THE PRESIDENT’S LETTER
(from the Settlers Village HOA Board) Please take a moment to visit the neighborhood’s new website located at www.settlersvillagehoa.com. The Board is very interested in any and all feedback. Steve thought he would take a moment to contribute: As I am sitting outside on the patio swing, I am in the shade of my huge old ash tree enjoying a summer day as I used to when I was a kid. On a day that is too hot for activity (even more so as you go above fifty like me). The neighborhood is quiet, as it seems to drowse in the summer heat, the cicadas are droning in the tree as I gently rock back and forth and remember days at my own grandmother’s when I was just a kid. There too, I rocked in the shade of the screened in porch with the ceiling fans stirring the hot air making it tolerable, cold drink in hand. In the distance you hear the faint laughing shouts of children swimming at the city pool and the comforting sounds of parents, aunts, uncles and grandparents in their own laughing conversations. My world was right, I had no complaints (for a little while at least) and I would drowse in and out of the world of children where dreams and possibilities were endless. It’s interesting now, to think how unimportant and uneventful I thought my life was at that age. It is equally amazing of some of them memories I have kept I would never have thought to be anything special when they happened. It’s a lesson for those us who are raising kids now and even for those of us whose kids have grown. Memories follow us for our entire lives and we now want to make sure that our own kids have their own memories to drowse in.
However it’s equally fun as a grandparent to completely spoil a grandchild or children, undoing in a day the discipline and training our kids have been giving their children over the years. As my mother in law was fond of telling me, “the rules of raising children apply only to their parents, not grandparents” as I heard my kids running around her house after midnight. Yet, she would quickly tell us the importance of keeping the kids to their 9 o’clock bedtimes. Hey… another memory. There is no new news regarding the pool right now. Remember friends and neighbors; please do your part to keep the neighborhood a nice place to live by keeping your yard nice. It needs to be mowed, edged and trimmed. Debris and litter should be picked up. Enforcement is being used as necessary to keep yards attractive. That is a whole lot more expensive than the gas and oil to run your mower/ edger/ trimmer for a couple of hours a week. Please also remember the rules regarding personal sign postings. The placing of private signs of any type onto county owned sign poles or Centerpoint owned lightpoles is expressly prohibited per Texas House bill. Please do not subject yourself to the embarrassment of having your signs removed by the HOA or having a deputy come tell you that they must be removed. Jurisdiction for enforcement is shared by the Harris County JP and District courts. While the deputies have been asked to be lenient toward illegal signage, a discussion is now underway to allow the deputies to issue citations to offenders as more than enough time has passed to allow everyone to become familiar with the new rules. The HOA is also considering levying civil fines related to the costs of clean-up.

However, the HOA is also closely monitoring the water well situation with MUD #105. Property owners are expected to maintain their property as required by their deed restrictions and owners should understand that keeping your yard mowed and trimmed (including trees and bushes) is one of the least expensive methods to maintain Settlers Village property values. As with maintenance fees, timely action and response to violations is your obligation as a resident and/or a property owner. Ignoring a problem will not make it go away but it will make it more expensive as the lawyers become involved to keep your property neat.

The long awaited turn-around is now confirmed with 3 straight months of improvements. The number of delinquent properties is not only dropped 9.6 % from last year, but also 5.1% from last month. With the pool project approaching in the near future, that is very welcome news to the neighborhood. Though the dollar delinquency is the same as 527 delinquent properties, still too high, there are actually just 168 properties (186 in 2012) in delinquency.
4. Ratio of residents to renters. Settlers Village has 1026 residential properties. Owners who are residents number 849 or 82.75% of the total. Rental properties number 177 or 17.25% of the total.

TIPS: BURGLARY PREVENTION It has become a rite of summer. When schools let out, burglaries and theft rise. • Call the constable’s office anytime you see a suspicious person and do not let race, age or gender influence you calling (a suspicious person is anyone you do not recognize on your street). • Call the constable’s office when you see a suspicious vehicle (any vehicle parked in front of your neighbor’s home or driving around your street that you don’t recognize). • Always keep all your doors and windows locked even when you are at home. • Always keep you overhead garage door in the down position. • Remember neighbors looking out for neighbors is how the police catch the bad guys. If someone comes to your door, always go to the door and acknowledge that you are there and remember to never open the door for anyone that you do not know. The bad guys in almost all cases do not want you to be home. Then, always call the constable’s office so that we can check them out. When they leave your house they are going to your neighbors. • If you have children that stay at home alone no matter what their age they need to go to the door and have a preplanned story for whoever is there (my dad is working on the computer he says to come back later). Then have them call the constable’s office. • Never do business with people you don not know and trust. Never open the door for solicitors. If no one in the neighborhood buys anything from them, the companies that they work for will quit sending them into your subdivision. TIPS FOR VACATION • Please use the precinct 5 vacation watch for your home if you are going to be away (even overnight). • Use your alarm system (if applicable) • Inventory your home (record serial numbers or electronics, firearms, bicycles, etc. Take photos of jewelry). Keep the records in a safe place and file a copy with your homeowner’s insurance. This helps increase the chances of recovering your property and securing a conviction when the suspects are caught. • Use your exterior lighting at night!! A well lighted home is an unattractive target. • Park your vehicles in your garages (if possible) and in the driveway (when not).

• Lock your vehicles and do not leave valuables in the car at anytime. (it took less than 1.5 minutes for a purse to be stolen from a vehicle locked and parked at a school in view of the complainant while she was picking up her children while she was out of her vehicle). • Make arrangements for someone to pick up your mail and paper while your are away. • If someone knocks on your door, acknowledge them (not necessarily opening the door) speak to them through the door, if you don’t know them advise them your are calling the constable’s office. • Stagger your light timers in different rooms to make the house look occupied while you are away. • Have a neighbor check on your home daily and let those as well as the constable’s (vacation watch) know of service companies (day/ company name/etc) that will be at your home while you are away. • Use your sprinkler system as a deterrent at night set them to go off sometime between 2 AM-5 AM. • Keep shrubs and trees trimmed around windows so a burglar cannot hide behind them to break into your home. Also included are daytime school hours between 8 AM and 2 PM. This applies to home schooled children as well. Officers have instructions to either arrest offenders or take them home to their parents. As always, if you see anything or anyone that looks suspicious or out of place, please call the deputies to investigate at 713-463-6666 or use 911 if it is an emergency. Deputies do not need to come by your house is you feel that might cause problems or endanger your family. Please remember to abide by the laws the legislature has put into place regarding personal signage. It is very embarrassing to have an officer show up at your home to remind you the practice of placing personal signage on county owned sign poles and Centerpoint owned streetlights is not allowed.

WEST HARRIS COUNTY REGIONAL WATER AUTHORITY TIPS FOR THE DISPOSAL OF GREASE AND LEFTOVERS
• Place grease and used cooking oils in covered collection containers. Let them solidify on the counter of in the refrigerator before placing them in the garbage. • Scrape food scraps into trashcans or garbage bags; minimize the use of the disposal. Non-meat and dairy food items may be placed in the compost pile. • Remove oil and grease from dishes, pans and griddles by using a rubber spatula or paper towel to absorb it instead of rinsing it down the sink. • Do not pour cooking oil and grease down the drain - ever. • Overall, be careful what you scrape into the disposal. Once the walls of the pipes begin to clog up, all kinds of discarded scraps can make a bad problem a whole lot worse. • Don’t run hot water over dishes, pans, fryers and griddles to wash oil and grease down the drain.

Best Trash picks up your trash on Tuesday and Friday. Your recycle collection day will be Friday. Please have trash and recyclables out to the curb by 7 AM. On each regularly scheduled collection day, Best Trash will collect residential refuse at the curbside. Trees, shrubs, brush trimmings and fencing must be bundled in lengths no greater than 4 feet with no branch diameter larger than 4 inches and bundles weighing no more than 40 lbs. The bundling is required to allow quick pickup and size limitations are required to avoid damage to the compacting equipment. Heavy/bulky items (appliances, furniture, carpet up to 1 room rolled up 4 ft. wide and weighing less than 50 lbs) will be picked up either collection day. By Federal Law, refrigerators, freezers or any other item containing Freon must have the Freon drained and have an accompanying bill to validate such service was performed. Items excluded from normal collection are dirt, rocks, bricks, tires, cement, batteries, motor or cooking oil, waste generated from a private contractor or any items deemed to be hazardous materials. Best Trash will leave a tag explaining the reasons for noncollection of the item. An enhanced feature of the new provider will allow for collection of items excluded by the contract if notified in advance. Best Trash will meet with the customer prior to collection day to determine a price to haul the non-contract items. If a resident does not notify Best Trash of such a special pick-up before its scheduled day, Best Trash will leave a notice for the resident to contact Best Trash during normal business hours before the next scheduled pick up day. Please do not dispose of gasoline, motor or cooking oil, paints or any other liquid item in a container that is not visible to Best Trash personnel. If not visible and results in spillage that causes a stain, Best Trash will not be responsible for clean-up. Best trash takes great pride in our recycling efforts ensuring the best program for our customers. Please remove caps, liquids and food products from inside containers. Please use the provided recycle bins for recyclable material and not as extra trash bins. Best Trash will collect paper, plastics, aluminum and tin cans and glass (all colors) that are placed within the provided recycling bin, if items exceed container capacity, please place them adjacent to the bin marked as recyclable materials. If you find items left in your bin, it means they are not recyclable and the items should be disposed of in your trash container for the next scheduled pick up. Best Trash will provide each residence with one recycling bin and will replace any bins that are defective or otherwise become unusable through normal wear and tear. Theft, lost or additional bins can be purchased for $9 each by calling Best Trash. HOLIDAYS When regular collection falls on a holiday: New Year’s Day, Christmas, Memorial Day, Thanksgiving or July 4th Independence Day, the next collection will be made on the next regularly scheduled collection day.

The Northwest Flyers Track Club Youth Cross-Country Team kicks off the fall season with registration and an orientation for parents and athletes on Tuesday, September 10, 2013 at 6:00 PM (location to be announced). The first practice will be held at the Cypress Creek YMCA on Thursday, September 12, 2013. The Northwest Flyers Track Club is a member program of USA Track and Field (USATF), the national governing body for track and cross country. The club is in its 26th year in the northwest Houston area. Ages 6 - 18 may participate in the team and both beginners and experienced runners are welcome.
