Besides being a nuisance, unleashed dogs and uncollected dog waste is a serious problem for our Association. Next time you’re tempted to let your dog roam free or leave your dog’s droppings on the lawn, please remember these facts:

1. The Environmental Protection Agency is becoming aggressive about enforcing the Clean Water Act. Our Association could be fined if dog waste goes uncollected. 2. Unleashed dogs are not more likely to defecate in neighbor’s yards. Uncollected dog waste may lead to a special assessment. If fined by the EPA, the Association could face a potential special assessment that would be levied against all members - not just dog owners. 3. The appearance and quality of the common areas are known to affect home sales - not just for how much they sell, but how quickly. 4. The more residents complain about dog waste, the more time the manager must spend on enforcement rather than serving the Association. 5. Uncollected dog waste spreads disease and attracts rodents who feed on pet waste. We love dogs - we really do. We also love our community! That is why the Association is committed to enforcing the county leash law - so all residents may enjoy our community. According to the U.S. Humane Society, an unleashed dog has an average life span of less than four years! Allowing your dog to run free threatens your dog’s health and welfare and the happiness it brings to you. We trust we can count on you for voluntary compliance with the leash law. We don’t like to call animal control, but we won’t have any choice if your dog is running free.

LEASH LAW “HARRIS COUNTY”

KATY

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

GARDEN TIPS FOR AUGUST

• Time now to make plans for fall landscaping projects. • Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood. Light green leaves may signify lack of iron (chlorosis). Correct with iron cheleates. • Cut off old dead foliage on irises. Scratch in a little bone meal around the roots. • Prune roses to reshape and groom plants for fall growth. • Wait until November to plant petunias and pansies. • Chinch bug damage is obvious now. You will have areas of thin and/or dead turf where they weren’t brought under control. There is a new generation going now. This batch causes the most damage. Use Dursban to stop the damage. • Until the weather gets back to the 80’s, St. Augustine grass grows slowly. If you fill in with sod, don’t expect a fast turnaround. The sod may look like it’s not growing while it puts down roots. You will need to water the new sod often and deeply to get it started but this also creates a disease environment. Water early so the sun can dry the turf. • Now is a good time to work new beds. Till them up, add organic material, mix it in, then let them cure for a month or so. Add in any amendments like micro-nutrients. Keep the beds moist so the microorganisms have a favorable environment.

BACK TO SCHOOL SAFETY: MAKE IT A PRIORITY

As parents prepare for the start of a new school year, teaching children how to be safer needs to be at the top of their list of things to do. An analysis by the National Center for Missing & Exploited Children of attempted abductions during the past five years found that children are at most risk when going to and from school or school related activities. Parents and other adults can help keep children safe by following these ten tips: • Teach your children to always TAKE A FRIEND with them when walking or biking and stay with a group while standing at the bus stop. Make sure they know which bus to ride.
 • Walk the route to and from school with your children pointing out landmarks and safe places to go if they’re being followed or need help. Teach your children they should NEVER TAKE SHORTCUTS and always stay in well-lit areas.
 • It is not safe for young children to walk to and from school, even in a group. Parents should always provide supervision for young children to help ensure their safe arrival to and from school. If your children wait for a bus, wait with them or make arrangements for supervision at the bus stop.

• Teach your children that grownups should NOT ASK CHILDREN FOR DIRECTIONS, they should ask other adults.
 • Teach your children to NEVER ACCEPT MONEY OR GIFTS from anyone unless you have told them it is ok to accept in each instance.
 • Make sure the school has current and accurate emergency contact information on file for your children and confirm names of those authorized.
 • Always know where your children will be. Teach your children to always CHECK FIRST before changing their plans before or after school. Teach your children to never leave school with anyone unless they CHECK FIRST with you or another trusted adult, even if someone tells them it is an emergency. Children should be taught to trust their feelings. They need to know that if someone makes them feel scared, uncomfortable or confused, they should tell a parent, guardian or trusted adult. Visit www. missingkids.com for even more back to school safety tips.

• Teach your children that if anyone bothers them, makes them feel scared or uncomfortable to trust their feelings and immediately get away from that person. Teach them it is ok not to be polite and IT IS OK TO SAY NO.
 • Teach your children if anyone tries to take them somewhere they should RESIST by kicking and screaming, try to run away and DRAW ATTENTION by kicking and screaming “This person is trying to take me away” or “This person is not my father/mother.”
 • Teach your children NOT TO ACCEPT A RIDE from anyone unless you have said it is ok in that instance. If anyone follows them in a vehicle they should turn around, go in the other direction and run to a trusted adult who may help them.

KATY ISD PREPARES FOR HURRICANE SEASON

Katy ISD is preparing for tropical weather hazards and the 2013 hurricane season that officially began June 1st. The district reminds families to prepare, as well by making a plan, putting together a hurricane survival kit and staying informed. The Houston region has many helpful resources to guide students, parents and school personnel through these three steps. “In order for Katy ISD to be ready for storms, we need our community to be informed and prepared,” said John Bremer, Katy ISD emergency management coordinator. “Prepared families help by allowing us time to close schools and secure the buildings well ahead of any impending threats. If families are prepared, then we can make better decisions about school operations.” The Texas Department of State Health Services has a number of tools for families to use, including a brochure on Hurricane Preparedness, an emergency supply checklist and a video on surviving disasters. The Ready Houston regional preparedness page also has helpful information on how to prepare for disasters, including hurricanes at: www.readyhoustontx.gov.

August 2013

Westfield Terra

“Make a plan, put together a survival kit and stay informed are three steps Katy ISD uses to prepare for hurricane season; these are the same steps students, parents and school personnel can use to be ready,” added Bremer. District preparations include annually reviewing and updating the tropical weather annex of the emergency operations plan; maintaining flood control features and inspecting roofs of the schools and making sure that emergency resources are available and ready should a storm threaten the Texas Gulf Coast. In order to respond ahead of any storm, Katy ISD stays informed by working closely with the National Weather Service and by listening to regional partners at the City of Katy, Harris County and Fort Bend County.

3. Comfort, convenience and safety are important. Features to look for include wide, padded, contoured shoulder straps that distribute the pack’s load over a large area of the shoulder, an abdominal strap, which can help distribute the pack’s weight evenly on the back, waist and hips and reflectors or reflective fabrics on the pack to add visibility when kids travel to and from school at dusk or dawn. 4. Prevent injury with a lighter load. To prevent discomfort and injury, load and wear the backpack correctly. The American Occupational Therapy Association recommends carrying no more than 15 percent of your body weight in a backpack. But the less you carry, the better for your back. Visit www.consumerreports.org for more information on chosing the right backpack for your child.

HOW TO CHOOSE A BACKPACK FOR BACK TO SCHOOL

When shopping for a backpack for your child, keep these guidelines in mind: 1. Inspect before you invest. Check carefully for: • Sloppy stitching or loose threads, which can indicate poor manufacturing • Raw, exposed fabric edges, which can fray and weaken the fabric and possibly get stuck in the zipper • Zippers without covering fabric flaps. In our rain test, zippers that were not protected by flaps of fabric allowed water to seep in. 2. One size does not fit all. Ideally, the bottom of the backpack should align with the curve of the lower back and not be more than four inches below the waistline. A backpack’s shoulder-strap anchor points should also rest 1 to 2 inches below the top of the shoulders.

SALES TAX HOLIDAY
AUGUST 9 - 11, 2013

The recent passage of Senate Bill 485 (83rd Regular Legislative Session, 2013) changes the dates of the this year’s annual Sales Tax Holiday to August 9th - 11th, a week earlier than previously scheduled. As in previous years, the law exempts most clothing, footwear, school supplies and backpacks priced under $100 from sales and use taxes, which could save shoppers about $8 on every $100 they spend. Subject to the criteria explained at www.window. state.tx.us/taxinfo/taxpubs/taxholiday/d/, all sales of qualifying items made during the holiday period qualify for the exemption, including items sold online or by telephone or mail. Lay-away plans can be used again this year to take advantage of the sales tax holiday. The dates for the sales tax holiday are set by the Legislature.

FOXFINDER by Dawn King. US Amateur Premier - August 15-31, 2013. Finalist for the Susan Smith Blackburn award. William Bloor, a ‘foxfinder,’ arrives at Sam and Judith Covey’s farm to investigate a suspected contamination. He is driven by his education and beliefs to unearth and destroy an animal that threatens man’s civilization and to remain free from its influence himself. As his investigations proceed, the events that follow change the course of all their lives - forever. Dawn King’s play won the 2011 Papatango New Writing Competition (in partnership with London’s Finborough Theatre). A darkly comic exploration of belief, desire and responsibility, set in a world both strange and familiar, from a striking new voice in British theatre. CARNIVAL ROUND THE CENTRAL FIGURE by Diana Amsterdam. Regional Premier - November 7-23, 2013. A wild ride through theatrical terrain that sears the senses and impacts the audience at a visceral place, which also manages to be hilariously funny and heartbreakingly real in the five core scenes of a young woman’s visit to the death bed of her friend. Her moment of acknowledgment and comfort comes hard in the face of denial, moralizing, insane positive thinking, desperate chit chat and the existential fears we all harbor about the end moments of life - the great mystery. MUSEUM OF DYSFUNCTION IV - December 6-14, 2013. Short plays from 200 writers who submitted from all over the US and were chosen by a panel. Co-produced by Wordsmyth Theatre.

A “MAGICAL” FUNDRAISER FOR HOUSTON FAMILY ARTS CENTER

“Atlantic City Entertainer of the Year” nominee, Harry Maurer returns to HFAC Houston Family Arts Center (HFAC) invites you to join them for five unforgettable performances filled with comedy, spectacle and wonder featuring “Atlantic City Entertainer of the Year Award” nominee Harry Maurer. The performances, August 2-4, 2013, will benefit the HFAC Fischer Studio, the new performance venue for the HFAC Actors Academy. The fundraiser will help HFAC purchase microphones, speakers, lights, risers, seats and a dance floor for the new space. This is a show the whole family can enjoy together. Many children have never seen a magician in person and there are no venues in Northwest Houston that offer magic shows. We hope families take advantage of the opportunity to see one of America’s most talented magicians. Performances will be held on the HFAC Garza Mainstage located at 10760 Grant Road in Northwest Houston. Show times Friday,
