SUMMER VACATION BRINGS OPPORTUNITY AND TEMPTATIONS
It is summer vacation… no school… free time… the kids are unsupervised. These idle hours can be filled with meaningful projects and activities or can be abandoned to destructive and negative behavior.

Plan now for your child’s summer activities. Peckham Park in Katy offers many activities, swimming lessons and has a lovely park. Our swimming pools are open seven days per week. We have a library on Clay Road and another on the south side of I-10. Keep children busy with reading, physical activities and planned activities. Many churches offer all types of summer camps, as do other organizations. Monitor your child’s activities on the web or cell phone. Get to know how to operate all the communication equipment that your child uses. KISD offers enrichment as well as academic courses in their summer school sessions in June and July. There are plenty of positive experiences awaiting your child. It is up to you to make sure that your children are busy and well supervised. The extra effort parents put in now will reap many rewards as your children grow into mature adults whose work ethic and sense of responsibility will serve them well throughout their lives. “At risk” children are vulnerable to all kinds of negative influences, which can inalterably change the course of their lives. Whether your child is 7 or 17, you, as a parent, must be in control of your child’s activities. With every freedom comes an accompanying responsibility. Children must learn this early.
SOUTH MAYDE CREEK WALKING TRAILS ARE OPEN
The bridges are installed, the walking and biking trails are in place and all is completed on the South Mayde Creek Bayou Pedestrian trail which is north of Westlake Forest. This pedestrian/bike trail connects into the trail that leads to Barker Cypress and east to Hwy 6. It is a lovely walk or bicycle ride for our residents and a much needed improvement on the north side of I-10. There has been some sort of misunderstanding by dog owners regarding the leash law and the pedestrian/bike trail. The trail is considered part of the park system, is in a Texas county and therefore, the leash law applies. Do not allow your dog to run free on the South Mayde Creek walking and biking trail. You will receive a citation. Signs are posted regarding illegal activities that are unique to the pedestrian trail. One of those illegal activities is discharging firearms (including BB, air guns, etc.) at the Bayou or on the trails and bridges. The fines for this are substantial. No target practice or shooting of any type of firearm is allowed on the bayou nor the pedestrian or bicycle trail. If you see criminal activity (kids drinking, smoking dope, selling drugs, using drugs, indulging in promiscuous activities that are best conducted in private, vandalizing, creating graffiti, etc. or squatters of any type), call 9-1-1. This is Commissioner Radack’s Park Patrol, which is out of Precinct 5. However, this park trail is not assigned to any specific deputies and their presence has not been seen on the bayou since its’ opening. In any emergency, call 9-1-1. The phone number for Commissioner Radack’s parks office is 281531-1592. If you note problems with vandalism, structural damage, injuries to the wildlife or dead wildlife, please call this number. We do have some endangered species on the South Mayde Creek Bayou. Killing of endangered species is a serious charge whether the perpetrator is 14 or 40. Let’s all take care of it as well as the residents of neighborhoods south of I-10 take care of their Bayou parks and trails.

PARKING WARS IN OUR NEIGHBORHOOD
With summer we find that people have shorter tempers, faster fuses and tendencies to overreact to almost many elements of daily life. This is especially true in the parking situation in Westlake and Westlake Forest. This leads to resentment from the neighbors. It is imperative that we park in our garages and on our driveways and leave our streets open and clear for emergency vehicles. Recently we were advised of a “party” on one of the cul-de-sacs in Westlake which boasted cars and pick up trucks double parked and driveways blocked. Our deputy defused the situation quickly, but these issues are known to provoke overreaction, violence and sometimes death. So, let’s take it back a notch and be considerate of our neighbors. 1. Double parking is not allowed on any public street in Texas. 2. Park no less than 30 feet from a stop sign. 3. Park no less than 20 feet from an intersection, 4. Park no closer than 15 feet from a fire hydrant. 5. Park no more than 48 hours on the street. 6. Do not park in a way that blocks or restricts access by neighbors to their driveways. 7. Never park within five feet of a mailbox. The US Postal Service will not deliver if their delivery vehicle cannot pull in and deliver the mail without causing the driver to leave the vehicle. These routes are timed; there is no time to park somewhere and walk to a carelessly blocked mailbox. 8. Park no more than 18 inches from the curb WITH the traffic flow Parking citations are a hassle and as the summer progresses and the kids fill up the subdivision day and night, our deputy will be pretty busy. He will no longer have time to knock on your door and make

a “courtesy” contact. You will simply receive a ticket or find that your vehicle has been towed. Another word to the wise, which should be sufficient.
YARD WORK IS DIFFICULT IN SUMMER HEAT, BUT MUST BE DONE REGULARLY
In order to keep a positive appearance in our neighborhood, all residents (homeowners and renters alike) need to mow weekly and edge at least twice a month. If you are a self-mulcher, you will only need to sweep your sidewalks of the grass clippings. If not, you will need to rake or dump your lawn mower bag into a garbage bag or use it as mulching material. Keep all gardens well mulched as this reduces the need for water. Lawns need water during the summer months or they will weaken and become subject to various varmints and diseases. Watering at least twice a week usually helps. If we have measurable rainfall twice a week, watering won’t be necessary. Be sure and clip all dead or dying branches, limbs and shoots from trees, bushes and plants. Keep your gardens in tip-top shape. Finally, it is a good idea to edge and mow either early in the morning or late in the evening. The mid-day hours are very hot and those not used to working outside on a daily basis can become ill from the heat. At the first sign of heatstroke, call 9-1-1. Stay hydrated with water while you are working in the heat. Wear lightweight, loose clothing. If you plan correctly, the time spent in your yard is often less than one hour for edging, mowing and sweeping. If you wait until the hot hours of the mid-day, it could take you as long as three hours to do the job.

USE OF SWIMMING POOLS BY RESIDENTS AND GUESTS
The swimming pools in Westlake Forest and Westlake are amenities of your subdivision and the costs of operation are absorbed by your homeowners’ association. Residents in good standing who have a pool tag are welcome to use either pool at the times that are posted. Residents are allowed one guest. The rules include no running, no fighting, no alcoholic beverages, no glass bottles and much more. These are posted within the pool areas at both pools. If you fail to obey the lifeguards, you will have to leave the pool area and pool privileges can be suspended.
HARRIS COUNTY CURFEW LAWS ARE ENFORCED
Parents of children under the age of 17 years need to know that Harris County has a curfew of midnight for all children under the age of 17. Children who are found in violation of the curfew will be issued citations and parents must accompany the child to court. This is usually a day-long process. Please make sure your children are at home and stay at home throughout the night so that you don’t have to spend a day in court with your child and pay a fine. Citations are issued for violations of curfew; these violations are class C misdemeanors and the fine and court costs can exceed $150.

If you see graffiti of any kind on fences, houses, playground equipment, signs, monuments, vehicles, etc., please call Annette Baldwin to report the incident. The subdivision will then call our graffiti removal vendor who will address the problem expeditiously. We do not want graffiti left in our neighborhoods for any period of time. These are our neighborhoods, our homes, our tax dollars and our homeowner’s dues. Those who deface property pay nothing for the infrastructure and are demonstrating disrespect for all who would have a clean, peaceful neighborhood. Report these crimes immediately. Placing graffiti on property has been upgraded under the Texas penal code. If damage is up to $500, this is a Class B Misdemeanor, if the graffiti damage is at least $500 and less than $1,500, the charge is upgraded to a Class A Misdemeanor, if the damage is $1,500 to $20,000, the crime becomes a state jail felony. The fines are stiff for all graffiti charges. Jail time is often part of the penalty on the Class A and B misdemeanors. State jail felonies and higher value graffiti charges result in prison time and restitution.

Some families have chosen alarm companies, others have installed security cameras which sweep their property front and back, record all activity on a hard disk and can be accessed in real-time on the web from a remote location. These systems are a bit pricey, between $1,200 and $2,000. However, the investment is a good one. Finally, call the Harris County Sheriff’s Office storefront and make an appointment for a Crime Prevention Deputy to do a home inspection. All vulnerable areas of your home will be listed. Once you have corrected these, the deputy will return and sign a certificate of inspection, which you can submit to your insurance company for a reduction on your homeowners’ insurance. Alarms and camera systems also help to lower your home insurance coverage costs.
Have a happy and safe summer. Drive carefully. Our children will be playing and darting into the streets from time to time. Take extra precautions when backing out of your driveway to make sure that no child is behind your vehicle.

Lock the doors to your home - even when you are at home. This means the front, back and house door to the garage. Do not leave exterior garage doors standing open. Lock car doors and trunks when these are parked on the street or in your driveway. Install motion detector lights on both the front and back of your house. These are reasonably priced and fairly easy to mount.
Be aware of your surroundings whether you are at home, shopping or going to work. Be extra cautious in parking lots. Always be “in the moment” when you are not inside your home and secure.

The garbage pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on a garbage can. These stickers occasionally won’t stick even to a garbage can; use a heavy duty tape when this occurs. Remove your cans from the street as soon as possible. Do not place these stickers on your mailbox. They may well be stolen. Do not leave your garbage cans out for a period of time. The stickers might be stolen and the garbage cans could be stolen. A word to the wise should be sufficient.

Drowning is the second leading cause of unintentional injury-related death among children age 14 and under. Believe it or not, the majority of children who drown do so in residential swimming pools while being cared for by one or both parents. In the time it takes you to run into the house to answer the phone, your child could drown - in as little as one inch of water.

The American Academy of Pediatrics recommends that you not install swimming pools at all until your children are over 5 years of age. If you do have a pool, install a four-sided fence, about 5 feet high, with a self-closing latch that’s out of the reach of children. In open bodies of water and on boats, always use personal flotation devices, making sure that they fit properly. But floats and swimming lessons often give parents a false sense of security; they’re no replacement for supervision. At community pools, do not solely lean on the lifeguards to supervise your children. You are your child’s best safety net. Keep an eye on your children, learn CPR and keep a telephone with emergency numbers near the pool.
