May 2013 THE PRESIDENT’S LETTER
(from the Settlers Village HOA Board) Please take a moment to visit the neighborhood’s new website located at www.settlersvillagehoa.com . The Board is very interested in any and all feedback. A Board of Directors meeting was held February 6, 2013, 6:30 PM at the little room by the Pool, 6700 Settlers Village Drive, Katy, TX 77449. Board Members in attendance were Kim Rogers, Kathy Cones, Steve Breard and Tulibelle Igartua-Martinez. Representing Planned Community Management (PCMI) was Dolores Sue. With a quorum present, President Rogers called the meeting to order at 6:30 PM. There were two homeowners present. One of the residents stated that there was a light out on the sign to the playground and one at the playground area. One resident wanted to get more involved and have more subdivision participation and events. The Board stated they would love to have volunteers and community events and encouraged her to have her neighbor’s come to the meetings and sign up to volunteer for various events. She also stated the Christmas Judging contest was not done appropriately as residents were given a date and the date that the actual judging was done was not the date that was published. She wanted to know the plans for next year to make sure everyone knew the date and time for the holiday light judging. Further, she thought the date that was chosen was too early in December. The Board stated this year they will strive to set a date and keep to the date that is chosen. This resident also stated she had sent in a question via the website and did not receive a response. The Board apologized as they thought they had answered all of the notices sent through the website. This resident also stated the date of the meeting in the newsletter was correct however it said Monday, February 6, 2013 and she would like someone to proof the articles before being placed in the newsletter. The minutes of the meeting held November 5, 2013 were reviewed. A motion was made, seconded and unanimously agreed to accept the minutes as written. The Board reviewed the financial statement as of December 31, 2012. The Marquis Sign at FM 529 Entrance has been installed.

The Board reviewed a proposal on installing just the recreational building. The cost was $297,750 and that included the demolition of the old building and all sales tax. After due discussion the Board unanimously agreed to set an appointment with the original construction company, Hansen and Sons who originally prepared all the drawings for the community. The Board agreed that they would like to meet this construction company February 19th, 20th or 21st of February. PCMI was instructed to contact Mr. Hansen to arrange the meeting. The Board reviewed the 2013 mosquito spraying contract. The cost was the same as last year $65 plus tax per trip. A motion was made, seconded and unanimously agreed to accept the proposal. The Board reviewed a proposal from A-Gleam on replacing the footboard for a cost $832.33. A motion was made, seconded and unanimously agreed to accept the proposal. The Board instructed PCMI to contact A-Gleam and inform them they did have approval on installing the footboard, but they must clean the pool room and the storage room to community standards. The Board discussed the implementation of yard of the month. Beginning March and ending in August. First place will receive a $25 gift card and a sign for the yard. Honorable mention will receive a sign representing their nice yard. The Board instructed PCMI to contact the landscaping company and have them install flowers at both the FM 529 entrance and Fry Road. They want a lot of flowers installed so that it looks very full. Further, the Board instructed PCMI to ask the landscaper to trim the shrubs at the Fry Road entrance as they are too tall and they want them much shorter. The Board’s next meeting was scheduled on April 11, 2013 at 6:30 PM at the little room by the pool. The Board will post signs for the next meeting. All business being concluded, the meeting adjourned at 8:15 PM. The Board reviewed the operator’s report. The District has 2,345 connections. The operator then submitted a list of delinquent accounts to the Board for termination of utility service and stated that the accounts in question have been given written notification of the opportunity to appear, either in person or in writing, at the Board meeting to contest, explain or correct the charges, services or disconnection. The operator noted that the accounts listed had neither attended today’s meeting nor contacted the operator’s office or the District to contest or explain the charges. After discussion, the Board unanimously authorized the District operator to proceed with termination of the utility service pursuant to the provisions of the District’s Rate Order and approved the operator’s report as presented. Jason Johnson and Delea Cooper presented an engineer’s report. The pilot study for the iron removal system for water well #2 was successful. Water well #3 located behind the Fry Road Kroger is about 60% complete. Jasmine Heights is moving forward with the limited extension of West Little York further to the west and has begun clearing land to develop its Section 5. Contractors have also moved onsite of the future Cy-Fair campus on FM 529 to begin utility extensions there. All work on the districts various flood control facilities has been completed. Developers have begun looking closely at the land directly west of Settlers Village with an eye to beginning development there sometime this year. More details will be given as the information is received. The Harris County Municipal Utility District (MUD) Board #105 is an independent governmental agency that is completely separate from the Settlers Village Homeowners Association (SVHOA). All directors are residents and property owners within the district. The MUD Board can be contacted via their attorney, Taylor Goodall of Smith, Murdaugh, Little & Bonham, at 713-652-6500.

Please also remember the rules regarding personal sign postings. The placing of private signs of any type onto county owned sign poles or Centerpoint owned lightpoles is expressly prohibited per Texas House bill. Please do not subject yourself to the embarrassment of having your signs removed by the HOA or having a deputy come tell you that they must be removed. Jurisdiction for enforcement is shared by the Harris County JP and District courts. While the deputies have been asked to be lenient toward illegal signage, a discussion is now underway to allow the deputies to issue citations to offenders as more than enough time has passed to allow everyone to become familiar with the new rules. Lastly, a quick reminder that Steve Breard is still collecting aluminum cans for the neighborhood with all proceeds going to the capital improvement fund for our pool. In 2010 we collected $278, $297 in 2011 and $306 in 2012. We have collected $39 so far in 2013. Please rinse and bag the cans to minimize the attraction to bugs. They can be dropped at 6642 Cove Lake. Thanks all and good luck to everyone; Settlers Village HOA

As indicated earlier this year, Settlers is giving increased attention toward property upkeep and that means enforcement in the form of forced mowing and legal action is on the upswing. Property owners need to understand that keeping your yard mowed and trimmed is one of the least expensive methods to maintaining the property values in Settlers Village. And just the same as with maintenance fees, a timely action and response to violations is your obligation as a resident and/or a property owner. Ignoring a problem will not make it go away but it will make it more expensive as the lawyers become involved.

Save 5 to 10% on your homeowners insurance (Depending on your insurance carrier). GET SIMPLE SUGGESTIONS ON HOW TO BETTER SECURE YOUR HOME. Call the Pct5 constable’s office at 281-463-6666 and ask for Sergeant Mitch Hutter.
May 2013
Settler’s Village
TIPS: BURGLARY PREVENTION • Call the constable’s office anytime you see a suspicious person and do not let race, age or gender influence you calling (a suspicious person is anyone you do not recognize on your street). • Call the constable’s office when you see a suspicious vehicle (any vehicle parked in front of your neighbor’s home or driving around your street that you don’t recognize). • Always keep all your doors and windows locked even when you are at home. • Always keep you overhead garage door in the down position. • Remember neighbors looking out for neighbors is how the police catch the bad guys. • If someone comes to your door, always go to the door and acknowledge that you are there and remember to never open the door for anyone that you do not know. The bad guys in almost all cases do not want you to be home. Then, always call the constable’s office so that we can check them out. When they leave your house they are going to your neighbors. • If you have children that stay at home alone no matter what their age they need to go to the door and have a preplanned story for whoever is there (my dad is working on the computer he says to come back later). Then have them call the constable’s office. • Never do business with people you don not know and trust. Never open the door for solicitors. If no one in the neighborhood buys anything from them, the companies that they work for will quit sending them into your subdivision. TIPS FOR VACATION • Please use the precinct 5 vacation watch for your home if you are going to be away (even overnight). • Use your alarm system (if applicable) • Inventory your home (record serial numbers or electronics, firearms, bicycles, etc. Take photos of jewelry). Keep the records in a safe place and file a copy with your homeowner’s insurance. This helps increase the chances of recovering your property and securing a conviction when the suspects are caught. • Use your exterior lighting at night!! A well lighted home is an unattractive target. • Park your vehicles in your garages (if possible) and in the driveway (when not). • Lock your vehicles and do not leave valuables in the car at anytime. (it took less than 1.5 minutes for a purse to be stolen from a vehicle locked and parked at a school in view of the complainant while she was picking up her children while she was out of her vehicle). • Make arrangements for someone to pick up your mail and paper while your are away. • If someone knocks on your door, acknowledge them (not necessarily opening the door) speak to them through the door, if you don’t know them advise them your are calling the constable’s office. • Stagger your light timers in different rooms to make the house look occupied while you are away. • Have a neighbor check on your home daily and let those as well as the constable’s (vacation watch) know of service companies (day/ company name/etc) that will be at your home while you are away. • Use your sprinkler system as a deterrent at night set them to go off sometime between 2 AM-5 AM. • Keep shrubs and trees trimmed around windows so a burglar cannot hide behind them to break into your home. J. Goff, Harris County Constable, Precinct Five, Lieutenant Patrol I 281-492-3624 Authorities are investigating a body found near the side of a road in northwest Harris County. The body was reportedly discovered around 5 PM off FM 529 near Fry Road by a passing motorist. We’re told that person then flagged down a nearby deputy. According to the Harris County Sheriff’s Office, the victim was a Latino man in his 30s. Investigators believe he was killed at the scene. They said he was shot multiple times in the upper torso. Best Trash will meet with the customer prior to collection day to determine a price to haul the non-contract items. If a resident does not notify Best Trash of such a special pick-up before its scheduled day, Best Trash will leave a notice for the resident to contact Best Trash during normal business hours before the next scheduled pick up day. Please do not dispose of gasoline, motor or cooking oil, paints or any other liquid item in a container that is not visible to Best Trash personnel. If not visible and results in spillage that causes a stain, Best Trash will not be responsible for clean-up
Please remember to abide by the laws the legislature has put into place regarding personal signage. It is very embarrassing to have an officer show up at your home to remind you the practice of placing personal signage on county owned sign poles and Centerpoint owned streetlights is not allowed.
Best trash takes great pride in our recycling efforts ensuring the best program for our customers. Please remove caps, liquids and food products from inside containers. Please use the provided recycle bins for recyclable material and not as extra trash bins.
Residents of Harris County MUD 105
Best Trash will collect paper, plastics, aluminum and tin cans and glass (all colors) that are placed within the provided recycling bin, if items exceed container capacity, please place them adjacent to the bin marked as recyclable materials. Best Trash picks up your trash on Tuesday and Friday. Your recycle collection day will be Friday. Please have trash and recyclables out to the curb by 7 AM. On each regularly scheduled collection day, Best Trash will collect residential refuse at the curbside. Trees, shrubs, brush trimmings and fencing must be bundled in lengths no greater than 4 feet with no branch diameter larger than 4 inches and bundles weighing no more than 40 lbs. The bundling is required to allow quick pickup and size limitations are required to avoid damage to the compacting equipment. CFISD SCHOOL SAFETY
In an effort to keep you all informed regarding the safety of our students and staff, I wanted to update you on how we responded to April 9th’s incident at the Lone Star College - Cy-Fair campus. Because the safety of our students and staff is our number one concern, the CFISD Police Department notified several of our schools located in the vicinity of Lone Star College to take the precautionary measure of entering into “secure the building” mode. We activate this policy when police activity is reported in the area of any of our campuses. All doors are locked and no one is allowed in or out of the building until an “all clear” is given. At 1:50 PM, CFISD Police Chief Alan Bragg reported that our schools were given the “all clear” and were free to return to normal operations and a safe dismissal. We are committed to protecting our children and our personnel and are confident in the emergency operations that we have in place. The immediate response by our schools demonstrates how important their safety is to us. Sincerely, Mark Henry Ed.D, Superintendent of Schools

CFEF TRUSTEE ESTABLISHES ENDOWMENT IN HONOR OF MALALA YOUSAFZAI
Long-term supporter and current Trustee, Ed Station, recently made a $20,000 endowment to Cy-Fair Educational Foundation in Honor of Malala Yousafzai. The endowment will be used to help female students in the Cy-Fair ISD further their education. Station was moved by the 15-year-old, Pakistani school-girl’s advocacy efforts for female education and wanted to do something locally in her honor. Malala, who has been fighting for the right for her peers to receive an education since she was just 11 years old, was gunned down in October 2012 by the Taliban on her way home from school near the Afghan border. She was shot in the head and neck as

punishment for attending school despite Taliban orders that all girls should quit and writing about her experience on a BBC Blog. Suffering a fractured skull, which required inpatient treatment over the last three months, Malala was recently released from a hospital in Birmingham, England. She will require long-term rehabilitation and cranial reconstructive surgery. Malala is still a target of the Taliban. “Malala Yousafzai is my hero,” said Ed Station. “She believed in something so passionately at such a young age that she would be willing to put her own life at risk. It reminded me of American Lt. Jeremy Ray who was killed guarding a council meeting while serving in the military. Malala is the reason why our brave men and women, like Jeremy Ray, serve in other countries. They fight to protect the rights of all human beings. They put their own lives at risk, not for oil or land, but in order to protect people who cannot protect themselves.” Ed lives in League City but supports the Cy-Fair Educational Foundation because of the many hard-working people who care passionately about education for children who make up the school district. “A college degree is powerful and can open up so many doors for people. I want young female students here to know who Malala is and what she is fighting so hard to accomplish for everyone,” said Ed.

“I’m In PAIN” Can Chiropractic Help ME ? We are often asked, “What’s the best way of finding out whether or not a doctor of chiropractic can help my problem?” We believe the answer can be found in a complete chiropractic consultation and examination, including x-rays. And to help find out for sure, we will do a complete consultation and examination, including x-rays, if necessary, (procedures that normally cost $187.00 or more) for $25.00. We will make this special program available through May. The only exception to the offer involves personal injury cases (workers’ compensation and auto accidents) in which there is no charge directly to the patient.
