GLENCAIRN MEMBER MEETING The Glencairn Community Association Monthly Member meeting will be on the second Tuesday of the month (August 13, 2013). The meeting will commence at 7:30 PM at the Glencairn Civic Center.

MONTHLY MEETING OF THE MEMBERS JULY 9, 2013 Pursuant to Article V, Section 3 of the restated and amended by-laws of the Glencairn Community Improvement Association, the Regular Monthly Meeting of the Members was duly called and held on July 9, 2013, 7:55 PM, at 17030 Kieth Harrow Blvd, Houston TX 77084. IN ATTENDANCE Directors Anderson, Coy, Hill, Jones and Mendieta were in attendance. Management representative Johannes Lonaker and homeowners listed on the sign in register were also in attendance. MEETING MINUTES The Board directed Management to remove Director Jones’ from the IN ATTENDANCE paragraph. The June 11, 2013 minutes were approved as amended. COMMITTEE REPORTS HIGHWAY 6 GREEN MEDIANS PROJECT Director Anderson stated that there is no new information. LANDSCAPE Director Mendieta advised the residents that thefts of plants from the Association flowerbeds are still occurring along Keith Harrow. The Board will prosecute anyone caught taking the plants.

OPEN FORUM The Board of Directors inquired if residents from the floor had any issues to discuss with the Board regarding the community. A resident stated that there was an unmarked truck and trailer on Keith Harrow. The workers were spreading mulch. Director Anderson advised that she will contact Silversands to insure that all their vehicles are marked. A resident complained about an abandoned house on Loch Katrine and Tain. The yard was mowed sloppily and it was not edged. The Board advised that they will look into this matter. A resident asked about a man that was selling items from a cooler on a bike. GLENCAIRN CRIME WATCH A DIFFERENT APPROACH TO LAW ENFORCEMENT IN GLENCAIRN The Glencairn subdivision has three contracts with the Harris County Sheriff’s Office, which include one deputy per shift who uses a marked vehicle; their shifts are staggered to provide maximum coverage for the subdivision. A marked vehicle is one, which has overhead lights, siren and signage on the car signifying that it is a Sheriff’s Office vehicle. The contracts are doing a great job and their commitment to Glencairn is excellent. However, the contracts lack the crucial flexibility, which we need in order to stay ahead of the rapid momentum of crime, criminals, sudden trends, etc. This is why we have chosen to utilize the professional services of Harris County Sheriff’s Deputies who are off-duty and driving non-marked vehicles. These deputies work shorter hours than normal eighthour shifts. Further, these deputies are chosen for their ability to spot problems and document issues, as well as make arrests and deter criminals. The deputies are in uniform and they are

selected for the particular needs of our subdivision.

be extended when necessary for these Supplemental Deputies.

Obviously our contracts have gaps in service, which are unavoidable; two days off each week for each contract adds up to 48 hours of potential opportunities for the criminal element. In addition, deputies take vacations, use comp time, sick leave and have training while on duty. That is part of the package when we use the contract deputy program.

The program is being completely outlined and planned by the Chief of the Supplemental Law Enforcement Program and our security coordinator. Your on-going feedback about incidents, trends, etc., that you are seeing will help to fine-tune the scheduling of these deputies throughout the year. Crime and the criminal element are fast moving, ever-changing targets.

However, the Supplemental Law Enforcement Program does not take days off. Multiple deputies are available for the time slots, which are selected by TCLEOSE certified team chief in conjunction with feedback from the citizens and our contract coordinator, Patty Hill. If a deputy working a particular time slot goes on vacation, another deputy covers the time slot. These deputies are paid only for the time that they work. Additionally, the times when our Supplemental Deputies work are flexible and can be varied with a two hour notice. A sudden increase in burglaries or gang activity will warrant creative placement of these Supplemental Deputies into time slots, which answer the needs of that unique problem. Further, hours can

While you may not see these deputies, they will be here at odd hours, late night hours, special shifts and whenever they are needed to nip crime and criminals in the bud before any issue gets out of hand. In the past, Glencairn has used Supplemental Deputies in addition to our contract. While we stopped doing this several years ago, the need has become obvious and we are returning to this tried and true program with the improvement of accountability statistics, trend analysis and professional management. Your Board of Directors are volunteers from your community that give up their time in an effort to make Glencairn a better place to live. More importantly, they strive to keep the property values up since your home is probably your single largest investment. We trust you will understand that board members do not mind discussing association issues with members. We respectfully request that homeowners do not approach Board members away from Board or member meetings to discuss personal deed restriction or collection matters. The individual Board members cannot make a decision on an individual basis. It takes a majority vote of the Board to make a decision. That is why the Board meets on Mondays before the member meeting to discuss issues with members.

The yard will be cited for mowing if one of two or both conditions exist. If the grass is in excess of six inches tall overall, a letter will be sent requesting the homeowner mow. If there are weeds in the yard that are in excess of ten (10) inches tall, a letter will be sent requesting the homeowner mow. In all probabilities the letter will state mow the yard or mow the yard: weeds.

DEED RESTRICTION REVIEW A resident has requested some clarification on several deed restriction violations that we cite quite often. This is an attempt to clarity, amplify or expound on deed restriction violations and Board expectations. There is no way we can cover every specific incident or issue. If you get cited for a violation which you believe was not covered in one of these articles, please understand that explanations are not inclusive or limiting. Should you receive a letter and feel it is incorrect, you may address the Board of Directors during their Monday evening Board meetings. Letters are sent when the curb needs to be edged. If the inspector sees grass hanging over the curb or out onto a sidewalk, a letter requesting the homeowner edge the curb will be sent. There are several conditions or combinations of conditions that will generate this letter. Weedeat letters cover several items. There could be grass along the foundation of a house or the bottom of a fence that is taller than the rest of the yard. A letter will be sent requesting the homeowner weedeat or trim this grass to the same level as the rest of the yard. Taller grass around the mailbox, flower beds, will be cited as needing to be weedeated. Grass and/or weeds in sidewalk expansion joints, sidewalk cracks and driveway expansion joints will be cited as needing to be removed. Clean dirt, debris, leaves from street next to curb letters are a request to shovel, sweep, pickup all debris in the street along the curb from one neighbors house to the next neighbors house. This is a part of keeping you lot in a neat, attractive, healthful, sanitary condition as stated in Section 9. 14. “…garbage, trash and rubbish or do any other thing necessary to secure compliance with these restrictions so as to place said Lot in a neat, attractive, healthful and sanitary condition.” The Association does have the right to send a contractor to clean this and charge the lot owner for this service. The Association prefers not to but if left with no other choice, they will. We trust this clarifies some issues and will help with the maintenance of yards.

HARRIS COUNTY ALARM DETAIL

In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making the application and payment process available on-line for the convenience to the public. Starting fall 2013, the center will be located at HCC’s Alief Campus, 2811 Hayes Road. UT Tyler will begin offering Mechanical and Electrical Engineering Bachelor Degrees and plans to develop a Civil Engineering program in the future. The Architectural Control Committee (ACC) is unique and important function. Its main purpose is to ensure that all changes are harmonious with the surrounding neighborhood and to assist in maintaining property vales. They are volunteers and go about fulfilling their function by ensuring all changes are structurally sound, attractive and harmonious with the neighborhood. The Association has color guidelines that have been set by the Architectural Control Committee and approved by the Board of Directors. These guidelines are comprised of earth-tone and neutral colors. Bright colors will not be approved. If your house is already painted with an unapproved color, then it must be changed the next time it needs painting. However, if you paint it an unapproved color and then submit a change request form, either voluntarily or because you have been cited as being in violation, you will need to repaint the house immediately. GARDEN TIPS FOR AUGUST • Time now to make plans for fall landscaping projects. • Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood. Light green leaves may signify lack of iron (chlorosis). Correct with iron cheleates. • Cut off old dead foliage on irises. Scratch in a little bone meal around the roots. • Prune roses to reshape and groom plants for fall growth. • Wait until November to plant petunias and pansies. • Chinch bug damage is obvious now. You will have areas of thin and/or dead turf where they weren’t brought under control. There is a new generation going now. This batch causes the most damage. Use Dursban to stop the damage. • Until the weather gets back to the 80’s, St. Augustine grass grows slowly. If you fill in with sod, don’t expect a fast turnaround. The sod may look like it’s

not growing while it puts down roots. You will need to water the new sod often and deeply to get it started but this also creates a disease environment. Water early so the sun can dry the turf. • Now is a good time to work new beds. Till them up, add organic material, mix it in, then let them cure for a month or so. Add in any amendments like micro-nutrients. Keep the beds moist so the microorganisms have a favorable environment.

Pet Tip: A very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. Each child needs to attend an evaluation, not for the whole two hours, but for about 20 min. This year we have an early special price of $70 for those that register before August 18th. We have our first evaluation on Saturday, August 17th from 10:00 AM - 12:00 PM in the back fields behind our parking lot. Our next evaluations will be Tuesday and Thursday, September 4th and 6th from 5:30 PM - 7:00 PM. On Saturday, September 8th between the hours of 10:00 AM and 12:00 PM. Cost is $75. Our practices will begin the week of September 23rd. Our first games will be October 5th and go through November 16th. MEN’S OUTWARD FLAG FOOTBALL: Come join men 18 yrs and older for our men’s Outward Flag Football league coming this fall. Practice/Games will be on Saturday afternoons around 2:00 PM. The league will have a tournament at the conclusion of the season. Evaluations for all players will be Tuesday and Thursday, September 10th and
