WE LOVE DOGS, YES WE DO... WE LOVE OUR COMMUNITY AND SO SHOULD YOU!

Besides being a nuisance, unleashed dogs and uncollected dog waste is a serious problem for our Association. Next time you’re tempted to let your dog roam free or leave your dog’s droppings on the lawn, please remember these facts: 1. The Environmental Protection Agency is becoming aggressive about enforcing the Clean Water Act. Our Association could be fined if dog waste goes uncollected. 2. Unleashed dogs are not more likely to defecate in neighbor’s yards. Uncollected dog waste may lead to a special assessment. If fined by the EPA, the Association could face a potential special assessment that would be levied against all members - not just dog owners. 3. The appearance and quality of the common areas are known to affect home sales - not just for how much they sell, but how quickly. 4. The more residents complain about dog waste, the more time the manager must spend on enforcement rather than serving the Association. 5. Uncollected dog waste spreads disease and attracts rodents who feed on pet waste. We love dogs - we really do. We also love our community! That is why the Association is committed to enforcing the county leash law so all residents may enjoy our community. According to the U.S. Humane Society, an unleashed dog has an average life span of less than four years! Allowing your dog to run free threatens your dog’s health and welfare and the happiness it brings to you.

We trust we can count on you for voluntary compliance with the leash law. We don’t like to call animal control, but we won’t have any choice if your dog is running free.

LEASH LAW “HARRIS COUNTY”

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only

GARDENING TIPS FOR OCTOBER

• Dig and store caladiums before the foliage dies. Allow the bulbs to dry in the shade, shake off the dried soil and dust with sulphur to control fungus. Store by hanging in open mesh bags or old panty hose. • Flowers planted for spring can begin when the temperatures are going to stay cooler. Shrubs and trees can be planted now. Woody plants concentrate on root growth through the winter and the more headstart they can get before summer, the better. • October 15th is about the time for dividing and planting daylilies. • Watch out for brown patch in St. Augustine grass. These circular brown patches are caused by a fungus that is activated by moist cool weather. Control with Daconil. • If you need to do any pruning, do it early in the month. The re-growth stimulated by pruning needs to harden off before that odd-ball frost of Halloween. Prune fruit trees when leaves begin to fall. Remove all dead, weak and over-crowded growth. Tip back main branches to control size and shape. Spray w/dormant oil when temperature is between 30-60 degrees. • Cut back tops of perennials after they have bloomed. Divide roots and transplant anytime from now until March, the earlier the better. • Get the ant baits down. This will greatly reduce your spring populations. • Clover left over from last year may be growing. It’s best to hit it with the post-emerge herbicides in October and November. At least two applications are usually needed, even if done this early. • For color throughout the winter, begin planting pansies.

PEANUT BUTTER CRUNCH APPLES

INGREDIENTS 6 Granny Smith apples 6 wooden sticks 1 (14 ounce) package individually wrapped caramels, unwrapped 2 tablespoons water 1/2 teaspoon vanilla extract 3 cups chopped peanut butter filled sandwich cookies 4 ounces milk chocolate, chopped 4 ounces white chocolate, chopped DIRECTIONS Insert wooden sticks into the stem end of each apple. Place apples on a cookie sheet covered with lightly greased aluminum foil. Combine caramels and water in a saucepan over low heat. Cook, stirring often, until caramel melts and is smooth. Stir in the vanilla. Dip each apple into the caramel and gently run apples around insides of saucepan to scrape off some of the caramel. Scrape excess caramel from the apple bottoms using the side of the saucepan. Spread the chopped cookies out on a dinner plate. Roll caramel apples in the cookies and place on the aluminum foil. Place the milk chocolate and white chocolate into separate microwave-safe bowls. Heat in the microwave at 30 second intervals, stirring between each, until melted and smooth. KATY ISD BOARD CALLS FOR NOVEMBER BOND ELECTION

During the August Board work study meeting, the Katy ISD Board of Trustees accepted a bond referendum recommendation by the Student Activity Facilities (SAF) Bond Committee and called for a Nov. 5th Bond election. It is projected that there will be no tax rate increase from the current rate of $.40 with the $99 million authorization. The authorization of the bond referendum by voters would fund the building of three new Student Activity Facilities: AGRICULTURAL SCIENCES CENTER - $25 MILLION The District has outgrown the current L.D. Robinson Pavilion and room for growth or expanded instructional opportunities is limited. Developing an Agricultural Sciences Center at the current Gerald D. Young facility on Katy-Hockley Road will address student safety and convenience; reduce animal safety risk caused by travel; address the negative impact on Katy HS and Leonard Merrell Center operations and allow for strategic investment in a long-term solution. STEM PROJECT CENTER - $4.5 MILLION The STEM Project Center will provide additional classroom and project space for students engaged in science, technology, engineering and mathematics courses and activities. It will provide increased space for students to conduct large-scale experiments such as robotics and would lend itself to a variety of engineering projects such as boats, catapults and chip manufacturing. Physics teachers would also have the ability to video a large-scale demonstration at the S.T.E.M. Center while students are viewing from their classroom. 14,000 SEAT STADIUM - $69.5 MILLION A second stadium will address scheduling issues that will become increasingly difficult as future high schools are opened. Six Katy

ISD high schools currently participate in varsity football, soccer and marching contests at Rhodes Stadium. With the opening of Tompkins High School, Katy ISD will schedule seven varsity football teams into Rhodes Stadium beginning in August of 2014. Scheduling seven schools in Rhodes Stadium will create a challenge for the District to comply with the U.I.L. 5-day rule. For more information about the Student Activity Facilities bond package, visit: www.katyisd.org/facilities/Pages/2013FacilitiesProposal.aspx.

KATY ISD’S PARTNERS IN EDUCATION DEBUTS “HEY VO!”

If you’ve ever thought about being someone’s sweetheart, Katy ISD invites you to watch “Hey VO!” (http://vimeo.com/72830951) - the district’s new invitation to volunteers. Starring Cinco Ranch High School Choir Director David Lee and choreographed by Taylor Drill Team Coach Darby Boyd, the film features dancers and singers from all seven Katy ISD high schools and a cameo by Superintendent Alton Frailey. This cinematic call to action is a reminder that volunteering is fun and that every Katy ISD campus needs and welcomes volunteers. Last year’s volunteer video, “Call Us Maybe,” won the prestigious Crystal Award from the Texas Schools Public Relations Association. During the 2012 - 2013 school year, more than 15,000 parent and community volunteers donated almost 782,000 hours to the children of Katy ISD. That’s the equivalent of 376 full-time staff members! For more information on the volunteer opportunities Katy ISD has to offer, visit www.katyisd.org. Partners in Education is the Katy ISD department that brings the community into the classroom.
