NOTTINGHAM HAPPENINGS

At the present time, things are going very well in Nottingham Country. Homes that come on the market are quickly sold for excellent prices. We only have about 16 “hard core” homeowners that owe for two or more years annual assessments and lawsuits have been filed on most of them with a few others in the process of being foreclosed upon by the mortgage holder. We have recently added some improvements in Rennie Park and are seeking bids for a new pavilion due to the increased usage of the park. Crime is minimal, although we did have several break-ins about two weeks ago. Our $200 per home annual assessment is one of the lowest, if not the lowest for a large subdivision in Harris County. However problems are on the horizon. Our annual budget is about $460,000 per year if each of approximately 2,300 homeowners pays their annual assessments on time. Presently, we pay out about $260,000 to Harris County for four officers who each spend 70% of their time patrolling our subdivision. That means that we pretty much have about 16 hours of daily patrol. The rate is set by Harris County and we have no control over it. Of course, the cost has gone up almost yearly, with the exception of last year when it did not increase. That is by far our largest expense. Our annual budget for mowing and maintenance of the common areas is about $50,000 per year, the management company expense is about another $60,000, followed by insurance at $18,000 per annum, utilities $15,000 per annum and legal fees of $20,000 per annum (however, we do normally get most of this reimbursed but it may take a year of more for that to take place). After these major items, smaller expenses generally range to about $25,000. Of course, all of these costs seem to increase on an annual basis. When all is taken into account that leaves us about $20,000 left over for alleyway repairs in Sections 1, 2 and 3. During the past few years, we have spent a great deal of money doing repairs on the alleyways and the cost of concrete continues to rise. When I came on the Board in 2004, we generally ended each year with approximately $750,000 in reserves. We have eaten into those reserves primarily due to providing additional park amenities, normal cost increases and alleyway repairs. We felt the park amenities were needed and it appears, we were correct in that the park gets great usage. We have been running a deficit of about $30,000 per year, which of course, has been offset by reducing our reserve level. Presently, we end the year with slightly less than $500,000 in reserves and that is a concern. Unfortunately, we are not like the government and cannot continue to just run a deficit and not have to worry about reserves!!! The Board is seriously considering increasing the annual dues to $300 per year in order to have the funds necessary to do alleyway repairs for the most part. I am well aware that those repairs only affect those who live in those three sections and many will ask why those of us in the other sections should pay for this expense. No, we cannot legally charge homeowners in those three sections additional fees to offset the cost of repairing their alleyways. Bottom line is we have little choice but to make repairs. Those sections are part of NC and if we allow them to deteriorate it will have a detrimental effect on all of our property values. Of course, we can cut costs elsewhere and about the only other place to cut would be in the area of security as that is by far our largest expense and it is not fixed. I think we all value our security as NC has one of the lowest crimes rates in Harris County and we have to give our Constables some credit for that. Reducing Constable Patrol coverage would, of course, save us money, but is that a viable option? You tell us.

Increasing assessments $100 per year would provide an additional $230,000, which would enable us to do the necessary alleyway repairs and build back our reserves. Hopefully, once that has been done, it would not be outside the realm of possibility to reduce the annual fees back to $200. There has been no fee increase since the mid 90’s I believe and we all know the cost of almost everything has gone up over that 16-year period of time. The Board would like to hear some suggestions and input from homeowners. We fully understand that no one wants to have to pay out more for taxes, fees, assessments, etc. However, if anyone has constructive comments or suggestions, we encourage you to email the members of the Board. This is a matter that should concern all homeowners in NC and we want to do what is best for the subdivision and what the homeowners feel is in the best interests of all of us. HOW TO ADDRESS THE BOARD DIRECTLY The monthly meetings of the Board of Directors are held on the second Thursday, at 6:30 PM at the Mason Creek Community Center Houghton Room. The facility is located at the corner of Houghton and Kingsland. All members are welcome to attend the meetings. However, due to time constraints, we cannot allow audience members to speak at the meeting unless they contact us ahead of time and get put on the agenda. As much as I dislike telling that to someone who has taken the time out of his or her schedule to come to the meeting with a concern, I must respect the time of the volunteers on the Board as well. SALES TAX HOLIDAY 
AUGUST 9 - 11, 2013 The recent passage of Senate Bill 485 (83rd Regular Legislative Session, 2013) changes the dates of the this year’s annual Sales Tax Holiday to August 9th - 11th, a week earlier than previously scheduled. As in previous years, the law exempts most clothing, footwear, school supplies and backpacks priced under $100 from sales and use taxes, which could save shoppers about $8 on every $100 they spend. Subject to the criteria explained at www.window.state.tx.us/taxinfo/taxpubs/ taxholiday/d/, all sales of qualifying items made during the holiday period qualify for the exemption, including items sold online or by telephone or mail. Lay-away plans can be used again this year to take advantage of the sales tax holiday. The dates for the sales tax holiday are set by the Legislature.

KATY ISD PARTICIPATES IN DISASTER RELIEF EFFORTS Katy ISD recently participated in an effort to bring support to the cities that have been affected by recent disasters. Many staff, students, parents and community members joined the district effort to raise funds for the communities of Moore, Oklahoma; West, Texas and Granbury, Texas. The Katy ISD community raised more than $27,700 for the communities, including gift cards. The district partnered with the Brazos Valley Schools Credit Union to set up separate accounts available at any location in Katy. “In order for Katy ISD to be ready for storms, we need our community to be informed and prepared,” said John Bremer, Katy ISD emergency management coordinator. “Prepared families help by allowing us time to close schools and secure the buildings well ahead of any impending threats. If families are prepared, then we can make better decisions about school operations.” The Texas Department of State Health Services has a number of tools for families to use, including a brochure on Hurricane Preparedness, an emergency supply checklist and a video on surviving disasters. The Ready Houston regional preparedness page also has helpful information on how to prepare for disasters, including hurricanes at: www.readyhoustontx.gov. “Make a plan, put together a survival kit and stay informed are three steps Katy ISD uses to prepare for hurricane season; these are the same steps students, parents and school personnel can use to be ready,” added Bremer. District preparations include annually reviewing and updating the tropical weather annex of the emergency operations plan; maintaining flood control features and inspecting roofs of the schools and making sure that emergency resources are available and ready should a storm threaten the Texas Gulf Coast. In order to respond ahead of any storm, Katy ISD stays informed by working closely with the National Weather Service and by listening to regional partners at the City of Katy, Harris County and Fort Bend County.

On Thursday, May 30, 2013, thirty-three children were center stage as they demonstrated what they learned during kindergarten to parents and friends. One of the cherished moments occurred when the students sang “Walkin’ on Son-shine,” the theme of the evening. The ceremony concluded with the teachers reading each student’s name as they were awarded a diploma of advancement to first grade, by Elementary Principal Terry Boling. HOSTING A FOREIGN EXCHANGE STUDENT IS EASIER THAN YOU MAY THINK During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year. With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2013-2014 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start. The 9th/10th Grade Katy Rebels-D’Addieco team took first place at the June 8-9, 2013 Tournament for Hope in Austin, TX. This is now an incredible 5 first place finishes so far this year. In this tournament, the Rebels had key players missing and more key players battling through significant injury and they still managed to win the tournament. They showed some admirable grit and character to rise up as a team and pull together for the wins. The team shooting efficiency was well above their normal average all weekend, including a team record in both 2 pt. and 3 pt. percentage in the first game. The improved shooting, along with the typical disciplined defense, a steadily improving low post offense and domination on the glass were the main differences in the games. HCC Northwest College offers four-year degree pathways HCC and UT Tyler to produce engineers in West Houston

University of Houston System and HCC unite to enhance educational services to Katy area

The University of Texas at Tyler will open the Houston Engineering Center in partnership with Houston Community College. Starting fall 2013, the center will be located at HCC’s Alief Campus, 2811 Hayes Road. UT Tyler will begin offering Mechanical and Electrical Engineering Bachelor Degrees and plans to develop a Civil Engineering program in the future.
