We all appreciate seeing a clean appearance to Memorial Parkway, especially with trimmed bushes, new flowers planted and healthy trees, however, look down at the curbs. With the combination of age and weather, our streets and sidewalks move. While we have

definitely noticed the dead trees from the 2011 drought, we need to look down to make sure our curbs look as good as the day we moved into our home. Remember, the curbs do a lot more for our appearance than just move water down the street. Take 10 minutes to note the intersection or home location that might need a curb repair, then call the County to have this put on the list of needed repairs. The number for Harris County the number is 281-463-8703. Together we can “fix our curb appeal.”

If the curb in front of your home is damaged, you should call Precinct 3. To the best of our knowledge, they are responsible for fixing it. Also report pot holes in the street.

We will start sending violation letters to everyone who needs to tend to their properties, whether it’s for lawn maintenance, dead trees, dead shrubs, over-grown foliage, etc. It’s important that you contact us immediately after you receive the letter to let us know your intent for taking care of the matter. If we don’t hear from you and have to send more notices, charges may be posted to your account per normal procedures. Please take advantage of the mild temperatures to tend to these landscaping chores.
SIDEWALKS
All sidewalks within Common Areas shall be maintained by the Association. All other sidewalks shall be maintained by the Owner of the Lot on which the sidewalk is situated. If any section of your sidewalk is uneven, which may cause someone to trip and hurt themselves, you are responsible for repairing or replacing that section of the sidewalk and liable for any injuries incurred. In some cases, a sunken section of a sidewalk may be caused by a water or sewer line leak. If you’re in doubt, you can call Precinct 3 at 281-4636300 and request that someone come to your home and check it out.

VEHICLE PARKING ON THE STREET
It is not a violation of our deed restrictions to park a vehicle on the street as long as it is not being stored, is fully operational and has current tags. However, the Transportation Code of Texas, Title 6, Chapter 545, Section 302, states that .a vehicle cannot park closer than 15 feet to a fire hydrant. .a vehicle cannot park closer than 20 feet to an intersection. .a vehicle cannot park closer than 30 feet to a stop sign. The Board has asked our Constables to take the appropriate action whenever there is a violation of the Transportation Code. The parking of vehicles on the street has become a big problem in our neighborhood. School buses can’t pull close to the curb to pick up and let off students. In some cases, emergency vehicles may not be able to reach their destination if traffic flow is inhibited, especially when two cars are parked directly across from each other. Plus, vehicles parked on the street are those that are vandalized the most. Some of the worst areas are the cul-de-sacs where it’s hard enough to back out of a driveway or navigate the circle even when there aren’t any vehicles parked on the street.

TRASH CANS
The HOA has received complaints about trashcans being stored in front of the home, left at curbside, and not being stored out of sight. In the past, the deed restriction committee has not been writing letters to homeowners about proper storage of trashcans. Since this has become a problem in the neighborhood, we are now sending letters to homeowners if their trashcans are not properly stored out of sight. Trash cans should be placed at the curb until the night before or the morning of trash pickup and the cans should be stored away out of sight by the end of the day. If your trash cans are visible from the street on any other day, you will be in violation of the deed restriction. Thanks to all of you who have started storing your trash receptacles out of public view. It really has made a big difference in the over-all appearance of our neighborhood and we appreciate your cooperation.

Be considerate of your neighbors and don’t park your vehicle in front of their house or block their mailbox. Also, think of the neighbor across the street and park so that you’re not making it difficult for them to back out of their own driveway. If you are having any problems with getting trash picked up or want to register a complaint, please call WCA at 281-368-8397 if you are a customer of Memorial MUD. If you are a customer of MUD 81, you may call Royale Disposal and Recycle at 713-526-1536.
STREET GUTTERS AND DRAINS
We ask that you keep the street area in front of your home clean, so that leaves, pine needles, grass clippings and dirt won’t accumulate in the gutters next to the curb and end up being washed into the drains causing them to back up and flood the streets. If you see someone putting grass clippings, oil or other debris down the drains, please contact the MUD District and the County at 281-463-6300. This includes lawn contractors that are blowing the leaves into the street instead of bagging them. Previously, we sent out over 100 notices asking that you keep the leaves, pine needles and acorns swept up so that they won’t get into the drains. Some of our residents felt that this was a waste of our time and were upset that we had written to them, stating that they were getting this waste from a neighbor up the street. On the other hand, most of our residents understood that backed-up drains would cause flooding on some of our streets and cleaned up their yards and streets regardless of where the debris came from. MPCA I.D. INFORMATION
Every resident must have a MPCA I.D. CARD to use the pools, clubhouse and tennis courts. Complete the I.D. Registration form in this newsletter and return it to the office at least 3 days before coming in to the office for pictures taken. If you are renting your home, please provide us evidence that you live in the subdivision, i.e. a water bill with your name on it, etc. ID’s are for residents only. Homeowners who do not live in Memorial Parkway are not eligible for a MPCA I.D. CARD. Once you have the card, turn it in to the office the following year for validation.

2013 MAINTENANCE FEES
If your 2013 maintenance fees have not been paid, your account has either been turned over to our attorney for collection or we have filed a petition in Small Claims Court suing you for non-payment. In some cases, we may have to take both legal actions. The homeowner is responsible for all costs relating to our efforts in trying to collect monies due. You may pay by personal check, money order or cashier’s check sent to or dropped off, at the office located at 21600 Cimarron Parkway. We also accept American Express, Discover, MasterCard or Visa. GARAGE SALES
MPCA would like to suggest that garage sales be conducted the first Friday and Saturday of each month. This will eliminate the many signs that are out each week and also makes for a stronger turn out. Most area communities only allow sales twice a year. Memorial Parkway could be known for its “Once a Month” garage sales. Do not attach your garage sale signs to the STOP signs, as it is against the law and the County can issue citations for this. If a sign is on a public right of way, like the esplanades), they may be subject to fines of $500-$1000 per occurrence per day. We also ask that you do not post your signs on the property of another resident. When your sale is over, please go back and pick up all of your signs.
ARCHITECTURAL CONTROL
All exterior changes to your property must be submitted to our committee for approval before you start any work. This includes, but is not limited to, painting, re-roofing, sheds, patio covers, fences,

DEED RESTRICTIONS
Memorial Parkway Community Association has inspectors that drive through the neighborhood checking for violations of our deed restrictions. They are not permitted to get out of their cars and/or trespass on your property. They only take pictures of violations that can be seen from the street. If you see one of our inspectors stopped in front of your home, please do not approach their vehicle to confront them. Their vehicles are identified with a MPCA sign on the car door that says deed restriction inspector. Some of our inspectors have been threatened and some have been followed. If they see you approach their vehicle, they have every right to drive off without talking to you. If you still have questions, call the office. If you get a notice of violation and you feel it was sent to you in error, please call the office. Our staff will look at the picture taken

of the violation and confirm whether the address is correct or not. Our inspectors make every effort to make sure they’ve got the right violation logged to the right address with the right picture to go along with it. But with 2,219 homes to inspect and over 25 miles of streets, they sometimes get it wrong. If that’s the case, we apologize for the mistake and will remove the violation from your record.

If you have noticed a problem in the subdivision you think needs taking care of, please complete the resident comment form and turn it in to the office. The subdivision gets a drive through inspection twice a month. Some problems may not be noticed at that time. It is helpful if residents can inform the office in writing of such problems. Having complaints in writing is helpful, if the association has to take legal steps in enforcing deed restriction violations. Our subdivision was formed 35 years ago and we need to take steps to keep it looking nice so the value of homes will continue to increase.

CLUBHOUSE RENTAL
The rental fee for using the clubhouse is $50.
Have you always wanted to have a large party but didn’t have enough room in your home???? Rent the newly remodeled clubhouse with full kitchen. Guidelines for renting the clubhouse are as follows: 1. Must be resident of Memorial Parkway. 2. Valid MPCA I.D. card. 3. Reservations must be made at least 2 weeks in advance of use with money down and forms completed. 4. $275 damage deposit. 5. Available for use from 8:00 AM to 1:00 AM. 6. Pool and clubhouse cannot be rented at the same time. 7. Clubhouse holds maximum of 50 individuals, per fire code. 8. If alcohol is being served, a security guard may be required to be present. 9. The resident renting the facility will be held responsible for any damage to the facility caused as a result of user neglect or alcohol use. Additional charges over and above the deposit may be assessed to cover damages.
NON-PROFIT CLUBHOUSE RENTAL
The Memorial Parkway Clubhouse located at 21600 Cimarron is available to non-profit adult and youth groups for meetings. The meeting times and days for adult and youth groups are from: 3:00 PM - 5:15 PM, 5:30 PM - 6:45 PM and 7:00 PM - 10:00 PM on Monday, Wednesday, Thursday and Sunday (some exceptions regarding times on Sunday). Reservations must be made at least 2 weeks prior to reservation date. For additional details, contact the MPCA office at 281-492-2949. All groups who wish to use the Clubhouse must be comprised of no less than 100% of Memorial Parkway residents.

KATY ISD PARTICIPATES IN DISASTER RELIEF EFFORTS
Katy ISD recently participated in an effort to bring support to the cities that have been affected by recent disasters. Many staff, students, parents and community members joined the district effort to raise funds for the communities of Moore, Oklahoma; West, Texas and Granbury, Texas. The Katy ISD community raised more than $27,700 for the communities, including gift cards. The district partnered with the Brazos Valley Schools Credit Union to set up separate accounts available at any location in Katy. The results from the disaster relief efforts by location are: Oklahoma City/Moore, OK: Cash $4,420.89 Cards $7,074.21 Total $11,495.10

KATY ISD PREPARES FOR HURRICANE SEASON
Katy ISD is preparing for tropical weather hazards and the 2013 hurricane season that officially began June 1st. The district reminds families to prepare, as well by making a plan, putting together a hurricane survival kit and staying informed. The Houston region has many helpful resources to guide students, parents and school personnel through these three steps. “In order for Katy ISD to be ready for storms, we need our community to be informed and prepared,” said John Bremer, Katy ISD emergency management coordinator. “Prepared families help by allowing us time to close schools and secure the buildings well ahead of any impending threats. If families are prepared, then we can make better decisions about school operations.” The Texas Department of State Health Services has a number of tools for families to use, including a brochure on Hurricane Preparedness, an emergency supply checklist and a video on surviving disasters. The Ready Houston regional preparedness page also has helpful information on how to prepare for disasters, including hurricanes at: www.readyhoustontx.gov.

When shopping for a backpack for your child, keep these guidelines in mind: 1. Inspect before you invest. Check carefully for: • Sloppy stitching or loose threads, which can indicate poor manufacturing • Raw, exposed fabric edges, which can fray and weaken the fabric and possibly get stuck in the zipper • Zippers without covering fabric flaps. The recent passage of Senate Bill 485 (83rd Regular Legislative Session, 2013) changes the dates of the this year’s annual Sales Tax Holiday to August 9th - 11th, a week earlier than previously scheduled. As in previous years, the law exempts most clothing, footwear, school supplies and backpacks priced under $100 from sales and use taxes, which could save shoppers about $8 on every $100 they spend. Subject to the criteria explained at www.window. state.tx.us/taxinfo/taxpubs/taxholiday/d/, all sales of qualifying items made during the holiday period qualify for the exemption, including items sold online or by telephone or mail. Lay-away plans can be used again this year to take advantage of the sales tax holiday. The dates for the sales tax holiday are set by the Legislature.

There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home.

The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year. With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2013-2014 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start. HCC Northwest College offers four-year degree pathways HCC and UT Tyler to produce engineers in West Houston
University of Houston System and HCC unite to enhance educational services to Katy area
The University of Texas at Tyler will open the Houston Engineering Center in partnership with Houston Community College. Starting fall 2013, the center will be located at HCC’s Alief Campus, 2811 Hayes Road. UT Tyler will begin offering Mechanical and Electrical Engineering Bachelor Degrees and plans to develop a Civil Engineering program in the future.
