2013 ANNUAL MEETING The 2013 Annual Meeting of WCIA was held on May 2, 2013. The financial status of the association was addressed. Dennis Shook was re-elected to the Board of Directors. Thanks to all of the homeowners who took the time to attend this important meeting. Jane Oberhauser was the winner of $100 drawing. Also thanks to all of the homeowners who sent in their proxy. CALL TO ORDER: The April meeting of the Board of Directors of the Windsong CIA was held on April 25, 2013. The meeting was called to order at 7:05 PM. Present were Board Members: Dennis Shook, Steve Zunker and Chad Vowell. Also present were, Wendi Perez, Community Events Coordinator and Nancy Callaway, SCS Management Services, Inc.
COMMITTEE REPORTS: CLUBHOUSE • The Board reviewed the written report for March provided by Keri Rosen, Clubhouse Manager. COMMUNITY EVENTS • Wendi Perez, Community Events Coordinator, presented her report. She advised that the Easter Egg Hunt was successful, worked on problem solving the Access/Linear key card database issues and resolved the issues and is processing facilities registration. She proposed an Outdoor Summer Movie Series be held from May thru August at approximately $400 per month for rental of a projector, speakers, screen and popcorn machine. The Board approved the proposal and added the Outdoor Summer Movie Series to the community events on a trial basis. GROUNDS & PARKS • Director Zunker reported on the progress of the Daktronics LED community signs project. The signs should be installed next week.

MANAGEMENT AND FINANCIAL REPORTS • Nancy Callaway presented the Management Reports advising that several items were added for documentation purposes. There were 9 Notice of NonCompliance letters mailed, 2 Welcome Packets processed, 1134 Annual Meeting Notices and Proxies mailed and 1 Facilities Registration Report provided. • The Financial Reports were presented in written form for review and consideration of the Board. Director Vowell agreed to take over as signatory for the on-line payables system through Strongroom Solutions. Directors Shook and Vowell signed the signature card for the Insured Cash Sweep (ICS) through Mutual of Omaha that will protect WCIA funds to allow for FDIC coverage. • The Board addressed the disposition of the Action Item List. SCS was requested to contact Greater Southwest Lighting again to replace a GFI at the clubhouse. • The CAMI Report dated April 12, 2013 was presented in written form and reviewed by the Board. Director Zunker advised that he has replaced a majority of the bulbs at the pool. OLD BUSINESS: • The Board requested MCS to replace the garbage disposal at the clubhouse at a ceiling of $500. NEW BUSINESS: • Board Member Resignation - The letter

of resignation effective April 15, 2013 from Brenda McCullah was reviewed and accepted by the Board. The Board agreed to recruit a homeowner to appoint to the unexpired term of May 2014. • Annual Meeting Preparation - The Board addressed the Annual Meeting scheduled on Thursday, May 2, 2013. The agenda, notes for the Board and the 2012 Annual Meeting minutes were reviewed by the Board. Dennis Shook’s term is expiring. He agreed to place his name on the ballot as an incumbent for re-election. • HVAC Proposal - The Board reviewed a proposal from Northwest Services for the installation of two new HVAC systems and matching gas furnace for the clubhouse at a cost of $11,680.18. Additional proposals will be solicited. • Chair Lift Proposal - The Board reviewed ADA law regarding the requirement of a chair lift at the pool, if applicable. A proposal from Houston Recreation Management at a cost of $4,869.87 was reviewed. General discussion took place. • Insurance Items - The Board reviewed insurance items from Willis of Texas and approved the Statement of Values with a total blanket amount of $1,400,000, an asbestos endorsement excluding any and all, claims related to asbestos and declined the purchase of terrorism coverage at a cost of $407. • Community Events Coordinator Agreement - The Board addressed an addendum to the Community Events Coordinator Agreement based on additional work attributed to the Daktronics LED community signs and approved an

The Windsong Community Improvement Association Annual Meeting of Members was held on Thursday, May 2, 2013, at the Windsong Community Center, 18150 Holly Forest Drive, Houston, TX 77084. CALL TO ORDER The meeting was called to order at 7:32 PM. INTRODUCTIONS OF BOARD MEMBERS AND GUESTS Dennis Shook, President, introduced himself. Steve Zunker, 1st Vice President and Chad Vowell, Secretary, introduced themselves. Director Shook advised that Lori Berthelot, Treasurer, was unable to attend the meeting. Wendi Perez, Community Events Coordinator, was introduced. Also introduced were Nancy Callaway and Suzette Perrett of SCS Management Services, Inc. CERTIFICATION OF QUORUM Nancy Callaway, Association Manager, announced that quorum is 10% of the membership or 114. She advised that quorum was not established at this time and explained that Article IV, Section 4, of the By-Laws of the Association, 3

CHIROPRACTIC HEALTH and WELLNESS CENTER states that if the required quorum is not present, in person or by proxy, at a meeting, the members who are present and entitled to vote shall have the power to adjourn that meeting and immediately reconvene another meeting on the same date and same location without notice, other than announcement at the meeting. Quorum requirement at any reconvened meeting will reduce by one-half for each adjourned meeting until quorum is reached. The meeting adjourned at 7:36 PM. The next meeting was called to order at 7:37 PM. Quorum was established with 60 members represented in person or by proxy. MESSAGE FROM THE BOARD Director Shook welcomed all residents present and thanked them for their attendance. He advised that Windsong CIA is a non-profit corporation filed with the State of Texas, which is administered by an elected Board of Directors and appointed Committees. It is the legal responsibility of the Association to maintain and operate amenities, enforce deed restrictions and protect property values. The Association has a compulsory membership tied to owner4
ship of the land through title. Director Shook presented a brief overview of the accomplishments in 2012. Future capital improvements are planned for the clubhouse and the Holly Forest Recreation Area. NOMINATIONS AND ELECTION OF DIRECTORS Director Vowell explained that there is one Board Member position available for a three-year term. He advised that Dennis Shook’s term has expired and he has agreed to place his name on the ballot for the election. Nominations were opened from the floor. A motion was made by Director Vowell and seconded by Director Zunker to nominate Dennis Shook a candidate for the election. All were in favor. There were no other nominations from the floor. A motion was made by Director Vowell and seconded by Director Zunker to close the nominations. All were in favor. Dennis Shook gave a brief summary of his background and interests in the community. The election was conducted. A motion was made by Director Vowell and seconded by Director Zunker to dispense with the ballot since there is
one Board Member position available and one candidate and elect Dennis Shook by acclamation. All were in favor. VACANT BOARD MEMBER POSITION Director Vowell reported that Brenda McCullah has resigned from the Board leaving an unexpired term available for appointment of a homeowner by the Board. Director Vowell asked the homeowners if anyone were interested in filling the term. Doug Frank expressed an interest. TREASURER’S/FINANCIAL REPORTS Director Vowell gave the Treasurer’s Report. He advised that the Association has collected $359,377.86 of the 2013 assessments for a collection rate of 91%. The delinquencies total is $112,219.89 and the cash on hand total is $914,166.93. He also reviewed the Association’s collection policy and schedule for 2013. The financial information was presented in written form to the membership in attendance. Director Vowell reviewed the following:

• The 2012 Proposed Budget. • The 2012 Actual income and expenses. • The 2013 Proposed Budget. • The Balance Sheet dated April 30, 2013. • The Year to Date Actual vs. Budget dated April 30, 2013. A question and answer session was conducted. COMMITTEE REPORTS CLUBHOUSE • Director Zunker addressed the Windsong Clubhouse Manager Agreement with Keri Rosen. He explained the scope of work involved and addressed the rental process. Residents may contact the Resident Question and Answer Line at 281550-7996 to reserve the clubhouse. Pending maintenance/ repairs for 2013 include replacement of the roof and air conditioners. COMMUNITY EVENTS • Wendi Perez, Community Events Coordinator, addressed her responsibilities of coordinating community events and volunteers for the events such as the Easter Egg Hunt, 4th of July Parade, Community Pool Party, Halloween Party and Winter Wonderland. She also is responsible for facilities registration for the pool and tennis courts and adding updates to the new LED signs located at the Windsong Trails Recreation Area and the Holly Forest Recreation Area. She advised that a Summer Movie Series will be added to the community events on a trial basis during May, June, July and August. DEED RESTRICTIONS/ACC • Director Shook addressed the Deed Restrictions process. He advised that SCS Management Services is contracted to perform the deed restriction patrols for the Association. Once several notices are sent, a property still in violation is placed on a Board Referral List. A Board Member will then inspect the properties on the Board Referral List and recommend further action to the Board that may include referring the property to the Association Attorney for a deed restriction demand letter and/or lawsuit. An explanation of the role of the Architectural Control Committee and the approval process was also presented. PARKS AND GROUNDS REPORT • Director Zunker gave the Parks and Grounds Report. He advised that Monarch Landscape has been contracted as the 2013 grounds maintenance company. He explained the role of the Parks and Grounds Committee indicating that ongoing inspections must be made to investigate any repairs/ maintenance to the park equipment, landscaping, irrigation, etc. New landscape designs for all entrances were completed and LED signs were installed. Pending maintenance/repairs for 2013 include replacement of benches and tables at the Holly Forest Recreation Area. POOL REPORT • Director Zunker gave the Pool Report. He advised that Houston Recreation Management has been contracted as the 2013 pool management company. He also recognized the Windsong Wave Breakers. YARD OF THE MONTH • Wendi Perez, Yard of the Month Committee Chairperson, gave a brief explanation of the responsibilities of the committee. Yard of the Month awards are presented from April

Items addressed, but were not limited to, were drainage issues, facilities registration, deed restriction enforcement, architectural review and the law enforcement patrols contracted through Harris County MUD #183. Residents must be current on all Maintenance Fees at all times in order to activate the Facilities entry card for the pool and tennis courts gates and keep it active. 2. Fill out the enclosed Facilities Registration Form. Only one access card per household will be distributed. If you have an access card from last year, your card will be reactivated once your 2013 Facilities Registration Form has been received. 3. You will not be required to show up in person if you have a card from last year and have mailed your form before the deadline. If you do not mail the 2013 registration form before the deadline, a $10 late registration fee will be charged. Your check must be made payable to Windsong CIA. 4. Residents who mailed your form in prior to April 15th may pick your card up at the pool on June 5th from 7 PM-8 PM and June 16th from 7 PM-8 PM. 5. The forms are reviewed at the monthly Board meetings and then referred to SCS Management Services to process. CONTRACT DEPUTY PATROL
The Harris County Municipal Utility District #183 has a contract through Harris County for one Deputy from the Sheriff’s Department to patrol the District. The MUD has also hired five part-time off duty police officers to patrol the District as needed. Their jobs are to watch out for suspicious persons and/or activities and report any incidents to the Sheriff’s Department for further action. The Deputy Sheriff and the part-time off duty police officers patrol the Windsong and Windsong Place communities as well as any commercial properties within the District.

We would like to address one of the items that the Windsong Community Improvement Association gets the most complaints about. We receive many complaints from homeowners about vehicles parked on the street blocking the flow of traffic. The reason for that is because the roads were not designed with a parking lane. There is not enough width to allow for a parking lane. More seriously, when an emergency vehicle is unable to obtain egress and ingress to a street, precious minutes are lost that could mean loss of life/and or property. The problem becomes intolerable in cul-de-sacs where emergency vehicles or others cannot turn around due to vehicles parking inappropriately and not parallel to the curb. The neighbors of these improperly parked vehicles are inconvenienced when they have to go out of their way to get around them. Be aware that Law Enforcement can and will ticket vehicles parked too far from the curb, parked the wrong way on the street, parked facing in on a cul-de-sac instead of parallel to the curb or parking too close to a fire hydrant or a traffic sign.

The Board of Directors and the Architectural Control Committee are concerned that residents are completing projects without prior approval. Did you know that if you complete any project that does not meet architectural guidelines you are in violation of the deed restrictions? We want you to know before hand so that you do not spend money on improvements that may not be approved. Kittens and puppies are being dumped in Subdivisions and shopping strips. They will not find good homes. Most will be taken by the pound or shelter and those are overflowing with pets. They cannot help but have to euthanize some. You, as a responsible pet owner can be of great help by having your cat or dog spayed or neutered and not worry about finding homes for the offspring. You will have a healthier and happy pet. Another and very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. HOMEMADE MOSQUITO TRAP (YES, IT’S SKEETER TIME!)
1. Cut a plastic 2-liter bottle in two, halfway between the bottom and the top. 2. Mix 1/4 cup of brown sugar with 1 cup of hot water. Let cool. When cold, pour in the bottom half of the 2-liter bottle. 3. Add 1 gram of yeast. No need to mix. One packet of Fleischman’s active dry yeast is usually 1/4 ounce or 7 grams, so just a pinch is enough and you’ll have plenty left over from the packet for subsequent refills for your trap (put the leftover yeast packet in a ziplock bag and place in your refrigerator). 4. Place the funnel (top) part of the bottle, upside down, into the bottom half of the bottle, making sure the opening doesn’t extend into the water mixture. Tape the two halves of the bottle together securely with electrical (black) tape so there are no gaps. The black color attracts mosquitoes. 5. Place the trap in an area outside that is away from your normal gathering/activities area. 6. Change the solution every 2 weeks. Skeeter repellent - Slice a lime in half and press about 10-12 whole cloves into each half. Place in your gathering area. This only works if the smell of cloves doesn’t repel you and your guests too!

Originally from Michigan, Nick has been swimming since he was a young child. At the age of nine he started swimming competitively and this continued throughout his junior year in college. Now Nick uses his swimming talent to teach lessons to children enrolled in the Splash Program, a swim program offered by Cy-Fair ISD. Nick says, “I really enjoy teaching people how to swim. Each year the four year olds through the eighth grade students at Texas Christian School become published authors! Students collaborated to write and illustrate their very own hardbound books. The students of Texas Christian School are celebrating the publication of their books in a big way. While writing their books, the students learned that hard work really does pays off and that writing is a lot of work. Students went through the entire process from first rough draft, many revisions and finally the publication process where they now own their very own book as the author. Texas Christian’s writing program is designed to motivate students to learn through publishing by enabling students to write, illustrate and publish fullcolor, hardbound books that they will enjoy for years. Texas Christian School is extremely proud of their student’s hard work and they look forward to many more books from their young authors.

Looking for adventure and a challenge that could test every fiber of physical strength and moral standing sounds like a Tom Clancy novel. It is in fact, the real-life story of Connor Lyttle, a senior at Texas Christian High School. Echoed by his favorite Bible verse, “I can do all things through Christ who strengthens me,” (Philippians 4:13); Connor loves a challenge that will stretch him and help him grow. Connor’s athletic abilities and leadership skills allowed him to excel on Texas Christian’s football, basketball and baseball teams; making the playoffs in two of the three team sports. True to his character, Connor is preparing to take on his next life challenge by joining the ranks of the United States Marine Corps. He is currently involved in a rigorous physical training program to make his transition into the demanding Marine Corps world as smooth as possible. Connor will be greatly missed at Texas Christian, but will be constantly in the thoughts and prayers of the families, staff and students as he enters the realm of “The Few, The Proud, The Marines.”

Windsong Community Improvement Association handles the financial and legal affairs of the subdivision. Each lot owner is required to pay an annual maintenance fee which is used to pay street lights; taxes on and maintenance the common areas, such as the swimming pool, tennis courts, clubhouse, playgrounds, and entrances.; contract deputy patrols; and legal expenses incurred to enforce the deed restrictions, etc. The Board meets the 4th Thursday of each month at 7:00 PM in the meeting room at the Windsong Community Clubhouse. Residents are welcome to attend. Anyone wishing to place an item on the agenda should call SCS Management Services, Inc. at 281-463-1777 at least 5 days in advance.. The Annual Meeting of Members is held on the 1st Thursday in May. Board Members hold three year staggered terms and are elected. The election process is as follows: 1) Voting by proxy. Deed restrictions are strictly enforced by Windsong Community Improvement Association. Copies of the restrictions are available upon request by mail. Please call 281-463-1777. Complaint forms are included in every “Windsong Whistler” for your convenience. The association’s office verifies complaints and writes letters to violators. WCIA will initiate legal action when warranted, to enforce the deed restrictions.
ARCHITECTURAL CONTROL
You MUST submit any plans for improvements or modifications of your home to Windsong CIA for review. Your plans will be checked to insure that they comply with the deed restrictions. TRASH COLLECTION ROYAL DISPOSAL. Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. You must call Royal Disposal to start service at 713-526-1536. 1. Trash pick-up days are Tuesdays and Fridays between 7:00 AM and 6:00 PM. 2. Curbside pick-up for each home for a maximum of 6 cans per day. 3. All tree branches less than 3 inches in diameter and shrub trimmings should be cut in four feet lengths and bundled. 4. No pick-up is schedule on New Year’s Day; Memorial Day; Independence Day; Labor Day; Thanksgiving Day; and Christmas Day. Pick-up will resume the next regularly schedule day. 5.
