In the case of visible neglect of lawn maintenance and unresponsiveness from the resident, the HOA reserves the right to mow and/or edge the resident’s lawn and charge them for the services rendered. These events include, “Egg”stravaganza, Cookies with Santa and more! LANDSCAPE COMMITTEE The primary role is to support a social club for landscaping ideas, also known as the Garden Club. They are responsible for inviting horticulture guest speakers for community events and sharing a general interest in landscaping. They also assist with the Holiday Decoration Yard Contest. RULES OF THE ROAD FOR WESTHEIMER LAKES AND WESTHEIMER LAKES NORTH This is a reminder…. The operation of motorized vehicles (ATV’s, dirt bikes, golf carts, etc.) other than mowing equipment on pathways or trails maintained by the Association or any other Common Area within the community is not allowed. According to the Texas department of public safety: • ATV’s are not allowed on a street and an operator crossing a street must have a valid driver’s license. • Golf carts are allowed on roads, but must obey all traffic laws including speed limits. If operated on a road the golf cart must have a license plate and the driver must have a valid driver’s license and proof of insurance. • Mopeds and motor assisted scooters are treated as regular bicycles. VANDALISM IN COMMUNITY
In the past, Westheimer Lakes has been the target of numerous acts of vandalism. The POA believes that some of this vandalism may be occurring from individuals in the community. When items such as street signs, park signs, windows, lights are in need of replacement as result of this vandalism, your POA bears this expense. As a reminder, please beware of your surroundings and should you see any suspicious activity in the community please contact the Sherriff’s department (281-341-4665) immediately.

A clean environment/neighborhood makes people feel good about themselves. They will keep it clean. Some need to be reminded. Others need to be continually reminded. It takes time to change habits. Keeping your neighborhood clean is a habit that takes conscious effort.
ANIMAL / PET CONTROL Please respect your neighbors’ yards and their personal space… remember that pets must be confined to a fenced backyard or within the house and must not be allowed to bark all night long or cause a nuisance to neighbors. They must be on a leash at all times when away from this contained environment. It is also the pet owner’s responsibility, when walking their pet within the subdivision, to keep ALL areas free of pet debris. Please remember that cats must also be confined. GOLF BALLS Hitting golf balls is meant for the golf course only. It can cause damage not only to personal property but to people as well. Please respect your neighbors and refrain from hitting golf balls inside the community.

Basketball is a fun sport that many like to play. As a reminder, please make sure that all basketball goals are kept in an upright position in your driveway. Basketball goals should not be left in the street at anytime or left on the side of your home when not in use. Leaving Basketball goals in the street can be a nuisance to drivers in the community and a hazard should there be a need for an emergency vehicle to gain access to your street. Please note this is also a violation of deed restrictions and if you receive violation letters regarding this matter you could be sent to the attorney and be liable for those charges.
UNWANTED SOLICITORS NO SOLICITING signs are posted throughout the entrances of the community. If this continues to be a growing issue at your residence and would like to place a NO SOLICITING sign in your yard, you may certainly do so. Please be sure that the sign is placed by your front door and place only (1) sign at your home. Please be patient when approaching the EZ Tag barrier arm and obey the signs. After stopping at the stop sign, proceed slowly and wait until the barrier arm opens fully. Bumping or hitting the barrier arm causes costly and unnecesary repairs to the Association. If there is a car in front of you, please remain at the stop sign until the car has gone through the arm and the arm is closed. The barrier arm closes after each vehicle every time.

(2 lanes under the cover). • Visitors must enter through the visitor lane (far left lane) nearest the building and must be signed in by the Gate attendant. Call 832-222-2355 for more details. The entry will remain open during the day while sales and construction of new homes are in operation and gates will close at night. The gated areas may be accessed three (3) ways; with EZ Tag or fast pass tags, Access Card (reader is located at the dial up box in the left lane) or you may dial the home code on the telephone 10 key pad. If someone is home to answer, access may then be granted. If you experience difficulty, the gate attendant’s office may be called by pressing #0001 on the 10 keypad. In the event the gates do not open, please call the gate attendant and they can open the gate during the evening hours of 7 PM until 7 AM. Report all gate malfunctions to either 832-222-2650 or at 832-222-2355, if no one is available, please leave a message with your name, phone number and a brief description of the situation. The gate repairs will be called into the gate service company.

1st letter: Notifying owner of violation and giving them (30 days) to cease and desist. (Legally no further letters can go out for this violation until the (30 days) has expired.) 2nd letter: After the (30 days) has expired from the 1st letter a 2nd letter notifying the owner of violation will be sent. (Please note that depending on what the violation is the board can send the account to the attorney when the (30 days) has expired from this letter.)

This process ensures that all residents have access to the amenities such as the pool, automobile stickers and EZ Tag enrollment (no cost with a Harris County EZ Tag) for entry into the EZ Tag lanes at the gated sections. Some electronic tag fees are applicable. Your proof of resident ownership will be needed to properly complete your registration.
Garbage collection days are: Wednesday and Saturday. Trash containers must be at curb by 7 AM on Wednesdays and Saturdays.
The gate attendants maintain a list of residents that have registered at the onsite business office. Your visitors should also be reminded to stop and register with the gate attendant. Time now to make plans for fall landscaping projects. • Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood. Light green leaves may signify lack of iron (chlorosis). Correct with iron cheleates. • Cut off old dead foliage on irises. Scratch in a little bone meal around the roots. • Prune roses to reshape and groom plants for fall growth. Follow up with a dose of fertilizer the first week of September. • Plants come out of summer rest and go crazy. Insect populations explode as we get into cooler temperatures. Diseases that have been dormant wake up. - Citrus, croton, avocado and mango are susceptible to spider mites and thrips. Discourage them with a strong jet of water from a hose directed to the undersides of the leaves. - Hibiscus, citrus, palms, gardenia and ixora are susceptible to scale and mealybug. • Winter vegetable gardens and perennials get planted. • Wait until November to plant petunias and pansies. • Fire ants baits should be put out in September-October to lessen the number of eggs that make it to Spring. • St. Augustine grass gets its fall fertilizer during September. Continue to mow at maximum height. You want to leave a lot of leaf surface to produce carbohydrate reserves for the winter. • Keep an eye out for sod webworms. First sign of them is grass that appears to stop growing. You need to get them early for biological controls to work. When the caterpillars are only 1/4 inch, Bacillus thuringiensis applications can slow them. Bt is a bacteria that works on the caterpillars’

An anticipated 400 runners and walkers of all ages will run the streets around the Villagio dressed as their favorite superhero to raise money for Keep Kids Connected, a local nonprofit organization dedicated to providing netbook computers to sick children in an effort to keep them connected to friends and family while undergoing treatment. The event includes a competitive 5K and a non-competitive 1-mile event. It’s that time once more when the members of the Katy, TX based Bayou Belles Charity Service Organization, Inc. are tirelessly working to organize our Fourth Annual Charity Gala scheduled for October 12, 2013. The theme this year will be “ALL THAT GLITTERS ISN’T GOLD” benefiting Pediatric Cancer Victims. The venue (TBA). Our organization will be partnering with Texas Children’s Pediatric Cancer Center to select local families who are struggling with the expenses of having a very sick child. This heartfelt fundraiser will include an elegant dinner, cocktails, dancing and silent auction. This fundraiser is being dedicated to, but in NO way benefit: In Loving Memory of Jerald Paul Auzenne, Sr. As you may recall, BBCSO, Inc. is a (non-profit 501c3) and is “Grass Roots” in nature. There are no salaries to tend with. Each and every member volunteer 100% their time. Being the founder of this community service organization, I am proud to say that I have currently donated over 7,000 hours of service between 2008 - 2013 to the benefit of various small, local and child-focused non-profits such as Texas EquuSearch, The Diaper Foundation, JoeJoe Bears Foundation, Katy Christian Ministries, The Amobi Okoye Foundation and The Krause Children’s Center. KATY YOUTH BASKETBALL ANNOUNCES FALL AND WINTER LEAGUE REGISTRATION Katy Youth Basketball is launching the 28th season of Youth Basketball for boys and girls. Two leagues are being formed this year, a Fall 3-on-3 league and the traditional Winter League. Boys and girls in 1st through 8th grade zoned to the Katy Independent School District are invited to participate. Players are placed on teams by grade. Registration for the fourth season Fall 3-on-3 League is currently underway online at www.kybb.org. KYB’s Winter League registration is Saturdays, September 14th and September 21st, from 9 AM to 3 PM at McMeans Jr. High. The Winter League has walk-up registration only. Practices will begin in November and games are played January and February, 2014.

The Cougars went undefeated throughout the tournament. The championship game featured the undefeated De Soto Navy Seals 2019 who fell prey to the Katy Cougars in College Station, TX on July 13-14, 2013.

BOARD APPROVES CONCEPTUAL DESIGN FOR PROPOSED SECOND STADIUM During its regular July meeting, the Katy ISD Board of Trustees approved the conceptual design for the proposed second stadium. The stadium project is one of three projects being considered for the District’s Student Activities Facilities referendum this fall. Members of the community, as well as Katy ISD end users and support staff attended a two-day design workshop held on June 26th - 27th and developed the conceptual design presented at the July 15th Board Work Study meeting. The second stadium would support student growth and success with additional athletic and fine arts support facilities at the secondary level within the District. PBK Architects were deemed best qualified for the stadium project, having successfully completed numerous stadium projects across the state, including multiple projects at the Rhodes stadium complex. Two other architectural firms have been selected for the STEM Center and Agricultural Sciences Center that are also components of the Student Activities Facility Proposal. BOARD NAMES NEW AREA ASSISTANT SUPERINTENDENT During its regular July Board Meeting, the Katy ISD Board of Trustees named David Kendler as the new Area 3 Assistant Superintendent. Kendler is currently the principal at Taylor High School. David Kendler began his educational career in 1986 as a high school basketball coach at West Mesa High School. His experience includes serving as principal at Paul Revere High School and Sharpstown High School in Houston ISD. He has been in his current role as principal of Taylor High School since 2007. Kendler holds a bachelor’s degree in kinesiology and physical education from the University of Colorado and a master’s degree in education administration from the University of New Mexico. He has received many honors throughout his career including Secondary Principal of the Year while in Houston ISD and the Texas Music Educators Distinguished Administrator Award.
2013 - 2014 CRITERIA FOR FREE AND REDUCED PRICE MEALS Katy Independent School District announced its policy for providing free and reduced price meals for children eligible under the federal income guidelines for the National School Lunch and School Breakfast Program. A copy of the policy may be viewed at www.squaremeals.com.

Children living in households with incomes at or below the federally approved levels, based on household size, may be eligible for free or reduced price school meals. Transfer students approved for the program from another school district may either complete a Katy ISD application or provide documentation of their eligibility status. Foster children who are the legal responsibility of a welfare agency or court may also be eligible for benefits regardless of the income of the household with whom they reside. The Nutrition and Food Service Department encourages parents in all eligible households to complete an online application prior to the start of school. The online application can be found at the district website at www.katyisd.org.

A paper application will not need to be completed if you submitted the application online. If your child was on the program at the end of the previous school year, they were eligible for the same benefit for the first 30 operating days of the new school year or until a new application is processed. A new application is required each school year. The Nutrition and Food Service Department is located at 5364 Franz Rd, Katy, TX 77493. Staff is available Monday Friday, 8 AM to 2:30 PM to assist
