(BCS3) VOLUNTARY WATER CONSERVATION Each of us has received an insert in our Harris County MUD 102 water bill asking that we observe the voluntary water conservation program that they have laid out. There are two simple rules with respect to this program: Even numbered residences should water outdoors on Wednesdays and Sundays, while odd numbered residences should water outdoors on Tuesdays and Saturdays. No water should be used outdoors by any resident on Mondays. Water should not be used outdoors between the hours of 6:00 AM and 10:00 AM and between the hours of 6:00 PM and 10:00 PM. It has already been a rain short year so far and it is anticipated that drought conditions will persist throughout the year. Let’s all work together to conserve our water resources while maintaining our yards within the guidelines outlined by the Harris County MUD district.
(BCS3) ARE YOU INTERESTED IN BEING A BOARD MEMBER? The HOA is looking for property owners who are interested in being a member of the Board of Directors. As of mid-March, we have one open Board position (which expires in May 2014). As per the Bylaws, this position will be filled by a vote of the present Board of Directors once interested candidates are identified. At the Annual Meeting on May 19th, there will be an election to fill two more open Board positions - and only one resident has indicated their interest in running in this election so far. As per the Bylaws, these three-year term positions have to be filled by a vote of the BCS3 property owners. Although it does not take much time, being a Director for the HOA is important voluntary position. It is these directors who address the various business issues in BCS3, as well as handle the coordination of the efforts needed to keep our neighborhood looking as good as possible and maximizing our property values. This stewardship is a key factor in maintaining a strong and viable Homeowners Association (HOA) and quality neighborhood. The only qualifications to be a Director are that one needs to be a property owner in BCS3. Please contact Mark Przywara (832-418-3409 or msp0007@yahoo. com) if you have any questions about these open positions.
The Colonies May 2013
(BCS3) CONTACT THE BOARD As is the case with everything in our small neighborhood, every resident should feel free to contact any Board member as to any issue or question that you have about BCS3. Contact information for all the Board members is located on the inside back cover of this publication.
CHARLESTOWN COLONY (ChC) Yard of the Month Due to busy schedules the April Yard of the Month winner will be announced with the May winner in the June newsletter. Does that sound like a “Who’s on First” skit? Many of the neighborhood yards are greening up nicely. There are lots of flowers in the yards. April showers certainly help keep the area green. With temperatures getting near to and above 80 degrees the St. Augustine grass is really starting to grow. Now is the time to get the lawn mower tuned up and ready for a long summer of work. Need some yard help over the summer? Check out the “Teen Job Seekers” at the end of The Colonies Review! Yard of the Month is sponsored by Cornelius Nursery. Did you know Cornelius has free gardening classes every Saturday morning at 10:15? The May 4th class is all about native plants. Plants native to our area will be better able to tolerate the heat and hopefully the drought. And there many varieties of native plants that are not Mesquite or cacti. Add native trees to your landscape and enjoy the colorful blooms from the Texas Mountain Laurel or Desert Willow. Select Texas Sage for its purple summer flowers or the Red Yucca with its red spike-like bloom as additions to your landscape. Native grasses such as Mexican Feathergrass or Big Muhly add another different texture and look to the garden. Also, don’t forget the reliable perennials for providing Texas tough color! Blackfoot Daisy, Gaura, Coneflower and many of your Salvias are native to Texas and will provide color year after year once they are established. The May 11th class is about perennials - those flowers that come back again year after year. May 18th will cover using rose and azalea shrubs to add structure and color. May 25th will bring your garden alive with plants that attract butterflies and hummingbirds. If you are interested you can always check out their website (www.calloways.com).

(ChC) Water, Water Yes, water is a topic again. In early April, all homeowners should have received a letter regarding our MUD district water conservation initiatives. While the conservation initiatives are voluntary, they are very necessary. Our weather pattern seems to have shifted to one of a normal rainfall in the spring but below normal rainfall the rest of the year. The water we conserve now will help keep our lawns alive in the summer. Water restrictions include, but are not limited to lawn and garden watering, car washing and window washing. Even numbered addresses should use water Wednesdays and Sundays. Odd numbered addresses should use water on Tuesdays and Saturdays. Watering should not be done during peak use times - no watering between 6:00 AM to 10:00 AM or between 6:00 PM to 10:00 PM. This is kind of hard if you hand water. Soaker hoses are one way to water that doesn’t lose a large amount to evaporation. However, it is hard to get good coverage with soaker hoses. Got any good water conservation ideas? Share them with a board member and we’ll put them in the newsletter!

(ChC) Deed Restrictions Ever get a letter from the neighborhood association and wonder why? Have you ever just been so busy with something that you forgot to bring in the trashcans just one time and got a letter from the association? Did you forget to mow just that one time and get a letter? Deed restriction violation letters are sent out by SCS Management Company. SCS is contracted to inspect the community once a month. If the trashcans are out during the inspection and it’s not garbage day, the homeowner will receive a letter. If the garbage cans are still out when the inspector comes by the next month, the homeowner gets another letter. So, it’s nothing personal - you just goofed on a day that the neighborhood was inspected. SCS does not come by a second time to see if the trashcans are still out or if the grass is not mowed. They inspect the neighborhood just once a month. Please do not ignore the letters from SCS. Please follow up with SCS as needed. Ignoring SCS only leads to more letters. Homeowners can also make a deed restriction complaint by sending a picture of the violation along with the address of the property in violation to SCS. SCS will tell you they can only send letters for what is clearly visible from the street. Although sometimes I wonder about this…
(ChC) Happenings in May • Everyone should have gotten their home appraisal in the mail in early April. The deadline to file a protest is May 31st. • We have really enjoyed some nice rains the beginning of this year. The mosquitoes have enjoyed the rains also. Please check around your home for areas of standing water where mosquitoes like to breed. Don’t let plants sit in water - check the saucers and empty as appropriate. Don’t over water plants as mosquitoes breed in the damp soil also. • As the weather gets nicer, more kids and pets are enjoying the outdoors. Please remember that kids should not be driving or riding in unlicensed go-carts or trail bikes on public streets. Those that live on the bayou don’t enjoy the noise either. Please use these appropriately.
4
• Pets need to be properly restrained. To view the Harris County leash law visit www.hcphes.org/vph/Laws/regulation. htm#Rabies%20Vaccination%20Defined - The leash law is about half way down the page. Good luck with a cat and a leash, but dogs are usually more cooperative. • Many thanks to those who pick up after their pets. To everyone who doesn’t pick up after their pet, please be considerate when you walk your dog. You don’t want “it” in your yard; we don’t want “it” in our yard or on our playground area. • The end of May brings the end of the school year. The last day of school is June 5th this year. There will be a lot of kids out and about the neighborhood - especially around the park. Please be extra cautious when driving, as the kids don’t always look before entering the street. • The end of May brings a celebration of all the soldiers who have given their lives to protect the freedom of this country. If you see a veteran or active service personnel today, don’t forget to say Thanks! They make countless sacrifices for our freedom. • And the answer to that often asked question is no - there is no trash pickup on Memorial Day. Everyone deserves a day off. Trash pickup will resume on Thursday.
(ChC) Architectural Forms: This is the time of year we all begin sprucing up, repairing and repainting. Please make sure to complete an Architectural Form and submit it to SCS Management before making changes to your home. If you are painting, be sure to attach your color choices to the form when you submit it! The process is easy, quick and can save you money. By submitting the form and requesting approval prior to your project, you are protected. The forms are to be submitted any time you are making changes to your property (house, fence, yard). While the request says to allow 30 days for approval, turnaround time for a request is pretty quick - usually not more than a week or two. Find the form at http://www.scsmgmt.com/Acc-App.scs.pdf

The first thing to do if you find a lost dog that does not have a tag, is to take it to any vet’s clinic or Petsmart and have it scanned for a micro chip. This is the fastest way to get the dog back to its owner. If it does not have a micro chip, please look for signs to make sure the dog gets back to its rightful owner. A dog that is left to wander is subject to being hit by a car, abuse or starving to death. Those of you who are dog owners, please be sure to keep a collar and tag on it at all times. Even if the dog is micro chipped, it is much easier to return the dog to you if it has your contact information on a tag.

(JC) HOA ASSESSMENTS DUE 2013 assessments came due on January 1st, and each homeowner owes $465. This is the last year for the increased assessment to pay for the new fence; next year, the assessment will drop back to $375. You can set up a payment plan for 2013, if necessary. Remember that your homeowner assessment accrued late fees & penalties after January 31st. You can send a check to ACMP (ACMP, Inc., 16650 Pine Forest Lane, Houston, TX 77084) or you can pay online at www. jamestowncolony.com (if you pay online, you are responsible for any service fees for your online payment). To arrange a payment plan, contact ACMP at 281-855-9867. This is the last year of the increased assessment (to pay off the cost of replacing most of the perimeter fence). In 2014, the assessment will go back to $375.
(JC) CHANGE IN COLLECTION POLICY In our continuing effort to save homeowner money, the Board of the Homeowner’s Association (HOA) has voted to institute a new collection policy. We will expedite most collections by filing small claims actions instead of putting collections in the hands of our lawyers. This will save residents thousands of dollars every year in legal fees. If a resident owes the Association money, they will receive one 30-day notice before a claim is filed in a local court by the Board and our management company.
(JC) DO WE HAVE YOUR EMAIL & PHONE? If we can email you, we can save the HOA some money for notifications. In the event of emergencies, we need a reliable way to contact residents. Email schpinna@yahoo.com and put “JHOA ADD” in the subject line. Include your name, street address, home phone, cell phone and preferred email address(es) in the body of the email if possible.

(JC) GREEN TIPS What’s the most energy-efficient way to heat your food? A microwave is a lot more efficient for reheating than a stovetop, since it takes 80% less energy to warm up relatively small amounts, according to the EPA. Although the microwave needs a lot of electricity, it uses only a relatively short burst of power. While stovetops are less efficient, you can make regular gas or electric cooking more efficient by matching the size of the burner to the size of the pot - a 6-inch pot on an 8-inch burner can waste a large part of a burner’s heat - and by keeping a lid on unless the recipe forbids.

Though cooking accounts for only 3% of total U.S. greenhouse-gas emissions from residences, every bit we can cut is significant because we use so much more than we really need. Per capita, we now consume 6 times more electricity and 2 times more natural gas than we did in 1950. Saving energy isn’t just green but also massively cheaper than wasting power. At our present utility rates, to heat that soup on the stove would cost you about 3 times as much as warming it in the microwave. Even if global warming didn’t exist, saving money would still be a good reason to save energy.
(JC) EASY WAY TO REPORT STREET LIGHT OUTAGES Instead of waiting for the CenterPoint Energy Business Office to open, report the burned out street lights while you’re thinking of it. Go to www.centerpointenergy. com/services/electricity/residential/reportastreetlightoutage and fill in the information. Remember, the HOA pays for these lights whether they’re burning or not, so you might, as well have them burning.

(YTC) SECURITY CONCERNS If you have an incident at your home, please remember to call the Sheriff’s department, not one of the board members, as there is nothing we can do. Please remember to always lock your vehicle to protect yourself.
(YTC) Security Statement Your proactive and vigilant security efforts are vital in reducing crime in our subdivision. Keep your residential doors and windows locked. Set your home alarm system when leaving home for short or long periods of time. Give a consistent appearance of an occupied home even in your absence. Turn on outside and inside lights by use of sensors or timers. Remove flyers immediately from doors and mailboxes. Whenever possible, monitor your outgoing mail or place into a Postal Drop Box. Retrieve incoming mail as soon as possible. Use a trusted neighbor when possible to help you. Never leave valuable items openly displayed in your vehicle while parked outside or unattended. Always secure your vehicle and set your car alarm. Reminder: Do not attach signs of any kind to the YTC Surveillance Security Camera Poles without written consent from the H.O.A. Please report observed criminal activities, suspicious vehicles and suspicious persons to the Sheriff Department immediately at 713-221-6000.

Residents Bee-wary, Bee-safe This Summer As summer approaches, we want to remind residents that as weather warms bee infestation can be a problem for property residents. Bee and wasp colonies can be a hazard to homes and neighbors, especially those with small children or the elderly. GARDENING TIPS FOR MAY • Last chance to prune and fertilize azaleas. Keep mulch several inches thick at all times. Fertilize camellias lightly for second time. • Fertilize crepe myrtles monthly from spring through summer with a high phosphorous fertilizer for bloom. If iron deficiencies appear (yellow leaves) use Green Light Iron and soil Acidifier according to label directions. • This is the time of year for aphids and mildew. Each problem has many solutions, but to handle both at once you can use either Orthenex Insect & Disease Control Formula III or just plain soapy water (Liquid Ivory 1 tsp. - 1 Tbsp. for insects and 4 tsp. baking soda for fungus in every gallon of water. Keep solution mixed and apply to upper and lower sides of the leaves. Rinse with clear water 3 to 4 hours later. Frequency caution should be used.

grow if not removed. The larger the colony, the likelihood for danger increases. Moreover, greater expense can be incurred for removal and potential liability to homeowners. Inspect Your Property • Listen for buzzing and look for bees entering or leaving the same area indicating a nest or swarm of bees. • Examine work areas prior to using noisy power equipment such as lawn mowers, weed cutters and chain saws. • Examine areas for bees before tying up or penning pets. • Never disturb a swarm or colony of bees - contact a bee removal service or pest control company. • Teach children to be cautious around and respectful to, all bees. • If you know you are allergic to bee stings, check with your doctor about a sting kit. Bee-proof your property • Inspect outside walls and eves of your house and other buildings. • Seal openings greater than one-eighth inch in diameter (1/8-inch) in walls, around chimneys, masonry, pluming and any other openings. • Install screens (1/8-inch hardware cloth) over rain spouts, vents, cavities of trees and fence posts, water meter, utility boxes, etc. • From spring through fall, inspect 1-2 times per week for bee activity around your house and yard. What to do if you discover a bee infestation • Do not disturb a swarm or colony. • Bees should not be allowed to live in a house or other structure. The longer a colony lives in a structure the more defensive they will become and the more costly removal and repair will become. • Call a professional bee removal service or pest control operator. Potential Bee nesting sites Bees will choose a nesting site in many places where people may disturb them. Nesting cavities may include: buckets, cans, empty boxes, old tires or any container ranging in volume from as little as 2 to 10 gallons and more. Bees will also choose infrequently used vehicles, lumber piles, holes and cavities in fences, trees, even in the ground,

in sheds, garages and other outbuildings between walls or in the open, low decks or spaces under buildings. Like all living organisms, honey bees need water for hydration. This becomes especially evident during hot dry weather when natural sources dry up and bees begin to collect water from sources close to people and domestic animals. We all want to help bees survive, but sometimes that’s just not practical, especially when children are competing with bees for water. Bees will collect water whereever it can be found. It could be from a dirty puddle, a pond, a brook, your swimming pool, irrigation system, birdbath, dripping outdoor faucet...etc. Tips on keeping bees away from pools: When you first notice bees around your pool, spray them with a soap-water solution. Soap-water solution: Mix 1 part dish soap to 4 parts water in spray bottle. Spray all bees around your pool with this solution. The soap-water solution will kill the bees, but doesn’t leave a harmful residue like an insecticide. Spray every bee until no bees return for at least one day. This will kill those water foragers telling others in the colony where your swimming pool is located. Eventually, you will kill all those bees foraging at your pool and prevent them from telling others about your pool. Other water foragers will find a different source of water, so don’t worry. It’s unlikely your pool is the only source of water within foraging distance. In reality, you’re only eliminating a very small proportion of the foraging population and an even smaller proportion of the total colony population. Pet water and birdbaths: 1 part vinegar to 256 parts water (2 tablespoons vinegar to 1 gallon water). Note: DO NOT USE THE SOAP-WATER SOLUTION ABOVE IN BIRD BATHS & PET WATER! “Texas A&M University Honey Bee Information,” (http://honeybee.tamu.edu/page3/page3.html) - 3/23/2013.

dogs. Lily is a very smart dog, which is helpful with training, but she is so smart she can open gates and needs a secure backyard with a locked gate and tall fence. She is very loving and likes spending time with her people. People with Shepherd experience will probably understand her needs more than those who have not known Shepherds. She is close to 60 lbs., could probably still stand to gain another 5 lbs., she is up-to-date on her vaccinations, spayed and microchipped. She is crate trained and is most likely housebroken. She is looking to join a family and she will be very loyal to her person or family. Seems to be fine with children, older children would probably be best. If you would like to meet Lily or find out more about her, please contact Cindi at cindi.hohle@c-a-m.com or Anke at ankearnold@att.net

Adoptable Dog of the Month Lily is still looking for her very own family. You may recognize her from last month’s newsletter. Won’t you consider opening up your home and heart to this beauty? Lily, a German Shepherd mix, was surrendered to BARC, the Houston city shelter, because her owners had “two many.” She was very thin, had just had a litter of pups and was high heartworm positive and was going to be euthanized at the shelter. Her owners kept the puppies, but dumped poor ol’ mom at the shelter to die. She has filled out beautifully and been treated for the heartworms. She is now ready to find a home of her own. Lily loves people and loves attention. Her favorite way of showing her love is to hug you and give you a kiss or two or three! Everyone that meets her loves her. She is probably too interested in cats and even though she is learning about cats, life would probably be simpler if she went to to a home without cats and very small

Our Acapella and Mens choir clinics for UIL were a success, UIL on the 15th of April carried us through each portion with flying colors! Great job choirs! Following each clinic, our young men and women enjoyed an ice cream treat and the men feasted on hot dogs! Thank you to our fabulous volunteers for your help and our awesome executive Board members for providing these post clinic treats. You guys rock!

Florida was the destination for our Acapella choirs spring trip April 27 - 30 . They participated in a special voice workshop followed by fun and frolic at all the theme parks. Thank you so much to our fearless leaders, Deidre Douglas and Matt Perez. Without your tireless efforts of training, fundraising, planning and corralling our members, this trip would not have been reality. Everyone will be forever touched by their time together with memories that will last them a lifetime. I believe one would have a hard time determining who had the most fun, the adult chaperones or the students!

I was lost and had been lost for quite awhile. I was really hungry, tired and lonely. I am still very young, only about a year and a half, at least that is what they tell me. I was told there is someone out there that wants to love and care for me the rest of my life. Could that person be you? I am ready to love and care for you for the rest of my life. Are you athletic? Well, so am I! Please take me on long walks or even better, let’s go for run! Croc: Croc is a gorgeous brown tabby. He enjoys running around the house chasing his brothers and sisters. CFISD SCHOOL SAFETY In an effort to keep you all informed regarding the safety of our students and staff, I wanted to update you on how we responded to April 9th’s incident at the Lone Star College - Cy-Fair campus. Because the safety of our students and staff is our number one concern, the CFISD Police Department notified several of our schools located in the vicinity of Lone Star College to take the precautionary measure of entering into “secure the building” mode. We activate this policy when police activity is reported in the area of any of our campuses. All doors are locked and no one is allowed in or out of the building until an “all clear” is given. At 1:50 PM, CFISD Police Chief Alan Bragg reported that our schools were given the “all clear” and were free to return to normal operations and a safe dismissal. We are committed to protecting our children and our personnel and are confident in the emergency operations that we have in place. The immediate response by our schools demonstrates how important their safety is to us. Sincerely, Mark Henry Ed.D.....Superintendent of Schools

CFEF TRUSTEE ESTABLISHES ENDOWMENT IN HONOR OF MALALA YOUSAFZAI Long-term supporter and current Trustee, Ed Station, recently made a $20,000 endowment to Cy-Fair Educational Foundation in Honor of Malala Yousafzai. The endowment will be used to help female students in the Cy-Fair ISD further their education. Station was moved by the 15-year-old, Pakistani school-girl’s advocacy efforts for female education and wanted to do something locally in her honor. Malala, who has been fighting for the right for her peers to receive an education since she was just 11 years old, was gunned down in October 2012 by the Taliban on her way home from school near the Afghan border. She was shot in the head and neck as punishment for attending school despite Taliban orders that all girls should quit and writing about her experience on a BBC Blog. Suffering a fractured skull, which required inpatienttreatment over the last three months, Malala was recently released from a hospital in Birmingham, England. She will require long-term rehabilitation and cranial reconstructive surgery. Malala is still a target of the Taliban. “Malala Yousafzai is my hero,” said Ed Station. “She believed in something so passionately at such a young age that she would be willing to put her own life at risk. It reminded me of American Lt. Jeremy Ray who was killed guarding a council meeting while serving in the military. Malala is the reason why our brave men and women, like Jeremy Ray, serve in other countries. They fight to protect the rights of all human beings. They put their own lives at risk, not for oil or land, but in order to protect people who cannot protect themselves.”

Ed lives in League City but supports the Cy-Fair Educational Foundation because of the many hard-working people who care passionately about education for children who make up the school district. “A college degree is powerful and can open up so many doors for people. I want young female students here to know who Malala is and what she is fighting so hard to accomplish for everyone,” said Ed.

“I’m In PAIN” Can Chiropractic Help ME ? We are often asked, “What’s the best way of finding out whether or not a doctor of chiropractic can help my problem?” We believe the answer can be found in a complete chiropractic consultation and examination, including x-rays. And to help find out for sure, we will do a complete consultation and examination, including x-rays, if necessary, (procedures that normally cost $187.00 or more) for $25.00. We will make this special program available through May. The only exception to the offer involves personal injury cases (workers’ compensation and auto accidents) in which there is no charge directly to the patient.

Each day your child will experience a different make and take science project that will WOW their friends and family while reinforcing our Bible lesson. Our campers will also be part of a special mission project to send Bibles to children in India. On the last day of camp, parents and friends are invited to our Fanfare Finale filled with music, video clips and lots of pictures recapping our week of camp! Register on line at www.elcsh.org or www.epiphanylutheranschool.org today! VBS is available for all children ages 3 years (must be potty trained) through entering 5th grade.
