THE PRESIDENT’S LETTER (FROM THE SETTLERS VILLAGE HOA BOARD)
Please take a moment to visit the neighborhood’s new website located at www.settlersvillagehoa.com. The Board is very interested in any and all feedback. On Friday night, June 14th, the Settlers Village Community Center suffered a significant vandalism attack. Cameras indicated the incident occurred around 11:30 PM with the culprits being two black males between the ages of 16 and 25. The attackers wrapped their faces in their shirts to try and prevent being identified, but the camera images are really excellent. The Harris County Constables will be receiving the surveillance film for their investigation and, as indicated before, Settlers Village offers a reward for information that leads to the arrest of these individuals.
On the week of July 1st, a Homeowner was approached by an individual driving a black SUV with paper tags who identified himself as a surveyor with the water department. The homeowner became suspicious when the individual began asking about times someone would be home. A quick check with the MUD found this individual was not who he said he was. Strange questioning aside, the Municipal Operations employees are all required to have identification badges and marked vehicles when on business for the Water District. If anyone tries presenting himself as a water company employee or an employee of any service or utility, ask to see their company identification. If they don’t have it, call the constable and let the individual explain it to the officer. An HOA Board Meeting was held June 24, 2013 at the room by the pool at 6:00 PM with board members Kim Rogers, Steve Breard, Rick Davenport and Kathy Cones in attendance. Kim Rogers was authorized by the Board to negotiate bank financing for both a new pool and clubhouse using the funds Settlers Village has saved and loan proceeds. Business discussed was approval of changes to the drawings for new construction of Club/Pool House. Rick Davenport had answers to some of the construction questions and a list of other questions for the general contractor was provided to Kim Rogers. Remember friends and neighbors; please do your part to keep the neighborhood a nice place to live. Enforcement will be used should the issue prove necessary to keep yards attractive. That will be a whole lot more expensive than the gas and oil to run your mower/edger/trimmer for a couple of hours a week. All business being concluded, the meeting adjourned at 7:30 PM.

HCC Northwest College offers four-year degree pathways HCC and UT Tyler to produce engineers in West Houston
University of Houston System and HCC unite to enhance educational services to Katy area
The University of Texas at Tyler will open the Houston Engineering Center in partnership with Houston Community College. Starting fall 2013, the center will be located at HCC’s Alief Campus, 2811 Hayes Road. UT Tyler will begin offering Mechanical and Electrical Engineering Bachelor Degrees and plans to develop a Civil Engineering program in the future. The University of Houston System (UHS) and Houston Community College Northwest (HCC) have signed a Memorandum of Understanding (MOU) to expand higher education opportunities in the Katy/West Houston area. Through a partnership that includes using existing facilities at UHS at Cinco Ranch and HCC-Katy, the MOU will result in an increase of academic programs offered by UHS and HCC-Northwest in West Houston. Municipal Utility District The Board of Directors of Harris County Municipal Utility District No. 105 (“District”) met at 1825 North Mason Road, Katy, Harris County, Texas 77449 on June 18, 2013. Directors present, as follows:

The Board considered the minutes of the meeting held on May 21, 2013 and approved the minutes as presented.
Jason Johnson and Delea Cooper presented an engineer’s report. No pay applications were presented for approval. With respect to the arsenic removal system, the engineers continue to work with Layne regarding the service agreement. With respect to ‘Water Plant No. 1, the engineers are working on the design of the proposed well site placement and the necessary easements. With respect to the Lift Station No. 2 and Offsite Utilities, the engineers met with CenterPoint on June 5, 2012 to discuss the design and costs associated with providing power to the lift station.
The tax assessor-collector’s report and SPA report noted that 2012 taxes are 98.2% collected. After further review and discussion, the Board unanimously approved the tax assessor-collector’s report as presented.
Larry Kupstas presented a developer’s report and stated that D. R. Horton is scheduled to close on additional Jasmine Heights sections on June 20, 2013. The Board requested representatives of D. R. Horton be present at meetings if active homebuilding is occurring in the District.
Mr. Ideus reviewed the bookkeeper’s report, a copy of which is attached to the minutes. After payment of bills at this meeting, the general fund balance will stand at $261,347.88. The capital projects fund balance is $421,061.29. The debt service fund balance is $3,290,706.97.
The Harris County Municipal Utility District (MUD) Board #105 is an independent governmental agency that is completely separate from the Settlers Village Homeowners Association (SVHOA).
The Board reviewed the operator’s report, which indicated the District has 2,333 active connections and 108.2% water accountability. The operator then submitted a list of delinquent accounts to the Board for termination of utility service and stated that the accounts in question have been given written notification of the opportunity to appear, either in person or in writing, at the Board meeting. The operator noted that the accounts listed had neither attended today’s meeting

Please also remember the rules regarding personal sign postings. The placing of private signs of any type onto county owned sign poles or Centerpoint owned lightpoles is expressly prohibited per Texas House bill. Please do not subject yourself to the embarrassment of having your signs removed by the HOA or having a deputy come tell you that they must be removed. Jurisdiction for enforcement is shared by the Harris County JP and District courts. While the deputies have been asked to be lenient toward illegal signage, a discussion is now underway to allow the deputies to issue citations to

offenders as more than enough time has passed to allow everyone to become familiar with the new rules. The HOA is also considering levying civil fines related to the costs of clean-up. Lastly, a quick reminder that Steve Breard is still collecting aluminum cans for the neighborhood with all proceeds going to the capital improvement fund for our pool. In 2010 we collected $278, $297 in 2011 and $306 in 2012. We have collected $117 so far in 2013. Please rinse and bag the cans to minimize the attraction to bugs. Settlers will continue the increased attention toward property upkeep. However, the HOA is also closely monitoring the water well situation with MUD #105. Property owners are expected to maintain their property as required by their deed restrictions and owners should understand that keeping your yard mowed and trimmed (including trees and bushes) is one of the least expensive methods to maintain Settlers Village property values. As with maintenance fees, timely action and response to violations is your obligation as a resident and/or a property owner. Ignoring a problem will not make it go away but it will make it more expensive as the lawyers become involved to keep your property neat.

The long awaited turn around has finally arrived. The number of delinquent properties is not only dropped 16 % from last year, but also 16% from last month. With the pool project approaching in the near future, that is very welcome news to the neighborhood. TIPS: BURGLARY PREVENTION
It has become a rite of summer. When schools let out, burglaries and theft rise. • Call the constable’s office anytime you see a suspicious person and do not let race, age or gender influence you calling (a suspicious person is anyone you do not recognize on your street). • Call the constable’s office when you see a suspicious vehicle (any vehicle parked in front of your neighbor’s home or driving around your street that you don’t recognize). • Always keep all your doors and windows locked even when you are at home. • Always keep you overhead garage door in the down position. • Remember neighbors looking out for neighbors is how the police catch the bad guys. If someone comes to your door, always go to the door and acknowledge that you are there and remember to never open the door for anyone that you do not know. The bad guys in almost all cases do not want you to be home. Then, always call the constable’s office so that we can check them out. When they leave your house they are going to your neighbors. • If you have children that stay at home alone no matter what their age they need to go to the door and have a preplanned story for whoever is there (my dad is working on the computer he says to come back later). Then have them call the constable’s office. • Never do business with people you don not know and trust. Never open the door for solicitors. If no one in the neighborhood buys anything from them, the companies that they work for will quit sending them into your subdivision.

place and file a copy with your homeowner’s insurance. This helps increase the chances of recovering your property and securing a conviction when the suspects are caught. • Use your exterior lighting at night!! A well lighted home is an unattractive target. • Park your vehicles in your garages (if possible) and in the driveway (when not). • Lock your vehicles and do not leave valuables in the car at anytime. (it took less than 1.5 minutes for a purse to be stolen from a vehicle locked and parked at a school in view of the complainant while she was picking up her children while she was out of her vehicle). • Make arrangements for someone to pick up your mail and paper while your are away. • If someone knocks on your door, acknowledge them (not necessarily opening the door) speak to them through the door, if you don’t know them advise them your are calling the constable’s office. • Stagger your light timers in different rooms to make the house look occupied while you are away. • Have a neighbor check on your home daily and let those as well as the constable’s (vacation watch) know of service companies (day/ company name/etc) that will be at your home while you are away. • Use your sprinkler system as a deterrent at night set them to go off sometime between 2 AM-5 AM. • Keep shrubs and trees trimmed around windows so a burglar cannot hide behind them to break into your home. Best Trash picks up your trash on Tuesday and Friday. Your recycle collection day will be Friday. Please have trash and recyclables out to the curb by 7 AM. On each regularly scheduled collection day, Best Trash will collect residential refuse at the curbside. Trees, shrubs, brush trimmings and fencing must be bundled in lengths no greater than 4 feet with no branch diameter larger than 4 inches and bundles weighing no more than 40 lbs. The bundling is required to allow quick pickup and size limitations are required to avoid damage to the compacting equipment. Heavy/bulky items (appliances, furniture, carpet up to 1 room rolled up 4 ft. wide and weighing less than 50 lbs) will be picked up either collection day. By Federal Law, refrigerators, freezers or any other item containing Freon must have the Freon drained and have an accompanying bill to validate such service was performed. Items excluded from normal collection are dirt, rocks, bricks, tires, cement, batteries, motor or cooking oil, waste generated from a private contractor or any items deemed to be hazardous materials. Best Trash will leave a tag explaining the reasons for non-collection of the item. An enhanced feature of the new provider will allow for collection of items excluded by the contract if notified in advance. If a resident does not notify Best Trash of such a special pick-up before its scheduled day, Best Trash will leave a notice for the resident to contact Best Trash during normal business hours before the next scheduled pick up day. Please do not dispose of gasoline, motor or cooking oil, paints or any other liquid item in a container that is not visible to Best Trash personnel. PRECINCT 5 SECURITY COORDINATORS:
By way of introduction, I am Sgt. Mitch Hutter. Constable Camus has assigned me to the newly created position of Community Contact. I have been with Precinct 5 for over 20 years and have spent the entire time as a Deputy/Sergeant in the contract deputy program. Primarily, I have worked in contracts in the city. I am a Certified Crime Prevention Specialist. Because this will be my full time assignment, I will be working with all of the contracts much closer than has been done in the past. I will be reviewing all of the reports of crime occurring in the various neighborhoods and meeting with the deputies assigned to the contract programs and discussing problems. In addition, I will be reviewing reports made by Houston Police Officers, as a result of calls they make in the City contracts. I will be working closely with their crime analyst in an attempt to deal with problems as they develop. As a Crime Prevention Officer, I will be able to do home security inspections that may qualify home owners with a discount on their home owner’s insurance, as much as 5-10% depending on the insurance carrier. The recent passage of Senate Bill 485 (83rd Regular Legislative Session, 2013) changes the dates of the this year’s annual Sales Tax Holiday to August 9th - 11th, a week earlier than previously scheduled. As in previous years, the law exempts most clothing, footwear, school supplies and backpacks priced under $100 from sales and use taxes, which could save shoppers about $8 on every $100 they spend. Subject to the criteria explained at www.window.state.tx.us/taxinfo/ taxpubs/taxholiday/d/, all sales of qualifying items made during the holiday period qualify for the exemption, including items sold online or by telephone or mail. Lay-away plans can be used again this year to take advantage of the sales tax holiday.
