WINDSONG COMMUNITY IMPROVEMENT ASSOCIATION MARCH Minute Briefs CALL TO ORDER: The March meeting of the Board of Directors of the Windsong CIA was held on March 28, 2013. The meeting was called to order at 7:05 p.m. Present were Board Members: Dennis Shook, Steve Zunker and Brenda McCullah. Also present were, Wendi Perez, Community Events Coordinator and Nancy Callaway, SCS Management Services, Inc. MINUTES: The Board approved the minutes of the Board of Directors meeting held on February 28, 2013. COMMITTEE REPORTS: CLUBHOUSE • The Board reviewed the written report for March provided by Keri Rosen, Clubhouse Manager. COMMUNITY EVENTS • Wendi Perez, Community Events Coordinator, presented the Community Events Report. In addition to the written report, Mrs. Perez reported that she was having problems with the system that allows for keying access cards. General discussion took place regarding this issue. Mrs. Perez was directed by the Board to contact Gate Masters. The Board also approved $100 for technical support in the event Gate Masters cannot help with the problems. MUD #183/SHERIFF • The activity report for the month of February 2013 was presented in written form for the Board’s review. YARD OF THE MONTH • The April winner is Mary Webb, 18134 Garden Manor Drive. An article will be published in the Windsong Whistler. MANAGEMENT AND FINANCIAL REPORTS • Nancy Callaway, Association Manager, presented the Management and Financial Reports for review and consideration of the Board. There were 313 Statements mailed; 6 Installment Plans monitored; 13 Notices of Non-Compliance processed and 7 Welcome Packets processed. • The Board addressed the disposition of the Action Item List. • The CAMI Report dated March 11, 2013 was presented in written form and reviewed by the Board. Director Zunker agreed to take care of replacing the lights in the pool area and replacing the broken outlet cover at the clubhouse. SCS was requested to contact Greater Southwest Lighting to replace the burned bulb at the clubhouse parking lot pole and replace a GFI at the clubhouse. ACTION TAKEN OUTSIDE THE MEETING The Board ratified the interim votes of the Board to approve the proposal from Monarch Landscape for irrigation repairs/ maintenance at $1,015.20 and to approve the proposal from Monarch Landscape for replacement of stolen plants at Garden Manor Drive at a $100.85.

Below is the procedures for obtaining your 2013 pool and tennis court gate access card. *** FACILITIES REGISTRATION PROCEDURES *** Registration is processed by the Windsong Community Events Coordinator. Please do not contact SCS Management Services. Contact the Windsong Resident Line at 281-550-7996. 1. Residents must be current on all Maintenance Fees at all times in order to activate the Facilities entry card for the pool and tennis courts gates and keep it active. 2. Fill out the enclosed Facilities Registration Form. Only one access card per household will be distributed. If you have an access card from last year, your card will be reactivated once your 2013 Facilities Registration Form has been received. 3. You will not be required to show up in person if you have a card from last year and have mailed your form before the deadline. If you do not mail the 2013 registration form before the deadline, a $10 late registration fee will be charged. Your check must be made payable to Windsong CIA. 4. Residents Bee-wary, Bee-safe This Summer As summer approaches, we want to remind residents that as weather warms bee infestation can be a problem for property residents. Bee and wasp colonies can be a hazard to homes and neighbors especially those with small children or the elderly. Homeowners that see bees coming and going likely have a colony, which will continue to grow if not removed. The larger the colony the likelihood for danger increases. The soap-water solution will kill the bees but doesn’t leave a harmful residue like an insecticide. Spray every bee until no bees return for at least one day. This will kill those water foragers telling others in the colony where your swimming pool is located. Eventually you will kill all those bees foraging at your pool and prevent them from telling others about your pool. Other water foragers will find a different source of water, so don’t worry. It’s unlikely your pool is the only source of water within foraging distance. In reality you’re only eliminating a very small proportion of the foraging population and an even smaller proportion of the total colony population. Pet water and birdbaths: 1 part vinegar to 256 parts water (2 tablespoons vinegar to 1 gallon water). TRASH SERVICE INFORMATION Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. A letter regarding this service was mailed to all residents in January and articles were published for the first few months of 2011 in the “Windsong Whistler.” Information is also published on a monthly basis on the inside back cover. CONTRACT DEPUTY PATROL The Harris County Municipal Utility District #183 has a contract through Harris County for one Deputy from the Sheriff’s Department to patrol the District. The MUD has also hired five part-time off duty police officers to patrol the District as needed. Their jobs are to watch out for suspicious persons and/or activities and report any incidents to the Sheriff’s Department for further action. The Deputy Sheriff and the part-time off duty police officers patrol the Windsong and Windsong Place communities as well as any commercial properties within the District.

More seriously, when an emergency vehicle is unable to obtain egress and ingress to a street, precious minutes are lost that could mean loss of life/and or property. The problem becomes intolerable in cul-de-sacs where emergency vehicles or others cannot turn around due to vehicles parking inappropriately and not parallel to the curb. The neighbors of these improperly parked vehicles are inconvenienced when they have to go out of their way to get around them. Be aware that Law Enforcement can and will ticket vehicles parked too far from the curb, parked the wrong way on the street, parked facing in on a cul-de-sac instead of parallel to the curb or parking too close to a fire hydrant or a traffic sign. Everyone can “look the other way” and tolerate a vehicle parked temporarily for a visitor. We are referring to vehicles parked overnight, day after day. Please try to think of others and be a good neighbor. Don’t block your neighbor’s ability to enter and exit his driveway safely or block his/or her mailbox. We know that the homes in Windsong have two car garages. If you have multiple vehicles, please try to park them in the driveway and/or the garage overnight and whenever possible. SPECIAL PROJECT COMING UP? 1. First things first…an Architectural Control Application needs to be completed and submitted to Windsong CIA c/o SCS management Services before any work is started. 2. Include samples of paint, shingles, etc. with the application. 3. Once submitted, SCS Management Services will forward the application to the Architectural Control Committee for review. 4. Wait for a written approval from the ACC before beginning any work. Contact SCS at 281-463-1777 if you need an application. The Board of Directors and the Architectural Control Committee are concerned that residents are completing projects without prior approval. Did you know that if you complete any project that does not meet architectural guidelines you are in violation of the deed restrictions? The association has the right to take action to enforce the deed restrictions and request the removal or modification of your improvement. We want you to know before hand so that you do not spend money on improvements that may not be approved. Remember, that the deed restrictions and the architectural guidelines are in place to protect neighborhood harmony and maintain everyone’s property values.
EXTERIOR HOUSE PAINT COLOR SELECTION The WCIA provides many opportunities for the residents to obtain approval for exterior painting prior to commencing the work. Each new resident is mailed a New Resident Welcome Packet that contains among other things a copy of the Architectural Guidelines that is recorded in the real property records of Harris County. Pet Hotline News Kittens and puppies are being dumped in Subdivisions and shopping strips. They will not find good homes. Most will be taken by the pound or shelter and those are overflowing with pets. They cannot help but have to euthanize some. You, as a responsible pet owner can be of great help by having your cat or dog spayed or neutered and not worry about finding homes for the offspring. You will have a healthier and happy pet. Another and very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. • Last chance to prune and fertilize azaleas. Keep mulch several inches thick at all times. Fertilize camellias lightly for second time. • Fertilize crepe myrtles monthly from spring through summer with a high phosphorous fertilizer for bloom. If iron deficiencies appear (yellow leaves) use Green Light Iron and soil Acidifier according to label directions. • This is the time of year for aphids and mildew. Each problem has many solutions, but to handle both at once you can use either Orthenex Insect & Disease Control Formula III or just plain soapy water (Liquid Ivory 1 tsp. - 1 Tbsp. for insects and 4 tsp. baking soda for fungus in every

Windsong Community Improvement Association handles the financial and legal affairs of the subdivision. Each lot owner is required to pay an annual maintenance fee which is used to pay street lights; taxes on and maintenance the common areas, such as the swimming pool, tennis courts, clubhouse, playgrounds, and entrances.; contract deputy patrols; and legal expenses incurred to enforce the deed restrictions, etc. The Board meets the 4th Thursday of each month at 7:00 PM in the meeting room at the Windsong Community Clubhouse. WCIA will initiate legal action when warranted, to enforce the deed restrictions.

You MUST submit any plans for improvements or modifications of your home to Windsong CIA for review. Your plans will be checked to insure that they comply with the deed restrictions. TRASH COLLECTION ROYAL DISPOSAL. Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis.
