(BCS3) 2013 ANNUAL MEETING RESULTS
At the May 19th Annual Meeting, two Director positions were up for election. However, only one resident ran for these open positions.
As a result of this election, the BCS3 Board of Directors is now only composed of three members: President - Mark Przywara Treasurer - Josh Murray Secretary - Andy Nguyen Note that this will be Mark Przywara’s last term as a Director for BCS3, due to his planned retirement from the Board in May 2016. The remaining two open Director slots (both Vice President positions) can be filled at any time in the future, once interested individuals step forward. As per the HOA’s governing documents, one position can be filled by the vote of the present Board of Directors. The other open position will need to be filled based on a vote of the BCS3 property owners at a Special Meeting called for that purpose.
(BCS3) VOLUNTARY WATER CONSERVATION
Each resident has received an insert in their Harris County MUD 102 water bill asking that they observe the voluntary water conservation program that has been proposed for this area. There are two simple rules with respect to this program:

No water should be used outdoors by any resident on Mondays. Water should not be used outdoors between the hours of 6:00 AM and 10:00 AM and between the hours of 6:00 PM and 10:00 PM.

Despite some periodic heavy rains, drought conditions are anticipated to persist throughout the summer and probably extend through the end of the year. Let’s all work together to conserve our water resources while maintaining our yards within the guidelines outlined by the Harris County MUD district.
(BCS3) REMINDER ABOUT TRASH ON CURBSIDE
Just a reminder that trash is not to be put out curbside until after 6 PM the evenings prior to pick-up (i.e. Sunday and Wednesday evenings). If your yard people leave bags of lawn clippings curbside after they do your lawns, please try to put up these bags out of sight of the street until the evening prior to pick-up. Doing little things like this helps keep the neighborhood looking as good as possible and combined with other factors, keep BCS3 property values as high as they can be in today’s market.
STEWARDSHIP & BCS3
In a neighborhood as small as ours (59 homes), it is important that the property owners step up to fill the Homeowner’s Association (HOA) Director positions and serve on the Board of Directors. At present, the Board is functioning with a bare minimum number of directors (3) due to the fact that we have not been able to find BCS3 property owners interested in filling the two open positions. The Board of Directors are the stewards of the neighborhood and Homeowner’s Association and are responsible for all the issues that are pertinent to BCS3. This includes, but is not limited to, financial issues, coordination with the management company and overseeing the overall maintenance and upkeep of the common areas of the neighborhood. Most importantly, the Board of Directors is responsible for doing everything possible to maintain the property values in BCS3 and do whatever is possible to keep the neighborhood looking as good as possible. According to Webster’s dictionary, “Stewardship” is the careful and responsible supervision and management of something entrusted to one’s care. In the case of the Board of Directors, it is the Bradford Colony Section 3 Homeowner’s Association. The present Board members’ terms expire over the next three years. There is no guarantee that any of these Board members will be running for re-election. As a result, it is imperative that we find other BCS3 property owners interesting in stepping up to fill these positions. If for whatever reason, the number of directors drops to below three, the Board will lose its ability to act as stewards for BCS3 and manage the HOA as per the By Laws. We cannot let this happen for obvious reason that will negatively impact the neighborhood. As a result, we are asking that residents consider stepping up to fill the present open positions, as well as consider running for open director positions in the future.

In an effort to improve communications during the year within our small neighborhood, the Board is continuing its efforts to update its email distribution list to include as many of the residents as possible. Email is the fastest and more effective way of keeping the BCS3 residents informed of neighborhood events, criminal activity and other important issues. In an effort to maintain confidentiality of individual email addresses, the Board always sends out email notices with resident addresses handled as “blind cc’s” to avoid widespread distribution. As is the case with everything in our small neighborhood, every resident should feel free to contact any Board member as to any issue or question that you have about BCS3. Contact information for all the Board members is located on the inside back cover of this publication.
CHARLESTOWN COLONY (CHC) ASSOCIATION MEETING
Our neighborhood association annual meeting is typically the first Wednesday in October. Some of you may remember we had a second meeting last year about a month after our October meeting. The second meeting was held because a quorum was not reached at the first meeting. A quorum is a set percentage of the voting membership in the neighborhood. Currently 10 percent or about 26 homeowners make up a quorum. A quorum of the membership is required to elect Board members and conduct any other business that is required. A quorum is reached by counting
the homeowners present in person and the proxies either brought to the meeting or sent to SCS Management Co. The second meeting last year was called specifically to address the difficulty we seem to have reaching a quorum. A declining quorum amendment was introduced. This amendment would reduce the number of homeowners required to meet a quorum. The amendment would adjourn first meeting and immediately, without any mailing to homeowners, call a second meeting to begin on the spot. This second meeting would take the original number of homeowners required to meet quorum and reduce it by half. So if 26 homes were required for a quorum, now only 13 homeowners would be required. If the second meeting still does not have enough homeowners present in person or by proxy to meet the reduced quorum requirement, the process of adjourning the meeting and calling a new meeting on the spot would continue until there were enough homeowners present (in person or by proxy) to satisfy the new quorum requirement. At a third such meeting only 7 homeowners would be required. These 7 people could be making the decisions for the 260 homes in the neighborhood.

Between the few homeowners that did attend the second meeting, the proxies sent in for the first meeting and the proxies sent in for the second meeting, a quorum was reached. There was much discussion about the quorum amendment at this meeting. The amendment was eventually rejected with the understanding that a strong effort would be made in 2013 to have the neighborhood residents understand the importance of participating in the governing of the neighborhood, expense involved with calling meetings and the importance of only having to do this once. When the neighborhood calls a meeting, there are many expenses. Our neighborhood pays a fee of roughly $250 to the location where the meeting is held. The postage to 260 homes is nearly $125. The printing fee and mailing fee of the annual meeting notice is paid by the association. If additional meetings where to be required because quorum is not obtained via meeting attendance and/or proxies, the association has to pay for postage and printing of the notice, location and the management company to attend the additional meeting(s). Our Board members donate their time. All homeowners have voting privileges. This means all can vote at the meeting either in person or by proxy. Voting in person means you come to the meeting and vote. The meetings are not that long. The Board wants to go home too. To date, meetings have not lasted more than two hours. To vote by proxy, you have several options. First, you

Second, you can give your proxy to a Board member; their contact information is in the back of this publication. This option also means your vote will follow that of the Board on any issues raised. A third option is to give your proxy to a homeowner who is attending the meeting. This option means the person bringing your proxy, votes your vote for you. With recent changes in the laws governing homeowners associations, a declining quorum can be set for the annual meeting only and only for the election of Board members. Special meetings can be called by the Board or homeowners for the purpose of conducting business outside of the business conducted at the annual meeting. The declining quorum would not be valid for the special meeting. A full quorum would be required. The agenda for the meeting will be on the meeting notice, so homeowners will know the business for the meeting. Any items that come up for a vote that are not listed on the proxy will be voted either by the Board or the homeowner carrying the proxy. Please take time to either attend the meeting or somehow deliver your proxy so the neighborhood doesn’t have to have multiple meetings, which ultimately will cost you money.

The July winners are the homeowners at 14315 Barkerview Court. This is at the back of our complex, so unless you are specifically visiting someone, you probably don’t drive down this street. The yard that won is simple, but the simplicity is what caught my eye; I remember thinking just how nice it was. Take a stroll one day and see for yourself. Bugs seem to be enjoying the rains as well. The mosquitoes are especially bad. Do your part by checking around your home for sanding water; check the sauces of plants and any trashcan lids or the cans themselves. Mosquitoes breed in standing water - they even breed in wet flower pots. Most plants do well when allowed to dry out between watering. This will help cut down on bugs. Plant these directly into beds or containers to replace flowers, which have reached their prime. Add a slow release fertilizer to the soil when you plant and you will not have to fertilize for a while. Keep old blooms trimmed off to encourage repeat blooming. Add a new layer of mulch to flowerbeds and to containers to lessen evaporation and keep the soil cooler. Color abounds even in the heat of summer!

Many of us have received solicitations in the mail to purchase water line insurance for the water line from your meter box to your house. Our neighborhood trash days are Monday and Thursday. Recycle is collected on Monday along with heavy trash. If a holiday falls on Monday, the trash will not be collected and will NOT be collected on Tuesday. The next collection will be Thursday, our next scheduled day. If a holiday falls on Thursday, the trash will not be picked up and will not be picked up on Friday but on the regular scheduled Monday. Please pick up your trashcans and recycle bins after trash day and store them away properly. They should not to be in view from the street. This is in violation of the deed restrictions and action will be taken.

According to the State Comptroller’s office, garage sales are permitted only twice annually. If more than that, it will be assumed that a business is being operated out of home, which is in direct violation of the deed restrictions and necessary action will be taken.
(GC1) LOST AND FOUND PETS
The first thing to do if you find a lost dog that does not have a tag, is to take it to any vet’s clinic or Petsmart and have it scanned for a micro chip. This is the fastest way to get the dog back to its owner. If it does not have a micro chip, please look for signs to make sure the dog gets back to its rightful owner. A dog that is left to wander is subject to being hit by a car, abuse or starving to death. Those of you who are dog owners, please be sure to keep a collar and tag on it at all times. Even if the dog is micro chipped, it is much easier to return the dog to you if it has your contact information on a tag.

HCC Northwest College offers four-year degree pathways HCC and UT Tyler to produce engineers in West Houston
University of Houston System and HCC unite to enhance educational services to Katy area
The University of Texas at Tyler will open the Houston Engineering Center in partnership with Houston Community College. Starting fall 2013, the center will be located at HCC’s Alief Campus, 2811 Hayes Road. UT Tyler will begin offering Mechanical and Electrical Engineering Bachelor Degrees and plans to develop a Civil Engineering program in the future. Instead of buying commercial toothpaste, deodorant and shaving cream, try making your own. These personalized, homemade toiletries will help you avoid superfluous packaging and plastic waste and unnecessary and possibly dangerous additives - plus, DIY products are easy on your wallet. DIY TOOTHPASTE RECIPE Mix together a 1:1 ratio of coconut oil to baking soda until it becomes a paste. Add essential oil if desired, roughly 5 drops per tablespoon of paste; try rosemary, peppermint, thyme or spearmint. Add sea salt sparingly. For 2 tablespoons of baking soda, a dash of salt will suffice. Store in a glass jar. Note: the colder the toothpaste, the firmer it will become. You can make a tablespoon at a time or make a mason jar’s worth - it’s up to you. DIY DEODORANT RECIPE Take equal parts baking soda and cornstarch and add coconut oil at a ratio of 1:4 (baking soda + cornstarch: coconut oil). Add a few drops of essential oil, like tea tree, lavender or lemon grass. Store in a glass jar. Variation: add shea butter to the mix. Try it for yourself and find out what works best for you.

SHAVING CREAM & RAZORS The EPA estimates that 2 BILLION razors are thrown out every year in the United States. Somewhere along the way, we switched from purchasing a quality product, which lasted a lifetime, to cheap disposables. Reusable razors are a better option, but the replacement blades come packaged in unnecessary plastic containers. The alternative? Shave like your grandpa by switching to a safety razor or a straight razor. If you’re not quite ready for a straight razor, try making your own shaving cream, which is a bit trickier than making your own deodorant or toothpaste, but you use nearly all the same ingredients. You can store this recipe in a DIY mason jar soap pump: HOMEMADE SHAVING CREAM 2/3 cup virgin coconut oil 2/3 cup shea butter 1/4 cup olive oil (you could also use almond, grapeseed or jojoba oil) 10 drops lavender essential oil 5 drops peppermint essential oil 2 teaspoons baking soda In a small saucepan over low heat, combine the shea butter and coconut oil, stirring until just melted. YORKTOWN COLONY (YTC) CRIME
On June 27, 2013, at approximately 5:45 AM, two female teens were recorded on home surveillance security cameras in the Yorktown Colony Subdivision using toilet paper to wrap mailboxes, car outside mirrors and stream toilet paper from tree limbs in resident yards. They also put toilet paper on cars that were parked in driveways. In addition, the teens left other debris in resident yards. One of the teens had a bulging dark colored backpack on her back. This bulging backpack likely contained rolls of toilet paper used by the teens in this event. By day break, many residents awoke only to find their yards, trees and cars littered with toilet paper. Such conduct will not be tolerated in the Yorktown Colony subdivision. The surveillance video is being released to the Sheriff Department for review. If the teens are subsequently identified, they could face charges.

You may choose to volunteer one, two or all three days. Your job is to simply assist the bus driver with making sure the children get off the bus at their correct stops. What is Required? (1) Attend one of the training sessions, if not previously trained. (2) Arrive and sign in at your assigned school where campus staff will assist you. (3) Enjoy helping the kids and driver! Due to the administrative changes in San Jacinto Council, we have moved away from our service unit structure. The Copper Creek Meadows community has been created by merging the former Bear Creek, Copper Corners and Blue Bonnet Meadows service units. A team drawn from members of each of the three service units has been at work for several months during this transition process to create the structure for our new community. Membership is drawn from fourteen elementary schools and the corresponding middle and high schools. The elementary schools served are: Lieder, Metcalf, Wilson, Tipps and Texas Christian School; Birkes, Fiest and Lowery; Horne, Owens, Hairgrove, Kirk, Lee, St. Elizabeth Ann Seton and Christian Life Center Academy. The plan is that more people and more resources mean more activities and more fun for all of us! You can read more about these changes in the Golden Link or on the Council website, www.gssjc.org. An open planning meeting was held on July 14th. Rally Days (when we recruit new members and leaders and form new troops) will be scheduled after schools are back in session. Look for more information soon! Girl Scouting is open to all girls ages 5 (must be in kindergarten) through 18 who are willing to live by the Girl Scout Promise and Law. Girls may join at any level and no previous Scouting experience is required. Home schooled and private school students are always welcome. We also need adult (over 18) leaders for our troops. We can’t form new troops without new leaders! You need a background check and a little training to get started, but lots more training is available. Our leaders are of all ages, both sexes and a wide range of interests. You do not need to be Ranger Rick or Martha Stewart (though you may find yourself developing unexpected talents). Don’t feel that you could make the commitment to be a troop leader? Do you have a special skill that you would be willing to share or a willingness to help on a limited basis? SALES TAX HOLIDAY AUGUST 9 - 11, 2013 The recent passage of Senate Bill 485 (83rd Regular Legislative Session, 2013) changes the dates of the this year’s annual Sales Tax Holiday to August 9th - 11th, a week earlier than previously scheduled. As in previous years, the law exempts most clothing, footwear, school supplies and backpacks priced under $100 from sales and use taxes, which could save shoppers about $8 on every $100 they spend.
