NATIONAL NIGHT OUT
The Westlake Place HOA will again host National Night Out October 1, 2013 from 6 PM-8:30 PM, so please make plans to come out and meet your neighbors. There will be food, entertainment, prizes and games for the children. National Night Out is designed to: (1) heighten crime and drug prevention awareness; (2) generate support for and participation in, local anti-crime programs; (3) strengthen neighborhoods spirit and police-community relations and (4) send a message to criminals letting them know that neighborhoods are organized and are fighting back. Along with traditional display of front porch outdoor lights, cities, towns and neighborhoods celebrate National Night Out with a variety of events and activities such as: block parties, cook outs, parades, youth programs and visits from local law enforcement personnel. Harris County first participated in National Night Out in 1986. We now have many new residents in our county and it is no better time than now to meet our new neighbors and become involved in the safety of our community. We strongly urge you to join our celebration to give criminals a going away party!

CRIME STOPPERS LAUNCH NEW PROGRAM
GO BACK TO SCHOOL SAFE: This August, Crime Stoppers of Houston announced the launch of a new program to keep the community’s children safe where they learn and play. The Crime Stoppers Safe School Program has successfully educated students in middle and high schools throughout Houston since 1997. More than one million students have been trained on issues concerning public safety and the security of their campuses. For the first time, Crime Stoppers is bringing its message to elementary students throughout the Metropolitan Area. The new addition to the Safe School Program will educate students in PreK-5 environments on citizenship, respect and above all else safety. COYOTES IN THE KATY AREA It’s been reported there has been several sightings of coyotes in the Katy area located off Mason Road. With the construction of new homes and businesses in the surrounding areas, we could see more wild animals coming into the neighborhoods looking for food. So be very careful while you and your family are outside. HARRIS COUNTY CURFEW The Harris County Sheriff’s Office deputies will be strictly enforcing curfew, zero tolerance. Most parents are unaware that Harris County has a curfew. Children under the age of 17 must be in at midnight (12 AM). Parent’s need to make sure that their children are at home the entire night. If children are caught wandering around at late hours after midnight, the Harris County Sheriff’s will give them a citation. This is a class C misdemeanor; both the child and the parent must appear in front of court and pay a fine. Usually it will take all day to take care of this and the fine may exceed $150. COMMUNITY CENTER/CLUBHOUSE, PAVILION They are available for usage by our resident’s and their guests. A $50 deposit for each one is required and refundable upon passing the exit inspection; contact Anita Ratliff at 832-814-7634, she is the only Board of Director authorized to take the deposit.

Having security does not mean you should not secure your own property or not be responsible for your own security. Take time to make sure your vehicles are locked, parked in the garage if you can. PATROL SERVICE REPORT The Association receives many reports of speeding drivers and drivers running stop signs in the community. Monitoring of stop signs has resulted in some citations issued and other citations for different traffic violations. For the safety of the community and residents walking, children playing, please follow the speed limit and make a full stop at each stop sign to ensure everyone’s safety. The deputies has been notified of the complaints/concerns voiced by the residents and will continue to monitor this activity with zero tolerance. So remember to abide by all traffic laws while driving through the subdivision. CRIME IN THE SUBDIVISION Here are the reports given: • It seems to be an ongoing problem several residents reporting their vehicles were placed on cement blocks and their rims and tires stolen. This activity seems to be occurring during the early hours prior to daylight. One deterrent is a well-lit area, so keep the lights on outside your home. Always make sure to secure your belongings and lock your vehicle and if at all possible park your vehicle in the garage. The Board’s number one priority is trying to keep the entire subdivision safer and informed. REPORT ANY SUSPICIOUS ACTIVITIES AND CRIMES When you see suspicious activity and would like to file a report etc, call the non-emergency number. When a crime is in progress and or a human life is at risk call the 9-1-1. If at anytime someone observes a suspicious person or vehicle they should not hesitate reporting it to the Harris County Sheriff’s Office. There are three ways to do this.

TRASH PICK-UP STICKERS
The trash pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on the trashcan please do not place these stickers on your mailbox. PEANUT BUTTER CRUNCH APPLES
INGREDIENTS 6 Granny Smith apples 6 wooden sticks 1 (14 ounce) package individually wrapped caramels, unwrapped 2 tablespoons water 1/2 teaspoon vanilla extract 3 cups chopped peanut butter filled sandwich cookies 4 ounces milk chocolate, chopped 4 ounces white chocolate, chopped DIRECTIONS Insert wooden sticks into the stem end of each apple. Place apples on a cookie sheet covered with lightly greased aluminum foil. Combine caramels and water in a saucepan over low heat. Cook, stirring often, until caramel melts and is smooth. Stir in the vanilla. Dip each apple into the caramel and gently run apples around insides of saucepan to scrape off some of the caramel. Scrape excess caramel from the apple bottoms using the side of the saucepan. Spread the chopped cookies out on a dinner plate. Roll caramel apples in the cookies and place on the aluminum foil. Place the milk chocolate and white chocolate into separate microwave-safe bowls. Heat in the microwave at 30 second intervals, stirring between each, until melted and smooth. • Dig and store caladiums before the foliage dies. Allow the bulbs to dry in the shade, shake off the dried soil and dust with sulphur to control fungus. Store by hanging in open mesh bags or old panty hose. • Flowers planted for spring can begin when the temperatures are going to stay cooler. Shrubs and trees can be planted now. Woody plants concentrate on root growth through the winter and the more headstart they can get before summer, the better. • October 15th is about the time for dividing and planting daylilies. • Watch out for brown patch in St. Augustine grass. These circular brown patches are caused by a fungus that is activated by moist cool weather. Control with Daconil. • If you need to do any pruning, do it early in the month. The re-growth stimulated by pruning needs to harden off before that odd-ball frost of Halloween. Prune fruit trees when leaves begin to fall. Remove all dead, weak and over-crowded growth. Tip back main branches to control size and shape. Spray w/dormant oil when temperature is between 30-60 degrees. • Cut back tops of perennials after they have bloomed. Divide roots and transplant anytime from now until March, the earlier the better. • Get the ant baits down. This will greatly reduce your spring populations. • Clover left over from last year may be growing. It’s best to hit it with the post-emerge herbicides in October and November. At least two applications are usually needed, even if done this early. • For color throughout the winter, begin planting pansies.

KATY ISD BOARD CALLS FOR NOVEMBER BOND ELECTION
During the August Board work study meeting, the Katy ISD Board of Trustees accepted a bond referendum recommendation by the Student Activity Facilities (SAF) Bond Committee and called for a Nov. 5th Bond election. It is projected that there will be no tax rate increase from the current rate of $.40 with the $99 million authorization. The authorization of the bond referendum by voters would fund the building of three new Student Activity Facilities: AGRICULTURAL SCIENCES CENTER - $25 MILLION The District has outgrown the current L.D. Robinson Pavilion and room for growth or expanded instructional opportunities is limited. Developing an Agricultural Sciences Center at the current Gerald D. Young facility on Katy-Hockley Road will address student safety and convenience; reduce animal safety risk caused by travel; address the negative impact on Katy HS and Leonard Merrell Center operations and allow for strategic investment in a long-term solution. STEM PROJECT CENTER - $4.5 MILLION The STEM Project Center will provide additional classroom and project space for students engaged in science, technology, engineering and mathematics courses and activities. It will provide increased space for students to conduct large-scale experiments such as robotics and would lend itself to a variety of engineering projects such as boats, catapults and chip manufacturing. Physics teachers would also have the ability to video a large-scale demonstration at the S.T.E.M. Center while students are viewing from their classroom. 14,000 SEAT STADIUM - $69.5 MILLION A second stadium will address scheduling issues that will become increasingly difficult as future high schools are opened. ISD high schools currently participate in varsity football, soccer and marching contests at Rhodes Stadium. With the opening of Tompkins High School, Katy ISD will schedule seven varsity football teams into Rhodes Stadium beginning in August of 2014. Scheduling seven schools in Rhodes Stadium will create a challenge for the District to comply with the U.I.L. 5-day rule. This cinematic call to action is a reminder that volunteering is fun and that every Katy ISD campus needs and welcomes volunteers. Last year’s volunteer video, “Call Us Maybe,” won the prestigious Crystal Award from the Texas Schools Public Relations Association. During the 2012 - 2013 school year, more than 15,000 parent and community volunteers donated almost 782,000 hours to the children of Katy ISD. That’s the equivalent of 376 full-time staff members! SOUTHLAND CONFERENCE BASKETBALL TOURNAMENT RETURNS TO KATY FOR 2014
Katy ISD announced recently that the Southland Conference basketball tournament will return to the Merrell Center on March 12 - 15, 2014. The men’s and women’s basketball tournament brings more than 15,000 visitors to the Katy area each March and is responsible for approximately 2,000 nightly rooms in local hotels.
