SECURITY SUGGESTIONS FROM OUR LOCAL CONSTABLES

Officer Williams who regularly patrols our neighborhood suggests that more of us use our porch lights and other landscape lighting, especially during the summer months. He noticed recently that many of the neighbors rarely utilize their lighting, which tends to be a big crime deterrent and he wanted to encourage us all to utilize the lights we have. He also pointed out that crime in our specific subdivision is very minimal, thanks in part to their frequent patrols. Finally, he encourages you to contact KPM Management if you have any specific areas of concern, so that they might get a chance to focus on other areas of need in the coming weeks and months.

RECEIVE A DEED RESTRICTION VIOLATION LETTER?

KPM Management is the company hired by our neighborhood association to manage many aspects of our deed-restricted community. They provide many accounting, administrative and consulting services that help to increase safety and maximize our property values, while working with the all-volunteer Board of Directors to keep our annual dues at a minimum. As a result, they are expected to patrol the neighborhood throughout the month, on

varying days to look for deed restriction violations. In general, we ask them to generate the first “reminder” letter automatically when they see a violation or whenever they confirm one, which came from a neighbor complaint. If you have a unique situation, which might result in the need to temporarily violate the deed restrictions, please give them a call at 281-685-3090 and let them know the situation and the expected time frame, so we can avoid the issuance of any unnecessary letters. Keep in mind, occasionally mistakes are made and the wrong address receives a letter - the best thing to do in this and all other situations is to contact the management company to make them aware of the mistake and/or to let them know that you have either corrected the situation or need a temporary exemption from the covenant. For fairness’ sake, the Board of Directors asks the management company to call ‘em like they see ‘em, assuming they have received no advanced notice of extenuating circumstances, but in truth, they will not ever be able to identify every single possible violation on each and every drive through, nor do we think the scrutiny necessary for such is in the best interest of our community. The ultimate responsibility of the Board of Directors is to make decisions regarding situations where the homeowner simply refuses to comply with the community’s established covenants, in spite of repeated “reminder” attempts. We typically hope the individual can give us a defensible reason for giving an exception or temporary reprieve and the last thing any of us want is to be in conflict with any of our neighbors, but we are nonetheless tasked with the expectation that we uphold the community’s by-laws. With that said, on a typical week, less than 6% of the homeowners receive deed restriction letters and the vast majority have already taken or do quickly take action to correct them. As your fellow neighbors, we appreciate every one of you who have taken measures to correct any problems that may have arisen over

the years. We also definitely appreciate your willingness to work with us to do whatever is in our community’s control to maintain the maximum possible property values for everyone. When we all work together, we minimize the cost and maximize the benefit for the community at large. Oh and by the way, no need to get offended if you do receive a letter, as many, if not most of us can relate to the experience for one reason or another. Thanks again!

MAILBOX TAMPERING

When a mailbox is put into use for the purposes of sending and receiving mail, it becomes federal property. Mailbox tampering is considered any act that interferes with another person’s letter box or other receptacle. This can include: • destruction of the mailbox itself • theft of mailbox contents • the placement of items in a mail receptacle by persons other than postal employees • any action intended to obstruct or damage mail or mailbox property In short, anyone, other than mail recipients and postal employees, should NOT touch a mailbox or its contents.

We will still accept applications which are emailed, mailed or faxed; they can be found on the website under documents.

While it is true that dogs are born to bark, they were not born to bark all day and night, driving your neighbors crazy. If you have a dog that must stay outside, please do what you can to limit the disturbance to your neighbors. You can find loads of information about how to control it at www.barkingdogs.net. If you are one of the neighbors suffering from the seemingly endless noise of a neighbor’s barking dog, we hope that you will be able to speak with the owner about it. In many cases, the neighbor is unaware of the situation because, for one reason, they are away during the day. If the owner is unwilling or unable to do anything about it, you can call animal control at 281-999-3191 and have them do a check on the dog for possible neglect and abuse. (They won’t always come out for the barking alone.) The Sheriff’s Dept generally cannot do anything about it and they encourage you to call animal control as well. You can also find more information about the situation by looking on the website listed above. Ideally, the neighbors will be able to work out something mutually agreeable for everyone and every dog.

INTERESTED IN RECYCLING?

You can drop off paper products at any of the area schools using the Abitibi green and yellow bins. You can also recycle cardboard, tin, aluminum and plastic products at the alternative school on Rebel Yell, just west of Greenhouse. There are two different IMGreen Recycling bins located there. They are the bright green ones and one is for paper and cardboard and the other is for plastic, tin and aluminum. If you drop off recyclables there, please have them bagged up and use the stickers located near the cans, so the school can receive the funds.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.”

CY-FAIR EDUCATORS HONORED AT TEACHER APPRECIATION EVENT IN FAIRFIELD

STUDENTS NOMINATE TEACHERS WHO HAVE HAD THE MOST POSITIVE INFLUENCE IN THEIR LIVES On the morning of Saturday, April 13th, over 50 Cy-Fair educators representing 15 schools were honored at a teacher appreciation brunch for their excellence in teaching. The event was sponsored by two Fairfield area congregations of The Church of Jesus Christ of Latter-day Saints and held in their newly-completed building on Fairfield Place Drive. “This is actually the first event we’ve hosted in our new meetinghouse,” said Chris Crawford, bishop of one of the congregations. “We couldn’t think of a better way to celebrate than to give back to those who so selflessly give every day to our most prized possessions, our children.” The program included a children’s choir, a video presentation, speakers and a brunch. Stirling D. Pack, Jr. was the keynote speaker. He told the teachers, “These young students under your care have chosen you as their outstanding teachers and mentors in all of the respective schools represented here today. We are assembled to honor you for what you do every day as teachers and administrators, making a lasting impression on their lives.” Pack noted that directing, mentoring and encouraging children to fully reach their innate potential is both a great quest and significant challenge to those who teach. Another speaker, Avery Smith, a junior at Cy-Ranch High School, said, “I invited Coach Holly Bowman because she has formed me to be a hard worker, dedicated teammate and student. She has helped me through some of my hardest classes. And as my swim coach, of course, she’s also taught me so much about swimming and being a

Both of those skills have helped me become a better swimmer and a better teacher myself when I give swim lessons to younger children.” Bowman said, “I am honored to be invited here today, especially by someone like Avery, who is a motivator to me. I feel very encouraged by what I’ve heard at this event. I’ve even received some inspiration today. I’ve actually thought of a new way to approach a current challenge by being more loving and ready to help.” Dean Fantasia, a first grader at Ault Elementary, also spoke. He chose Lillian Cunningham as his special teacher and directed all of his remarks at the podium to her. “Dean has touched my heart today,” Cunningham said. “He just said everything any teacher would love to hear! I feel appreciated and loved.” “This has been a wonderful event,” said Ashley Clayburn, Ed.D., assistant superintendent of school improvement and accountability in Cy-Fair I.S.D. She attended the brunch on behalf of Dr. Mark Henry, superintendent. “We thank you for taking the time to honor our teachers for the outstanding work they do each and every day. I know the teachers and students will remember this celebration for a long time to come!” Avery Smith summed up the collective feelings of all assembled when she concluded her talk by saying, “With my fellow students, we thank you for making the difference, for shaping our lives and for unlocking our future opportunities.”

5 years of age. Even so, the school only sought ways to make his life better. The excellent care, support and love he received from public educators allowed this young man to bless those around him for four more great years. A comparison I often make is that public educators are modern-day missionaries, helping improve the lives of children from all backgrounds. Our teachers are being asked to do more today for our students than ever and our students are leaving our schools with both a quality education and quality role models. Although the child I referenced is no longer with us, the lesson he leaves behind is a valuable one. Every child matters and we will care for each one who walks through our doors.

TEXAS SENATE PASSES HOUSE BILL 5

On Monday, May 6th, the Texas Senate unanimously passed House Bill 5! HB 5 changes the graduation plan to maintain rigor while affording Texas students more flexibility with their course selection. HB 5 also reduces the number of End-of-Course (EOC) exams needed for graduation from 15 to 5. The session is not over, but we are in the home stretch. The House and Senate must now collaborate to work out their differences. Thank you to all of you who have called, emailed and/or visited with our legislators regarding these important issues. The child was only a couple weeks shy of his 10th birthday when he passed away, no longer able to fight the brain tumors and their devastating effects on his body. There are a number of ways I could describe this young man. He was bright. He was full of energy. He was an avid baseball fan. He was a full-faced smile waiting to happen. And as I sat among those celebrating his all-too-short life at his funeral last week, I couldn’t help but think of another important characteristic that defined him. He was a public school student. Before he had even turned 3, the child was receiving special education services from his local public school. The extent of his impairments required continual services from medical personnel, diagnosticians and therapists. The beauty of our public education system is that we do what is necessary for our brightest students, those who are most challenged and everything in between - no questions asked. When our students are not initially successful, we find another way to help them succeed. We do whatever it takes until their needs are met. When the child’s parents first enrolled him in school, they knew he was only expected to live until about 4 or

Each child needs to attend an evaluation, not for the whole two hours, but for about 20 min. This year we have an early special price of $70 for those that register before August 18th. We have our first evaluation on Saturday, August 17th from 10:00 AM - 12:00 PM in the back fields behind our parking lot. Our next evaluations will be Tuesday and Thursday, September 4th and 6th from 5:30 PM - 7:00 PM. On Saturday, September 8th between the hours of 10:00 AM and 12:00 PM. Cost is $75. Our practices will begin the week of September 23rd. Our first games will be October 5th and go through November 16th. MEN’S OUTWARD FLAG FOOTBALL: Come join men 18 yrs and older for our men’s Outward Flag Football league coming this fall. Practice/Games will be on Saturday afternoons around 2:00 PM. The league will have a tournament at the conclusion of the season.
