July 2013 CINCO RANCH ANNUAL INDEPENDENCE DAY CELEBRATION FOR THE ENTIRE CINCO RANCH COMMUNITY AND THEIR GUESTS

Patriotic costumes, decorated bikes, trikes, wagons and dressed up dogs will be the focus of the annual parade in Cinco Ranch. Be at the Beach Club Park on South Lake Village Drive on Thursday, July 4th for the parade and festivities. Parade line up and judging starts promptly at 10:00 AM, so get those fantastic costumes ready! Prizes will be awarded for the winners in each category. Be sure to find your category sign where you want to compete so that the judges can include you! After the parade, a variety of entertainment for all ages will be provided. This will include a DJ, games with prizes, inflatables and water activities - so bring your swimsuit!

Celebrate the new school year with a splash at the annual Cinco Ranch Back to School Bash! HCC Northwest College offers four-year degree pathways HCC and UT Tyler to produce engineers in West Houston

University of Houston System and HCC unite to enhance educational services to Katy area

The University of Texas at Tyler will open the Houston Engineering Center in partnership with Houston Community College. Starting fall 2013, the center will be located at HCC’s Alief Campus, 2811 Hayes Road. UT Tyler will begin offering Mechanical and Electrical Engineering Bachelor Degrees and plans to develop a Civil Engineering program in the future. The University of Houston System (UHS) and Houston Community College Northwest (HCC) have signed a Memorandum of Understanding (MOU) to expand higher education opportunities in the Katy/West Houston area. Through a partnership that includes using existing facilities at UHS at Cinco Ranch and HCC-Katy, the MOU will result in an increase of academic programs offered by UHS and HCC-Northwest in West Houston. During my 13-year tenure, I have been assigned to the patrol division and have been a patrol supervisor. I have assisted in the implementation and coordination of a warrant division along with a Field Training Officer program. I have instructed at the Houston Community College, Law Enforcement Academy, as well as a Citizens Police Academy. I have coordinated and participated in several multi agency Crime Prevention seminars and speeches. I subscribed to an “Adopt A Cop” program in area schools which involved speaking with elementary aged

children about moral and ethical issues in an attempt to build relationships between children and law enforcement personnel. I am currently pursuing a degree in Criminal Justice.

PICK UP YOUR DOG’S WASTE

When walking your dog, please do not allow them to walk in people’s yards. In the event your dog does wander onto someone’s property and uses the bathroom please pick up all of the waste. A single gram (about the size of a dime) of dog feces contains 23 million fecal coliform bacteria. Dog feces may harbor dangerous bacteria and viruses such as: whipworms, roundworms, tapeworms, parvo, giardiasis, salmonellosis and cryptosporidiosis. Pet waste is not fertilizer. It actually kills plants and grasses. Improperly disposed of or left unchecked, dog waste pollutes our environment and can even filter into our water supply. Uncollected dog waste that washes into streams and storm drains is the #3 contributor to water contamination. Pick up your dog’s waste. PARKING IN THE STREET

Did you know it is against Cinco Ranch Covenants for residents to park in the street (Article XII, Section 2(a))? Additionally, when a number of vehicles park in the street, emergency vehicles have a difficult task maneuvering down the street. Due to the size and clearance needs of these emergency vehicles, a street lined with parked cars obstructs the passage and delays response time. While it is understood that during certain events, vehicles parking on the street is an unavoidable circumstance, please be aware of clearance needed for traffic. Ask your guests to park their car as close to curb as possible and not line both sides of the street. Be a courteous neighbor by communicating you are having a gathering at your home and may need additional parking. Ask if they would mind guests parking in front of their homes to help eliminate the congestion on the street. Remember, parking on the street for residents is prohibited and can impact the ability of emergency services to reach you or a neighbor in an emergency. Your cooperation will ensure Cinco Ranch retains its reputation as the premiere area to live in.

Cinco Ranch Residents pay a maintenance fee where a large portion includes the electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the light is working or not. If you see a light(s) burned out, please help us by getting the number on the pole. You may submit the work order to Centerpoint Energy or report it to the Associations Office. CINCO AND CINCO SOUTHWEST SHARED USE AGREEMENT

Cinco has 9 pools available during the swim season. Starting in April, the Greenway Village pool will open. This pool stays open through the end of October. Cinco Southwest has two pools - The Lake House Pool and the Rosewood Pool. All of these pools are available for use by both Cinco and Cinco Southwest Residents. The shared use agreement was signed in October of 2009 through the end of 2013. At that time, the shared use agreement will be reviewed.

PET LEASH LAWS IN THE CINCO RANCH AREA HARRIS COUNTY - LEASH LAW

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.

Laws written to ensure that owned animals are confined to their property or kept on a leash make freeing a community of unrestrained and free-roaming animals easier. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies-infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current • Allows for quick identification in case of a bite incident • Provides revenue to offset the administration costs of the animal control program VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans. Do you have a transformer in your yard? If you do, please do not directly surround it with mulch or dirt. Transformers must have the sides exposed so they can cool properly. Now is the perfect time to spruce up your irrigation system before you ramp up your watering efforts this spring and summer. To get started, follow these four simple steps - inspect, connect, direct and select: • Inspect. Check your system for clogged, broken or missing sprinkler heads. If you’re not the do-it-yourself type, go with a pro - look for an irrigation professional certified through a WaterSense labeled irrigation program. • Connect. Scouts GORDON ROSEL EARNS EAGLE AWARD

Gordon Rosel, 18, of Katy, has earned the prestigious Eagle Scout Award, the highest rank the Boy Scouts of America offers to Scouts. Rosel was recognized in ceremonies on Sunday, April 29, 2013 at St. Peter’s Methodist Church in Katy. He earned the rank of Eagle on February 27, 2013. A member of Troop 209, chartered by St. Peter’s Methodist Church, Rosel is one of approximately 4 percent of all Boy Scouts who attain the Eagle rank. Each candidate must earn 21 merit badges and successfully complete a service project that benefits a non-profit organization or the community. To earn his Eagle, Rosel developed a Land Navigation Course in George Bush Park that benefits the National Guard Armory, the Boy Scouts and the general public. Rosel began scouting in kindergarten in Cub Scout Pack 443. As a Cub, he earned ranks of Tiger, Wolf and Webelos. When asked what was the most difficult badge to earn he stated; “It was the rock climbing, because I didn’t know how to tie all those knots.” His favorite activity was camping (with over 100 nights of overnight camping to his credit) and admits his favorite camping staple is Pop-Tarts. Gordon received the Triple Crown last summer by completing all three national high-adventure bases operated by the Boy Scouts of American (Northern Tier in Minnesota and Canada, Philmont in New Mexico and Florida Sea Base in the Florida Keys).

Rosel has been a member of the swim and football teams, as well as the FFA at Faith West Academy, where he is a senior. In the fall, Rosel plans to attend Sam Houston University to major in Criminal Justice. He was inspired by Scoutmaster Drew Young, a scoutmaster of Troop 209, who is on Houston’s bomb squad. Rosel wants to one day be on the SWAT, because “I see a need for justice and this where I am suppose to go,” he said. He is the son of Jeff Rosel and Kendra Rose both of Katy.

Summer Camps HOUSTON FAMILY ARTS CENTER ACTORS ACADEMY ANNOUNCES 2013 SUMMER CAMPS

Houston Family Arts Center (HFAC) announces their 2013 Summer Performing Arts Camps. This summer, the HFAC’s Actors Academy is offering 25 different 1 and 3-week performing arts camps for grades 1-12. HFAC camps run June 10 through August 24, 2013 and feature acting, singing and dance instruction, as well as performance opportunities in musicals, dramas and comedies - especially designed for kids and teens. The HFAC Actors Academy 3-week Musical Theatre Performance Camps for grades 1-6 and 4-8 are Honk, Jr, The Hobbit, Pinocchio and Once on this Island, Jr. HFAC is offering eleven 1-week camps for grades 1-6 that include “Clowning Around,” “Acting Up Improv,” “Imagination Theatre,” “Disney Magic,” “Lights of Broadway,” “American Idol Boot Camp,” “Triple Threat,” “Fractured Fairy Tales,” “Dancing through the Decades,” “Melodrama Madness” and “Glee.” HFAC has numerous performance opportunities for teens in grades 7-12. The teen 3-week performance camps are Shakespeare’s Taming of the Shrew and Once on this Island. The 1-week camps for teens are “Stage Combat,” “Acting for Stage and Film,” “Dialects,” “Triple Threat Boot Camp” and “Shakespeare Intensive.” A new addition to the HFAC summer program for teens is the audition show Steel Magnolias. This show rehearses Tuesday and Thursday evenings and Saturday mornings beginning July 16th. Performances for Steel Magnolias will be the last week of Aug. Whether from Japan or Brazil, India or Sweden, Ukraine or Mexico, France or Lebanon, foreign exchange students are a window into another culture and a great way to travel the world without leaving your home. “Host families are the heart and soul of Ayusa’s foreign exchange program,” said Heather Wells, Senior Regional Director for Ayusa and the local contact for Houston and all surrounding communities. “Families have been hosting Ayusa exchange students for the last 30+ years and the experience has been transformative for the students, who blossom in the local community through support from the families and schools.” There is no “typical” American host family and Ayusa welcomes all interested families, with or without children, from both urban and rural communities. Host families provide three meals a day and a bedroom (either private or shared). Each student is supported by a professionally trained community representative from Ayusa who works with the family and student for the entire program. All host families must pass a criminal background check and a home visit by an Ayusa representative. Ayusa is a 501(c)3 and an official U.S. Department of State designated Exchange Visitor Program Sponsor. The theme for this year is “Beneath the Surface.” Teens in grades 6 and up are encouraged to read as many books as they can and they will earn rewards based on the total number of hours they spend reading or the number of reading-related activities they complete. The reading activities may include watching a movie based on a book, attending a teen library program or making a bookmark or poster based on a book. Listening to audio books and reading magazines and newspapers may also be counted. Participants may register at any Fort Bend County library or they may register online by going to the FBCL website. When the online registration form has been completed, the teens will then have their own online page on which to record their hours and activities. For the first ten activities completed, each teen will receive a mystery prize. The rewards continue with a reading trophy for the first 20 books read. Reading rewards can be redeemed beginning Monday, June 10th. The last day to pick up awards is August 31st. The names of participants will be entered into a drawing for a $25 gift card that will be awarded to several lucky readers completing 20 activities or more, in a drawing scheduled in August at each library location. There is no charge to join the Summer Reading Club and it is open to all teens, regardless of the county of residence. All programs are free and open to the public. The Summer Reading Club programs are sponsored by Fort Bend County Libraries, the Friends organizations that support the county library system and the Collaborative Summer Library Program, a consortium of states working together to provide high-quality children’s summer-reading program materials for public libraries.

ADULT SUMMER READING CLUB, “SUMMER ESCAPE @ YOUR LIBRARY”

Adults of all ages, including young adults in high school, may participate by reading or listening to books. Readers may register at any Fort Bend County library or they may register online by going to the FBCL website. Once the online registration form has been completed, readers will then have their own online page on which to record their books or hours. Weekly drawings for an FBCL travel tumbler will take place at each branch throughout the summer for readers who log in and record their reading activity each week. Apple and BBQ Sauce Baby Back Ribs 4 cups barbeque sauce 4 cups applesauce 4 pounds baby back pork ribs salt and black pepper to taste cayenne pepper to taste garlic powder to taste

Mix the barbeque sauce and applesauce in bowl. Place ribs on a large sheet of heavy-duty aluminum foil and rub on all sides with the salt, pepper, cayenne pepper, and garlic powder. Pour sauce over ribs to coat. Seal ribs in the foil. Marinate in the refrigerator 8 hours or overnight. Preheat grill for high heat. Place ribs in foil on the grill grate and cook 1 hour. Lemon Roasted Potatoes 1/4 cup canola oil 1/2 cup butter, melted 2 tablespoons lemon juice 3 cloves garlic, minced 1 tablespoon dried dill weed 1 teaspoon salt 1 teaspoon ground black pepper 5 large potatoes, peeled and cubed

Preheat the oven to 400 degrees F (200 degrees C). In a large bowl, stir together the canola oil, melted butter, lemon juice, garlic, dill, salt and pepper. Add potatoes and toss to coat. Spread the potatoes out on a baking sheet and drizzle any remaining liquid from the bowl over them. Bake in the preheated oven until potatoes are brown and crispy, about 45 minutes.
