On Thursday, October 31, 2013, take extra care when driving through the neighborhoods as children of all ages will be out enjoying their annual “Trick or Treat” festivities. As we all know, children don’t always think about cars and the joy of the Halloween costume and the door to door activity with friends and family members distracts them. It is up to you, the driver, to drive slowly (under 20 mph) through the subdivision. You never know when a little goblin might jump in front of your vehicle. Please be especially careful on Halloween night. We don’t want preventable tragedies on Halloween.

Westlake Volunteer Fire Department will be holding its annual open house on October 19th from 10:00 AM until 2:00 PM. Come out and join in the fun, look at the fire engines, ambulances and the facility. This is a perfect opportunity for you to learn about the great services provided by Westlake Volunteer Fire Department. You will probably have to park across the street, however, there will be plenty of traffic control for entering and leaving the parking lot and for crossing the street. Take the kids and enjoy an outing with a meaning.

1. School is in session. Please drive slowly when a school bus or children are present. These youngsters have just finished a summer of freedom and they may not behave in an orderly fashion for several weeks. Anticipate the worst when driving. It is illegal to pass a school bus (from either direction) when the lights are flashing. Slow down in school zones, watch your speed. Do not talk on a cell phone in a school zone. 2. Demand that your teenagers NOT text while driving. The distraction has had a large impact on traffic accidents and fatalities, which could be avoided if not texting while driving! 3. As school starts, junior and senior high school children will be “hooking up” with old friends. This includes gangs. Monitor your child’s activity closely. Changes in behavior, clothing, attitude, study habits, extra-curricular activities, etc., could signify rough times ahead if a gang is looking good to your child. Don’t be shy about searching your child’s room, car, backpack, etc. You are the parent. 4. Gangs: If you see groups of youth who look suspicious, call the Sheriff’s Office at 713-221-6000. If the juveniles (or older teens) are in the act of committing a crime, call 9-1-1. Please advise Annette Baldwin by email of gang-like activity with date/time/place. 5. K-2. K-2 was the “legal” marijuana that had been spreading rampantly across Texas for about a year. Children smoke K-2 for a quick buzz. The herb is soaked in various chemicals, such as Formaldehyde and other exotic chemical combinations. These chemicals can cause severe bleeding of the sinuses as well as the lungs. Protracted use can lead to kidney failure, heart failure and permanent lung and brain damage. Be on the look-out for small bags of herbs. This will, in all likelihood, be K-2. The Texas Legislature passed a law banning K-2 and other such substances in Texas. If you see a pattern of unexplainable behavior such as cars driving up to a house, someone coming out and making a hand off for cash, this is probably a drug house. Please let her know about this so that she can advise our deputies and the undercover team in the Sheriff’s Office. A while back, the current management company’s representative said that numerous people, who obviously don’t read the newsletter, had approached the Board president about a possible drug dealing house. Our contract unit and several other deputies who work the neighborhood were aware of the situation. That may not always be the case. It is important that all residents understand how the neighborhood security works. Report on-going activity to Annette Baldwin, report suspicious people or activity to the Sheriff by calling 713-221-6000, report a crime in progress or other emergency to 9-1-1. 7. Lock your vehicles: on the street or on your driveway. Remove ANYTHING, from these vehicles. If you don’t, your personal items will likely be stolen. Your car might even be stolen. The incidence of BMVs (Burglary of Motor Vehicles) has increased dramatically in the past 18 months. Kids walk down the street “pulling doors.” If it’s open, it’s fair game. These same kids also walk onto the driveways and “pull doors.” If it happens to be a bold kid and you have left something valuable in your locked vehicle, the window can be smashed and the contents stolen in less than 45 seconds. 98% of our BMVs are unlocked vehicles. 8. Burglaries: With the children in school, the neighborhood will

become quiet during the day. This is an ideal time for amateur burglars (professionals prefer higher end homes with more expensive items to steal) to launch their assault and break into homes. Some homes are so easy to break into that it is laughable. Secure your windows with locks. If you have the older, builder locks, you’ll want extra window protection. Check with Home Depot or Lowes for home security products. Always secure the front and back doors with a three inch screw as well as an extra long, key-locking deadbolt. Secure all windows, sliding glass doors and garage doors. We recently sent out a link to a video demonstrating how easy it can be to get into a garage, which has a garage door opener. Review that. Check your emergency pull rope. If you have windows in your garage doors, consider replacing the doors at the first opportunity or cover the windows so that these thieves cannot see to trip your garage door opener. Remember, the BARS (Burglary Apprehensions Response Squad) was disbanded. At one time we had 10 deputies assigned strictly to investigating burglaries; one sergeant commanded this group and he was an expert. The number of deputies in BARS was slowly reduced over time as these deputies were pulled into District Patrol Calls. The unit was down to four permanently assigned BARS deputies who officed at the Franz Road Substation, courtesy of Commissioner Radack until last year. Now we have SAFE HOME, which is two deputies in civilian clothes whose time is devoted to Home Invasions and Burglaries. Needless to say, the burglars aren’t being caught. Some home invasion suspects are being caught. The end result is this: the same burglars are free to commit burglaries over and over and over again. The 40% clearance rate we saw with BARS is diminished to almost nothing. Statistics on the Safe Home Investigators have not been shared with the people who live in the district. We do know, however, that “daytime solicitors” are causing a problem. Call the Sheriff’s Office regarding any solicitors who approach you during the day. These people have a high probability of being burglars. They need to be removed from the subdivision. 9. Graffiti: This is on the upswing. In August a large portion of the fence line on Saums Road adjacent to Westlake was tagged; clean up costs were $400. Tagging and graffiti have been a serious problem both in the subdivisions and the commercial areas for quite some time. The problem is escalating. Some of this tagging is gang related. Some is not. All of it is an insult to those of us who

live, shop, attend school and spend most of our lives on the north side of I-10. We strongly suggest that you mention to a manager or owner that you are not pleased with the graffiti on his/her store and get adamant about the removal of the graffiti immediately. Several commercial buildings in this area have cleaned up all or part of their graffiti. However, a plan needs to be in place for commercial building owners to remove graffiti as soon as it seen. 10. District Patrol Units are down. This is a fact of life. We are seeing very few marked units north of I-10 because the number of District Patrol units has been decreased by the current administration. You are on your own. Expect longer waits on calls for service, including accidents, incidents, crimes that have been committed and even 9-11 calls. Our deputy is covering 1014 homes. One deputy. That’s a ratio of 1 to 4,000 people for 28 hours per week. We pay for only 70% of our deputy’s time. The rest of his time is spent backing up the skeleton crew that is now District Patrol. This is the case in all five Districts of the Sheriff’s Office. With autumn well underway, get ahead of the curve. Don’t be a victim of criminal activity. Christmas is just around the corner. ALARM PERMITS

Alarm permits in Harris County (not within the city limits, that’s us, folks), are obtained through the Harris County Alarm Detail. A permit application can be found at www.hcso.hct.net. The application can be printed from the website, then completed and mailed to their office with the applicable fee. Should you have any questions or need a form, contact the Alarm Detail at 713-755-4600 during normal business hours. There is a charge for the initial permit and for each annual renewal. If you are over 65, special rules apply. When installing a new alarm, don’t let your alarm company do this. Many of them automatically process these through HPD and your alarm will never be answered.

DEED RESTRICTIONS IN PLAIN ENGLISH

Everyone who lives in Westlake or Westlake Forest should have a copy of the deed restrictions. Homeowners are supposed to receive these at their closing. Renters are supposed to be given a copy by their landlord. The deed restrictions are written fairly clearly, however the enormity of the paperwork often stops some people from reading them. The WCIA Board will occasionally provide information about specific sections of the deed restrictions throughout the coming year. We hope this serves to clarify any questions you might have about your responsibilities as a homeowner or renter.

Other articles in the deed restrictions offer specificity about the maintenance of your home. This is the short version of those articles. Keep your gutters and downspouts cleaned and in good repair; if gutters and downspouts are not vinyl, paint these when you paint your home or sooner if necessary. Repair exterior wood surfaces on your home, which are rotting. Keep your house exterior painted; when painting remove and replace rotting wood on the exterior siding, window trim, soffits and lower base trim. If you decide to change the color of paint on the house, submit a sample of the color(s) you would like to use to the Board for approval before painting. Replace your roof when it begins to show wear. This is protection for your home that also has a ripple effect on the neighborhood. Swaying, flaking roofs are very unattractive and lead to dangerous leaks that become very costly. If you change the color or type of your shingles, submit a sample to the Board for architectural control approval. There are some restrictions on the type of shingles you can use. Do not leave oil or other spots on your driveway. Remove these immediately as the concrete is quite porous and postponing the removal makes the process very difficult. Keep your flowerbeds weeded. Trim your trees and shrubs. Mow your lawn weekly in the growing season. Edge all sidewalks and driveway areas. If you selfmulch, make sure the mulching is evenly distributed into the lawn area. If you do not self-mulch, bag all clippings and place these on the curb on trash pick-up day. Keep all bushes trimmed. Remove dead plantings, bushes and trees from your immediately. Mulch garden areas and flowerbeds at least once per year. Keep your lawn, trees, shrubs, bushes and plantings watered so all remain healthy and have a good appearance. Keep your fence boards in good condition. If fence boards rot, replace them. Keep your gate in good condition as well. Replace the gate if necessary. Since our subdivisions are both about 30 years old, many gates have begun to sag. Some are not operable. Replace Recommended the gate, the postbyand concrete if this is the case with your gate.

One of the most important concerns of the covenants is the protection and maintenance of a neighborhood as a residential, not a commercial, place to live. Those people who are operating retail businesses which attract traffic and cause parking problems, sign postings on the median and on the county right-of-way, are in violation of the deed restrictions regarding commercial businesses being operated from the home. This includes yard sales. Excessive (more than two) yard sales per year are strictly prohibited in both Westlake Forest and Westlake. If you have a sales tax permit for your yard sales, as required by the Texas Comptroller of Public Accounts, you do not have the right to hold a yard sale more than twice a year from your home in these subdivisions.

Keep unsightly junk (refrigerators and other appliances, construction SportsRadio ametc) in the garage. Keep garage cans and bagged debris, car 610 parts, trash out of view from the street. Since our homes were built, many new technologies have been developed. Instead of replacing siding with wood, you can choose hardi-plank, which is a formulation of concrete that lasts much longer than wood. Vinyl siding has become very popular as a permanent solution to painting. Vinyl windows are also becoming very popular as both an attractive alternative to

the original aluminum windows and an energy saving and sound proofing tool. If you plan to change the architectural look of your home with your vinyl windows, please submit these choices to the architectural control committee for approval. Many homeowners who replace their roofs are installing hurricane straps during the process of roof replacement. Hurricane straps are attached to the roof and the interior framework for better resistance to sustained, high winds.

Last year an event took place in one of our subdivisions, which was rather thought provoking, indeed. It seems that the fire department equipment was blocking the street at a scene and one of the neighbors actually asked the personnel to move the vehicles! Please, people, think about this. Everything isn’t about you all of the time. There is a basic protocol, at one time understood by all who resided in the USA, when it comes to emergency vehicles. For those of you who might have forgotten or simply never knew what to do, here is the protocol:

PARKING LAWS STRICTLY ENFORCED

Street parking is a problem in both Westlake and Westlake Forest. Cars parked on the street, even when parked legally, can be a hazard to the community both in terms of safety and appearances. Communities with open streets, which are easily navigable are far preferable to those with the cluttered look of helter-skelter vehicle parking. The Texas Traffic Code stipulates the following laws on parking: • Park 30 feet from a stop sign • Park 20 feet from an intersection or crosswalk • Park no less than 15 feet from a fire hydrant • Park no more than 18” from curb – parallel to curb, turned toward curb, car locked WITH the traffic direction • Lock your car when it is parked on the street • Park with the flow of traffic • Do not block driveways or access to mail boxes • No parking on the sidewalks (except where sidewalk crosses driveway) • No more than 48 hours parked on the street – sticker after 48 hours, tow after additional 48 hours • Vehicles parked on street must have current registration and inspection

It is against the law to park your vehicle within 30 feet of a stop sign and to park within 25 feet of a cross walk and 15 feet of a fire hydrant. A car parked for more than 48 consecutive hours on the street is subject to towing under Texas law. TRASH PICK-UP STICKERS

The garbage pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. KATY ISD BOARD CALLS FOR NOVEMBER BOND ELECTION

During the August Board work study meeting, the Katy ISD Board of Trustees accepted a bond referendum recommendation by the Student Activity Facilities (SAF) Bond Committee and called for a Nov. 5th Bond election. It is projected that there will be no tax rate increase from the current rate of $.40 with the $99 million authorization. The authorization of the bond referendum by voters would fund the building of three new Student Activity Facilities: AGRICULTURAL SCIENCES CENTER - $25 MILLION The District has outgrown the current L.D. Robinson Pavilion and room for growth or expanded instructional opportunities is limited. Developing an Agricultural Sciences Center at the current Gerald D. Young facility on Katy-Hockley Road will address student safety and convenience; reduce animal safety risk caused by travel; address the negative impact on Katy HS and Leonard Merrell Center operations and allow for strategic investment in a long-term solution. STEM PROJECT CENTER - $4.5 MILLION The STEM Project Center will provide additional classroom and project space for students engaged in science, technology, engineering and mathematics courses and activities. It will provide increased space for students to conduct large-scale experiments such as robotics and would lend itself to a variety of engineering projects such as boats, catapults and chip manufacturing. Physics teachers would also have the ability to video a large-scale demonstration at the S.T.E.M. Center while students are viewing from their classroom. 14,000 SEAT STADIUM - $69.5 MILLION A second stadium will address scheduling issues that will become increasingly difficult as future high schools are opened. With the opening of Tompkins High School, Katy ISD will schedule seven varsity football teams into Rhodes Stadium beginning in August of 2014. Scheduling seven schools in Rhodes Stadium will create a challenge for the District to comply with the U.I.L. 5-day rule. SOUTHLAND CONFERENCE BASKETBALL TOURNAMENT RETURNS TO KATY FOR 2014

Katy ISD announced recently that the Southland Conference basketball tournament will return to the Merrell Center on March 12 - 15, 2014. The men’s and women’s basketball tournament brings more than 15,000 visitors to the Katy area each March and is responsible for approximately 2,000 nightly rooms in local hotels.
