DOLPHINS HAVE ANOTHER GREAT SEASON!
The Williamsburg Settlement Swim team had a terrific season, finishing in first place in its division. The team had 121 swimmers with 83 earning the opportunity to participate in the end-ofseason Meet of Champs and 9 swimmers made it to All Stars. Congratulations to Brayden Prekop, Ashlyn Duty, Gregory Santos, Ian Bennett, Max Dinnitt and Tanner Griffin who all medaled in the All Stars Meet!! The swim team board would like to thank all the wonderful parents who not only signed their children up to swim, but also volunteered many hours to help run the meets The Dolphins continue to have registration and calendar information on our website: www. wsstdolphins.weebly.com, as well as the WSMA website. The swim team board looks forward to seeing everyone back next year.
THE END OF AN ERA!
Don McClelland has been a member of the Board of our Maintenance Association longer than any of us can remember! Throughout his tenure as a director he has served our community in many roles. In addition to holding various officer positions, he chaired the Architectural Review Board for many years and in so doing, has been instrumental in maintaining architectural standards throughout our subdivision - standards on which the value of our properties depend. For this, we all owe him a debt
of gratitude. For personal reasons, Don has decided to relinquish his position on the Board before the end of his term to make it available to another resident who is able to devote more time to Association business than Don’s current situation makes possible. Let’s all wish Don and his wife Ellen well and hope that they will remain active members of our community for many years to come.
NEW BOARD MEMBER
At its July 16th meeting, the Board appointed Michael Wood to fill the vacancy created by the resignation of Don McClelland. Michael and his wife Jo have resided in the Settlement for 24 years and have raised their children, Tim and Emily, here on Carters Grove. Michael has a wonderful and varied background. He is a graduate of Spring Woods High School, Houston Baptist University and Southwestern Baptist Seminary and did his postgraduate studies at the University of Arizona. He has certifications in radio and television, law enforcement, professional fund raising and emergency care and in addition to holding positions in most of those disciplines, has been an ordained minister for over 48 years. Michael retired from his position of Associate Pastor, Music and Senior Adult Ministries at First Baptist Church Hempstead last December and is currently Musical Director of Houston’s newest gospel community choir, The West Houston Singers. Welcome aboard Michael!

The Yard-Of-The-Month Award for August goes to Richard and Patti Collier of 22402 Prince George. Richard and Patti have lived in the Settlement for the last 21 years. They moved here from Old Town Katy and raised two children, Casey, now 35 and Mariah, 32. Richard and Patti have been blessed recently with the birth of their first grandchild. They love living in the Settlement because it is well established with beautiful trees, yards and homes that are not a cookie cutter style. Their yard is beautiful with a Hibiscus hedge, Azaleas and a colorful corner flower bed - perfect for their corner lot. It contains large Plumbagos, White Spider lilies, Canta lilies, Elephant Ears, Boxwoods and roses, along with a sprinkling of Periwinkles. Along the side of the house is a border of Mexican Heather and Variegated Ginger. The Collier’s backyard is even more inviting and luscious with tropical plants and stone walkways. Many thanks to Richard and Patti for adding so much beauty to our wonderful neighborhood.
POOL INFORMATION
As a reminder, the pool will be open full time through August 25th, reverting to weekends again (plus Labor Day) through its closing on September 2nd. Hours of operation for the pool are 11:00 AM to 8:00 PM. For your ongoing reference, this information is posted on the Swimming Pool tab of the Recreation page of our website www. wsmaonline.org. The pool operation is managed by Houston Recreational Management staff, this year under the management of a new director and with more experienced lifeguards. The Board believes that these changes will result in a more positive experience for all of our residents who enjoy using our pool each year.

PATROL SERVICE REPORT Officer Wilburn reported there had been one burglary in the subdivision in June. In an effort to discourage crime the officers have altered their patrol hours. FINANCIAL AND DELINQUENCY SUMMARY Dave Ellis presented the financials. As of June 30, 2013, the money in the bank totaled $708,614.20. This includes checking, savings accounts and CD’s and is the money to cover both operating expenses and the necessary reserve to fund maintenance and replacement of the Association’s capital assets. Delinquency for the month ending June 30, 2013 was $20,462.40. The Board announced that homeowners who have defaulted on their payment plans will be promptly turned over to the Association attorney and the associated legal fees will be added to their account. There are some accounts, which are at the attorney for delinquency and should those accounts not be brought current immediately the next and final step is to file a lawsuit. At the time of filing suit, the legal fees become very large. The Board does not want any resident to be faced with such legal fees but they are an inevitable result of the Board exercising its fiduciary responsibility to collect all assessments. Delinquent homeowners whose accounts have not yet been turned over to the attorney have been encouraged to contact the HOA. Those whose accounts are already at the attorneys’ office should contact that office directly to pay in full or work out a payment plan to prevent the filing of a suit and avoid the ensuing additional legal fees. OLD BUSINESS REPLACEMENT OF IN-WALL HOOK FOR THE POOL LANE ROPE The in-wall hook for the pool lane rope has been replaced. POOL STATUS REPORT Dave Ellis reported there have been no complaints about the lifeguards this year and everything seems to be working smoothly.

There has been a problem with the water clarity however. It appears that this problem is the result of reduced water flow caused by a deteriorated impeller. H-Rec has submitted a proposal to replace this and the shaft seal along with adding new pressure gauges on each filter. The cost for this work would be $1,422.19. A motion to accept this proposal was made by Dave Ellis, seconded by Walt Smith and unanimously approved. UPDATE ON ACCIDENT AT CARTER’S GROVE ENTRY Dave Ellis announced that the Association has now received a quote for replacing the brickwork on the entry monument and the limestone signage. The cost for this would be $9,879.20 plus an additional cost for recoating the sign and brickwork with the graffiti shield. To this will

Landscaping is not covered under the Association’s insurance; however as the adjustor has been given the insurance information of the driver who hit the wall, the Association will seek guidance from the adjuster as to how our insurance company will handle this claim with the driver’s insurance company. NEW BUSINESS ACCEPT BOARD MEMBERS RESIGNATION A motion to accept the resignation tendered by Don McClelland was made by Walt Smith, seconded by Gail Owen and unanimously approved. The Board Members present expressed their appreciation for Don’s contribution to the neighborhood by serving on the Board and chairing the Architectural Committee for many years. DISCUSS FILLING VACANCY ON BOARD Mr. Michael Wood had previously expressed an interest in serving on the Board and remains keen to do so. He has been a resident of the community for twenty-four (24) years and has many qualities that would make him a great addition to the Board. A motion to have Michael Wood fill Don McClelland’s vacant position was made by Walt Smith, seconded by Gail Owen and unanimously approved. Michael’s initial term will expire in 2014. CONTENT OF MANAGERS REPORT The Board had a chance to review the monthly manager’s report. It was unanimously agreed that following the transition to the new system, it currently contains a lot of information that is not really needed. Dave Ellis will review the report content with PCMI with a view to reducing its volume to only include the more relevant information. At this time, the Board thanked the resident for attending the meeting. ADJOURNMENT TO EXECUTIVE SESSION At 6:11 PM, the Board adjourned to executive session to discuss delinquencies and deed restriction matters. DECISIONS MADE DURING EXECUTIVE SESSION DELINQUENCY The Board reviewed the delinquency report. There are three (3) owners who have received one more notice that they were in default of their payment plan. If payments are not received immediately, these accounts will be sent to the Association attorney for legal action and be assessed the associated legal fees. Homeowners are encouraged to always try and set up a payment plan and having done so, not to fall behind on their payments and thus incurring additional attorney fees.

There were an estimated 528 reported calls from our surrounding area. Williamsburg Settlement reported approximately 10 calls for service in which 4 of these calls were “theft from a motor vehicle.” It had been discovered that there were no broken windows or locks on these vehicles, which possibly indicates that the doors were not locked. Please lock your vehicle, keep garage doors closed and NEVER leave purses or other valuables visible to “shoppers.” Burglaries and thefts are crimes of opportunity in which some can be avoided with some common sense and proper precautions. Our neighborhood still looks very safe according to all indicators, although we have to take some initiative on our part to protect ourselves and our property.

This is just a reminder that the email addresses to which emails from the WSMA Webmaster are broadcast are those that have been registered on the www.WSMAonline.org website by the residents themselves. This email distribution list is used to disseminate important announcements to Settlement residents. However, email addresses do tend to be rather dynamic as residents change their ISP for a variety of reasons and when they do so, unless they reregister their new email addresses on the Registration page of the website, they will no longer receive these broadcast emails. So please, when conveying a new email address to those in your address book, also update our mailing list by removing your old email address and replacing it with your new one. This will ensure that you continue to receive the timely announcements on important Settlement activities. And for those who have not yet registered, you are strongly urged to do so as this is the best mechanism we have to quickly communicate with our residents. Thanks in advance for your cooperation.

If any resident wishes to update the information that they have previously provided for publication in the Maintenance Association Directory or on the Directory page of our website, they can do so by using the Residents’ Directory Entry form. This form is accessible via the Registration or Directory pages of our website www.wsmaonline. org. The webmaster uses the information submitted to maintain the directory database. If the resident indicates on the form that he or she is agreeable to having that information accessible via the online Directory page, the update will be made as soon as possible usually within 24 hours. Throughout 2013, the information will also be marked for inclusion in any future edition of the hard copy directory, monthly updates of which will be emailed to all registered residents who can use them to manually annotate their copies. REMINDER ABOUT HOUSE PAINTING
Residents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! But please remember that all such work does require Architectural Review Committee approval. This is obtained by completing a “Request For Home Improvement Approval” form and mailing it to PCMI. A blank copy of this form is included in this newsletter and is also available on the Board Notices and Forms page our website at WSMAonline.org.

STREET LIGHT OUTAGES
To report a burned out streetlight, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, you can go to http://cnp.centerpointenergy.com/outage. Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will be out to fix the problem within 7 working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!

• *Note that when alcohol is served, two security guards must also be on duty. The requirement for two is mandated by the Sheriff’s Department. When no alcohol is being served but the event is attended by 50 or more people and continues past 6:00 PM or 20 or more people between the ages of 13 and 21 unaccompanied by their family members, one security guard is required. • The charge for the security guards, which is paid directly to the officers, is the responsibility of the resident requesting the rental. • Also, if there are more than 20 young people between the ages of 13 and 21 unaccompanied by their family members the Association requires one responsible adult for every 10 of these young persons to act as chaperones. • All deposits refundable upon passing the exit inspection. POOL RENTAL The pool is available for private parties during the swim season (only), subject to the posted pool rules and the following restrictions. During Pool Hours: • Only 1 group at a time. • Parties must be scheduled at least 2 weeks ahead of time. • Parties held during open hours are restricted to 20 or fewer persons (adults and children) who will be entering the pool and do not have their own pool tags. • In the event that the total number of persons in the pool (including regular pool users who are not in the party) requires an additional lifeguard then the cost of the additional guard will be deducted from the renter’s deposit. • Two responsible adults must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party. • Party to be over and the area cleaned up by pool closing at 8:00 PM • A $100 refundable deposit is required. After Hours: • Parties must be scheduled at least 2 weeks ahead of time. • Fees: 1-49 people - $50; 50 plus - $75. • Private pool parties may start at 8:00 PM. They must end and the area must be cleaned up by the scheduled end of the party, either 10:00 or 11:00 PM as selected on the booking form. • One responsible adult for every 10 persons under the age of 21 must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party.

VETERINARY PUBLIC HEALTH LEASH LAW
Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal.Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more then six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk to street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

BOARD APPROVES CONCEPTUAL DESIGN FOR PROPOSED SECOND STADIUM
During its regular July meeting, the Katy ISD Board of Trustees approved the conceptual design for the proposed second stadium. The stadium project is one of three projects being considered for the District’s Student Activities Facilities referendum this fall. Members of the community, as well as Katy ISD end users and support staff attended a two-day design workshop held on June 26th - 27th and developed the conceptual design presented at the July 15th Board Work Study meeting. The second stadium would support student growth and success with additional athletic and fine arts support facilities at the secondary level within the District. PBK Architects were deemed best qualified for the stadium project, having successfully completed numerous stadium projects across the state, including multiple projects at the Rhodes stadium complex. Two other architectural firms have been selected for the STEM Center and Agricultural Sciences Center that are also components of the Student Activities Facility Proposal. BOARD NAMES NEW AREA ASSISTANT SUPERINTENDENT
During its regular July Board Meeting, the Katy ISD Board of Trustees named David Kendler as the new Area 3 Assistant Superintendent. Kendler is currently the principal at Taylor High School. David Kendler began his educational career in 1986 as a high school basketball coach at West Mesa High School. His experience includes serving as principal at Paul Revere High School and Sharpstown High School in Houston ISD. He has been in his current role as principal of Taylor High School since 2007. Kendler holds a bachelor’s degree in

kinesiology and physical education from the University of Colorado and a master’s degree in education administration from the University of New Mexico. He has received many honors throughout his career including Secondary Principal of the Year while in Houston ISD and the Texas Music Educators Distinguished Administrator Award.
Katy Independent School District announced its policy for providing free and reduced price meals for children eligible under the federal income guidelines for the National School Lunch and School Breakfast Program. A copy of the policy may be viewed at www.squaremeals.com. Children living in households with incomes at or below the federally approved levels, based on household size, may be eligible for free or reduced price school meals. Transfer students approved for the program from another school district may either complete a Katy ISD application or provide documentation of their eligibility status. Foster children who are the legal responsibility of a welfare agency or court may also be eligible for benefits regardless of the income of the household with whom they reside. The Nutrition and Food Service Department encourages parents in all eligible households to complete an online application prior to the start of school. The online application can be found at the district website at www.katyisd.org. A Free and Reduced meal application form and an information letter was also distributed in the student’s first day packet. A paper application will not need to be completed if you submitted the application online. If your child was on the program at the end of the previous school year, they were eligible for the same benefit for the first 30 operating days of the new school year or until a new application is processed. A new application is required each school year. The Nutrition and Food Service Department is located at 5364 Franz Rd, Katy, TX 77493. Staff is available Monday - Friday, 8 AM to 2:30 PM to assist parents in completing the application. Bring the names of all members of the household and their Gross Monthly Income. For any questions, call the Katy ISD Nutrition Department office at 281-396-6240. Applications are available online, at any district school and at the food service office. Applications may be submitted any time during the school year starting in August 2013. The information households provide on the application will be used for the purpose of determining meal eligibility. Application information may be verified by school officials at any time during the school year.

Katy Youth Basketball is launching the 28th season of Youth Basketball for boys and girls. Two leagues are being formed this year, a Fall 3-on-3 league and the traditional Winter League. Boys and girls in 1st through 8th grade zoned to the Katy Independent School District are invited to participate. Players are placed on teams by grade. Registration for the fourth season Fall 3-on-3 League is currently underway online at www.kybb.org. KYB’s Winter League registration is Saturdays, September 14th and September 21st, from 9 AM to 3 PM at McMeans Jr. High. The Winter League has walk-up registration only. Practices will begin in November and games are played January and February, 2014. Katy Youth Basketball depends on volunteers for its success. KATY GIRL SCOUTS FROM TROOP 17259 EARN SILVER AWARD
In May, Girl Scouts Anusri Shah, Rebecca Clark and Veronica Miko earned the highest award a Cadette Girl Scout can earn, the Silver award. The trio of 7th graders accrued more than 60 hours supporting Katy’s Krause Center with various projects and events. They organized and led an Art Workshop for younger Girl Scouts, culminating in a large canvas to be displayed at the Krause Center. Using their creative energies, the Cadettes designed inspirational posters and assembled fleece pillows for the residents there. They also hosted a flip-flop decorating workshop at the Krause Center with more than 40 residents. Each of these girls is continuing on with Girl Scouting and plans to earn the highest honor, the Gold Award.

The 2nd Annual Superhero 5K benefiting Keep Kids Connected is scheduled for 8 AM, Saturday, September 21, 2013 at the Villagio Town Center, located at the corner of Westheimer Parkway and Peek Road. An anticipated 400 runners and walkers of all ages will run the streets around the Villagio dressed as their favorite superhero to raise money for Keep Kids Connected, a local nonprofit organization dedicated to providing netbook computers to sick children in an effort to keep them connected to friends and family while undergoing treatment. The event includes a competitive 5K and a noncompetitive 1-mile event. Participants can register online at www. KeepKidsConnected.org through Friday, September 20th at 8 PM or pick up a race brochure at Luke’s Locker. All entrants receive a t-shirt and runner goodie packet. Tammala Baszile, international exchange coordinator for nonprofit EF Foundation for Foreign Study, the leader in high school exchange, is currently accepting applications for host families for the 2013-14 school year. Host families open their homes to a 15-18 year old from one of 25 countries around the world. Students come for one or two semesters and attend the local high school. The American Cancer Society is looking for passionate, committed volunteers to be a part of the 2014 Relay For Life of Katy planning committee! Volunteers are needed to organize and recruit teams, seek community support and underwriting, coordinate the cancer survivor dinner, coordinate logistics, find refreshments and prizes, plan entertainment activities, engage students at local schools and more. Relay For Life events are held overnight as individuals and teams camp out at an athletic track or park, with the goal of keeping at least one team member on the track at all times throughout the evening. Teams do most of their fundraising prior to the event, but some teams also hold creative fundraisers at their camp sites during Relay. Relay For Life brings together friends, families, businesses, hospitals, schools, faith-based groups and people from all walks of life - all aimed at celebrating the lives of those who have had cancer, remembering those lost and fighting back against the disease.
