BACK YARDS NEED LOCKED GATES
Recently, homeowners have reported that they have seen strangers in their back yards. When the strangers realize someone is at home, they leave immediately. What does this mean? These individuals didn’t mistakenly wander into your backyard. They are there by choice; in all likelihood their goal was a quick burglary of your home. Please padlock your back gates and secure your fence so that it is not easy for a burglar to get into your backyard. Once in the yard, these individuals have unfettered access to your home, even if you are home. Keep your back door locked. Hopefully all of us now have the longer, secure deadbolts, which can only be opened with a key. These fit more deeply into the door casing to make it difficult to kick the door open. But, the first line of defense is your gate, have a padlock and keep it locked at all times.

GASOLINE THEFTS
Once again, the price of gasoline has gone up. Once again, the gasoline thieves are at work in the wee hours of the morning. The first line of defense in this situation is to park your car in your locked garage. Failing that, park your car on the driveway and put a locking device on the gas tank cover. Make sure all security systems are engaged. If possible, park the car or truck close to the building or heavy bushes to make it difficult to access the gas tank. If possible, install security lights and/or security cameras to deter thieves. Vehicle fuel is expensive. Let’s do all that we can to protect ourselves from theft.
DOGS RUNNING LOOSE BECOME A PROBLEM IN DENSELY POPULATED AREAS
As our email subscribers know, we are sending out pictures of missing dogs or dogs that have been found at least once a week. Some stories have happy endings, some have tragic endings. There is a leash law in Texas. This means that YOU must be in control of your dog at all times. The law interprets control as having the dog confined or restrained. There is no margin for question on this one. Under controlled restraint or confinement means just that. Some cultures have no problems with dogs running loose, eating what they can beg or steal, getting water where they can find it. In the rural areas of Texas, people pretty much take care of their dogs. They understand livestock and animals in general. They feed, vaccinate, water and bathe their animals. In the densely populated areas of Texas, such as Houston and its suburban areas, dogs must be restrained, vaccinated, fed, watered and sheltered. Anything less is cruelty or neglect that results in a violation of Texas law.

BACK TO SCHOOL TIME: WATCH OUT FOR CHILDREN
The children are back in school and each school bus carries a precious cargo. Be aware of children running to or from the bus. Also, be aware of children who are walking to or from a drop-off point. Please slow down and watch for children. The actions of children cannot be anticipated; frequently a child will dart into the street for no apparent reason. Please be ready for the unexpected when children are present in the neighborhood. State law requires that all traffic on both sides of the street stop for a school bus that is loading or discharging children. If you do not stop, the driver will take your license plate number and action will be taken against you. Please be careful when children are present. We urge you to drive responsibly and to talk with your teenage children who are driving about the responsibility of driving carefully in the neighborhood.
AUTUMN IS GREAT TIME TO REFRESH EXTERIOR, LAWNS AND GARDENS
The fall of the year brings many opportunities for us to work in our yards. As the weather cools down, the jobs of weeding and mulching gardens, planting fall flowers, mowing and putting on fertilizer become a lot easier. This is an ideal time to refresh your floral plantings and take care of lawn problems. Trees can be pruned later in the year when the weather is cooler. This is generally best done in January. We encourage our residents to take an objective look at the exterior of their home and take appropriate measure to rid the lawn and trees of various pests. This is also a good time to do exterior repairs before the holidays slip up on us. If you plan a major change in your paint color or plan to put in siding or do other improvements which radically change the look of your home, please complete an architectural control form and submit it for board approval. The process is quick and painless and can eliminate problems with changes that may be in violation of our deed restrictions. We thank all the homeowners in Westlake and Westlake Forest who continue to make improvements in both their homes and their landscaping. Our neighborhood has become quite attractive with the large trees, lush lawns and beautiful gardens. The improvements made on homes add to the personality of our subdivision in a very positive way.

NUISANCE ABATEMENT PROGRAM, LEGAL PARKING & CLEAR STREETS IMPROVES NEIGHBORHOOD APPEARANCE & SAFETY
As most of you know, the application of the Texas law against Nuisances both in the form of vehicles and health safety items has been an ongoing activity in Westlake and Westlake Forest. What does this mean? The vehicles in driveways, which are not current on registration and inspection, are covered in some fashion, are on jacks or blocks or are inoperable are in violation of state law. The penalties for violating this law can be pretty stiff. If you have a vehicle in your driveway that falls into any of these categories, you will want to remove it. Park the vehicle in your garage or take it out of the neighborhood and place it in a rental facility. This will save you much frustration and money. The Health and Safety Code is very specific about tall grass, rats, snakes, chemicals, paints, furniture, junk, building materials, etc., which are left outside for a period of time. Further, stagnant water is a major violation, as it increases the risk of mosquitoes and the spread of the diseases they carry such as West Nile virus. Please keep your front and back yards clear of debris. Keep them mowed. Leave no standing water in your yard. If you have a swimming pool or pond in your yard, do not let water stagnate. Use appropriate chemicals and check the ph and chemical level on pools and ponds to make sure you are not fostering the creation of a health disaster. Penalties for some of these violations are swift and severe. Finally, do not leave refrigerators, chemicals, paint, old wood, etc., in your front or back yard. This, too, is a violation of the health and safety code. You will be cited by the proper authorities for the violation if you do not abate the nuisance. While some of our residents are used to conditions in other non-restricted areas such as the country or neighborhoods in far-eastern or southeast Houston, a subdivision is a high density population area. These nuisances negatively impact the neighborhood and the quality of life. That is the reason the Texas legislature has passed laws that exclusively address the unincorporated areas of Texas counties. Please obey the Texas law and be part of the solution, not part of the problem.

CURFEW OF MIDNIGHT FOR TEENS UNDER 17
We have experienced a few childish pranks that are costly to the association or to homeowners. If you are a parent of a child under the age of 17 who is out late at night, chances are you really don’t know what your child is doing. The many pranks of unsupervised young teenagers have cost neighbors and the association much money over the past 20 years. Once again, we caution parents that if a juvenile is arrested for vandalism, the costs of the damage will become your burden by court order. Further, your child will have a juvenile record that can be very damaging. We urge parents to make sure their children abide by the curfew, midnight for those under 17 years of age.
BURGLARY OF MOTOR VEHICLES IS COMMON
One of the most common crimes throughout the USA is the Burglary of a Motor Vehicle. It’s common because people forget to lock their cars or trucks or even worse, people leave expensive and attractive items in their cars or trucks and expect all who see these items to admire them but not touch them. There are people who regularly commit BMV’s, burglaries of motor vehicles. They walk parking lots, scope out the good stuff, smash and grab. It takes 10 seconds to commit this crime. They walk subdivision streets at night, often accompanied by a slow moving car being driven by an accomplice. Most of the time, these thieves simply open the door. Sometimes the car parked on the street is locked; smash and grab accomplishes the crime and they zip off before you can respond to your alarm. We can shout about what is happening to our country or we can take care of business. Choose Taking Care of Business. Cars and trucks belong in the garage or parked on the driveway. Parking on the street is an invitation to a criminal. Any car parked anywhere but your garage needs to be cleaned out, leave nothing that would attract a burglar. A word to the wise should be sufficient.

PARKING LAWS CONTRIBUTE TO NEIGHBORHOOD SAFETY
The ongoing effort by the Sheriff’s Department to enforce all parking laws within the confines of our neighborhood has begun to show some dramatic results. The streets are less cluttered, fire hydrants are not blocked, dangerous vehicles are gone, intersections are easily navigated and the children of our neighborhood are much safer. Please consider your neighbors when parking on the street. Not only are you risking your vehicle, but you could potentially be risking the lives of innocent children. If you must park on the street, be considerate of the neighbor across the street who must back from a driveway in order to enter the street. Do not park so that it is almost impossible to exit a driveway. Whenever possible, do not park on the street in order to further insure the safety of our children. By cleaning up the streets, we are finding that the children are more easily spotted as they dart out to chase a ball or swerve while riding a bicycle. If you are unfamiliar with the parking laws, stop in at the Franz Road Store Front that is located just west of Fry Road on Franz. BOARD APPROVES CONCEPTUAL DESIGN FOR PROPOSED SECOND STADIUM
During its regular July meeting, the Katy ISD Board of Trustees approved the conceptual design for the proposed second stadium. The stadium project is one of three projects being considered for the District’s Student Activities Facilities referendum this fall. Members of the community, as well as Katy ISD end users and support staff attended a two-day design workshop held on June 26th - 27th and developed the conceptual design presented at the July 15th Board Work Study meeting. The second stadium would support student growth and success with additional athletic and fine arts support facilities at the secondary level within the District. PBK Architects were deemed best qualified for the stadium project, having successfully completed numerous stadium projects across the state, including multiple projects at the Rhodes stadium complex. Two other architectural firms have been selected for the STEM Center and Agricultural Sciences Center that are also components of the Student Activities Facility Proposal. During its regular July Board Meeting, the Katy ISD Board of Trustees named David Kendler as the new Area 3 Assistant Superintendent. Kendler is currently the principal at Taylor High School. David Kendler began his educational career in 1986 as a high school basketball coach at West Mesa High School. His experience includes serving as principal at Paul Revere High School and Sharpstown High School in Houston ISD. He has been in his current role as principal of Taylor High School since 2007. Kendler holds a bachelor’s degree in

Katy Independent School District announced its policy for providing free and reduced price meals for children eligible under the federal income guidelines for the National School Lunch and School Breakfast Program. A copy of the policy may be viewed at www.squaremeals.com. Children living in households with incomes at or below the federally approved levels, based on household size, may be eligible for free or reduced price school meals. Transfer students approved for the program from another school district may either complete a Katy ISD application or provide documentation of their eligibility status. Foster children who are the legal responsibility of a welfare agency or court may also be eligible for benefits regardless of the income of the household with whom they reside. The Nutrition and Food Service Department encourages parents in all eligible households to complete an online application prior to the start of school. The online application can be found at the district website at www.katyisd.org. A Free and Reduced meal application form and an information letter was also distributed in the student’s first day packet. A paper application will not need to be completed if you submitted the application online. If your child was on the program at the end of the previous school year, they were eligible for the same benefit for the first 30 operating days of the new school year or until a new application is processed. A new application is required each school year. The Nutrition and Food Service Department is located at 5364 Franz Rd, Katy, TX 77493. Staff is available Monday - Friday, 8 AM to 2:30 PM to assist parents in completing the application. Bring the names of all members of the household and their Gross Monthly Income. For any questions, call the Katy ISD Nutrition Department office at 281-396-6240. Applications are available online, at any district school and at the food service office. Applications may be submitted any time during the school year starting in August 2013. The information households provide on the application will be used for the purpose of determining meal eligibility. Application information may be verified by school officials at any time during the school year.

Katy Youth Basketball is launching the 28th season of Youth Basketball for boys and girls. Two leagues are being formed this year, a Fall 3-on-3 league and the traditional Winter League. Boys and girls in 1st through 8th grade zoned to the Katy Independent School District are invited to participate. Players are placed on teams by grade. Registration for the fourth season Fall 3-on-3 League is currently underway online at www.kybb.org. KYB’s Winter League registration is Saturdays, September 14th and September 21st, from 9 AM to 3 PM at McMeans Jr. High. The Winter League has walk-up registration only. The 2nd Annual Superhero 5K benefiting Keep Kids Connected is scheduled for 8 AM, Saturday, September 21, 2013 at the Villagio Town Center, located at the corner of Westheimer Parkway and Peek Road. An anticipated 400 runners and walkers of all ages will run the streets around the Villagio dressed as their favorite superhero to raise money for Keep Kids Connected, a local nonprofit organization dedicated to providing netbook computers to sick children in an effort to keep them connected to friends and family while undergoing treatment.
