MONTHLY MEETING OF THE MEMBERS JUNE 11, 2013 Pursuant to Article V, Section 3 of the restated and amended by-laws of the Glencairn Community Improvement Association, the Regular Monthly Meeting of the Members was duly called and held on June 11, 2013, 7:40 PM, at 17030 Kieth Harrow Blvd, Houston TX 77084. IN ATTENDANCE Directors Anderson, Coy, Hill, Jones and Mendieta were in attendance. Management representative Johannes Lonaker and homeowners listed on the sign in register were also in attendance. MEETING MINUTES The May 14, 2013 minutes were approved as presented in the Chatter. COMMITTEE REPORTS HIGHWAY 6 GREEN MEDIANS PROJECT Director Anderson stated that there is no new information. POOLS Director Mendieta advised the residents that all construction has been completed.

LANDSCAPE Director Mendieta advised the residents that thefts of plants from the Association flowerbeds are still occurring. Residents should contact the Harris County Sheriff’s Department if they see anyone loitering in the flowerbeds that are not wearing Silver Sands uniforms. RECYCLING BINS The Board advised the residents that the recycling bins at the Cairnway and Keith Harrow facilities will be removed. This is in response to I.M. Green’s lack of action in installing additional bins and residents dumping furniture and other items at these locations. Clothing and paper recycling bins are still available at Watkins or Lieder. OPEN FORUM The Board of Directors inquired if residents from the floor had any issues to discuss with the Board regarding the community. A resident asked which flowerbeds have had the most thefts of plants. The Board stated that the thefts occurred primarily along Keith Harrow, the monuments at Royal Mile and the monument at Jura. 2
A resident complained about suspicious activity at a home on Bagpipe. The Board advised the resident to call the Harris County Sheriff’s Department non-emergency number 713-221-6000. A resident stated that one of the boarders at the group home on Bagpipe was killed crossing Hwy. 6 and that an ambulance stops at the home almost daily. The Sherriff’s Deputy present confirmed that the home is licensed though the State of Texas. Management advised homeowners to file complaints with the Texas Department of State Health Services at www.dshs.state.tx.us if they see any of the residents of the house wandering the streets without supervision. EXECUTIVE MEETING ACTIONS Director Mendieta reported the following business transactions at the February 11, 2013 Executive Meeting: 1. Met with two representatives of Greater Houston Pool Management and expressed concern over the management and operation of the pool facilities so far this year. 2. The Kieth Harrow acreage has been mowed. Residents bordering that

The ACC Committee does not have authority to grant additional time to complete approved projects. If you need to request additional time to complete a project you will need to submit that request in writing to the Board of Directors. ACC forms with this request will be automatically returned disapproved. 4. Reviewed correspondence from eight (8) homeowners and provided Management with responses to forward and action to be taken. NEXT MEMBER MEETING The next meeting will be July 9, 2013. MEETING ADJOURNED The meeting adjourned at 7:55 PM.
GLENCAIRN CRIME WATCH A Different Approach To Law Enforcement in Glencairn The Glencairn subdivision has three contracts with the Harris County Sheriff’s Office, which include one deputy per shift who uses a marked vehicle; their shifts are staggered to provide

maximum coverage for the subdivision. A marked vehicle is one, which has overhead lights, siren and signage on the car signifying that it is a Sheriff’s Office vehicle. The contracts are doing a great job and their commitment to Glencairn is excellent. However, the contracts lack the crucial flexibility, which we need in order to stay ahead of the rapid momentum of crime, criminals, sudden trends, etc. This is why we have chosen to utilize the professional services of Harris County Sheriff’s Deputies who are off-duty and driving non-marked vehicles. These deputies work shorter hours than normal eight-hour shifts. Further, these deputies are chosen for their ability to spot problems and document issues, as well as make arrests and deter criminals. The deputies are in uniform and they are selected for the particular needs of our subdivision. Obviously our contracts have gaps in service, which are unavoidable; two days off each week for each contract adds up to 48 hours of potential opportunities for the criminal element. In addition, deputies take vacations, use comp time, sick leave and have training while on duty. That is part of the package when we use the contract deputy program. However, the Supplemental Law Enforcement Program does not take days off. Multiple deputies are available for the time slots, which are selected by TCLEOSE certified team chief in conjunction with feedback from the citizens and our contract coordinator, Patty Hill. If a deputy working a particular time slot goes on vacation, another deputy covers the time slot. These deputies are paid only for the time that they work. Additionally, the times when our Supplemental Deputies work are flexible and can be varied with a two hour notice. A sudden increase in burglaries or gang activity will warrant creative placement of these Supplemental Deputies into time slots, which answer the needs of that unique problem. Further, hours can be extended when necessary for these Supplemental Deputies. The program is being completely outlined and planned by the Chief of the Supplemental Law Enforcement Program and our security coordinator. Your on-going feedback about incidents, trends, etc., that you are seeing will help to fine-tune the scheduling of these deputies throughout the year. Crime and the criminal element are fast moving, ever-changing targets. While you may not see these deputies, they will be here at odd hours, late night hours, special shifts and whenever they are needed to nip crime and criminals in the bud before any issue gets out of hand. In the past, Glencairn has used Supplemental Deputies in addition to our contract. While we stopped doing this several years ago, the need has become obvious and we are returning to this tried and true program with the improvement of accountability statistics, trend analysis and professional management. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500.

The Architectural Control Committee (ACC) is unique and important function. Its main purpose is to ensure that all changes are harmonious with the surrounding neighborhood and to assist in maintaining property vales. They are volunteers and go about fulfilling their function by ensuring all changes are structurally sound, attractive and harmonious with the neighborhood. The Association has color guidelines that have been set by the Architectural Control Committee and approved by the Board of Directors. These guidelines are comprised of earth-tone and neutral colors. Bright colors will not be approved. If your house is already painted with an unapproved color, then it must be changed the next time it needs painting. However, if you paint it an unapproved color and then submit a change request form, either voluntarily or because you have been cited as being in violation, you will need to repaint the house immediately. GARDEN TIPS FOR JULY • Plant fall flowering annuals where your spring annuals have bloomed out. Set our seeds like zinnia, marigold, cosmos, petunia and portulaca so you’ll have color until frost. Don’t let seedlings dry out. • In summer, prune roses to keep them in shape. Continue black spot and insect treatments. Water 2” once per week. • Remove spent crepe myrtle flowers to prolong bloom production. • Weeds rob plants of valuable water, nutrients - remove them. • Great sun/heat-lovers include coral honeysuckle, coreopsis, lantana, oleanders and hamelia. • Fertilize flowers lightly, if at all; too hot for heavy feedings. • Water your lawn longer but less frequent. Deep water of about 2 - 3” per week forces plant roots to grow down, instead of sideways into sunbaked upper soil levels. Use a bowl in your yard to measure during waterings.
PET HOTLINE NEWS Pet Tip: A very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. With warm weather and family events, the Fourth of July can be a fun time with great memories. But before your family celebrates, make sure everyone knows about fireworks safety. • Kids should never play with fireworks! • Buy only legal fireworks and store them in a cool, dry place. • Never try to make your own fireworks. • Always use fireworks outside and have a bucket of water and a hose nearby in case of accidents. • Steer clear of others. Never throw or point fireworks at someone, even in jest. • Don’t hold fireworks in your hand or have any part of your body over them while lighting. Wear some sort of eye protection and avoid carrying fireworks in your pocket. • Point fireworks away from homes and keep away from brush and leaves and flammable substances. • Light one firework at a time (not in glass or metal containers) and never relight a dud. • Don’t allow kids to pick up pieces of fireworks after an event. Soak all fireworks in a bucket of water before throwing them in the trashcan. • Think about your pet. Keep pets indoors to reduce the risk that they’ll run loose or get injured.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question
2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.
