END OF THE POOL SEASON
Hi neighbors, Monday, September 2nd marks the end of the pool season - the last day it is open until Memorial Day Saturday in 2014. The season has seen major upgrades to the outdoor shower and significant renovations to the bathrooms as well. It also included the replacement of 10 lounge chairs, 10 poolside chairs and 2 of the picnic tables. And, we replaced the previous pool company, which on numerous occasions failed to keep us properly informed of needed repairs. The new company, A-Beautiful Pools, is already off to a good start and has established a priority repair and upgrade list for us. By the time this is at press, your all-volunteer Board of Directors is hoping to have a new diving board in place and an important repair to
SECURITY SUGGESTIONS FROM OUR LOCAL CONSTABLES
Officer Williams, who regularly patrols our neighborhood, suggests that more of us use our porch lights and other landscape lighting, especially during the summer months. He noticed recently that many of the neighbors rarely utilize their lighting, which tends to be a big crime deterrent and he wanted to encourage us all to utilize the lights we have. He also suggests that we get to know our neighbors as much as possible and help to look after each other’s property. Fortunately, crime in our specific subdivision is very minimal, thanks in part to their frequent patrols. Finally, he encourages you to contact KPM Management if you have any specific areas of concern, so that they might get a chance to focus on other areas of need in the coming weeks and months.

RECEIVE A DEED RESTRICTION VIOLATION LETTER?
KPM Management is the company hired by our neighborhood association to manage many aspects of our deed-restricted community. They provide many accounting, administrative and consulting services that help to increase safety and maximize our property values, while working with the all-volunteer Board of Directors to keep our annual dues at a minimum. As a result, they are expected to patrol the neighborhood throughout the month, on varying days to look for deed restriction violations. In general, we ask them to generate the first “reminder” letter automatically when they see a violation or whenever they confirm one, which came from a neighbor complaint. If you have a unique situation, which might result in the need to temporarily violate the deed restrictions, please give them a call at 281-685-3090 and let them know the situation and the expected time frame, so we can avoid the issuance of any unnecessary letters. Keep in mind, occasionally mistakes are made and the wrong address receives a letter - the best thing to do in this and all other situations is to contact the management company to make them aware of the mistake and/or to let them know that you have either corrected the situation or need a temporary exemption from the covenant. For fairness’ sake, the Board of Directors asks the management company to call ‘em like they see ‘em, assuming they have received no advanced notice of extenuating circumstances, but in truth, they will not ever be able to identify every single possible violation on each and every drive through, nor do we think the scrutiny necessary for such is in the best interest of our community. The ultimate responsibility of the Board of Directors is to make decisions regarding situations where the homeowner simply refuses to comply with the community’s established covenants, in spite of repeated “reminder” attempts. We typically hope the individual can give us a defensible reason for giving an exception or temporary reprieve and the last thing any of us want is to be in conflict with any of our neighbors, but we are nonetheless tasked with the expectation that we uphold the community’s by-laws. With that said, on a typical week, less than 6% of the homeowners receive deed restriction letters and the vast majority have already taken or do quickly take action to correct them.

MAILBOX TAMPERING
Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal.
When a mailbox is put into use for the purposes of sending and receiving mail, it becomes federal property. Mailbox tampering is considered any act that interferes with another person’s letter box or other receptacle. This can include: • destruction of the mailbox itself • theft of mailbox contents • the placement of items in a mail receptacle by persons other than postal employees • any action intended to obstruct or damage mail or mailbox property In short, anyone, other than mail recipients and postal employees, should NOT touch a mailbox or its contents.

Bear Creek Plantation residents will now be able to apply for a recreation card online at www.bcpcai.com through the community website. Our new application can be found, once logged in, under eforms. We will still accept applications which are emailed, mailed or faxed; they can be found on the website under documents.
BARKING DOGS
While it is true that dogs are born to bark, they were not born to bark all day and night, driving your neighbors crazy. If you have a dog that must stay outside, please do what you can to limit the disturbance to your neighbors. You can find loads of information about how to control it at www.barkingdogs.net. If you are one of the neighbors suffering from the seemingly endless noise of a neighbor’s barking dog, we hope that you will be able to speak with the owner about it. In many cases, the neighbor is unaware of the situation because, for one reason, they are away during the day. If the owner is unwilling or unable to do anything about it, you can call animal control at 281-999-3191 and have them

HARRIS COUNTY LEASH LAW
Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. You can drop off paper products at any of the area schools using the Abitibi green and yellow bins. You can also recycle cardboard, tin, aluminum and plastic products at the alternative school on Rebel Yell, just west of Greenhouse. There are two different IMGreen Recycling bins located there. They are the bright green ones and one is for paper and cardboard and the other is for plastic, tin and aluminum. If you drop off recyclables there, please have them bagged up and use the stickers located near the cans, so the school can receive the funds.

Many of us have a habit of leaving the garage door open when we are working or relaxing in the backyard. Unfortunately, people in virtually every neighborhood lose property to opportunistic thieves this way every year. Bicycles and power tools are just a few of the commonly stolen things and keep in mind that it only takes a matter of seconds for something of significant value to “walk away.” Please keep those doors down when you are not in eyesight of the garage.

Please remember to be respectful of your neighbors’ yards and the community grounds. When you take your pet for a walk, come prepared with a scooper and a recycled grocery bag or anything else. If your pet poops during your walk, please scoop and trash. It may not be the most fabulous way to walk your pet, but it does show that you respect your fellow neighbors’ and our beautiful community.

GARDEN TIPS FOR SEPTEMBER
Time now to make plans for fall landscaping projects. • Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood. Light green leaves may signify lack of iron (chlorosis). Correct with iron cheleates. • Cut off old dead foliage on irises. Scratch in a little bone meal around the roots. • Prune roses to reshape and groom plants for fall growth. Follow up with a dose of fertilizer the first week of September. • Plants come out of summer rest and go crazy. Insect populations explode as we get into cooler temperatures. Diseases that have been dormant wake up. - Citrus, croton, avocado and mango are susceptible to spider mites and thrips. Discourage them with a strong jet of water from a hose directed to the undersides of the leaves. - Hibiscus, citrus, palms, gardenia and ixora are susceptible to scale and mealybug. • Winter vegetable gardens and perennials get planted. • Wait until November to plant petunias and pansies. • Fire ants baits should be put out in September-October to lessen the number of eggs that make it to Spring. • St. Augustine grass gets its fall fertilizer during September. Continue to mow at maximum height. You want to leave a lot of leaf surface to produce carbohydrate reserves for the winter. • Keep an eye out for sod webworms. First sign of them is grass that appears to stop growing. You need to get them early for biological controls to work. When the caterpillars are only 1/4 inch, Bacillus thuringiensis applications can slow them. Bt is a bacteria that works on the caterpillars’ digestive systems and makes them stop feeding. Do the application late in the day. The larvae feed at night and you want them to get nice fresh Bt. • When the heat and drought end, the weather could bring brown patch disease in the St. Augustine grass. Watch for yellowish spots if the nights drop into the 60’s and days stay in the 80’s. • Get any pruning of hedges and such done now. You want the flush of new growth to be hardened-off before the end of October. Tree pruning should be put off until winter, when the trees are dormant. • Pre-emerge herbicide applications targeting annual bluegrass and the earlier-germinating winter broadleaf weeds needed to be put out starting in mid-August.

The Northwest Flyers Track Club Youth Cross-Country Team kicks off the fall season with registration and an orientation for parents and athletes on Tuesday, September 10, 2013 at 6:00 PM (location to be announced). The first practice will be held at the Cypress Creek YMCA on Thursday, September 12, 2013. The Northwest Flyers Track Club is a member program of USA Track and Field (USATF), the national governing body for track and cross country. The club is in its 26th year in the northwest Houston area. Ages 6 - 18 may participate in the team and both beginners and experienced runners are welcome.
