groundcovers - Trim all shrubs/plants at least 12” - 18” back from your home. Do your best to create a plant free zone that is 18” - 24” wide around your home. The exception is your lawn - it can grow up next to the slab as long as you keep it 4” - 6” below the top of the slab. The most conducive to termite infestation are groundcover plantings, growing high against your homes exterior or (especially) ivy that grows on your walls. Trees - Spray your trees at least twice annually. The spring spray eliminates overwintering pests and fungi while preparing trees to resist the pest onslaught of summer with residual pesticides. The fall spray also kills pests from the summer, prevents most fungi from occurring over the winter and puts your valuable asset off to a healthy winter’s dormancy. Lawn - Spring is the perfect time to do a fungicide treatment to stop brown patch in its tracks along with other fungi. If your lawn is thin and weak in some areas, here are some important fundamentals: a) lawn aeration b) fertilization c) weed control. Most important is proper watering • Water once per week (unless you get a 1/2” rain or more - then do not water.) • Water heavily (1” - 2”) for total lawn coverage. • In severe drought, water every 5th day. • Water from 5 AM to 7 AM in the morning - NOT AT NIGHT. • A heavy deep weekly watering makes the turf grow deeper, stronger and more drought resistant roots. • Less watering also saves you money!!

Pope John XXIII annual Spring Golf Tournament Pope John XXIII will be holding its annual Spring Golf Tournament on Sunday, May 5th. The tournament will be held at Cypress Lakes Golf Course and will begin at 1:00 pm with a shot gun start. Since the tournament is on Sunday, we will be celebrating Mass prior to the start of the tournament at 11:30 am on the course pavilion. We are looking for various levels of sponsorship - anywhere from $250 for a Hole Sponsor to Title Sponsor for $5,000. Box lunches will be provided for each cart and a BBQ dinner will follow the tournament (all included in the registration fee). There will be a Silent Auction and a few Door Prizes as well. 24 th annual B.F. Adam Classic Golf tournament On May 16th, the Cy-Fair Educational Foundation will hold the 24th annual B.F. Adam Classic at BlackHorse Golf Club. The tournament will include lunch, dinner, awards ceremony and raffle. The tournament was named after B.F. (Bernard Fred) Adam, a lifelong Cy-Fair resident and a devoted school board member, serving 24 years on the board. B.F. Adam Elementary on Honey Grove Lane is named in his honor. The B.F. Adam Golf Classic has had great success in the past raising over 1.7 million dollars for student scholarships. SPORTS Northwest Flyers Youth Track Club orientation/Registration The Northwest Flyers Track Club will host an orientation/registration session for all middle and high school athletes and their parents interested in joining for the 2013 season. The event will be held on Friday, April 12th, from 7:00 – 8:30 PM at Cypress Creek High School, 9815 Grant Rd., Houston. The Northwest Flyers is a youth (ages 6 -18) track organization, affiliated with USA Track & Field. The club provides a full program of “track” events such as sprints, hurdles, middle distance, distance and relays and “field” events such as long jump, triple jump, high jump, pole vault, discus, shot put and javelin. It is an excellent “offseason” program for young athletes who currently compete on their middle school or high school track teams. CY-LAKES HIGH SCHOOL CHOSEN BY TEXAS EDUCATION AGENCY FOR WORK WITH PROJECT SHARE
Cy-Lakes High School was selected by the TEA as the only comprehensive high school to fully implement Project Share during the pilot period. Librarian Janice McNeil states, “We added 100% of our faculty and students at the very start, which provided both opportunities and challenges. We were able to train the entire staff to the same platform over a very short period by using our department and team structure.” Two Cy-Lakes teachers featured in the filming by TEA are Cynthia Harrison and Julie Pitt, both of whom have worked diligently to implement Project Share in the history department. In addition to giving teachers an interactive platform, students benefit from Project Share in numerous ways. Thomas Serrano, Cy-Lakes student, says, “Each of our Project Share courses can be easily accessed twentyfour hours a day, seven days a week, making completing assignments very convenient for a busy high school student.” Another student, Briana Nguyen, states, “Our Dual Credit teachers all post their syllabus and weekly assignments so we always have access to them.
