MAY Minute Briefs CALL TO ORDER: The May meeting of the Board of Directors of the Windsong CIA was held on May 23, 2013. The meeting was called to order at 7:05 PM. Present were Board Members: Dennis Shook, Steve Zunker and Chad Vowell. Also present were, Wendi Perez, Community Events Coordinator and Cecelia Panzinetti on behalf of Nancy Callaway, SCS Management Services, Inc. MINUTES: The Board approved the minutes of the Board of Directors meeting held on April 25, 2013. COMMITTEE REPORTS: CLUBHOUSE • There are more clubhouse rentals with the new clubhouse manager. COMMUNITY EVENTS • Wendi Perez, Community Events Coordinator, discussed upcoming events with the Board. The movie, Puss and Boots will start the Outdoor Summer Movie Series on Saturday, May 30th. The Board discussed getting rid of the ice event in December and holding an event more suitable for all ages. Renting a train to 2

ride in and having a Tom Hanks look alike for the conductor. Santa will be there and a nutcracker market. Homeowners will receive a golden ticket. GROUNDS & PARKS • The Board discussed the computer issues to program the marquee. A quote will be obtained for a new laptop computer with converter and adapter to be able to transmit messages to the marquee from a vehicle. Gate masters will be contacted to inquire about the access program and updated software. Director Zunker made a motion to purchase a new laptop and converter for the marquee, not to exceed $1,000. Director Vowell seconded the motion. • The picnic tables were examined. A bid is needed to repair the tables and benches. A new fixture might be able to be installed over the old table if cut off at the base. Another possibility is to resurface/powder coat the old metal benches and picnic tables. Bigger rocks are needed to prevent drivers from running into the rocks at the park. MUD #183 SHERIFF • Recently the presence of the three Deputies has been seen more frequently. POOL • The pool pump has been fixed. The pump room’s exhaust fan was replaced and the lights replaced. The resident

hot line is being checked for accuracy and efficiency. Wendi Perez stated that her cell phone number may be given to assist homeowners for faster service. YARD OF THE MONTH • The award for yard of the month went to 18207 Brook Knoll. The retired couple has lived in the community for 29 years and always wanted the award. They were overwhelmed and sent a thank you card in their appreciation. MANAGEMENT REPORTS • Cecelia Panzinetti presented the Management Reports. There are seven installment payments. There were 103 certified collection letters mailed to delinquent homeowners. FINANCIALS • The Financial Reports were the same as presented at the Annual Meeting. 90% of the current year assessment, $356,255, has been collected year to date. Total income collected year to date is $380,151. 22% of the budgeted expenses have been incurred year to date. ACTION ITEM LIST • The Board addressed the disposition of the Action Item List. Closed action items can be removed from the list. The community events coordinator’s contract will incorporate to maintain the signs in next year’s contract. A key to the pool storage room must be checked out from the SCS office.

COMMON AREA MAINTENANCE • The CAMI Report dated May 9, 2013 was presented in written form and reviewed by the Board. Director Zunker will inspect the mildew in the northwest side of the pool. SCS will review payment of Houston Recreation for the approved bid of the pool rule signs and 911 sign for $300. OLD BUSINESS: Actions taken outside of the meeting: • The Board approved a proposal from Houston Recreation to replace the pool pump for $909.84. Another proposal was received an approved from Stanley Signature Signs to replace the pool building stones for $200 to block vehicles in the park area. NEW BUSINESS: NEW SIGNS • The Board discussed the new signs and ways to entice homeowners to attend the monthly Board meetings. ADJOURNMENT: The meeting adjourned at 9:05 PM.

If you did not return your Facilities Registration Form by April 15th, please see the procedures below. If you are a new resident, the late fee is not applicable. Residents must be current on all Maintenance Fees at all times in order to activate the Facilities entry card for the pool and tennis courts gates and keep it active. 2. Fill out the enclosed Facilities Registration Form. Only one access card per household will be distributed. If you have an access card from last year, your card will be reactivated once your 2013 Facilities Registration Form has been received. 3. You will not be required to show up in person if you have a card from last year and have mailed your form before the deadline. FLAGS AND FLAPOLES ARCHITECTURAL GUIDELINES FLAGS: This policy is only for the display of the flag of the United States of America; the flag of the State of Texas; and an official or replica flag of any branch of the United States Armed Forces on any property. No disrespect should be shown to the flag of the United States of America. Flags shall be no larger than 3 feet by 5 feet. FLAGPOLES: No more than one building or pole-mounted flagpole not to exceed 20 feet in height will be permitted on any property. Any flagpole attached to a dwelling or a freestanding flagpole must be constructed of permanent, long-lasting materials, with a finish appropriate to the materials used in the construction of the flagpole and harmonious with the dwelling. The display of a flag or the location and construction of the supporting flagpole, shall comply with applicable zoning ordinances, easements and setbacks of record. Flagpoles should be located so as to minimize their impact on neighboring properties. When locating freestanding flagpoles, the size of the property, relationship to adjacent residences, the size of the flag, the height, color and material of the pole shall be considered. CONDITION: A displayed flag and the flagpole on which it is flown shall be maintained in good condition. Any deteriorated flag or deteriorated or structurally unsafe flagpole shall be repaired, replaced or removed. NOISE: Flags shall be displayed in such a manner so as to abate noise caused by an external halyard of a flagpole so as to not be a nuisance, irritant or adversely impact other neighboring property owners. LIGHTS: Any lighting used to illuminate a displayed flag must not be a nuisance or impact neighboring properties with regard to glare or intensity. Lighting which is part of the original structure may not be altered without prior approval. Proposed replacement or additional fixtures must be compatible in style and scale with the existing property. Exterior lighting shall not be directed outside the owner’s property and should not have an adverse visual impact upon adjoining neighbors. ASSOCIATION PROPERTY: Property Owners may not locate a displayed flag or flagpole on property that is owned or maintained by the Association.

BASKETBALL GOALS ARCHITECTURAL GUIDELINES

Please be aware that if you have a basketball goal in street view it must be maintained at all times. Basketball goals are permitted subject to the prior approval of the ACC and the following: * A net shall be maintained on the rim at all times. The net shall be replaced in the event that it becomes frayed or torn. * A rim shall be affixed to the backboard at all times. The rim shall be repaired or, if necessary, replaced in the event that it becomes broken or bent. * The backboard shall be repainted, repaired or replaced in the event that the surface of the backboard becomes chipped or cracked or the backboard becomes warped or unaligned. The backboard shall also be kept clean of mildew or mold. * Basketball goals that are visible from the street shall be attached to the front of the garage or freestanding. * In no event shall a basketball goal be placed at any curb either temporarily or permanently. * The pole and all mounting supports must be maintained in an attractive condition. The pole shall be removed if the basketball goal is no longer functional.

CONTRACT DEPUTY PATROL The Harris County Municipal Utility District #183 has a contract through Harris County for one Deputy from the Sheriff’s Department to patrol the District. The MUD has also hired five part-time off duty police officers to patrol the District as needed. Their jobs are to watch out for suspicious persons and/or activities and report any incidents to the Sheriff’s Department for further action. The Deputy Sheriff and the part-time off duty police officers patrol the Windsong and Windsong Place communities as well as any commercial properties within the District.

TRASH SERVICE INFORMATION Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. A letter regarding this service was mailed to all residents in January and articles were published for the first few months of 2011 in the “Windsong Whistler.” Information is also published on a monthly basis on the inside back cover. If your trash is currently not being picked up, please call Royal Disposal to start service at 713-526-1536.

BE A GOOD NEIGHBOR We would like to address one of the items that the Windsong Community Improvement Association gets the most complaints about. We receive many complaints from homeowners about vehicles parked on the street blocking the flow of traffic. The reason for that is because the roads were not designed with a parking lane. There is not enough width to allow for a parking lane. More seriously, when an emergency vehicle is unable to obtain egress and ingress to a street, precious minutes are lost that could mean loss of life/and or property. The problem becomes intolerable in cul-de-sacs where emergency vehicles or others cannot turn around due to vehicles parking inappropriately and not parallel to the curb. The neighbors of these improperly parked vehicles are inconvenienced when they have to go out of their way to get around them. Be aware that Law Enforcement can and will ticket vehicles parked too far from the curb, parked the wrong way on the street, parked facing in on a cul-de-sac instead of parallel to the curb or parking too close to a fire hydrant or a traffic sign.

The Board of Directors and the Architectural Control Committee are concerned that residents are completing projects without prior approval. Did you know that if you complete any project that does not meet architectural guidelines you are in violation of the deed restrictions? The Association has the right to take action to enforce the deed restrictions and request the removal or modification of your improvement. Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.”

Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

BUS BUDDIES, LOOKING FORWARD TO THE 2013 - 2014 SCHOOL YEAR

Come be a part of the “Bus Buddies Volunteer Program” in our Cypress-Fairbanks ISD schools. What is Bus Buddies? Bus Buddies is a partnership between the Cy-Fair community and Cypress-Fairbanks Independent School District to provide assistance to elementary students helping them get off the bus at the correct location. The program requires one “Bus Buddy” per elementary bus the first three days of school. The approximate time commitment is from 2:45 PM - 4:45 PM on August 26th, 27th and 28th. You may choose to volunteer one, two or all three days. Your job is to simply assist the bus driver with making sure the children get off the bus at their correct stops. What is Required? (1) Attend one of the training sessions, if not previously trained. (2) Arrive and sign in at your assigned school where campus staff will assist you. (3) Enjoy helping the kids and driver! When and Where is the 1 Hour Training? Training is held at our Berry Center located at 8877 Barker Cypress Rd., Cypress, TX. August 19th - 9:30 AM -10:30 AM August 20th - 6:30 PM - 7:30 PM (evening session) August 21st - 7:30 AM - 8:30 AM The Partners in Education (PIE) department is looking for the same strong Bus Buddy support we have enjoyed in the past. Making sure that all of our elementary children get off the bus at the correct stop is an important responsibility. The Bus Buddy Program requires 400+ volunteers in the Cy-Fair community to ride buses to assist the nearly 9,000 elementary riders and their drivers. Copperfield Bible Church is hosting Vacation Bible School for children preK through the 6th Grade from August 5th through the 9th, from 6:30 PM to 8:30 PM. ARCHITECTURAL CONTROL

You MUST submit any plans for improvements or modifications of your home to Windsong CIA for review. Your plans will be checked to insure that they comply with the deed restrictions.
