As the July 4 holiday approaches, residents are asked to respect the ban on setting off fireworks in the subdivision. They may be fun, but they spook pets, they leave litter on the streets and more importantly, they are a potential fire hazard. If you feel compelled to set off fireworks, please go to a safe area outside of our subdivision. But the best approach is to attend a professionally organized firework show. The Harris County Fire Marshal’s website, www.hcfmo.net, should be consulted nearer the holiday as by this time, it will have the latest information on any Commissioner’s Court decisions on restrictions on the use of fireworks together with the location of the closest organized firework displays. POSTING OF NOTICES ON STREET LIGHTS & TRAFFIC SIGNS

One of our neighbors, who is appalled by the state of many of our traffic signs, resulting from residents ignoring the repeated requests not to post notices on the traffic signs and lamp poles within our subdivision, is voluntarily removing the discarded tape residue from these signs and re-painting them. He is doing this (free of charge) to give our neighborhood a fresh look. PLEASE help us to keep these signs in good condition by NOT attaching any notices to them and thus eliminate the deterioration of our freshly painted posts. If you need to place a notice within the subdivision, then please do so using an H frame or some other mechanism that keeps them off these posts and thus avoids detracting from the aesthetics of our neighborhood. Thanks.

JUNE YARD-OF-THE-MONTH

The June Yard-of-the-Month award is awarded to Clint & Tonia Paschall, 1618 Carters Grove. The Paschall’s have lived in the Settlement for 2 years. They loved the neighborhood because it has character and the feel of family. They have 2 children, Anna Jane, 16, who was named after her great grandmother and Cade, 13. Both attend Faith West School. Clint and Tonia have recently redone their front and side yard, with a mixture of beautiful plants, such as azaleas, gardenias, walking iris and yesterday - today and tomorrow flowers. Thanks to the Paschall family for adding so much beauty to the Settlement for everyone to enjoy. Congratulations on winning Yard-of-the-Month for June.

POOL INFORMATION

As a reminder, the pool will be open full time through August 25th, reverting to weekends again (plus Labor Day) through its closing on September 2nd. Hours of operation for the pool are 11:00 AM to 8:00 PM. For your ongoing reference, this information is posted on the Swimming Pool tab of the Recreation page of our website www.wsmaonline.org. Also, in order to avoid disappointment, please remember that if the pool is open on a Monday for a Holiday, it will be closed the next day, Tuesday, for cleaning. The pool operation is managed by Houston Recreational Management staff, this year under the management of a new director and with more experienced lifeguards. The Board believes that these changes will result in a more positive experience for all of our residents who enjoy using our pool each year.

It has been reported that some individuals are going around the neighborhood on a Thursday morning and removing aluminum cans and such like from recycling bins in which residents have put out recyclable material for collection by WCA, our trash and recycling contractor. Please be aware that the fees charged to our Association by WCA take into account the reimbursement that it gets from the Recommended by recyclable material. Thus the removal of items processing of the from the trash that is put out for collection represents a loss to WCA, Tom Tynan, which may eventually get factored back into the fees we pay them for SportsRadio 610 am the collection service. It would therefore be in the best interest of the subdivision if this activity by individuals ceased.

DRAFT MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF WSMA, INC. MAY 21, 2013

A meeting of the Board of Directors of the Williamsburg Settlement Maintenance Association, Inc. was held on Tuesday, May 21, 2013 at 5:30 PM, at the Williamsburg Settlement clubhouse, 1602 Hoyt, Katy, Texas 77449.

ATTENDANCE

Board Members present were Floyd Ball, Gail Owen, Martin Spears and Dave Ellis. Also, in attendance were Officer Paul Wilburn and Dolores Sue representing Planned Community Management, Inc. (PCMI). With a quorum being established, the meeting was called to order at 5:32 PM.

MINUTES

The Board reviewed the minutes of the February 19, 2013 and April 16th, Annual and Board meetings. A motion to accept the minutes as written was made by Martin Spears, seconded by Gail Owen and unanimously approved.

HOMEOWNER CONCERNS

There were four (4) homeowners present.

PATROL SERVICE REPORT

Martin Spears presented the patrol service report. He reported that there have been two (2) burglaries within the last thirty (30) days and that he is working closely with Officer Wilburn and as a result of these incidents, the patrol schedules have been adjusted. He reminded everyone to call the Sheriff’s Department to report anything they see which is out of the ordinary.

FINANCIAL AND DELINQUENCY SUMMARY

Dave Ellis presented the financials. As of April 30, 2013, the money in the bank totaled $774,888.22. This includes checking, savings accounts and CD’s and is the money to cover both operating

expenses and the necessary reserve to fund maintenance and replacement of the Association’s capital assets. Delinquency for the month ending April 30, 2013, totaled $ 30,441.24.

OLD BUSINESS

CONTRACTS UP FOR RENEWAL IN JUNE Floyd Ball reported that there are three contracts up for renewal. These are for the solid waste collection, insurance and the PCMI Management Contract. Waste Corporation of Texas - Waste Corporation submitted a proposal for a renewal of its three (3) year contract with no increase in price for the first year. In so doing, it is foregoing the annual Consumer Price Index for Garbage Collection Services increase, which this year would have been over 5%. As in previous contracts, the price is subject to review and possible increase in accordance with this CPI at the beginning of the second and third years. The Board is very happy with the performance of the company and feels that the monthly price of $19.37 per home is reasonable for the services it provides. Therefore, a motion was made by Dave Ellis to accept the contract renewal with Waste Corporation. The motion was seconded by Gail Owen and unanimously approved. Insurance - The Board reviewed the proposal from Willis Insurance. This company has provided excellent service in the past and as recently as last month, worked closely with the Association in expediting payout on a claim to replace part of our perimeter fence which was damaged by high winds. Each year, it reviews our coverage and recommends carriers, which can provide us with the most favorable terms. As a result of this process, its renewal proposal was $296 less than last year. Therefore, a motion was made by Dave Ellis to accept the insurance renewal with Willis Insurance for a cost of $19,348.00. The motion was seconded by Gail Owen and unanimously approved. Planned Community Management (PCMI) - Floyd Ball explained that PCMI has not had an increase since 2007. The contract is currently on an evergreen basis, which means that it just continues

and rolls over to the following year unless the Board decides to make a change. Dave Ellis made a motion to continue with PCMI, Gail Owen seconded and the motion unanimously passed.

LAND LOCATED AT BUCKTROUT AND CARTERS GROVE

Floyd Ball reminded the Board of the request by a resident to have the Association replace the grass on the east side of the Carters Grove entrance between Colonial Parkway and Bucktrout. If the Association would plant grass in this area, the resident has volunteered to water it as it is not irrigated by sprinklers. The estimate for two (2) pallets of grass is $697.13. There is a concern about the ability of grass to grow successfully in part of that area due to the shade provided by a large tree. A motion was made by Martin Spears, seconded by Gail Owen and unanimously approved to have Larry Crain, the Board member in charge of landscaping, work with the Association landscape company to investigate planting of grass for a price not to exceed $700.

NEW BUSINESS

STATUS ON NEW PCMI PROGRAM - VMS (Village Management System) PCMI is in the process of converting its accounting and management systems to a new platform called Village Management System (VMS). As our Association was the first to undergo the transition, there were quite a few issues that had to be worked through. But Floyd Ball reported that PCMI has been diligently working with him and Dave Ellis and at this point, it appears that the major issues have been resolved. When the transition is complete, this system will provide improved services to both the Board and the residents.

BOARD’S POSITION ON LIFEGUARD AGE

A homeowner asked if the minimum age limit restriction for lifeguarding at the pool could have an exception made for a lifeguard who is sixteen (16) and lives in the subdivision. This lifeguard who worked at our pool last year was an asset to the community on occasions when the other guards who did not live in the subdivision had extenuating circumstances that prevented them from arriving on time.

The Board explained the reason they raised the age limit was that there seemed to be an immaturity issues such as guards sleeping and a lot of cell phone usage. The Board did express some sympathy with the request; however, and there was general agreement that this restriction could be revisited to allow lifeguards who are not yet 18, but living in the subdivision to be performing the guard duties. A motion was made by Martin Spears, seconded by Dave Ellis that the Board revisit the contract in regard to the minimum age of 18 years for lifeguards living in the Settlement and the motion unanimously passed.

REPORT ON MUNICIPAL UTILITY DISTRICT NUMBER 61 (MUD 61) - MAY 2, 2013 MEETING CONCERNING FLOOD ISSUES

At this time, the Board introduced Mr. Wheeler BeMent, resident of Williamsburg Settlement and President of the MUD 61. Wheeler reported on the options that were presented at the May 2nd “town hall meeting” of MUD 61 residents to address the flooding caused in April 2009 and to hear and discuss residents’ concerns on the way forward. He described the 4 options that were presented, the first three designed to address a 100 year storm event: Add an additional 72” drainage pipe along Bucktrout from Abby Aldrich to Carters Grove at an approximate cost of $1.1 million. There would be no tax increase for this project Install a 72” pipe outside the perimeter fence along the rear of the Bucktrout homes where most flooding occurred, crossing Colonial Parkway and draining directly into the retention pond. Associated with this, the MUD would purchase two (2) homes and install a green area. The approximate cost of this approach would be $850 thousand. This project would also not increase the tax rate. Completely rehab the entire storm sewer over a 10-year period bringing it up to the current code and making it more efficient in handling major storm events. The cost of this option would be in the range of $10 million and would require an increase in the tax rate for the district. Do nothing. For more details of these alternatives Mr. BeMent referred the meeting to the MUD #61 website www.hcmud61.org/index.html. There will be another MUD 61 Board meeting next week. The MUD 61 board has given authority to have a hydraulic study for the neighborhood performed, to more accurately evaluate the merits of option 2.

At this time, a resident expressed her concerns about the smart meter issues. She presented the Board and the residents present at the meeting with information concerning smart meters and the possible health dangers that these meters could present to residents. The Board thanked this resident for the information.

TABLES NEEDED FOR POOL AREA

Dave Ellis reported that there is a need for two (2) new picnic tables in the pool area to replace those that have deteriorated as a result of corrosion. A motion was made by Dave Ellis to purchase replacement tables in Hunter Green, to better match the color of the clubhouse trim and pool furniture, at a cost of $199 each, plus tax. The motion was seconded by Martin Spears and unanimously approved.

At 6:38 PM, the Board adjourned to executive session to discuss delinquencies and deed restriction matters.

There were twenty (20) delinquent homeowners turned over to the Association attorney for collection of past due fees. There are several accounts being watched very closely and if no payment is made soon, legal action will be taken.

DEED RESTRICTIONS

The Board reviewed violations noted from PCMI.

PARKING AT INTERSECTIONS

The Board is going to review intersections where parking of vehicles on both sides of our streets is causing safety hazards and will ask the County to consider installing No-Parking signs in these areas. On completion of the review, PCMI will send a request to the County. With no further business, the meeting was adjourned at 7:15 PM. The next meeting will be June 18, 2013.

However, email addresses do tend to be rather dynamic as residents change their ISP for a variety of reasons and when they do so, unless they reregister their new email addresses on the Registration page of the website, they will no longer receive these broadcast emails. So please, when conveying a new email address to those in your address book, also update our mailing list by removing your old email address and replacing it with your new one. This will ensure that you continue to receive the timely announcements on important Settlement activities. And for those who have not yet registered, you are strongly urged to do so as this is the best mechanism we have to quickly communicate with our residents. Thanks in advance for your cooperation.

RESIDENT DIRECTORY MAINTENANCE

If any resident wishes to update the information that they have previously provided for publication in the Maintenance Association Directory or on the Directory page of our website, they can do so by using the Residents’ Directory Entry form. This form is accessible via

the Registration or Directory pages of our website www.wsmaonline. org. The webmaster uses the information submitted to maintain the directory database. If the resident indicates on the form that he or she is agreeable to having that information accessible via the online Directory page, the update will be made as soon as possible usually within 24 hours. Throughout 2013, the information will also be marked for inclusion in any future edition of the hard copy directory, monthly updates of which will be emailed to all registered residents who can use them to manually annotate their copies. If the resident wants the information restricted to the hard copy directory, then it will be used only for this purpose and will not be posted on-line. A record of all changes since the last publication of the hard copy directory will be maintained and will be emailed to any resident who requests it so that they can keep their copies current. New residents to our subdivision are requested to use the same Residents’ Directory Entry form to register their information for inclusion in the directories or if they don’t want ANY information included IN EITHER the hard copy or the on-line directories, they can so indicate by completing the simpler form at the bottom of the Registration page. This request to new residents is included in the Welcome Packet given to each as soon as PCMI is made aware of the change in ownership.

STREET LIGHT OUTAGES

To report a burned out streetlight, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, you can go to http://cnp.centerpointenergy.com/outage. Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently displayed on the

front of the pole. Under normal circumstances the crew will be out to fix the problem within 7 working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!

REMINDER ABOUT HOUSE PAINTING

Residents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! But please remember that all such work does require Architectural Review Committee approval. This is obtained by completing a “Request For Home Improvement Approval” form and mailing it to PCMI. A blank copy of this form is included in this newsletter and is also available on the Board Notices and Forms page our website at WSMAonline.org.

When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk to street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

Our practices will begin the week of September 23rd. Our first games will be October 5th and go through November 16th. MEN’S OUTWARD FLAG FOOTBALL: Come join men 18 yrs and older for our men’s Outward Flag Football league coming this fall. Practice/Games will be on Saturday afternoons around 2:00 PM. The league will have a tournament at the conclusion of the season. Evaluations for all players will be Tuesday and Thursday, September 10th and 12th from 6:00-7:00 PM and Saturday, September 14th from 11:00 AM-12:00 PM. Houston Family Arts Center (HFAC) announces their 2013 Summer Performing Arts Camps. This summer, the HFAC’s Actors Academy is offering 25 different 1 and 3-week performing arts camps for grades 1-12. HFAC camps run June 10 through August 24, 2013 and feature acting, singing and dance instruction, as well as performance opportunities in musicals, dramas and comedies especially designed for kids and teens. The HFAC Actors Academy 3-week Musical Theatre Performance Camps for grades 1-6 and 4-8 are Honk, Jr, The Hobbit, Pinocchio and Once on this Island, Jr. HFAC is offering eleven 1-week camps for grades 1-6 that include “Clowning Around,” “Acting Up Improv,” “Imagination Theatre,” “Disney Magic,” “Lights of Broadway,” “American Idol Boot Camp,” “Triple Threat,” “Fractured Fairy Tales,” “Dancing through the Decades,” “Melodrama Madness” and “Glee.” HFAC has numerous performance opportunities for teens in grades 7-12. The teen 3-week performance camps are Shakespeare’s Taming of the Shrew and Once on this Island. The Houston Livestock Show and Rodeo runs Tuesday, March 4 through Sunday, March 23, 2014. The Show is a Section 501(c) (3) charitable event, committed to benefiting youth, supporting education, and facilitating better agricultural practices through exhibitions and presentation. Since its beginning in 1932, the Houston Livestock Show and Rodeo has contributed more than $330 million to scholarships, research, endowments, calf scramble participants, junior show exhibitors, School Art participants and other educational and youth programs.

Ayusa, a non-profit organization that promotes global learning and leadership through cultural exchange and leadership programs for high school students from around the world, is looking for American families in the Houston and surrounding areas interested in sharing their America with international high school students for the 20132014 school year. Applications for interested host families are currently being accepted. Ayusa foreign exchange students come from more than 60 countries, are fully insured, bring their own spending money and are proficient in English.
