NATIONAL NIGHT OUT IN TEXAS WEST MEMORIAL STYLE
event culminating on the first Tuesday in August. That first year, 400 communities in 23 states participated in National Night Out Nationwide, 2.5 million Americans took part in 1984. The seed had been planted. In subsequent years, participation has grown steadily. The 26th Annual National Night Out last August involved 36.7 million people in 14,625 communities from all 50 states, U.S. territories, Canadian cities and military bases worldwide. National Night Out will culminate in August, over 15,000 communities are expected to take part. (Texas will celebrate on October 1st.) For more information, visit www.nationalnightout.org.
The National Association of Town Watch (NATW) is a nonprofit, crime prevention organization, which works in cooperation with thousands of crime watch groups and law enforcement agencies throughout the country. Since 1981, NATW has been dedicated to the development, growth and maintenance of organized crime and drug prevention programs nationwide.
While the traditional lights on and front porch vigils remain a part of NNO, activities have expanded considerably over the years to include block parties, cookouts, parades, visits from police, festivals, neighborhood walks, safety fairs, contests, rallies and meetings.
We will be gathering ideas to celebrate National Night Out in Texas in our neighborhood. I have entered a little of the history of National Night Out for your reading while thinking what we should be doing. I would like your suggestions emailed to charles@westmemorial. org. Texas has selected October 1, 2013 as our official celebration day. Take a big bite out of crime. Be a good neighbor and step out to say hi! We have an opportunity to use the Clubhouse as one of the two community days selected this year.
National Night Out, America’s Night Out Against Crime, was introduced by the Association in 1984. The program was the brainchild of NATW Executive Director Matt A. Peskin. In an effort to heighten awareness and strengthen participation in local anticrime efforts, Peskin felt that a high-profile, high-impact type of crime prevention event was needed nationally. At that time, he noted that in a typical crime watch community only 5 to 7% of the residents were participating actively. Due to the growth and success of these programs, he felt this percentage was too low. Subsequently, he proposed a national program, which would be coordinated by local crime prevention agencies and organizations - but that would involve entire communities at one time. The first National Night Out was introduced early in 1984 - with the
Peskin said, It’s a wonderful opportunity for communities nationwide to promote police-community partnerships, crime prevention and neighborhood camaraderie. While the one night is certainly not an answer to crime, drugs and violence, National Night Out does represent the kind of spirit, energy and determination that is helping to make many neighborhoods safer places throughout the year. It [NNO] is a night to celebrate safety and crime prevention successes and to expand and strengthen programs for the next 364 days. My current thoughts seems to point to a Concert in the Park. There is room in the clubhouse and the Pavilion in the Park to expand on these ideas. We can go from there. The Pool will be closed. Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.
WEST MEMORIAL YEARLY ASSESSMENT COLLECTION PROCESS
High Sierra Management generates invoices for the annual assessments and they are mailed out in late November or early December. The maintenance fees must be paid in full during that current year or an installment plan set up by February 1st of the following year. The management company will send out a reminder notice to all homeowners who have not paid their assessment in full or set up an installment plan with the management company at the beginning of February of the following year. The homeowner is not charged for this letter. Any expense afterward has to be at the Owner’s expense. This expense is part of a process and not a punishment. It is something that can be discussed during our monthly or Annual meeting.

The inspector is hired by the Management Company and is sent out to collect data monthly. Your Directors will get these letters in the mail just like you. The only difference is that we have to correct it and then face our fellow Directors afterward. It makes us accountable to your cause as well as a reminder that no one should be “above the law.” We are not in judgment over every detail, so speaking to us, helps keep it all open. The Directors are neighbors that volunteer their time for our subdivision. They are not compensated for their time, but they are not expected to pay any additional expense in trying to help. The Neighborhood bares the expenses beyond the normal intention. That is why we need to be involved as neighbors. The Management Company is working for us. Your interest is what should be their focus. You should consider running for any open Director position during the Annual process. In fact, you can get started by volunteering for small projects that are important to you. We can take those considerations during the monthly meetings on the 4th Tuesday of each month. We need to heal any past harm. We do not need to apologize for the Contract that the Developer put in place. But getting a majority together to change it takes you or the owner of the property.

Security on Duty may not always be in their Patrol Car; they have an opportunity to take training for Patrolling on Bicycles. So heads up… and keep our neighborhood safe for everyone.

As Directors do change, there is information that may be lost. Here is where the Management Company earns their pay. They keep things on the Agenda or not. Old issues left being brewed over are only known when someone brings it up. We are currently trying to improve relationships between our local two schools in West Memorial. We have added an effort to reach out and correct misinformation with our local Boys and Girl Scouts. We have also added to Community Service Days to our Annual agenda. We have tried to accomplish these things in the past, but we need more ideas and help to accomplish this.

The 1st Saturday in April and the 1st Tuesday in October were determined to be the best days for the Community Service Days. Now we need to get help with making these dates worthwhile. Community Garage Sales, National Night Out in Texas, Music in the Park and other events have been mentioned, but we need to move forward and see what is important without adding expense to our Neighborhood. Throwing a Party and baring all the expenses is what we are avoiding. A Community action that is worthy would be a better choice. We need your personal views on the possibilities.

As a reminder, West Memorial Civic Association is a deed restricted community and all changes or additions to the exterior of the home must be approved by the Association prior to any work commencing. RECYCLING IS EVERY FRIDAY WCA takes great pride in our recycling program and efforts. Ensuring the best recycle program for our customers takes time and effort on both sides. WCA will collect papers, plastics, aluminum and tin cans that are placed within the provided recycling bin. If items exceed container capacity, please place them adjacent to bin. WCA will provide each current residence with one recycling bin. WCA will replace any bins that are defective or otherwise become unusable due to normal wear and tear. Theft, lost or additional bins can be replaced at $8 each. DEED RESTRICTIONS
The purpose of Deed Restrictions in your neighborhood is to protect and enhance property values. They set guidelines for initial construction, perpetual maintenance and property use. As residents agree to abide by the majority view; the style and standards of a community are established and everyone benefits. For your information, restrictions are written by the developer before the first home is constructed and the Association is then charged with the on-going responsibility of enforcing them. They can be changed, but a very large percentage vote of homeowners is required to do so. Please let us know if you see a problem in the neighborhood.

BOARD APPROVES CONCEPTUAL DESIGN FOR PROPOSED SECOND STADIUM
During its regular July meeting, the Katy ISD Board of Trustees approved the conceptual design for the proposed second stadium. The stadium project is one of three projects being considered for the District’s Student Activities Facilities referendum this fall. Members of the community, as well as Katy ISD end users and support staff attended a two-day design workshop held on June 26th - 27th and developed the conceptual design presented at the July 15th Board Work Study meeting. The second stadium would support student growth and success with additional athletic and fine arts support facilities at the secondary level within the District. PBK Architects were deemed best qualified for the stadium project, having successfully completed numerous stadium projects across the state, including multiple projects at the Rhodes stadium complex. Two other architectural firms have been selected for the STEM Center and Agricultural Sciences Center that are also components of the Student Activities Facility Proposal. During its regular July Board Meeting, the Katy ISD Board of Trustees named David Kendler as the new Area 3 Assistant Superintendent. Kendler is currently the principal at Taylor High School. David Kendler began his educational career in 1986 as a high school basketball coach at West Mesa High School. His experience includes serving as principal at Paul Revere High School and Sharpstown High School in Houston ISD. He has been in his current role as principal of Taylor High School since 2007. Kendler holds a bachelor’s degree in

Katy Independent School District announced its policy for providing free and reduced price meals for children eligible under the federal income guidelines for the National School Lunch and School Breakfast Program. A copy of the policy may be viewed at www.squaremeals.com. Children living in households with incomes at or below the federally approved levels, based on household size, may be eligible for free or reduced price school meals. Transfer students approved for the program from another school district may either complete a Katy ISD application or provide documentation of their eligibility status. Foster children who are the legal responsibility of a welfare agency or court may also be eligible for benefits regardless of the income of the household with whom they reside. The Nutrition and Food Service Department encourages parents in all eligible households to complete an online application prior to the start of school. The online application can be found at the district website at www.katyisd.org. A Free and Reduced meal application form and an information letter was also distributed in the student’s first day packet. A paper application will not need to be completed if you submitted the application online. If your child was on the program at the end of the previous school year, they were eligible for the same benefit for the first 30 operating days of the new school year or until a new application is processed. A new application is required each school year. The Nutrition and Food Service Department is located at 5364 Franz Rd, Katy, TX 77493. Staff is available Monday - Friday, 8 AM to 2:30 PM to assist parents in completing the application. Bring the names of all members of the household and their Gross Monthly Income. For any questions, call the Katy ISD Nutrition Department office at 281-396-6240. Applications are available online, at any district school and at the food service office. Applications may be submitted any time during the school year starting in August 2013. The information households provide on the application will be used for the purpose of determining meal eligibility. Application information may be verified by school officials at any time during the school year.

Katy Youth Basketball is launching the 28th season of Youth Basketball for boys and girls. Two leagues are being formed this year, a Fall 3-on-3 league and the traditional Winter League. Boys and girls in 1st through 8th grade zoned to the Katy Independent School District are invited to participate. Players are placed on teams by grade. Registration for the fourth season Fall 3-on-3 League is currently underway online at www.kybb.org. KYB’s Winter League registration is Saturdays, September 14th and September 21st, from 9 AM to 3 PM at McMeans Jr. High. The Winter League has walk-up registration only. Practices will begin in November and games are played January and February, 2014. Katy Youth Basketball depends on volunteers for its success. KATY GIRL SCOUTS FROM TROOP 17259 EARN SILVER AWARD
In May, Girl Scouts Anusri Shah, Rebecca Clark and Veronica Miko earned the highest award a Cadette Girl Scout can earn, the Silver award. The trio of 7th graders accrued more than 60 hours supporting Katy’s Krause Center with various projects and events. They organized and led an Art Workshop for younger Girl Scouts, culminating in a large canvas to be displayed at the Krause Center. Using their creative energies, the Cadettes designed inspirational posters and assembled fleece pillows for the residents there. They also hosted a flip-flop decorating workshop at the Krause Center with more than 40 residents. Each of these girls is continuing on with Girl Scouting and plans to earn the highest honor, the Gold Award.

The 2nd Annual Superhero 5K benefiting Keep Kids Connected is scheduled for 8 AM, Saturday, September 21, 2013 at the Villagio Town Center, located at the corner of Westheimer Parkway and Peek Road. An anticipated 400 runners and walkers of all ages will run the streets around the Villagio dressed as their favorite superhero to raise money for Keep Kids Connected, a local nonprofit organization dedicated to providing netbook computers to sick children in an effort to keep them connected to friends and family while undergoing treatment. The event includes a competitive 5K and a noncompetitive 1-mile event. Participants can register online at www. KeepKidsConnected.org through Friday, September 20th at 8 PM or pick up a race brochure at Luke’s Locker. All entrants receive a t-shirt and runner goodie packet. Host families open their homes to a 15-18 year old from one of 25 countries around the world. Students come for one or two semesters and attend the local high school. Want to help create a world with more birthdays and less cancer? The American Cancer Society is looking for passionate, committed volunteers to be a part of the 2014 Relay For Life of Katy planning committee! Volunteers are needed to organize and recruit teams, seek community support and underwriting, coordinate the cancer survivor dinner, coordinate logistics, find refreshments and prizes, plan entertainment activities, engage students at local schools and more. Relay For Life events are held overnight as individuals and teams camp out at an athletic track or park, with the goal of keeping at least one team member on the track at all times throughout the evening. Teams do most of their fundraising prior to the event, but some teams also hold creative fundraisers at their camp sites during Relay. Relay For Life brings together friends, families, businesses, hospitals, schools, faith-based groups and people from all walks of life - all aimed at celebrating the lives of those who have had cancer, remembering those lost and fighting back against the disease.
