TIMELY TIPS FOR SUMMER GARDENERS Summer is upon us and your garden may be feeling the heat. Mulch can help your garden plants weather the summer heat and still thrive. REDUCE WATER USE Mulch provides several healthy benefits to Texas gardens in the summertime. One of the most well-known benefits of mulch is to reduce evaporation and water use. In the heat of summer conserving water can be particularly important. Mulch provides a softer layer covering the hard ground, which serves as to insulate the ground from the heat of the day and as a moisture holding area after watering or rain. Water passes more easily into the mulch than into the hard ground giving the soil more time to absorb the water from the mulch layer rather than having the water runoff into the street. Mulch helps hold the moisture in the ground by reducing evaporation. More moisture in the ground reduces the temperature of the soil around plant roots. REGULATE SUB-SURFACE TEMPERATURES Another very important benefit to mulch in the heat of summer is regulation of ground temperature. A 3 to 4 inch blanket of mulch is excellent insulation, protecting the ground from direct sun and greatly reducing the temperature several inches below ground level. This is where your plants’ roots live, thrive and do the hard work of absorbing moisture and nutrients. They will be much healthier and more productive with the reduction in temperature that mulch provides. TYPES OF MULCH As for types of mulch, Cornelius Nursery recommend hardwood or cedar wood for most gardens. Some gardeners prefer pine mulch, but while it is somewhat less expensive, it also breaks down more quickly and will need to be reapplied frequently. Cedar is the most expensive of the three but does help reduce garden pests in some instances, due to its natural repellant properties. To apply mulch, simply place it in the garden from the bag or with a shovel and carefully spread it around your plants by hand or with a rake. Mulch will reduce your water use, reduce the time required to weed, as well as reduce soil loss due to wind and run-off. Plus it will help your plants to thrive through the summer heat!

HOUSTON HEAT PRECAUTIONS AND WATER CONSERVATION

While the spring has been a bit cooler than normal and the beginning of June saw some wonderful rain, the projected outlook for rain during the rest of summer is not good. While last summer did not have many days over 100˚F, 2012 was still the hottest year on record for the cities of Houston and Galveston and Hobby Airport. w w w. s r h . n o a a . g o v / i m a g e s / h g x / climate/Annual_Climate_Article_2012.pdf). this summer with below expected rainfall. While projections can be wrong, we need to be prepared if they are correct. Houston Department of Health and Human Services offers the information below on being safe in the heat. Remember that small children, older adults and those suffering long term illnesses are often the first to suffer from high heat situations. Know your neighbors and be sure to check on anyone who falls into the above categories. Be sure to check on outdoor pets as well. www.houstontx.gov/health/heatillness.html. TIPS TO AVOID HEAT-RELATED ILLNESS: • Increase water consumption. Drink lots of liquids even before getting thirsty, but avoid those with caffeine, alcohol or large amounts of sugar because these can actually result in the loss of body fluid. • Conduct outdoor work or exercise in the early morning or evening when it is cooler. Outdoor workers should drink plenty of water or electrolyte-replacement beverages and take frequent breaks in the shade or in an air-conditioned facility. Those unaccustomed to working or exercising in a hot environment need to start slowly and gradually increase heat exposure over several weeks. • Wear light-colored, loose fitting clothing that permits Recommended by of perspiration. the evaporation • Do not Tomleave Tynan, children, senior citizens or pets unattended in a vehicle. SportsRadio 610 am • A wide-brimmed hat helps prevent sunburn as well as heat-related illness. Sunscreen also protects from the sun’s harmful rays and reduces the risk of sunburn. • If the house is not air-conditioned, seek accommodations in air-conditioned facilities during the heat of the day: malls, movie theaters, libraries, multi-service centers, etc. • Take frequent cool baths or showers if your house is not air-conditioned. One of the best ways to help your gardens is to use mulch around your flower beds and trees.

A great long-term way to help reduce the temperature in your home is to plant trees. Large trees provide much needed shade. If you look at older family farms you can always spot which building is the homestead - it is the one surrounded by deciduous trees. Deciduous trees provide shad from the sun in the summer but allow the sun to warm the areas below in the winter when the leaves fall off the trees.

VACATION PLANS As summer gets into full swing and vacation plans are made, be sure to let a trusted neighbor know when you will be away. Remember to stop the mail (can be done on-line at https://holdmail.usps.com/holdmail/ or at the post office, 3 day minimum). Either stop newspaper delivery (https:// myaccount.houstonchronicle.com/Login.aspx and log into your account) or arrange for someone to keep them from collecting in front of your house. There no longer is a credit for undelivered newspapers. Our experience is that the newspaper never stopped coming, even though we requested a stop, so we just have someone pick up the newspaper. There is a great video online at www.howcast.com/videos/369734How-to-Secure-Your-Home-while-Youre-on-Vacation with some simple tips on securing your home. One simple suggestion you might not think of is to lock your garage doors from the inside, then unplug the garage door opener. This prevents someone from using a decoder and entering your garage and home.

STREETLIGHTS

The MUD taxes the residents pay help pay for the streetlights whether they work or not. If a streetlight is out or not working properly, please call 713-207-2222 and report the problem. Each pole has a number on it and you will need to give this number to the operator as well as the names of the closest streets. Last year we had a couple of lights out and the result was vandalism to several mailboxes. We need all lights working to keep our neighborhood safe. Thanks again to the Board of Directors at Ft. Bend County MUD #37 for saving us the cost of these lights.

FORT BEND COUNTY “LEASH LAW” Animal control authorities are permitted to enter your Property to patrol and remove pets. Pets must be registered, licensed and inoculated as required by law. As a dog owner, you are responsible for the control of your dog. If your dog is one that ‘makes objectionable noise,’ you must make every effort to respect your Neighbor’s right to their ‘peace and quiet.’ When your dog is not in your yard, it is imperative that you keep your dog on a leash at all times. While your dog is friendly to you and your family, imagine the consequences if it were to harm someone while it was ‘roaming free.’ Please respect other resident’s right to walk the common area ground without fear of attack from an unleashed dog. Laws are written to ensure that owned animals are confined to their property or kept on a leash to free a community of unrestrained and free-roaming animals. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program’s efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current. • Allows for quick identification in case of a bite incident. • Provides revenue to offset the administration costs of the animal control program. VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans.

TEXAS ENVIRONMENTAL AGENCY COMPLAINTS To make an environmental complaint regarding smoking vehicles, inappropriate dumping of trash, flushing motor oil down storm water sewer systems, dumping leaves into water sewer systems, etc. go to: https;//ww2.tce1.state.tx.us/complaints/index.cfm.

GARDEN TIPS FOR AUGUST • Time now to make plans for fall landscaping projects. • Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood. Light green leaves may signify lack of iron (chlorosis). Correct with iron cheleates. • Cut off old dead foliage on irises. Scratch in a little bone meal around the roots. • Prune roses to reshape and groom plants for fall growth. • Wait until November to plant petunias and pansies.

HOW TO CHOOSE A BACKPACK FOR BACK TO SCHOOL When shopping for a backpack for your child, keep these guidelines in mind: 1. Inspect before you invest. Check carefully for: • Sloppy stitching or loose threads, which can indicate poor manufacturing • Raw, exposed fabric edges, which can fray and weaken the fabric and possibly get stuck in the zipper • Zippers without covering fabric flaps. In our rain test, zippers that were not protected by flaps of fabric allowed water to seep in. 2. One size does not fit all. Ideally, the bottom of the backpack should align with the curve of the lower back and not be more than four inches below the waistline. A backpack’s shoulder-strap anchor points should also rest 1 to 2 inches below the top of the shoulders. 3. Comfort, convenience and safety are important. Features to look for include wide, padded, contoured shoulder straps that distribute the pack’s load over a large area of the shoulder, an abdominal strap, which can help distribute the pack’s weight evenly on the back, waist and hips and reflectors or reflective fabrics on the pack to add visibility when kids travel to and from school at dusk or dawn. 4. Prevent injury with a lighter load. To prevent discomfort and injury, load and wear the backpack correctly. The American Occupational Therapy Association recommends carrying no more than 15 percent of your body weight in a backpack. But the less you carry, the better for your back. Visit www.consumerreports.org for more information on chosing the right backpack for your child.

KATY HIGH SCHOOL KATY TIGER BAND PREVIEW SHOWCASE Come out to see that Roarin’ Band from Tigerland give a preview performance of their 2013 season. Join us on Thursday, August 22, 2013 beginning with concessions at 6:00 PM and the showcase to follow at 8:00 PM. The Tiger Band will be playing familiar Katy Tiger tunes as well as give a preview of the Katy High School Band 2013 Fall Show. Admission is free! Tailgate concessions will be served at 6:00 PM and you can get a hot dog, chips and a drink for $5 before the showcase at 8:00 PM. Don’t forget to wear your best Katy red! See you at the show.

KATY TIGER BAND ROAR TOUR

Did you know that a typical high school band’s fall season costs about $30,000? The band receives very little financial support from the district and must raise the money to cover the expenses. Things that the band has to pay for are royalties for the music they perform at half-time, arrangement of that music, props and flags in the performances and transportation of instruments and equipment to name a few. The Katy High School Marching Band is coming to Old Katy with their annual Roar Tour on Saturday, August 24th! What is the Roar Tour? It is the Roarin’ Band from Tigerland marching and performing the Top Ten fan favorite songs. To help us reach our fundraising goal, the band will perform one song from the top ten list for $100 or 3 songs for $250. More songs can be purchased. Just ask us! The Katy Band is hoping to reach their Roar Tour donation goal of $15,000 to go towards their marching season expenses. Look for the route on the Katy Band website at www.katyhsband.com. Donations can also be made on the website. Come out and watch the Katy Band march through Old Town Katy! We look forward to seeing you in your Katy Red!

August 26th - First Day of School! KATY ISD PARTNERS IN EDUCATION A world of thanks from Partners in Education! 18,560 community and parent volunteers walked into KATY ISD classrooms and made a difference! You rock and we say, “Thank You!”

KATY ISD PREPARES FOR HURRICANE SEASON Katy ISD is preparing for tropical weather hazards and the 2013 hurricane season that officially began June 1st. The district reminds families to prepare, as well by making a plan, putting together a hurricane survival kit and staying informed. The Houston region has many helpful resources to guide students, parents and school personnel through these three steps. “In order for Katy ISD to be ready for storms, we need our community to be informed and prepared,” said John Bremer, Katy ISD emergency management coordinator. “Prepared families help by allowing us time to close schools and secure the buildings well ahead of any impending threats. If families are prepared, then we can make better decisions about school operations.”

12

281-391-SOLD (7653) www.lizcarter.com Our Family Serving Your Family Since 1976 The Texas Department of State Health Services has a number of tools for families to use, including a brochure on Hurricane Preparedness, an emergency supply checklist and a video on surviving disasters. The Ready Houston regional preparedness page also has helpful information on how to prepare for disasters, including hurricanes at: www.readyhoustontx.gov. “Make a plan, put together a survival kit and stay informed are three steps Katy ISD uses to prepare for hurricane season; these are the same steps students, parents and school personnel can use to be ready,” added Bremer. District preparations include annually reviewing and updating the tropical weather annex of the emergency operations plan; maintaining flood control features and inspecting roofs of the schools and making sure that emergency resources are available and ready should a storm threaten the Texas Gulf Coast. In order to respond ahead of any storm, Katy ISD stays informed by working closely with the National Weather Service and by listening to regional partners at the City of Katy, Harris County and Fort Bend County.

The recent passage of Senate Bill 485 (83rd Regular Legislative Session, 2013) changes the dates of the this year’s annual Sales Tax Holiday to August 9th - 11th, a week earlier than previously scheduled. As in previous years, the law exempts most clothing, footwear, school supplies and backpacks priced under $100 from sales and use taxes, which could save shoppers about $8 on every $100 they spend.

• Teach your children to always TAKE A FRIEND with them when walking or biking and stay with a group while standing at the bus stop. Make sure they know which bus to ride.

BACK TO SCHOOL SAFETY: MAKE IT A PRIORITY As parents prepare for the start of a new school year, teaching children how to be safer needs to be at the top of their list of things to do. An analysis by the National Center for Missing & Exploited Children of attempted abductions during the past five years found that children are at most risk when going to and from school or school related activities. Parents and

• Walk the route to and from school with your children pointing out landmarks and safe places to go if they’re being followed or need help. Teach your children they should NEVER TAKE SHORTCUTS and always stay in well-lit areas.
 • It is not safe for young children to walk to and from school, even in a group. Parents should always provide supervision for young children to help ensure their safe arrival to and from school. If your children wait for a bus, wait with them or make arrangements for supervision at the bus stop.
 • Teach your children that if anyone bothers them, makes them feel scared or uncomfortable to trust their feelings and immediately get away from that person. Teach them it is ok not to be polite and IT IS OK TO SAY NO.

SALES TAX HOLIDAY
AUGUST 9 - 11, 2013 The recent passage of Senate Bill 485 (83rd Regular Legislative Session, 2013) changes the dates of the this year’s annual Sales Tax Holiday to August 9th - 11th, a week earlier than previously scheduled. As in previous years, the law exempts most clothing, footwear, school supplies and backpacks priced under $100 from sales and use taxes, which could save shoppers about $8 on every $100 they spend. Subject to the criteria explained at www.window.state.tx.us/ taxinfo/taxpubs/taxholiday/d/, all sales of qualifying items made during the holiday period qualify for the exemption, including items sold online or by telephone or mail. Lay-away plans can be used again this year to take advantage of the sales tax holiday. The dates for the sales tax holiday are set by the Legislature.

We are a (ladies only) daytime chorus rehearsing every Friday morning from 10:30 am to 12:30 pm at the Treemont Retirement Center, 2501 Westerland, near Westheimer and Gessner. Some of us read music, but it is not required. We are provided a CD to help in learning new songs. Our director, Martha Upton and assistant director, Cay Eckland will help you find out if you are a Tenor, Lead, Baritone or Bass. We have been performing in the Houston area for over 35 years. We prepare two types of shows each year; a Christmas show with old favorites, but always a new fun tune including props, narratives and choreography. Our regular show this year includes songs from the 1920s, as well as a Spiritual Medley that will start your toes tapping. Come visit any Friday. We would love to see you and if you decide to join us, we would be delighted. For more information, please call Pat at 281-497-4904 or visit our website, www.Decibelles.org.

HOSTING A FOREIGN EXCHANGE STUDENT IS EASIER THAN YOU MAY THINK

During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture.

August 2013

Pin Oak Village

There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year. With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2013-2014 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start.

Please contact Heather Wells by email ayusakaty@gmail.com or by phone 281-770-3414.

EXCHANGE STUDENTS - FROM AMERICAN COUNCILS The U.S. Department of State sponsors exchange programs that bring high school students from over 50 countries from all over the world in the United State for an academic year to live with an American host family, attend high school and learn about American society. American Councils is always looking for interested and excited host families to host one of their students.
