This event will take place on your own individual streets or sections. Each street/section gets to pick a theme and choose what time and location to get together. COMMUNITY GARAGE SALE SATURDAY, NOVEMBER 9TH, 7:00 AM - 12 NOON: It’s almost time again to clean out your closets for our Fall community-wide garage sale. You won’t have to haul your items far; the garage sale will take place in YOUR OWN garage! Just be ready to open your garage at 7AM on November 9th. To help increase traffic to your home, we suggest that you place signs at the end of your street. Don’t forget to take them down afterwards. We’ll be creating a map of all the garage sales in the community. To be added to the map, please email your address to mevrard@canyongate.com and include a short list (five words or less) of the types of items you are selling. No additions will be accepted after Wednesday, November 6th. The maps will be handed out at the onsite office located at SplashPad Texas the day of the event. COMMUNICATIONS COMMITTEE To assist the community in creating, implementing and supporting communication efforts including the newsletter, intranet and section leaders and block captains. They also assist with the Holiday Decoration Yard Contest. TRAFFIC/SAFETY COMMITTEE Assists with safety and awareness within the community, making recommendations to the Board for placement of stop signs and speed humps. ADOPT A SCHOOL COMMITTEE Provides recommendations to the Board of Directors for the donation of AAS funds to the schools within that community for educational school items, such as computers, library books, etc. These funds also may be allotted for enhancements within the community such as sidewalks, playground areas or other improvements that will benefit the students of the community.

RULES OF THE ROAD FOR WESTHEIMER LAKES AND WESTHEIMER LAKES NORTH

This is a reminder…. The operation of motorized vehicles (ATV’s, dirt bikes, golf carts, etc.) other than mowing equipment on pathways or trails maintained by the Association or any other Common Area within the community is not allowed. According to the Texas department of public safety: • ATV’s are not allowed on a street and an operator crossing a street must have a valid driver’s license. • Golf carts are allowed on roads, but must obey all traffic laws including speed limits. If operated on a road the golf cart must have a license plate and the driver must have a valid driver’s license and proof of insurance. • Mopeds and motor assisted scooters are treated as regular bicycles. All vehicles used on roads must obey traffic laws including stop signs and speed limits. For additional information on this subject go to www.txdps.state.tx.us/msb/pages/Electric.htm. VANDALISM IN COMMUNITY

In the past, Westheimer Lakes has been the target of numerous acts of vandalism. The POA believes that some of this vandalism may be occurring from individuals in the community. When items such as street signs, park signs, windows, lights are in need of replacement as result of this vandalism, your POA bears this expense. As a reminder, please beware of your surroundings and should you see any suspicious activity in the community please contact the Sherriff’s department (281-341-4665) immediately.

• EZ TAG LANE (RIGHT LANE) is for EZ Tag stickered vehicles ONLY that are residents and have registered at the onsite office. • Residents with a Westheimer Lakes vehicle windshield sticker must enter by way of the Gate attendant only. (2 lanes under the cover). • Visitors must enter through the visitor lane (far left lane) nearest the building and must be signed in by the Gate attendant. If the gate attendant is not on duty, the EZ tag lane is left open and visitors can enter the community.

CANYON GATE EZ TAG LANE ACCESS Please be patient when approaching the EZ Tag barrier arm and obey the signs. After stopping at the stop sign, proceed slowly and wait until the barrier arm opens fully. Bumping or hitting the barrier arm causes costly and unnecesary repairs to the Association. If there is a car in front of you, please remain at the stop sign until the car has gone through the arm and the arm is closed. The barrier arm closes after each vehicle every time.

GARDENING TIPS FOR OCTOBER • Dig and store caladiums before the foliage dies. Allow the bulbs to dry in the shade, shake off the dried soil and dust with sulphur to control fungus. Store by hanging in open mesh bags or old panty hose. • Flowers planted for spring can begin when the temperatures are going to stay cooler. Shrubs and trees can be planted now. Woody plants concentrate on root growth through the winter and the more headstart they can get before summer, the better. • October 15th is about the time for dividing and planting daylilies. • Watch out for brown patch in St. Augustine grass. These circular brown patches are caused by a fungus that is activated by moist cool weather. Control with Daconil. • If you need to do any pruning, do it early in the month. The re-growth stimulated by pruning needs to harden off before that odd-ball frost of Halloween. Prune fruit trees when leaves begin to fall. Remove all dead, weak and overcrowded growth. Tip back main branches to control size and shape. Spray w/dormant oil when temperature is between 30-60 degrees. • Cut back tops of perennials after they have bloomed. Divide roots and transplant anytime from now until March, the earlier the better. • Get the ant baits down. This will greatly reduce your spring populations. • Clover left over from last year may be growing. It’s best to hit it with the post-emerge herbicides in October and November. At least two applications are usually needed, even if done this early. • For color throughout the winter, begin planting pansies.

KATY ISD BOARD CALLS FOR NOVEMBER BOND ELECTION During the August Board work study meeting, the Katy ISD Board of Trustees accepted a bond referendum recommendation by the Student Activity Facilities (SAF) Bond Committee and called for a Nov. 5th Bond election. It is projected that there will be no tax rate increase from the current rate of $.40 with the $99 million authorization. The authorization of the bond referendum by voters would fund the building of three new Student Activity Facilities:

Agricultural Sciences Center - $25 million The District has outgrown the current L.D. Robinson Pavilion and room for growth or expanded instructional opportunities is limited. Developing an Agricultural Sciences Center at the current Gerald D. Young facility on Katy-Hockley Road will address student safety and convenience; reduce animal safety risk caused by travel; address the negative impact on Katy HS and Leonard Merrell Center operations and allow for strategic investment in a long-term solution. STEM Project Center - $4.5 million The STEM Project Center will provide additional classroom and project space for students engaged in science, technology, engineering and mathematics courses and activities. It will provide increased space for students to conduct largescale experiments such as robotics and would lend itself to a variety of engineering projects such as boats, catapults and chip manufacturing. Physics teachers would also have the ability to video a large-scale demonstration at the S.T.E.M. Center while students are viewing from their classroom. 14,000 Seat Stadium - $69.5 million A second stadium will address scheduling issues that will become increasingly difficult as future high schools are opened. Six Katy ISD high schools currently participate in varsity football, soccer and marching contests at Rhodes Stadium. With the opening of Tompkins High School, Katy ISD will schedule seven varsity football teams into Rhodes Stadium beginning in August of 2014. Scheduling seven schools in Rhodes Stadium will create a challenge for the District to comply with the U.I.L. 5-day rule. SOUTHLAND CONFERENCE BASKETBALL TOURNAMENT RETURNS TO KATY FOR 2014
 Katy ISD announced recently that the Southland Conference basketball tournament will return to the Merrell Center on March 12 - 15, 2014. The men’s and women’s basketball tournament brings more than 15,000 visitors to the Katy area each March and is responsible for approximately 2,000 nightly rooms in local hotels.

Saturdays in Nature is a hands-on science program for families to do together offered by the Audubon Docent Guild at the Edith L. Moore Nature Sanctuary the second Saturday of each month, September - May. Naturalists of all ages will enjoy quality time outdoors, fun nature themes, crafts and guided nature walks (walks offered at 10 and 11 AM). Upcoming programs include:

ST. PETER’S UNITED METHODIST CHURCH EXPANDS KATY CAMPUS Driving down Kingsland Blvd., it’s obvious that changes are taking place at St. Peter’s United Methodist Church in Katy. New walls are peeking up from behind construction fencing and dump trucks and cement trucks line up periodically as footings are dug and foundations are poured. A focus on children, youth and music motivated the congregation of St. Peter’s to raise $5.2 million to provide additional space for a children’s worship center, an expanded student center and a new rehearsal space for the church’s choirs and orchestra. Ground was broken for this building project on April 14th. In addition, the funds will allow for renovations to the sanctuary, nursery and welcome center. Construction is projected to be finished in early 2014. Dr. Pat Sparks joined St. Peter’s as the new senior pastor at the same time the construction was beginning. “On my first Sunday after I was appointed as St. Peter’s pastor, we had our groundbreaking service,” he said. “Now as I look outside of our office windows, the construction is really ramping up. It is exciting to see the walls on the new children’s worship building going up. I look forward to being a part of what God will be doing in the lives of the people who will worship, learn and play in these new facilities.” Mike Eastland, chairman of the Building Committee, said the building program will expand the vital children’s ministry area at St. Peter’s. “We will reach more children with our new children’s worship facility and the centrally located, enhanced nursery space will better serve families in both our contemporary and traditional services.” The new rehearsal space will allow the various choirs, ensembles and orchestra to assemble comfortably as they prepare for worship on Sunday mornings and also will provide storage areas for the musicians’ equipment.

RUOK PROGRAM

Fort Bend County Sheriff’s Dept. has a computer-generated program called “Are You OK?” (RUOK). It is a computergenerated call intended for senior citizens (over 55) and disabled persons who live alone and could benefit from a daily check. A computer will generate a call each morning, at about the same time and the participant chooses a time frame. A voice will ask, “Are you OK?” After this, all they have to do is hang up the phone. If the participant goes out of town or leaves the residence for any time, you just temporarily un-subscribe and re-subscribe when you return. If the call goes unanswered, the computer will call back 3 times at 15-minute intervals. If there is still no answer, the Sheriff will dispatch a deputy or the local police. They will have with them a print out of information on the person that is not responding to the calls. This program was established by FBC Sheriff Milton Wright, Commissioner’s Court and Ken Whitt (FBC Sheriff’s Citizens Academy Alumni Assoc.) in 1998. Many police chiefs in the county are also participating in the program and will proceed with the welfare check for citizens of their community. Laws are written to ensure that owned animals are confined to their property or kept on a leash to free a community of unrestrained and free-roaming animals. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program’s efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current. • Allows for quick identification in case of a bite incident. • Provides revenue to offset the administration costs of the animal control program. VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans.
