Curfew Most parents are unaware that Harris County has a curfew. Children under the age of 17 must be in at midnight (12 AM). Parent’s need to make sure that their children are at home the entire night. If children are caught wandering around at late hours after midnight, the Harris County Sheriff’s will give them a citation. This is a class C misdemeanor; both the child and the parent must appear in front of court and pay a fine. Usually it will take all day to take care of this and the fine may exceed $150. Crime Prevention Tips • Report suspicious people and write down license plate numbers.

• Lock all doors and window, including upstairs windows and keep your garage door closed. • Store your valuable property in a safe or safety deposit box. • Know your neighbors and look out for one another. • Pick up newspapers and mail everyday. • Maintain outdoor lighting and set motion detectors. Our Community Security Supplement of Law Enforcement Westlake Place HOA-Board of Directors have hired off-duty deputies employed with the Harris County Sheriff’s Office, for our community. Having security does not mean you should not secure your own property or not be responsible for your own security. Take time to make sure your vehicles are locked, parked in the garage if you can. That is the safest place for your vehicle. Get to know your neighbors. Call the Harris County Sheriff’s Office if you see any suspicious vehicles/persons in the neighborhood. Notify the post office and paper delivery when you plan to be out of town. If you are going away from home for an extended period of time, contact the management company with an updated phone number for your file in case of an emergency. You can also fill out a vacation form with the Harris County Sheriff’s Office. Patrol Service Report The Association receives many reports of speeding drivers and drivers running stop signs in the community. Monitoring of stop signs has resulted in some citations issued and other citations for different traffic violations. For the safety of the community and residents walking, children playing, please follow the speed limit and make a full stop at each stop sign to ensure everyone’s safety. The deputies has been notified of the complaints/concerns voiced by the residents and will continue to monitor this activity with zero tolerance. Please remember if you see a crime in progress call 9-1-1 and report any suspicious persons or unusual activity. On-going activity can be reported to Gail Mayfield our Security Supplement Liaison at 281467-0548. Crime in the Subdivision Here are the reports given: • It was reported a resident’s rear window on their vehicle had been broken.
Westlake Place
• It was also reported that someone was riding a motorcycle on the South Mayde Creek Trail; this type of activity needs to be reported to the Sheriff’s Office immediately. The trail and bridge are beautiful and for everyone to enjoy, so please report any unusual activity. By now I’m sure you’ve seen the increase of law enforcement presence in the subdivision on different days and hours of the week. So remember to abide by all traffic laws while driving through the subdivision. The Board’s number one priority is trying to keep the entire subdivision safer and informed. Report any Suspicious Activities and crimes When you see suspicious activity and would like to file a report etc, call the non-emergency number. When a crime is in progress and or a human life is at risk call the 9-1-1. If at anytime someone observes a suspicious person or vehicle they should not hesitate reporting it to the Harris County Sheriff’s Office. There are three ways to do this.
HARRIS COUNTY SHERIFF’S OFFICE CONTACT INFORMATION
EMERGENCY LAW ENFORCEMENT: 9-1-1 NON-EMERGENCY LAW ENFORCEMENT: 713-221-6000 www.hcso.hctx.net/LeadinHtml_TxHarrisCountySo/start-report.html Some residents may feel a sighting such as this may be “nothing: yet it is better to be safe than sorry. Again, let’s be the eyes and ears for the law enforcement. Residents should not hesitate to call the number above to report ANY suspicious activity. Do not waste time calling any Board member in an attempt to contact our security patrol personnel. If they are on duty at the time of your call our patrolling deputy will be monitoring the radio dispatches and will respond in addition to the on-duty deputy. Too often, we hear about situations in which the Sheriff’s Office should have been called but the resident was reluctant to do this. When calling the above number, don’t be put off by the voice mail menu. Stick with it until you are connected to a person who is able to help. There have been several residents reporting crimes to the Board, which we encourage residents to continue this practice.

ARCHITECTURAL FORM/ HOME IMPROVEMENT FORM
All residents must complete a home improvement form for all improvements, including but not limited to: repainting (even the same color), re-roofing, new siding, sheds or outbuildings, new garage doors and basketball goals. The ACC approval must be given in advance prior to the work being started. We have specific guidelines for sheds and outbuildings. Call ACMP 281-855-9867 to request a form. Please mail to the ACMP address at the top of the form.
Trash Pick-up Stickers Belong On Trash Cans
The trash pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on the trashcan please do not place these stickers on your mailbox. These stickers occasionally won’t stick even to a garbage can; use a heavyduty tape when this occurs. Trash will not be picked up if the sticker is not on the trashcan and they will not pick up the trash at your residence if you have not paid. Do not place these stickers on your mailbox. Do not leave your trashcans out for an extended period of time. Remove your cans from the street as soon as possible. The stickers and the trashcans might be stolen. Some of our residents are unclear on the concept of putting trashcans at the curb for collection days (Tuesday and Friday). Trash can be put out after 5 PM the night prior to the scheduled collection day.
POSTING OF GARAGE SALE SIGNS
Please be aware that taping a sign of any kind to a stop sign or a road sign IS AGAINST THE LAW and could result in our deputies issuing you a citation. The correct way in our subdivision is using a staked sign place your address, time and date and remove later on that day or as soon as the event is over. This is the only acceptable way to post such signs. If posting a sign on a resident’s property, please ask for prior permission as a courtesy. If a resident places a garage sale sign in median of the front or back entrance and if this results in any type of damage to the sprinkler system, you will be charged for any needed

VETERINARY PUBLIC HEALTH LEASH LAW
Animals that are not properly restrained pose a treat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbored or keep any unlicensed dog or cat or to allow them to become a stray.” Restraints are defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or 2. When it is within a fully enclosed vehicle or 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained.
STREETLIGHT OUTAGES
Please report a burned out street light, any resident may call Center Point directly at 713–207-2222. However, for those with internet access, you may also make this report on-line. For those interested, the website address to do this is http://cnp.centerpointenergy.com/ outage. Anyone noticing a streetlight that is out or some other malfunction is encouraged to report the problem to Center Point via either these two methods without delay. Our association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!

GARDENING TIPS FOR MAY
• Last chance to prune and fertilize azaleas. Keep mulch several inches thick at all times. Fertilize camellias lightly for second time. • Fertilize crepe myrtles monthly from spring through summer with a high phosphorous fertilizer for bloom. If iron deficiencies appear (yellow leaves) use Green Light Iron and soil Acidifier according to label directions. • This is the time of year for aphids and mildew. Each problem has many solutions, but to handle both at once you can use either Orthenex Insect & Disease Control Formula III or just plain soapy water (Liquid Ivory 1 tsp. - 1 Tbsp. for insects and 4 tsp. baking soda for fungus in every gallon of water. Keep solution mixed and apply to upper and lower sides of the leaves. Rinse with clear water 3 to 4 hours later. Frequency caution should be used.

KATY ISD NAMED AMONG BEST COMMUNITIES FOR MUSIC EDUCATION
For the eleventh time in the past 12 years, Katy ISD has been named among the Best Communities for Music Education by the NAMM Foundation, which recognizes schools and districts across the U.S. for their commitment and support for music education. Katy ISD is one of only 21 districts in Texas to receive this recognition for 2013. “Our music educators constantly go above and beyond their required duties to make sure their students succeed. This recognition is a direct reflection of their commitment,” said Bob Bryant, executive director of fine arts for Katy ISD. “It is evident that our community, administration and School Board supports and encourages quality music education for every student.” Last September, two Katy ISD musical groups, the McMeans Jr. High Symphonic Band and the Cinco Ranch High School Symphony Orchestra, were selected as National Winners in the Mark of Excellence honors by the Foundation for Music Education. Additionally, the Cinco Ranch Junior High Honors Band was selected and performed in December for the prestigious Midwest Clinic in Chicago. Selected and performing at the Texas Music Educators Association Clinic in San Antonio in February were the Katy High School Jazz Band, the Stephens Elementary “Stompin’ Hooves” instrumental ensemble and the Griffin Elementary Fifth Grade Choir. Continuing to provide diverse music education opportunities, Katy ISD hosted its fifth annual Katy Jazz Festival, April 26th - 27th. The Katy Jazz Festival provides a learning and performance venue to student and professional musicians, while increasing exposure, education and entertainment to the Katy/ West Houston area. “Students in Katy ISD are exposed to high-quality music programs from kindergarten through their senior year,” added Bryant. “Studies have shown that children engaged in music and the arts often perform better academically as well. This is just another reason why we try to offer a variety of quality fine arts programs and opportunities for our students.” Among the music programs offered to Katy ISD students include: string orchestra, full orchestra, choir vocal ensemble, marching band, concert band, jazz band and multiple individual events of solos and small ensembles.

Guest speaker Marsue Ferguson, education and language consultant (specializing in teacher training), addressed the audience with comments about the five pillars of NHS - leadership, scholarship, service, character and citizenship. Mrs. Ferguson encouraged the new inductees to make the most of every opportunity to serve and lead others with honor. “Do well and be able to look back and say ‘I did some good’,” she said. Members were selected based on outstanding performance in scholarship (3.50 or better cumulative GPA), leadership, service and character. “National Honor Society members are chosen for and then expected to continue, their exemplary contributions to the school and community,” said Mrs. Sandye Reed, chapter advisor. Mrs. Reed followed by listing various clubs, sports and 59 service activities the inductees were involved. Some of those service activities included: Katy Christian Ministries, Habitat for Humanity orphanage in Vietnam for children with dioxin disease, St. Justin’s food bank and Houston Food Bank. After the ceremony, there was a congratulatory reception hosted by the current 20 members for new inductees and guests.

Mildred’s Umbrella Theatre Company
Mildred’s Umbrella Theatre Company proudly presents Ravenscroft, by Don Nigro, Thursday through Saturday and Monday, May 3-18, 2013 with a preview on Thursday, May 2nd. Directed by Rob Kimbro and starring Sean Patrick Judge, Michelle Edwards, Claire Anderson, Karen Schlag, Zoquera Millburne and Kara Ray. SYNOPSIS: This psychological drama is a thinking person’s Gothic thriller, a dark comedy that is both funny and frightening. On a snowy night, Inspector Ruffing is called to a remote house to investigate the death Patrick Roarke. He becomes involved in the lives of five alluring and dangerous women, all of whom are suspects in the murder. There are ghosts on the staircase, skeletons in the closet and much more than the Inspector bargained for. His investigation leads into own tortured soul and the nature of truth itself. You will not guess the ending, but you will be teased, seduced, bewildered, amused, frightened and led to a dark encounter with truth or something even stranger. DON NIGRO is an American playwright; his plays Anima Mundi and The Dark Sonnets of the Lady have both been nominated for the National Repertory Theatre Foundation’s National Play Award. He has won a Playwright’s Fellowship Grant from the National Endowment For The Arts, grants from the Mary Roberts Rinehart Foundation and the Ohio Arts Council, and twice been James Thurber Writer In Residence at the Thurber House in Columbus, Ohio…. a fun ride and it’s also fun to discover all those kinky goings-
