Good Neighbors watch out for one another. We avoid placing our neighbor in danger, whether real or implied. Our pets could be a nightmare for someone else. We failed to reach a quorum for our annual meeting and had to wait until July 23, 2013 to elect new Directors. (Due to the deadline for the newsletter, this will reach you after the meeting.) Your neighbors have served and deserve their time away from any further volunteering. If you can serve as a Director for two years; please give it a chance. Come to the meeting and bring your neighbors Proxy.
LEASH LAW “HARRIS COUNTY”
Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

WEST MEMORIAL YEARLY ASSESSMENT COLLECTION PROCESS
High Sierra Management generates invoices for the annual assessments and they are mailed out in late November or early December. The maintenance fees must be paid in full during that current year or an installment plan set up by February 1st of the following year. The management company will send out a reminder notice to all homeowners who have not paid their assessment in full or set up an installment plan with the management company at the beginning of February of the following year. The homeowner is not charged for this letter. Any expense afterward has to be at the Owner’s expense. This expense is part of a process and not a punishment. It is something that can be discussed during our monthly or Annual meeting.
BEHIND THE SCENE INSIGHT
The inspector is hired by the Management Company and is sent out to collect data monthly. Your Directors will get these letters in the mail just like you. The only difference is that we have to correct it and then face our fellow Directors afterward. It makes us accountable to your cause as well as a reminder that no one should be “above the law.” We are not in judgment over every detail, so speaking to us, helps keep it all open. The Directors are neighbors that volunteer their time for our subdivision. They are not compensated for their time, but they are not expected to pay any additional expense in trying to help. The Neighborhood bares the expenses beyond the normal intention. That is why we need to be involved as neighbors. The Management Company is working for us. Your interest is what should be their focus. You should consider running for any open Director position during the Annual process. In fact, you can get started by volunteering for small projects that are important to you. We can take those considerations during the monthly meetings on the 4th Tuesday of each month. We need to heal any past harm. We do not need to apologize for the Contract that the Developer put in place. But getting a majority together to change it takes you or the owner of the property.

Security on Duty may not always be in their Patrol Car; they have an opportunity to take training for Patrolling on Bicycles. So heads up… and keep our neighborhood safe for everyone.
CURRENT CHANGES THAT ARE IN PLACE
As Directors do change, there is information that may be lost. Here is where the Management Company earns their pay. They keep things on the Agenda or not. Old issues left being brewed over are only known when someone brings it up. We are currently trying to improve relationships between our local two schools in West Memorial. We have added an effort to reach out and correct misinformation with our local Boys and Girl Scouts. We have also added to Community Service Days to our Annual agenda. We have tried to accomplish these things in the past, but we need more ideas and help to accomplish this. The 1st Saturday in April and the 1st Tuesday in October were determined to be the best days for the Community Service Days. Now we need to get help with making these dates worthwhile. Community Garage Sales, National Night Out in Texas, Music in the Park and other events have been mentioned, but we need to move forward and see what is important without adding expense to our Neighborhood. Throwing a Party and baring all the expenses is what we are avoiding. A Community action that is worthy would be a better choice. We need your personal views on the possibilities.

It also contains neighborhood information, including schools, security, recreation and local worship centers. Check it out, you might find something you have been looking for.
DEED RESTRICTIONS
The purpose of Deed Restrictions in your neighborhood is to protect and enhance property values. They set guidelines for initial construction, perpetual maintenance and property use. As residents agree to abide by the majority view; the style and standards of a community are established and everyone benefits. For your information, restrictions are written by the developer before the first home is constructed and the Association is then charged with the on-going responsibility of enforcing them. They can be changed, but a very large percentage vote of homeowners is required to do so. Please let us know if you see a problem in the neighborhood.

CLUBHOUSE RENTAL
If you are interested in renting the clubhouse, please call Dannielle Raper at 1-866-844-3933. At the time your call is returned, the guidelines for renting and using the clubhouse will be provided. Be sure you allow yourself plenty of time to fulfill the requirements, such as hiring security officers. You will be provided with the names and phone numbers of the individuals to contact to make the necessary arrangements. A few, but not all, of the guidelines are listed below: 1. There is no smoking in the clubhouse. 2. Residents must have all dues/assessments paid prior to booking the clubhouse. 3. A certified check for all rental fees and deposits is required 30 days in advance. 4. The security deposit will be returned within 30 days after the date of the event based on the condition the premises was left in. 5. Renter is responsible for the conduct of all attendees. 6. Police Officers are required at all functions of 50 or more attendees or at any event in which alcohol will be served. Arrangements and payment, for the officers, are to be made by the renter. KATY TIGER BAND ROAR TOUR
Did you know that a typical high school band’s fall season costs about $30,000? The band receives very little financial support from the district and must raise the money to cover the expenses. Things that the band has to pay for are royalties for the music they perform at half-time, arrangement of that music, props and flags in the performances and transportation of instruments and equipment to name a few. The Katy High School Marching Band is coming to Old Katy with their annual Roar Tour on Saturday, August 24th! What is the Roar Tour? It is the Roarin’ Band from Tigerland marching and performing the Top Ten fan favorite songs. To help us reach our fundraising goal, the band will perform one song from the top ten list for $100 or 3 songs for $250. More songs can be purchased. Just ask us! There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year. With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2013-2014 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start. NEW CREATION CHURCH WORSHIP CHANGE IS COMING! Starting August 18th, there will be two worship services on Sunday mornings to meet the needs of our growing congregation that gathers at the Irene Stern Community Center in Fulshear! The traditional Lutheran service accompanied by the Creation Choir is scheduled at 9:30 AM. The contemporary worship service led by Josh Peck and the band will start at 11:00 AM followed by a social time. COUNT YOUR BLESSINGS! GRACE NOTES
Singer’s and Instrumentalists and Dancers are invited to join the “Grace Notes,” a performing group which shares music with the community in retirement homes, alzheimer’s and nursing facilities, country clubs and several churches. We sing a combination of Secular, Broadway, Patriotic, Sacred and Gospel Music. We also sing once a month for the congregation of St. Peter’s United Methodist church - during the traditional morning services. PLANTING THE RIGHT TREE IN THE RIGHT PLACE
Palm trees growing near power lines create unique issues. Unlike other trees, palms grow in a straight, vertical line, with a single growing point at the top of the tree. Because of this single-growth point, normal pruning techniques are not effective. With most trees, crews are able to direct the growth away from power lines using proper pruning techniques, but growth of palm trees cannot be redirected. If you choose to include palm trees in your landscape, CenterPoint Energy recommends a planting distance of 20 - 40 feet to reduce the risk of windblown fronds contacting power lines. Consumers should plant palm trees far enough away from power lines that no part of the tree ever grows within 10 feet of the line. CenterPoint Energy encourages you to plant the “Right Tree in the Right Place” by thinking about the mature height of a tree and its distance from power lines before planting.
