NEWS FROM THE RESIDENT HOA BOARD MEMBER HI WESTGATERS!
As the summer comes to a close, I want to thank the pool committee and other volunteers that saved Westgate residents between $5,000 and $6,000 dollars by volunteering their time to pass out pool tags. We had between 500 and 600 households that picked up their pool tags during the free pool tag registration period. Otherwise, it’s $10 for the two pool tags allowed per household. Thanks to everyone who volunteered and it was fun to visit with you! I would like to thank the many volunteers who pitched in this year to create a fabulous July 4th Parade and Picnic event for Westgate families in no particular order: Kent McGaughy, Jay and Penny Zaffino, Kristey Bohannon and family, Nicole Gerrard and family, Clyde and Maed Kriekenbeek, Helen Daglas, Neil Staley, Bill and Dawn Friend with their daughter, Robert and Dora Gonzalez, Jorge and Gloria Arizpe, Tony Rue and his snake expert, Marcus Rivera, Theo Taoushiani, Lillian Wanjagi and several others who volunteered on the spot when needed during the parade and picnic. We have photos available on Westgate’s Facebook group page. www. facebook.com/groups/WestgateSubdivision. Yea! The firetruck showed up on time this year. Thanks to the CyFair Volunteer Fire Department, Station 8 for coming and leading us on the parade with the American Flag perched proudly on the front. And then staying and talking to residents. We appreciate your time and dedication! As far as the parade contests, no vehicles were decorated this year. However, the kids really got into making their hats and decorating their bikes! We had five top costumes and five top bikes and scooters. We even had baby strollers and dogs stroll along with the parade. Lots of flags and red, white and blue! Westgate did the USA proud! And I want to take the time to thank several who donated great prizes this year: Bill Friend donated two photography sittings with up to four people each from his photography studio Baby’s & Bellies: a value of $375 each! Jessica McKenney of Fireworks Cheaper donated two giant packs of fireworks! Kerilyn Scoville arranged for a great basket with a kid’s Sonicare and games from Eagle Ranch Dental Care and Orthodontic and Dr. Cameron Wallace. We appreciate your support! We also purchase prizes for the other contests and games. It was a great day for the Old-Fashioned Town Picnic, as it was about 7-10 degrees cooler than the previous week. We had a giant bouncy house slip-n-slide that poured water on the kids as they went through the tunnel; just what they needed on a July day! The little kids seemed to really enjoy the trackless train as it went around the park. It was even in the parade! Tony Rue brought in a snake expert, which garnered a lot of attention. People lined up for slices of watermelon, Pop Ice and cups of lemonade, just like a traditional picnic. We had the traditional games, too: the kids flocked to the multiple sack and three-legged races and the waterballoon toss was fantastic! The concentration on the kids’ faces during the watermelon seedspitting contests was priceless. When those were finished, the adults wanted to try; I think they got into it even more than the kids did! Send in your ideas for next year’s event to wgsocialcommittee@ yahoo.com. The social committee’s next event is the Halloween Party; we’ll also be helping the Crime Watch committee with the National Night Out event in October. Several other important issues: • Be looking for announcement of our next Residents’ Meeting with the HOA Board Member in September on our website (www. westgatetx.com), Westgate’s Facebook page and on NextDoor.com and by email from westgatehoa@yahoo.com. • We called the company who applied anti-graffiti stain to the gazebo to correct a problem with the floor at no cost to Westgate. • We are adding trash cans to the main park, a couple of benches in the new park area that connects Westgate Park Dr. to section 14 and we are discussing places to add dog waste containers to discourage leaving pet waste behind while walking our pets. • By now we will have begun our projects to maintain our wood and

Fences close to the main thoroughfares will be repaired and stained. • As a response to notes from residents, I’d like to highlight some pool rules to remember: 1. Wear proper swimwear, not every day clothes: some materials help clog the filter. 2. No Foul language. 3. No Rowdiness or rough play. 4. No alcohol or glass containers allowed. 5. No smoking allowed. 6. All children should be out of the pool during adult swim, except in the wading pool (not behind the rope in the main pool). Even in the wading pool, they should be within reach of an adult. 7. People bringing kids to the pool MUST be 18 or older. Children 1217 must pass a swim test to swim without a guardian, but still cannot bring other kids to the pool without an adult. 8. Lifeguards have the ultimate authority; follow their instructions. Failure to do so may result in suspension of your pool privileges. We want to keep our pool family-friendly. The pool committee chairs and I have been talking with the pool management company and we are all working to make sure that safety issues are addressed. THIEVES STRIKE AT 3 AM IN WESTGATE
Even though Westgate is known to the Sheriff’s Dept. to be a quiet and safe neighborhood, we are not immune to crime. On July 2nd, at about 3:19 AM, three teens were caught on security camera opening a resident’s car and stealing his iPhone car charger. They were on bicycles. The resident reported the incident to the police and they are running prints on the car. Please be sure to lock your car doors and keep all valuables out of sight. Make it more difficult for the thieves and they are more likely to move on. All neighborhoods are victims of crimes of opportunity.
LOST PETS IN WESTGATE
We’ve had many reports of lost animals in Westgate on our Facebook page, several of which were found and returned home by residents. Others found animals, but not their owners. Please make sure your pet has tags with an address and contact number so they can be returned home quickly if lost. Many times collars come off or the pet escapes during a bath in the yard; to prepare for that, get your pet microchipped. If you find a lost pet, take them to a vet to see if they have a microchip. It’s been heartbreaking this summer to see all the lost pets that don’t find their homes. Shelters are especially busy during the July 4th period. Euthanasia happens too frequently. Don’t let that happen to your pet. Microchipping is easy and inexpensive, with great rewards and peace of mind.

Many residents took advantage of the PrePayment Coupon Plan that we began in 2012, for the payment of 2013 dues. It was an excellent way to spread out the cost over four months. Now I’d like to encourage residents to take advantage of prepaying over most of this year for next year’s dues, so you don’t have to be burdened by one big payment at the end of the year; some residents have been doing this for a few years. You can arrange for automatic withdrawals from your checking account each month at www.vanmor.com, VanMor’s website. You can pay in installments online by accessing VanMor’s website, type in “Westgate,” select autopay (not “make a payment”) and set it up with a checking account for only a $2 fee/payment; this is for prepaying next year’s dues. At the Annual Meeting in March, Lynette Rink of VanMor also commented that partial checks for PREPAYMENT OF DUES are accepted before the final due date.

Thank you to A.J. Hutchinson for getting us started on a great new idea for Westgate - the Westgate Pet Directory on our Westgate Subdivision Facebook group page. In an effort to reunite lost pets with their owners, upload your pet’s photo. In the event your pet ever gets loose, they can be identified in this photo album and returned to you via the contact info you provide as a description or comment on the photo. Any group member can click on each photo to see that individual pet’s home contact info. For any Westgate group member that wants to add a picture to the directory, please follow these directions (Cannot be done from a phone): 1. Click on tab that says “photos” at the top of page next to the tab that reads events. 2. Select the album that says Westgate Pet Directory. 3. Select “add photo” in the top right hand corner and browse for the photo on your computer. 4. When you add the photo, you can add the contact info as a description or as a comment. DO YOU KNOW YOUR DEED RESTRICTIONS?
In an effort to educate our residents, each month we highlight some deed restriction or other item that needs improvement in Westgate: This month, because we’ve had so many loose dogs, we are highlighting the COUNTY LEASH LAW that can carry some stiff penalties. Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person, which could result in the person getting hurt trying to avoid the animal. Also, your pet escaping your yard is a heartbreaking situation for your family and your pet. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law unless the animal is restrained properly. If you dog repeatedly escapes from your backyard, be responsible to your pet, your neighbors and yourself by taking steps to prevent it from happening. When dogs or cats are stray, the animal control officer has the discretion to: 1. impound the animal and/or 2. cite the custodian of the animal to appear in a justice of the peace court to answer charges of violation of these Regulations; Let’s all help keep Westgate a safe and comfortable place for all our residents by being responsible for our pets. The residents will be safer and the pet owner can avoid being held legally responsible or being sued for failing to properly restrain their pet and injuring someone. 100 CLUB FUNDS ENDOWMENT FOR TERRY TAYLOR
Six months ago the Taylor family’s world was turned upside down with the sudden loss of Terry Taylor. Leaving behind a wife, two children and a nearly one-year-old grandson, Terry was killed while helping a police officer in the parking lot of the Bellaire-area Maaco Collision Repair he owned for 21 years... on Christmas Eve.  Terry’s selfless act will be honored by a $50,000 endowment that will give a $5,000 scholarship in perpetuity to a Cy-Fair ISD student who wishes to pursue a criminal justice degree. Board members of the 100 Club, a non-profit organization that gives financial aid to families of those in law enforcement and fire fighters who are killed or catastrophically injured in the line of duty, voted unanimously to make this gift to the Cy-Fair Educational Foundation. “Terry was a citizen who went above and beyond the call of duty to help an officer in need,� said Rick Hartley, Executive Director of the 100 Club. “It is a small way we can say thank you to Terry’s family.�  The Taylor family was first offered financial assistance by the 100 Club but Kevin, Terry’s son who owns another Maaco Collision Repair in the Cy-Fair area, didn’t feel right about accepting the offer. “We wanted to give back to the community instead.�  A 27-year military officer veteran, Lieutenant Colonel Terry Taylor was honored in February by the Cy-Fair Educational Foundation at the annual Salute to Heroes event. Impressed by positive impact the organization is making in the lives of community students, Kevin had already started to visit with the Cy-Fair Educational Foundation about making a contribution for someone in need when he was approached by the 100 Club with their generous gift. “My dad believed strongly in the importance of a solid education. My sister is an engineer in St. Louis and my father and I both earned master degrees,� said Kevin. “We feel like it’s so important to help someone attend school who wouldn’t otherwise be able to afford it.�

The Taylor family moved to the Cy-Fair community in the 1970s from Kentucky. “My mom still lives in the same house I grew up in,” said Kevin. Terry was a quiet man who worked hard but also enjoyed camping and fishing. “He was an old-school military guy who always helped someone when they needed it,” said Kevin. “He never drank alcohol or smoked a day in his life and loved walking every night with his dogs,” said Kevin. On Christmas Eve morning, with his wife Judy by his side and plans to close up early to celebrate the holiday, Terry saw an officer having trouble apprehending a criminal after a car chase ended in the parking lot of his shop. Both Bellaire Police Department Sergeant Jimmie Norman and Terry Taylor were allegedly shot and killed by the criminal who is awaiting trial for the murders. Kevin’s son turned one on the day of Terry’s funeral. “My son will never get to know his grandfather. My father didn’t get a chance to know his only grandson,” said Kevin. “We are trying to make sense of what happened and why. We know that bad things happen to good people and that we are living God’s plan so there is a reason, a purpose... I feel like this scholarship is one positive thing that will come out of this,” he said.
BUS BUDDIES, LOOKING FORWARD TO THE 2013 - 2014 SCHOOL YEAR
Bus Buddies is a partnership between the Cy-Fair community and Cypress-Fairbanks Independent School District to provide assistance to elementary students helping them get off the bus at the correct location. The program requires one “Bus Buddy” per elementary bus the first three days of school. The approximate time commitment is from 2:45 PM - 4:45 PM on August 26th, 27th and 28th. You may choose to volunteer one, two or all three days. Your job is to simply assist the bus driver with making sure the children get off the bus at their correct stops.

KIDS’ CROSS-COUNTRY TEAM’S SEASON STARTS SEPTEMBER 10TH
The Northwest Flyers Track Club Youth Cross-Country Team kicks off the fall season with registration and an orientation for parents and athletes on Tuesday, September 10, 2013 at 6:00 PM (location to be announced). The first practice will be held at the Cypress Creek YMCA on Thursday, September 12, 2013. The Northwest Flyers Track Club is a member program of USA Track and Field (USATF), the national governing body for track and cross country. The club is in its 26th year in the northwest Houston area. Ages 6 - 18 may participate in the team and both beginners and experienced runners are welcome. Our next evaluations will be Tuesday and Thursday, September 4th and 6th from 5:30 PM - 7:00 PM. On Saturday, September 8th between the hours of 10:00 AM and 12:00 PM. Cost is $75. Our practices will begin the week of September 23rd. Our first games will be October 5th and go through November 16th. MEN’S OUTWARD FLAG FOOTBALL: Come join men 18 yrs and older for our men’s Outward Flag Football league coming this fall. Practice/Games will be on Saturday afternoons around 2:00 PM. The league will have a tournament at the conclusion of the season. Evaluations for all players will be Tuesday and Thursday, September 10th and 12th from 6:00-7:00 PM and Saturday, September 14th from 11:00 AM-12:00 PM. These will take place on the fields behind the church. Cost for the league will be $35 per player covering cost of officials and jersey. First games will be October 12th and season concludes on November 9th with tournament. Due to the administrative changes in San Jacinto Council, we have moved away from our service unit structure. The Copper Creek Meadows community has been created by merging the former Bear Creek, Copper Corners and Blue Bonnet Meadows service units. A team drawn from members of each of the three service units has been at work for several months during this transition process to create the structure for our new community. Membership is drawn from fourteen elementary schools and the corresponding middle and high schools. The elementary schools served are: Lieder, Metcalf, Wilson, Tipps and Texas Christian School; Birkes, Fiest and Lowery; Horne, Owens, Hairgrove, Kirk, Lee, St. Elizabeth Ann Seton and Christian Life Center Academy. For 100 years, Scouting programs have instilled in youth the values found in the Scout Oath and Scout Law. Today, these values are just as relevant in helping youth grow to their full potential as they were in 1910. Scouting helps youth develop academic skills, selfconfidence, ethics, leadership skills, outdoor skills and citizenship skills that influence their adult lives.

Girl Scouting is open to all girls ages 5 (must be in kindergarten) through 18 who are willing to live by the Girl Scout Promise and Law. Girls may join at any level and no previous Scouting experience is required. Home schooled and private school students are always welcome.
Scouting provides youth with a sense that they are important as individuals while promoting activities that lead to personal responsibility and high self-esteem. As a result, when hard decisions have to be made, peer pressure can be resisted and the right choices can be made.
We also need adult (over 18) leaders for our troops. We can’t form new troops without new leaders! You need a background check and a little training to get started, but lots more training is available. Our leaders are of all ages, both sexes and a wide range of interests.
Scouting provides a rewarding experience for boys ages 5 to 21. Scouting through the local Packs and Troops teach outdoor and life skills which help our youth Be Prepared. Your area is serviced by the BSA Sam Houston Area Counsel - Copperhead District which

An Eagle Scout service project is the opportunity for a Boy Scout to demonstrate leadership of others while performing a project for the benefit of any religious institution, school or community. This is the culmination of the Eagle Scout candidate’s leadership training and it requires a significant effort on his part. The Scout must develop a project plan, coordinate fundraising to provide the necessary materials, schedule the work organize the personnel needed and give leadership to others in order to direct the project to its completion. Jacob, 15, is a Boy Scout with Troop 1283 based out of St. Elizabeth Ann-Seton Church in Houston. He has worked his way through the ranks from a young Cub Scout to the final rank in Boy Scouts, going above and beyond the requirements and, is now awaiting his Eagle board-of-review to become an Eagle Scout (the highest rank a Boy Scout can achieve). We would like to thank Jacob, all of his volunteers and the Texas Wildlife Rehabilitation Center for their efforts and a job well done. Wood duck boxes provide safe shelter and a place to raise young for the various small waterfowl that reside in the area. The summer has started off as an action-packed and adventurous time for the organization. At our Bridging Ceremony on June 2nd, we promoted Tiger Cubs to Wolves, Wolves to Bears and Bears to Webelos and wrapped up an extremely successful year for Pack 1445. Next, we had 12 Scouts attend the District Day Camp, earning numerous achievements towards their new rank and learning a variety of new skills. The Scouts had a great time with activities like Archery and BB gun shooting; Soccer and Ultimate Frisbee and working on craftsman activities including building a TV tray table. On the 4th of July, several of our Scouts participated in the Southdown parade and one of our leaders carried the flag through the parade. The boys had a terrific time. If you are interested in joining Pack 1445, please keep an eye out for our Fall Rally night coming to Lowery Cafeteria in September. We look forward to seeing you there!

‘Beginning with Beethoven,’ the premier of the Transformation Trilogy concert series produced by local arts ensemble the Houston New Arts Movement (HNAM), stunned a packed house as it came to life on the stage at Dowling Music. Some of Ludwig van Beethoven’s most ambitious works were resurrected including the incomparable “Ghost Trio,” performed by HNAM members Adam Vincent Clay, Cony Ruiz Tamez and Laura Cividino. “Throughout his compositions, Ludwig van Beethoven took the form that predated him and transformed it,” said HNAM founder and pianist Adam Vincent Clay. “He composed with more personal and emotional intensity in his music, the beginning of a major transformation of the history of music composition. With these concerts, we are taking the audience on a journey through a range of emotions. Beethoven’s musical style changed much as he did, moving through the structures of the classical and romantic era and ultimately the heavy dissonance of his later works, even foreshadowing the compositional language of the twentieth century.”

HOSTING A FOREIGN EXCHANGE STUDENT IS EASIER THAN YOU MAY THINK
During the 2013-2014 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays

involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Residents of Harris County must be aware of the regulations adopted by Commissioners Court to meet the standards of the “Texas Rabies Control Act of 1981.” This ordinance, enforced by Veterinary Public Health (formerly called Harris County Animal Control) is designed to protect the health and welfare of Harris County residents. • Requires the annual vaccination and registration of all dogs and cats four months of age and older. Vaccinated within the last twelve months, or; Vaccinated within the last 36 months provided that the animal was vaccinated twice within 12 months and the last vaccination was with a licensed 3-year vaccine. • Requires dogs and cats to be physically restrained at all times, without access to the sidewalks and streets. • Sets a REGISTRATION FEE for all dogs and cats: Updated 8/2011 $15 LIFETIME: for neutered dogs and cats. Proof of neutering required. $15 LIFETIME; for dogs and cats belonging to persons 65 years of age or older. •NOTE: All pets with lifetime registration must be vaccinated yearly against rabies. $75 TRIENNIAL LICENSE: for dogs and cats with qualifying vaccination status. Must provide proof of two rabies vaccinations within 12 months and the last vaccination must be with an licensed 3-year vaccine $25 ANNUAL: fee for all other dogs and cats. $5 REPLACEMENT fee for Harris County tag. Sets an IMPOUNDMENT FEE plus a boarding fee to be charged for each animal picked up. Owner may also be issued a citation for allowing the animal to run loose. OTHER • Impounded animals shall be kept three days to allow the owner time to redeem them. • The occupant/head of household of any premises on which a dog or cat remains for a period of seven days is presumed to be the owner of that animal. • All animals suspected of rabies, or animals that bite, scratch or otherwise attack any person shall be impounded at the discretion of the County Health Officer, for a period of ten days under veterinary observation. • Violators of any provision of this order are guilty of a misdemeanor and are subject to a fine of up to $200 in a Justice of the Peace Court.
