CALL TO ORDER With a quorum duly established, President Layman called the meeting to order at 7:00 PM. INTRODUCTIONS Community Association Manager (CAM) Mike Crahan introduced the Board of Directors and Principal Management Group representatives. Larry Ramirez opened the meeting with prayer. 2011 MEETING MINUTES The 2011 Annual Meeting Minutes were presented. Shirley Whitley made a motion to accept the minutes as presented. David Layman seconded the motion. They passed unanimously. TREASURER’S REPORT Chris Jackson presented the Financial Report. Chris reviewed the Balance Sheet pointing out Cash Operating Accounts and the Accounts Receivable amounts. It was noted that the amount due in Accounts Receivable was less than last year at this time. Mr. Jackson also reviewed the Income Statement in detail. The Budget for 2013 was discussed.

NOMINATIONS FROM THE FLOOR AND INTRODUCTION OF CANDIDATES CAM Crahan asked for the candidates to give a short presentation as to why they wanted to be on the Board and share their qualifications. When the candidates were completed, CAM Crahan explained the voting process and proceeded to have the members vote. Two homeowner volunteers agreed to count the votes with a member from the management company.

SOCIAL COMMITTEE REPORT Cel Guerra, reported that the Easter Egg Hunt and children’s activities were well attended and a great success. She remarked that even The Easter Bunny made a visit. Cel requested that the Easter Bunny get a gift certificate for helping out. The July 4th children’s parade is in the planning stages and volunteers are needed. CONSTABLES REPORT Corporal Ronnie Walker updated the homeowners on theft in the area and encouraged the homeowners to lock their vehicles, remove any valuables from view and be sure to close their garage door. Corporal Walker stated if anyone is going to be out of town, please contact the Constables office so they can watch your property. Corporal Walker answered questions from the homeowners. OPEN FORUM The Board discussed and answered questions on a variety of items including but not limited to the reserve study, rental of the activity room, the hours of operation for the pools and assessments for next year. One of the questions asked was that the President used his position at PMG to gain unfair advantage of his own personal proxy and mailing to the homeowners. The association’s attorney stated that any homeowner may ask and pay for the list of homeowners addresses. The attorney answered questions from the homeowners present.

ELECTION RESULTS After votes were tallied, the announcement of three homeowners becoming Board members were announced. The three homeowners with the most votes were Alan Parinello, Stephen Howard and Donald Staas. Congratulations was given to each new Board member of Cypress Mill HOA. • Call from outside when the dogs are barking. • Request from the operator who answers the phone exactly what to ask for on a formal noise complaint. • Tell them you would like to meet the constable to make a formal complaint. • If a ticket is issued and the dog does not stop barking, the owner of the dog could go to Judge Adams Court and get a fine. The best way is to talk to your neighbor, but if you don’t feel comfortable call the constables office.

LAWN CARE TIPS
Ask your local hardware store for fertilizer that will feed and strengthen your lawn for thicker, healthier grass. You know your lawn needs to be fed, so feed it. Your lawn could be hungry. • Control fire ant mounds that creep up in your yard. • Water your lawn if necessary and familiarize yourself with signs of water stress. Your lawn should receive at least 1/2” of water per week. • Watch your lawn closely for signs of insect damage. Insects such as mole crickets and chinch bugs can ruin a lawn. If you suspect or notice insects, apply a control product and follow label directions carefully. Choosing the Right Fertilizers When applied at the right time and in the right amounts, fertilizer can be the secret ingredient to a healthy, green lawn. However, fertilizer is not a miracle cure and it cannot create a beautiful lawn on its own. Most grass fertilizers are either quick-release or slow-release. Slow-release products are preferred by experts and homeowners because they don’t need to be applied as frequently and are less likely to cause fertilizer burn. These products typically contain nitrogen, phosphorus and potassium. The most common nutrient

ratios for lawn fertilizer are 4-1-2 and 4-1-3. The majority of lawn fertilizers contain between 20 and 40 percent nitrogen. With fertilizer, less is more. Over-fertilizing causes discoloration, leads to pest infestations and promotes disease. That’s why it’s important to follow the application recommendations. Weeds Getting rid of weeds is time consuming, back-breaking and can be expensive if you use herbicides. Ideally, you should stop weed growth before it starts - this is easier and cheaper than killing weeds when they pop up. Preventive lawn weed control is also safer for the environment and more long-lasting than defensive approaches.

As much as we love our pets and consider them part of the family, please be respectful of your neighbors and remember the following: • If your yard backs onto a retention pond, please do not throw feces (or other trash) over the fence. Often this lands on the walking path which is both an eyesore for walkers and hazardous, especially for small children. • Do not leave your dog(s) outside for extended periods if consistent barking is likely to annoy your neighbors. If this is not corrected, you may get a visit from your local deputy. • Please restrain your dog from pounding against your neighbor’s fence. There have been several instances where dogs have broken through the fence into a neighbor’s yard. If your dog does break a picket, then replace it as soon as possible. • Limit the number of pets to the number as directed in your section bylaws. • Always carry a poop bag when walking your dog.

MESSAGE FROM THE SUPERINTENDANT
The House and Senate successfully negotiated a two-year budget that will restore approximately $4 billion of the $5.4 billion in cuts to public education that were made by the 82nd Legislature in 2011. While the budget still needs to be approved by the full House and Senate and signed by the governor, this key negotiation between five members from each side is expected to be the basis for the new funding system through 2015. This is a huge step in the right direction for Texas public schools and Cypress-Fairbanks ISD and I commend the members of the 83rd Legislature - specifically those within the CFISD delegation - who worked diligently to make this education budget replenishment happen. I would especially like to thank Sens. Dan Patrick, John Whitmire, Joan Huffman and Glenn Hegar and Reps. Patricia Harless, Allen Fletcher, Bill Callegari, Gary Elkins, Dwayne Bohac, Sylvester Turner and Jessica Farrar for using the power of their votes to keep our students’ best interests in mind. We have been fortunate in CFISD to maintain academic excellence amid financial constraints, but the additional infusion of money will be paramount as we seek to provide students with the best possible educational experience. Thank you for any feedback you gave to our local legislators that stressed the need for a properly funded education system in Texas. Although we didn’t

BUS BUDDIES, LOOKING FORWARD TO THE 2013 - 2014 SCHOOL YEAR
Come be a part of the “Bus Buddies Volunteer Program” in our CypressFairbanks ISD schools. What is Bus Buddies? Bus Buddies is a partnership between the Cy-Fair community and CypressFairbanks Independent School District to provide assistance to elementary students helping them get off the bus at the correct location. The program requires one “Bus Buddy” per elementary bus the first three days of school. The approximate time commitment is from 2:45 PM - 4:45 PM on August 26th, 27th and 28th. You may choose to volunteer one, two or all three days. Your job is to simply assist the bus driver with making sure the children get off the bus at their correct stops. What is Required? (1) Attend one of the training sessions, if not previously trained. (2) Arrive and sign in at your assigned school where campus staff will assist you. (3) Enjoy helping the kids and driver! Cypress Woods High School scored 63 points to finish third in the state among all schools in the University Interscholastic League (UIL) 5A Academics Spring Meet, held at the University of Texas May 20th - 22nd.
