In general, we ask them to generate the first “reminder” letter automatically when they see a violation or whenever they confirm one, which came from a neighbor complaint. If you have a unique situation, which might result in the need to temporarily violate the deed restrictions, please give them a call at 281-685-3090 and let them know the situation and the expected time frame, so we can avoid the issuance of any unnecessary letters. Keep in mind, occasionally mistakes are made and the wrong address receives a letter - the best thing to do in this and all other situations is to contact the management company to make them aware of the mistake and/or to let them know that you have either corrected the situation or need a temporary exemption from the covenant. For fairness’ sake, the Board of Directors asks the management company to call ‘em like they see ‘em, assuming they have received no advanced notice of extenuating circumstances, but in truth, they will not ever be able to identify every single possible violation on each and every drive through, nor do we think the scrutiny necessary for such is in the best interest of our community. The ultimate responsibility of the Board of Directors is to make decisions regarding situations where the homeowner simply refuses to comply with the community’s established covenants, in spite of repeated “reminder” attempts. We typically hope the individual can give us a defensible reason for giving an exception or temporary reprieve and the last thing any of us want is to be in conflict with any of our neighbors, but we are nonetheless tasked with the expectation that we uphold the community’s by-laws. With that said, on a typical week, less than 6% of the homeowners receive deed restriction letters and the vast majority have already taken or do quickly take action to correct them. As your fellow neighbors, we appreciate every one of you who have taken measures to correct any problems that may have arisen over the years. We also definitely appreciate your willingness to work with us to do whatever is in our community’s control to maintain the maximum possible property values for everyone. When we all work together, we minimize the cost and maximize the benefit for the community at large. Oh and by the way, no need to get offended if you do receive a letter, as many, if not most of us can relate to the experience for one reason or another. Thanks again!

In many cases, the neighbor is unaware of the situation because, for one reason, they are away during the day. If the owner is unwilling or unable to do anything about it, you can call animal control at 281-999-3191 and have them do a check on the dog for possible neglect and abuse. (They won’t always come out for the barking alone.) The Sheriff’s Dept generally cannot do anything about it and they encourage you to call animal control as well. You can also find more information about the situation by looking on the website listed above. Ideally, the neighbors will be able to work out something mutually agreeable for everyone and every dog.

Harris County LEASH LAW

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.”

You can drop off paper products at any of the area schools using the Abitibi green and yellow bins. You can also recycle cardboard, tin, aluminum and plastic products at the alternative school on Rebel Yell, just west of Greenhouse. There are two different IMGreen Recycling bins located there. They are the bright green ones and one is for paper and cardboard and the other is for plastic, tin and aluminum. If you drop off recyclables there, please have them bagged up and use the stickers located near the cans, so the school can receive the funds.

Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.”

GARDENING TIPS FOR MAY

• Last chance to prune and fertilize azaleas. Keep mulch several inches thick at all times. Fertilize camellias lightly for second time. • Fertilize crepe myrtles monthly from spring through summer with a high phosphorous fertilizer for bloom. If iron deficiencies appear (yellow leaves) use Green Light Iron and soil Acidifier according to label directions. • This is the time of year for aphids and mildew. Each problem has many solutions, but to handle both at once you can use either Orthenex Insect & Disease Control Formula III or just plain soapy water (Liquid Ivory 1 tsp. - 1 Tbsp. for insects and 4 tsp. baking soda for fungus in every gallon of water. Keep solution mixed and apply to upper and lower sides of the leaves. Rinse with clear water 3 to 4 hours later. Frequency caution should be used.

CFEF TO ANNOUNCE SCHOLARSHIP WINNERS

The Cy-Fair Educational Foundation Board of Trustees have scored all applications received for the 2013 graduating class and are working on their final selections. The winners will be announced at the award ceremonies held at the high schools. The Foundation will award close to $300,000 in scholarships this year, bringing the total since inception to more than $5.2 million. Currently available are the The Schroeder Scholarships, which have an application deadline of May 15, 2013. These scholarships are only for students attending Lone Star College. CFEF TRUSTEE ESTABLISHES ENDOWMENT IN HONOR OF MALALA YOUSAFZAI

Long-term supporter and current Trustee, Ed Station, recently made a $20,000 endowment to Cy-Fair Educational Foundation in Honor of Malala Yousafzai. The endowment will be used to help female students in the Cy-Fair ISD further their education. Station was moved by the 15-year-old, Pakistani school-girl’s advocacy efforts for female education and wanted to do something locally in her honor. Malala, who has been fighting for the right for her peers to receive an education since she was just 11 years old, was gunned down in October 2012 by the Taliban on her way home from school near the Afghan border. She was shot in the head and neck as

CFISD SCHOOL SAFETY

In an effort to keep you all informed regarding the safety of our students and staff, I wanted to update you on how we responded to April 9th’s incident at the Lone Star College - Cy-Fair campus. Because the safety of our students and staff is our number one concern, the CFISD Police Department notified several of our schools located in the vicinity of Lone Star College to take the precautionary measure of entering into “secure the building” mode. We activate this policy when police activity is reported in the area of any of our campuses. All doors are locked and no one is allowed in or out of the building until an “all clear” is given. At 1:50 PM, CFISD Police Chief Alan Bragg reported that our schools were given the “all clear” and were free to return to normal operations and a safe dismissal. We are committed to protecting our children and our personnel and are confident in the emergency operations that we have in place. CY-SPRINGS COMPETES AT NATIONAL FORENSIC LEAGUE

The Cy-Springs Speech and Debate Team competed at our National Forensic League (NFL) District tournament. Brandon Boyce made it to the final round in Humorous Interpretation and Beatriz Barros made it to the final round in both Domestic Extemporaneous Speaking and Original Oratory. The Cy-Springs Cosmetology I and II students represented CySprings High School at the SKILLS USA District Competition on February 8 - 9, 2013. Cosmetology entered 20 projects and received 20 1st place awards, all rated Superior, qualifying them for the SKILLS USA State Competition. The competition had over 400 project entries in various skill related areas of Cosmetology. Best of Show was presented in four categories of the competition. During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families

lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year. With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2013-2014 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start.
