The Board and Management Company will be working on the budget for 2014 over the couple of months. Although it is difficult to predict the final number at this time, every effort will be made to keep the 2014 Assessment as close as possible to this past year’s $300 figure. We anticipate having the management company send out the 2014 Assessment billing in early November. Look for more information on this important HOA issue in the upcoming Newsletters.

(BCS3) BCS3 EMAIL LIST

In an effort to improve communications during the year with the BCS3 residents, the Board is trying to update its email distribution list to include as many of the residents as possible.

Email is the faster and more effective way of keeping the BCS3 residents informed of neighborhood events, criminal activity and other important issues. In an effort to maintain confidentiality of individual email addresses, the Board always sends out email notices with resident addresses handled as “blind cc’s” to avoid widespread distribution. If you want to be included on future email distributions, please contact Mark Przywara (msp0007@yahoo.com, 832418-3409) and get him your email address.

CHARLESTOWN COLONY (CHC) ANNUAL HOMEOWNERS MEETING

The annual homeowner’s meeting was held October 2nd. Many thanks to all who attended. Because this newsletter is written roughly one month ahead, details from the meeting will be published in the November edition. Feel free to contact SCS Management for a copy of the financial report for the neighborhood and any updates.

Our September winners are your neighbors at 5730 E. Towerglen Loop. The tall slim trees (pines maybe?) along the driveway are so pretty and they lead to a nicely tended garden area in the front of their home. A big thank you to these homeowners for making our neighborhood look so nice and inviting. Yard of the Month winners receive a gift certificate to Cornelius Nursery.

Yes, as of this writing, we are still under voluntary water restrictions. The best hope for easing the restrictions will be cooler weather. Rain would be great too. Please use water wisely.

(CHC) HOLIDAY VOLUNTEERS WANTED!!

The holidays will be here in the blink of an eye! We would love to have volunteers to help make sure our neighborhood entrance is decorated and looking wonderful for the holiday season. The Charlestown HOA has decorations that have been purchased, but we could use extra hands to help get them in place. The decorations usually are in placed at the front entrance around Thanksgiving week and are taken back down right after first of the year, so they can be returned to storage. If you would like to help with this project, please contact SCS Management or one of the Charlestown Colony HOA Board Members listed in the back of this publication. It’s a fun way to get to know neighbors and kick off the holiday season! We hope to hear from you soon!

Halloween falls on a school night this year, Thursday. Since it is before the end of Daylight Savings Time, there will still be some light. But often dusk is when people seem to blend in with the surroundings. Try to be extra aware while driving through the neighborhood as many children will be out Trick-or-Treating and may not look before entering the street. Trick-or-Treaters should only go to homes with a porch light on. If you do not want trick-or-treaters at your home, leave the porch light off.

(CHC) TIME CHANGE COMING SOON!

Speaking of the time change, daylight savings time ends the first Sunday in November. This year the change will take place November 3rd. Be sure to change your clocks Saturday night! Daylight Savings Time will begin again the second Sunday in March. The semi-annual change time is a good time to check the batteries in smoke and carbon monoxide alarms. Also check the age of your detectors. The homes in our neighborhood are mostly 20 years or older. If you have the original smoke alarm, it may not work when you need it most. The Consumer Product Safety Commission recommends replacing smoke alarms every 10 years and carbon monoxide detectors every 5 years.

GEORGETOWN COLONY I (GC1) GARBAGE CANS

Many neighbors have been storing their garbage cans in view from the street. This is in violation of the deed restrictions and appropriate actions are subject to corrective action. Also, please remember to place garbage curbside after 6 PM, the night before pickup.

(GC1) GARAGE SALES

According to the State Comptroller’s office, garage sales are permitted only twice annually. If more than that, it will be assumed that a business is being operated out of home, which is in direct violation of the deed restrictions and necessary action will be taken.

(GC1) LOST AND FOUND PETS

The first thing to do if you find a lost dog that does not have a tag, is to take it to any vet’s clinic or Petsmart and have it scanned for a micro chip. This is the fastest way to get the dog back to its owner. If it does not have a micro chip, please look for signs to make sure the dog gets back to its rightful owner. A dog that is left to wander is subject to being hit by a car, abuse or starving to death. Those of you who are dog owners, please be sure to keep a collar and tag on it at all times. Even if the dog is micro chipped, it is much easier to return the dog to you if it has your contact information on a tag.

We have welcome packages, which include a quick start guide to Georgetown Colony 1, deed restrictions, by which this subdivision abides and architectural guidelines and forms. They will be handed out to new residents, but are also available upon request by contacting SCS Management at 281-463-1777.

When considering home improvements, please submit an Architectural Review Form to the Board for approval prior to beginning of any exterior work. Bandit signs are those unsolicited little plastic or cardboard signs that small or shady businesses seem to love to stick in our esplanades and entrances and guess what? They’re illegal. Basically, these folks are tossing trash into our neighborhood. Your HOA dollars go to clean them up (same thing for garage sale signs that aren’t picked up), so if you see nonresidents putting out their little trash bombs, politely ask them to remove them and if you see them in the esplanades and entrances, help beautify the world (and save the HOA a buck or two) by removing and recycling them yourself, instead of making the county or one of our contractors do it.

• Know your plants. Research which plants fare best in our soil conditions and monitor plant health so you’ll recognize any signs of infestation. • Buy organic. Begin with untreated seeds or organic plant starts and plant them in organic soil. Target attention on the uninvited creepy crawlies and keep your essential predators safe (i.e., don’t kill lady bugs). • Know your natural predators. It pays to know who’s on your side. Most people know ladybugs can be counted on to take out aphids, but there are lots of other beneficial critters (for instance, spiders). Parasitic natural predators contribute a lot

• Clean up any toys, trash, construction debris or animal droppings, etc. Make sure that the yard is safe to walk through. • Roll up garden hoses and be sure that your watering is completed before dusk. • Use glow sticks, LED lights and other safe lights to illuminate your yard. Turn on the porch light. This will help trick or treaters find their way. Turn off your porch light if you don’t plan to pass out candy. • Keep pets inside the house, the backyard or in a safe location away from the area. • Consider giving out treats in your driveway instead of at the door if your yard is unsafe. • Turn everything off when you call it “quits” or if you don’t want to participate. If you’re home, but don’t have candy or want visitors, turn off any outdoor lights. GARDENING TIPS FOR OCTOBER

• Dig and store caladiums before the foliage dies. Allow the bulbs to dry in the shade, shake off the dried soil and dust with sulphur to control fungus. Store by hanging in open mesh bags or old panty hose. • Flowers planted for spring can begin when the temperatures are going to stay cooler. Shrubs and trees can be planted now. Woody plants concentrate on root growth through the winter and the more headstart they can get before summer, the better. • October 15th is about the time for dividing and planting daylilies. • Watch out for brown patch in St. Augustine grass. These circular brown patches are caused by a fungus that is activated by moist cool weather. Control with Daconil. • If you need to do any pruning, do it early in the month. The re-growth stimulated by pruning needs to harden off before that odd-ball frost of Halloween. Prune fruit trees when leaves begin to fall. Remove all dead, weak and over-crowded growth. Tip back main branches to control size and shape. Spray w/dormant oil when temperature is between 30-60 degrees. • Cut back tops of perennials after they have bloomed. Divide roots and transplant anytime from now until March, the earlier the better.

At the same time, Halloween can be scary for parents. Costumes can be dangerous, too much candy can be sickening and walking around at night can be risky. The Centers for Disease Control and Prevention offer these tips (in anagram form) to make sure your little ghouls and goblins have a safe Halloween: S - Swords, knives and similar costume accessories should be short, soft and flexible. A - Avoid trick-or-treating alone. Children should walk in groups or with a trusted adult. F - Fasten reflective tape to costumes and bags to help drivers see trick-or-treaters. E - Examine all treats for choking hazards and tampering before they’re eaten. H - Hold a flashlight while trick-or-treating to help see and help others see you. THE LONE STAR SYMPHONIC BAND

The Lone Star Symphonic Band to launched its 21st Season in August. The group recently recorded a Christmas themed CD, which will be available for purchase at all concerts this season. The Band is based in west Houston, with rehearsals and concerts held at CrossPoint Community Church off of Westgreen Blvd. and I-10 (The Katy Freeway). Five concerts are slated for the Lone Star Symphonic Band’s 21st Season, with tickets for all concerts available on the Band’s website, www.lssband.org, for $5.50 each and will be available the day of the concert at the door for $10 each. All concerts begin at 4:00 PM and feature the Lone Star Dixieland Band for 30 minutes prior to the main performance in the foyer. On October 13, 2013, the Band will perform a concert titled “Life in Living Color.” All selections performed will feature life’s many colors. December 15, 2013 will be the Lone Star Symphonic Band’s Christmas and Hanukkah themed concert, titled “Celebrate the Season.” On March 2, 2014, the Band will perform “Lone Star,” a concert as big as Texas! The Lone Star Symphonic Band will perform on May 4, 2014, a spring-filled concert titled “Spring into Fun!” The annual patriotic concert, titled “We Hold These Truths,” will be held on June 29, 2014. The Lone Star Symphonic Band is a non-profit volunteer organization dedicated to bringing performances of artistic merit to the Houston metropolitan area. Founded in 1993 as the West Houston Concert Band, the band is comprised of musicians from all walks of life and instills the value that music is a life-long event, continuing well beyond high school and college.
