The holiday season is approaching and Residents are beginning to look at Christmas gifts for their family. Many stores are having sales on outdoor play equipment, built in kitchens and swimming pools. This is a good time to plan that addition to the back yard while the pricing is right. As you think about your gifts, please remember that a modifications approval is required for all exterior changes/improvements to include, but not limited to basketball goals, trampolines, play structures/swing sets, swimming pools, hot tubs, outdoor kitchens and numerous other improvements to your property. Modification Applications are due the first Friday of the Month. Meetings for approval are not held until the 3rd Tuesday of each month. Applications are available online at www.CincoRanchLife.org or you may pick one up at the Association Office located at 3022 Windemere Park Lane, Katy, TX 77494. Reviewing the Supplemental Architectural Modification Guidelines for specific requirements about the modification you are applying for are also located online or at our office. PICK UP YOUR DOG’S WASTE

When walking your dog, please do not allow them to walk in people’s yards. In the event your dog does wander onto someone’s property and uses the bathroom please pick up all of the waste. A single gram (about the size of a dime) of dog feces contains 23 million fecal coliform bacteria. Dog feces may harbor dangerous bacteria and viruses such as: whipworms, roundworms, tapeworms, parvo, giardiasis, salmonellosis and cryptosporidiosis. Pet waste is not fertilizer. It actually kills plants and grasses. Improperly disposed of or left unchecked, dog waste pollutes our environment and can even filter into our water supply. Uncollected dog waste that washes into streams and storm drains is the #3 contributor to water contamination. Pick up your dog’s waste. PARKING IN THE STREET

Did you know it is against Cinco Ranch Covenants for residents to park in the street (Article XII, Section 2(a))? Additionally, when a number of vehicles park in the street, emergency vehicles have a difficult task maneuvering down the street. Due to the size and clearance needs of these emergency

vehicles, a street lined with parked cars obstructs the passage and delays response time. While it is understood that during certain events, vehicles parking on the street is an unavoidable circumstance, please be aware of clearance needed for traffic. Ask your guests to park their car as close to curb as possible and not line both sides of the street. Be a courteous neighbor by communicating you are having a gathering at your home and may need additional parking. Ask if they would mind guests parking in front of their homes to help eliminate the congestion on the street. Remember, parking on the street for residents is prohibited and can impact the ability of emergency services to reach you or a neighbor in an emergency. Your cooperation will ensure Cinco Ranch retains its reputation as the premiere area to live in.

DO YOU KNOW WHO YOUR NEIGHBORHOOD REPRESENTATIVE COMMITTEE (NRC) REPRESENTATIVES ARE?

Did you know that each area of Cinco Ranch has Neighborhood Representative Committee (NRC) Representatives positions? While not every position is filled (we’re looking for volunteers who want to get involved!), most have an NRC rep and many have 1st and 2nd alternate reps. These are volunteers from your neighborhood. Your NRC rep is a tremendous source of information and a resource you should use. But, you have to know who your rep is, in order to contact him/her. A quick call to the Cinco Property Association Office at 281-599-0408 is all it takes to find out the name and contact information for your rep. All the NRC reps are trying to build contact lists to keep you informed, but they need you to reach out and let them know you want to be added to their contact list. Many NRC reps have started Facebook pages to help keep their neighbors informed. There are many issues facing Cinco Ranch that you should be aware of. Knowing who your NRC rep is, is one way to stay in the know. So call today and find out who your NRC rep is and contact them to let them know you want to be added to their listing.

Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. Laws written to ensure that owned animals are confined to their property or kept on a leash make freeing a community of unrestrained and free-roaming animals easier. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies-infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program efforts to reduce the risk of rabies in our community.

JULY 2013 Call Summary Statistics During the month of July, the Willowfork Fire Department, which is operated by Fort Bend County Emergency Services District #2, made the following runs: EMS Calls 122 Fire Calls 46 Other Calls 10 Total Calls 178 “Other Calls” include investigating gas leaks, vehicle lock-outs, hazardous material situations, etc. Of those runs: • 8 involved motor vehicle accidents • 10 mutual aid calls with other fire departments

Do you have a transformer in your yard? If you do, please do not directly surround it with mulch or dirt. Transformers must have the sides exposed so they can cool properly. Also, the sidewalks adjoining residential lots are the responsibility of the owner. Recently, signs have been added to the area surrounding the lake at Lake Pointe advising residents not to feed the ducks at the park and lake. The duck population at Lake Pointe is a concern and feeding the ducks is encouraging the ducks to loiter. The ducks are a part of nature and the lake is a natural area, but feeding the ducks in this manner causes a duck population growth and subsequently the mess that goes along with it. • Inspect. Check your system for clogged, broken or missing sprinkler heads. If you’re not the do-it-yourself type, go with a pro - look for an irrigation professional certified through a WaterSense labeled irrigation program. • Connect. Examine points where the sprinkler heads connect to pipes/ hoses. If water is pooling in your landscape or you have large wet areas, you could have a leak in your system. • Dig and store caladiums before the foliage dies. Allow the bulbs to dry in the shade, shake off the dried soil and dust with sulphur to control fungus. Store by hanging in open mesh bags or old panty hose. • Flowers planted for spring can begin when the temperatures are going to stay cooler. Shrubs and trees can be planted now. Woody plants concentrate on root growth through the winter and the more headstart they can get before summer, the better. • October 15th is about the time for dividing and planting daylilies. • Watch out for brown patch in St. Augustine grass. These circular brown patches are caused by a fungus that is activated by moist cool weather. Control with Daconil. • If you need to do any pruning, do it early in the month. The re-growth stimulated by pruning needs to harden off before that odd-ball frost of Halloween. Prune fruit trees when leaves begin to fall. Remove all dead, weak and over-crowded growth. Tip back main branches to control size and shape. Spray w/dormant oil when temperature is between 30-60 degrees. • Cut back tops of perennials after they have bloomed. Divide roots and transplant anytime from now until March, the earlier the better. • Get the ant baits down. This will greatly reduce your spring populations. • Clover left over from last year may be growing. It’s best to hit it with the post-emerge herbicides in October and November. At least two applications are usually needed, even if done this early. • For color throughout the winter, begin planting pansies.

KATY ISD BOARD CALLS FOR NOVEMBER BOND ELECTION

During the August Board work study meeting, the Katy ISD Board of Trustees accepted a bond referendum recommendation by the Student Activity Facilities (SAF) Bond Committee and called for a Nov. 5th Bond election. It is projected that there will be no tax rate increase from the current rate of $.40 with the $99 million authorization. The authorization of the bond referendum by voters would fund the building of three new Student Activity Facilities: Agricultural Sciences Center - $25 million The District has outgrown the current L.D. Robinson Pavilion and room for growth or expanded instructional opportunities is limited. Developing an

STEM Project Center - $4.5 million The STEM Project Center will provide additional classroom and project space for students engaged in science, technology, engineering and mathematics courses and activities. It will provide increased space for students to conduct large-scale experiments such as robotics and would lend itself to a variety of engineering projects such as boats, catapults and chip manufacturing. Physics teachers would also have the ability to video a large-scale demonstration at the S.T.E.M. Center while students are viewing from their classroom. 14,000 Seat Stadium - $69.5 million A second stadium will address scheduling issues that will become increasingly difficult as future high schools are opened. Six Katy ISD high schools currently participate in varsity football, soccer and marching contests at Rhodes Stadium. With the opening of Tompkins High School, Katy ISD will schedule seven varsity football teams into Rhodes Stadium beginning in August of 2014. Scheduling seven schools in Rhodes Stadium will create a challenge for the District to comply with the U.I.L. 5-day rule. Katy ISD announced recently that the Southland Conference basketball tournament will return to the Merrell Center on March 12 - 15, 2014. The men’s and women’s basketball tournament brings more than 15,000 visitors to the Katy area each March and is responsible for approximately 2,000 nightly rooms in local hotels. “The Southland Conference is again very pleased to bring our marquee Basketball Tournament to Katy and the Merrell Center,” said Tom Burnett, commissioner of the Southland Conference. “We’ve had a successful run over the last six years in Katy and the seventh tournament at the Merrell Center should be even more exciting for the teams and fans!” The Conference provides an opportunity for Katy ISD students to participate in a variety of volunteer capacities such as ball boys/girls and student trainers. Students can also earn hours for the National Honor Society. “This event is a great opportunity for Katy ISD students to participate in a major collegiate sporting event. The Southland Conference puts on a first class event and we’re thrilled to have them back to the Katy area,” said Ben Rolens, general manager of the Merrell Center. Driving down Kingsland Blvd., it’s obvious that changes are taking place at St. Peter’s United Methodist Church in Katy. New walls are peeking up from behind construction fencing and dump trucks and cement trucks line up periodically as footings are dug and foundations are poured. for the church’s choirs and orchestra. Ground was broken for this building project on April 14th. In addition, the funds will allow for renovations to the sanctuary, nursery and welcome center. Construction is projected to be finished in early 2014. Dr. Pat Sparks joined St. Peter’s as the new senior pastor at the same time the construction was beginning. “On my first Sunday after I was appointed as St. Peter’s pastor, we had our groundbreaking service,” he said. “Now as I look outside of our office windows, the construction is really ramping up. It is exciting to see the walls on the new children’s worship building going up. I look forward to being a part of what God will be doing in the lives of the people who will worship, learn and play in these new facilities.” Mike Eastland, chairman of the Building Committee, said the building program will expand the vital children’s ministry area at St. Peter’s. “We will reach more children with our new children’s worship facility and the centrally located, enhanced nursery space will better serve families in both our contemporary and traditional services.” The new rehearsal space will allow the various choirs, ensembles and orchestra to assemble comfortably as they prepare for worship on Sunday mornings and also will provide storage areas for the musicians’ equipment. “The Music Department is grateful to the people of St. Peter’s who appreciate and support our music ministry,” said David Galasso, director of music ministries. “The financial support that will make this expansion possible is an expression of appreciation that inspires us to work even harder as we offer our musical gifts to God,” he said.

Seven Lakes High School’s award winning Studio VII Theatre Company will present Twelve Angry Jurors, based on the Emmy award winning teleplay by Reginald Rose and adapted for the stage by Sherman Sergel, on October 10-12, 2013, in the SLHS Performing Arts Center (PAC). Go inside the Jury Room and witness first-hand the dilemma of 12 jurors as they decide the fate of a 19-year-old man accused of fatally stabbing his father. What looks to be an open-and-shut case unravels when Juror #8 is the sole holdout of the initial guilty vote. Tempers flare, arguments grow heated and they become “Twelve Angry Jurors.” Will they end up finding the defendant innocent or guilty? Will they sentence him to death? How will their personal biases and prejudices affect deliberations? THE LONE STAR SYMPHONIC BAND

The Lone Star Symphonic Band to launched its 21st Season in August. The group recently recorded a Christmas themed CD, which will be available for purchase at all concerts this season. The Band is based in west Houston, with rehearsals and concerts held at CrossPoint Community Church off of Westgreen Blvd. and I-10 (The Katy Freeway). Five concerts are slated for the Lone Star Symphonic Band’s 21st Season, with tickets for all concerts available on the Band’s website, www.lssband.org, for $5.50 each and will be available the day of the concert at the door for $10 each. All concerts begin at 4:00 PM and feature the Lone Star Dixieland Band for 30 minutes prior to the main performance in the foyer.

On October 13, 2013, the Band will perform a concert titled “Life in Living Color.” All selections performed will feature life’s many colors. December 15, 2013 will be the Lone Star Symphonic Band’s Christmas and Hanukkah themed concert, titled “Celebrate the Season.” On March 2, 2014, the Band will perform “Lone Star,” a concert as big as Texas! The Lone Star Symphonic Band will perform on May 4, 2014, a spring-filled concert titled “Spring into Fun!” The annual patriotic concert, titled “We Hold These Truths,” will be held on June 29, 2014. The Lone Star Symphonic Band is a non-profit volunteer organization dedicated to bringing performances of artistic merit to the Houston metropolitan area. Founded in 1993 as the West Houston Concert Band, the band is comprised of musicians from all walks of life and instills the value that music is a life-long event, continuing well beyond high school and college. FOSTER CHILDREN: PREPARATION FOR ADULT LIVING (PAL)

When foster children reach age 18, they are considered independent. That’s difficult for kids who have been wards of the state, with necessities arranged by caseworkers with state funds. Now they’ll have to figure out how to organize themselves and make their money last a whole month. Fortunately, Child protective Services offers them a program to help prepare for independence: Preparation for Adult Living (PAL). The year-long course culminates in an all-day workshop hosted by the National Council for Jewish Women (NCJW). The course is held at Junior Achievement’s BizTown, using computer kiosks sponsored by local businesses. Younger children should be accompanied by a responsible older person. • Carry flashlights. • Carry a mobile phone for quick communication. • Stay focused on your surroundings. Be sure your passengers are wearing a safety belt, even if they have to take off part of their costume to attach it. • Drive slowly and defensively. Don’t assume that a pedestrian, especially an excited youngster in a costume, will move as you expect. Keep an eye out for trick-or-treaters darting out from parked cars. Homeowners: • Replace burned-out bulbs in exterior lights. Leave your exterior lights on later than usual - perhaps even all night.

Ms. Jacque Schultz, ASPCA Director of Companion Animal Services, offers some common-sense tips to protect your pet on Halloween: • Don’t leave your pet out in the yard on Halloween: There are plenty of stories of vicious pranksters who have teased, injured, stolen or even killed pets on this night. • Trick-or-treat candies are not for pets: Chocolate is poisonous to a lot of animals and tin foil and cellophane candy wrappers can be hazardous if swallowed. • Be careful of pets around a lit pumpkin: Pets may knock it over and cause a fire. Curious kittens especially run the risk of getting burned. • Don’t dress the dog in costume unless you know he loves it. Otherwise, it puts a lot of stress on the animal. • If you do dress up your dog, make sure the costume isn’t constricting, annoying or unsafe. Be careful not to obstruct their vision, even the sweetest dogs can get snappy when they can’t see what’s going on around them. • All but the most social dogs should be kept in a separate room during trickor-treat visiting hours; too many strangers in strange garb can be scary for a dog. • Be careful your cat or dog doesn’t dart out through the open door. While this can be a fun time for people and pets alike, remember that your pets are depending on you to keep them safe from the more dangerous goblins and ghouls that this holiday brings.
