THE ASSOCIATION HAD TO WRITE OFF $100,162.95 IN BAD DEBT LAST YEAR. THIS RESULTED FROM PROPERTIES, IN WHICH THE HOMEOWNERS OWED THE ASSOCIATION MONEY AND WERE FORECLOSED ON BY THEIR MORTGAGE COMPANIES. WE DO EVERYTHING WE LEGALLY CAN TO COLLECT ALL FUNDS, WHICH IS SOMETIMES NOT ENOUGH. THE ASSOCIATION COULD PURSUE A PERSONAL JUDGMENT AGAINST THESE HOMEOWNERS, BUT IF THEY WERE FORECLOSED ON BY THE MORTGAGE COMPANY, THEY PROBABLY HAVE VERY LITTLE IN ASSETS. THE JUDGMENT WOULD PROBABLY NOT BE SATISFIED AND THE ASSOCIATION WOULD HAVE SPENT IN EXCESS OF $2,000 IN LEGAL FEES TO OBTAIN THE JUDGMENT. Director Hill informed the members that the Jackrabbit Road P.U.D., will be participating in a supplement law enforcement program with Glencairn. The below Glencairn Crime Watch article explains this. Harris County Sheriff Deputies Matt Hershem and Roland Rodriguez presented the monthly Sheriff patrol service activity report and answered questions from members. Director Hill informed all members present that the Association has provided them with copies of the 2012 financial reports (Balance Sheet and Income Variance Statement) and the 2013 budget. If anyone has questions, feel free to ask Board members after the general meeting closes. There being no additional business, the Annual Meeting of the Members of the Glencairn C.I.A. was adjourned at 7:50 PM until April 13, 2013. The general meeting adjourned at 8:15 PM.

GLENCAIRN CRIME WATCH SECOND TUESDAY EVERY MONTH Want to know the best crime prevention device ever invented? A good neighbor! In fact, neighbors working together in cooperation with law enforcement can make one of the best crimefighting teams around. We call it Glencairn Crime Watch. Crime Watch is a crime prevention program, which enlists the active participation of citizens in cooperation with law enforcement to reduce crime in their communities. It involves: (1) Neighbors getting to know each other and working together in a program of mutual assistance. (2) Citizens being trained to recognize and report suspicious activities in their neighborhoods. (3) Implementation of crime prevention techniques, such as home security, Operation Identification and others. You may hear it called Neighborhood Watch, Citizen Crime Watch or Block Watch. The names differ but the idea is the same: Neighbors looking out for each other. OBJECTIVES ARE: • To reduce neighborhood crime. • To turn the eyes and ears of the neighborhood into a powerful, hard to penetrate, 24 hour a day protective wall to defend our neighborhood against crime. • Create a public awareness that crime is not inevitable • Through knowledge of neighborhood crime data and preventative measures we can lessen the fear of crime for all of us. • Create a formal network for neighbors to communicate with each other and with the police about crime related problems. They will maintain this color chart for residents to use when selecting approved colors. This does not eliminate the submission of an ACC request form to paint your house. The ACC form must still be submitted to ACMP for approval by the ACC Committee. The discount will be for the purchase of paint, paint supplies and equipment. Again, the important thing is to submit an ACC form prior to painting. Your ACC Committee and Board of Directors do everything they can within the parameters of the governing documents, to work with all homeowners in a timely manner and on a one on one basis. DEED RESTRICTION REVIEW The deed restriction violation reviewed in this issue is “improperly stored materials.” Once again, this is an overview and there could be specific issues that are not covered. For additional information, feel free to contact the Deed Restriction Department at ACMP, Inc. , 281-855-9867. The Association regularly cites properties with trash, trash cans, landscape material, toys and any number of items that remain in the front yard or are visible from the street. In previous minutes of the member meeting list items, Mr. Rothchild of REMAX has stated create good property values. The major issue is curb appeal, which includes not storing items in view from the street. Trash, papers and other items in view from the street are it unsightly but will depress property values. The Association would hope that neighbors are considerate of each other and maintain their properties in a neat, attractive manner. This is the “community” attitude. Unfortunately, some people prefer a more individualistic attitude or just simply don’t care and leave trash and other items in view from the street on a continual basis. While they have a right to their views, the deed restrictions prohibit the storage of trash, refuse or any other material in view from the street. It is fine to have and express views but the appearance of the subdivision should be a community issue in which everyone is considerate of each other’s property and property values. We truly hope that as homeowners walk throughout the subdivision and see random trash blowing or laying around, they will pick it up. It only takes one person to start making a difference. That one person could be you. However, for properties where items are stored in view from the street on a continual basis, the Association must enforce the deed restrictions to preclude this storage. Every section of Glencairn Community Improvement Association, Inc. has a restriction regarding improper storage of material or storage and disposal of garbage and refuse. The restriction regarding storage of materials was, once again, not something the Board instituted but put in place by the Developer. The restriction was put in place to prevent a cluttered, unsightly appearance in the neighborhood. This in turn would cause property values to decline. Most sections of Glencairn C.I.A., Inc. have the following restriction regarding improperly stored material. Article IV, Section 13 No Lot shall be used or maintained as a dumping ground for rubbish. Trash, garbage or other waste materials shall not be kept except in sanitary containers constructed of metal, plastic or masonry materials with sanitary covers or lids. All incinerator or other equipment for the storage or disposal of such waste material shall be kept in clean and sanitary condition. Provided, further, that no Lot shall be used for the open storage of any materials whatsoever

which storage is visible from the street, except that new building materials used in the construction of improvements erected upon any Lot may be placed upon such Lot at the time construction is commenced and may be maintained …” The Association, its Board of Directors and management company have a responsibility to enforce this deed restriction. The Board believes the enforcement procedure is fair and offers property owners the opportunity to explain any problems regarding storage of material. The management company inspects the subdivision twice a month. If a material of any type is observed, the violation is noted on the first citing. If material of any type is observed on a subsequent inspection, a first letter will be sent via first class mail. The first letters states that if there are extenuating circumstances or you believe the letter is in error to contact the management company. Landscape material, construction material and trash cans will be cited unless the owner has called in and informed the Association about the situation and stated an agreeable date the materials will be removed. Since the Association has no way of knowing the exact length of time the material has been stored in view from the street, but has allowed sufficient time to complete improvements, the material must be cited. The Association is attempting to be considerate, the restrictions state that it there be no open storage of materials period. They do not say until the flower bed is constructed or until the dirt is spread in the backyard. The Association wants to work with homeowners. If no communication is received after the property owner receives the first and the material is observed during a subsequent inspection, a second letter will be sent via certified mail. A picture is taken at the time the material(s) is observed during the second inspection. The charges for the certified letter and photo are the responsibility of the property owner in accordance with the Texas Property Code. If the material is still in view from the street and still in violation during the subsequent inspection, it is placed at Board Direction. The material has now been stored on the property for at least six weeks. The Board will inspect the property to observe the violation and will take one of three courses of action. 8

If the material remains in view from the street, the Association may have the material removed by a contractor. The charges for enforcement of deed restrictions are the responsibility of the property owner, but the Association must pay the expense up front and get reimbursed by the property owner. The Association could have the attorney send a letter to the property owner requesting removal of the items. There is definitely a charge associated with this avenue of enforcement. If the Board chooses to take the attorney avenue for correction of the violation and the violation is not corrected, the next step is a lawsuit. Once this step is taken, legal fees increase rapidly. The Association could send a “President’s” letter, which is a final appeal from the Association for the violation to be corrected. Once again, the trash, materials or whatever has now been stored in view from the street for almost six weeks. The Association does not want to file lawsuits for any deed restriction violations. If homeowners communicate with the Board, they have always worked with the homeowners. The same would apply in this situation. The key issue is communication. The Board will rarely ever file a lawsuit for improper storage of material. It would, however, use a contractor to remove the material if at all possible. The charge associated with the removal will be billed to the property owner. Harris County Alarm Detail
In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making the application and payment process available on-line for the convenience to the public. Fertilize camellias lightly for second time. • Fertilize crepe myrtles monthly from spring through summer with a high phosphorous fertilizer for bloom. If iron deficiencies appear (yellow leaves) use Green Light Iron and soil Acidifier according to label directions. • This is the time of year for aphids and mildew. Each problem has many solutions, but to handle both at once you can use either Orthenex Insect & Disease Control Formula III or just plain soapy water (Liquid Ivory 1 tsp. - 1 Tbsp. for insects and 4 tsp. baking soda for fungus in every gallon of water. Keep solution mixed and apply to upper and lower sides of the leaves. Rinse with clear water 3 to 4 hours later. Frequency caution should be used.

Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. Texas Christian School Texas Christian School sent nine students ranging from grades 1 st – 4 th grade to compete in the ACSI Speech Competition Friday, March 1st. The students were required to select a topic, memorize the speech for their topic and recite their memorization in front of judges with fluency and animation. Texas Christian School proudly came home with 2 superiors, 3 excellent and 4 good. Each student that participated from TCS placed and was awarded a ribbon for their hard effort. They will get a hands-on experience of what Scouting has to offer and have the opportunity to visit with the Scouts and their adult leaders to learn more about the things the troop has done during meetings and activities. Scouting activities include camping, fishing, archery, rifle/shotgun shooting, hiking, first aid, wilderness survival, community service, citizenship, swimming, leadership, white-water rafting and much more. Join Pack 28 Cub Scouts and Attend Summer Camp! Pack 28, an all-homeschooled Cub Scout pack chartered by Cypress Homeschool Association, is open to all boys ages 6 to 11 (Kindergarten through 5th grade). Tips on keeping bees away from pools: • When you first notice bees around your pool, spray them with a soap-water solution. Soap-water solution: Mix 1 part dish soap to 4 parts water in spray bottle. • Spray all bees around your pool with this solution. The soap-water solution will kill the bees but doesn’t leave a harmful residue like an insecticide. Spray every bee until no bees return for at least one day. This will kill those water foragers telling others in the colony where your swimming pool is located. Eventually you will kill all those bees foraging at your pool and prevent them from telling others about your pool. Other water foragers will find a different source of water, so don’t worry. It’s unlikely your pool is the only source of water within foraging distance. In reality you’re only eliminating a very small proportion of the foraging population and an even smaller proportion of the total colony population. Pet water and birdbaths: 1 part vinegar to 256 parts water (2 tablespoons vinegar to 1 gallon water).
What to do if you discover a bee infestation: • Do not disturb a swarm or colony. • Bees should not be allowed to live in a house or other structure. The longer a colony lives in a structure the more defensive they will become and the more costly removal and repair will become. • Call a professional bee removal service or pest control operator.
Note: DO NOT USE THE SOAP-WATER SOLUTION ABOVE IN BIRD BATHS & PET WATER!
Potential Bee nesting sites: • Bees will choose a nesting site in many places where people may disturb them. Nesting cavities may include: buckets, cans, empty boxes, old tires or any container ranging in volume from as little as 2 to 10 gallons and more. Bees will also choose infrequently used vehicles, lumber piles, holes and cavities in fences, trees, even in the ground, in sheds, garages and other outbuildings between walls or in the open, low decks or spaces under buildings. • Like all living organisms, honey bees need water for hydration. This becomes especially evident during hot dry weather when natural sources dry up and bees begin to collect water from sources close to people and domestic animals. We all want to help bees survive but sometimes that’s just not practical, especially when children are competing with bees for water. • Bees will collect water whereever it can be found. It could be from a dirty puddle, a pond, a brook, your swimming pool, irrigation system, birdbath, dripping outdoor faucet...etc.

CORNERSTONE UMC SUMMER CAMP Camp Cornerstone is a week-long camp facilitated by Cornerstone United Methodist Church and is for children ages 2 through the completion of 4th grade.
