The West Harris County Regional Water Authority (the “Authority”) has required Harris County MUD No. 183 to initiate Stage 1 of its Drought Contingency Plan. At this time, the Authority is requiring all water users to reduce their water usage. According to the U.S. Drought Monitor, Harris County is currently in a state of severe drought. As required by the Authority, Harris County MUD No. 183 is asking its customers to reduce water use and avoid any unnecessary water use such as washing cars, boats, driveways and filling swimming pools at this time. There are three (3) drought stages. Harris County MUD No. 183 has installed signs throughout the District to notify its customers when drought measures are in effect. The Drought Contingency Plan stages, targets, restrictions, water rates and surcharges to be implemented during each stage are shown below. August Minute Briefs CALL TO ORDER: The August meeting of the Board of Directors of the Windsong CIA was held on August 22, 2013. The meeting was called to order at 7:00 PM. Present were Board Members: Chad Vowell, Richard Fisher, Steve Zunker and Rick Gomez. Also present were, residents Wilma Gomez, Kelli Mosby and Romeo and Karen Reid; Wendi Perez, Community Events Coordinator; Rudy Alvarado, Harris County MUD #183 Board Member and Nancy Callaway, SCS Management Services, Inc. MINUTES: The Board approved the minutes of the Board of Directors meeting held on August 1, 2013. MUD #183/SHERIFF REPORT: Rudy Alvarado, Vice President and Security Coordinator for MUD #183, was requested by the WCIA Board to attend the meeting to keep an open line of communication regarding the Harris County Law Enforcement Agreement for one Sheriff’s Deputy and also the part-time officers hired by MUD #183 to patrol the community. He presented an in-depth report regarding duties and responsibilities of all officers. He advised that a meeting with the officers is held monthly. He recommended scheduling a meet and greet the officers at the clubhouse. A question and answer session was conducted.

BOARD BUSINESS: Appointment of Board Member - The Board voted to appoint Rick Gomez as a Board Member to fill the unexpired term of Dennis Shook expiring May 2016. Election of Officers - The Board nominated and elected the following officers of WCIA: Chad Vowell, President. Richard Fisher, 1st Vice President Steve Zunker, Secretary Rick Gomez. Treasuer Appointment of Committee Chairmen The Board appointed the following Committee Chairmen: Chad Vowell, Architectural Contro Richard Fisher, Deed Restrictions Steve Zunker, Parks, Grounds and Pool COMMITTEE REPORTS: CLUBHOUSE • The Board reviewed the written report for August provided by Keri Rosen, Clubhouse Manager. General discussion took place regarding a request from a renter to have a bounce house and pony rides. The Board agreed to adopt a Board policy to allow a bounce house and pony rides at the field with a clean up fee of $100 deducted from the deposit if clean up is not handled by the renter. No water slides will be permitted. These items will be added to the clubhouse rental agreement. COMMUNITY EVENTS • Wendi Perez, Community Events Coordinator, presented her report. General discussion took place regarding the following events: Extension the Summer Movies Series - The Board voted to extend the movies for the months of September and October at a cost of $870.84. Ice Cream Social - The Board voted to hold a resident meet and greet the Board and MUD #183 officers at a cost of $125. GROUNDS & PARKS • Director Zunker reported graffiti has been removed and a new volleyball net has been purchased and installed.

POOL • Director Zunker reported that a new Supervisor has been assigned to the Windsong pool. YARD OF THE MONTH • The August Yard of the Month was awarded to Linda Dunn, 18015 Golden Ridge. MANAGEMENT REPORTS: MANAGEMENT • Nancy Callaway presented the Management Reports. There were 17 statements mailed, 14 installment plans monitored, 5 Notice of Non-Compliance letters mailed and 7 Welcome Packets processed. FINANCIALS • The Financial Reports were presented in written form for review and consideration of the Board. The association has collected $369,744.01 or 93% of the 2013 annual assessments. Total income collected year to date is $403,865.63 and total expenses incurred is $219,577.04. New bank signature cards were signed by the Board. ACTION ITEM LIST • The Board addressed the disposition of the Action Item List. COMMON AREA MAINTENANCE • The CAMI Report dated August 9, 2013 was presented in written form and reviewed by the Board. Mrs. Callaway advised the 911 sign was installed, the access card assigned to SCS was activated and the missing cover for the electrical outlet under the picnic table at the pool area was replaced. The Board requested SCS to write a letter to the Windsong Swim Team requesting the repair of the rotted trim and fascia board on the storage shed. The Board also requested SCS to contact Saylor Safe & Lock to perform a lock and key inspection of the pool area after pool season ends. ACTION TAKEN OUTSIDE THE MEETING: • The Board accepted the resignation of Dennis Shook as President and Board Member of WCIA effective August 11, 2013.

OLD BUSINESS: • AC3 Box - Director Zunker agreed to investigate whether the hinges on the cover of the AC3 box were replaced. NEW BUSINESS: • Daktronics Display Extended Warranty - The Board reviewed the Platinum Plus Extended Service coverage and payment options available for consideration of the Board and voted to enter into an agreement with Daktronics in the amount of $6,375 for 3 year Platinum Plus coverage payable in annual installments of $2,125 per year. • HVAC Replacement - Proposals were presented as well as a tabulation sheet for the replacement of the A/C units and furnace at the clubhouse. Action was tabled at this time to afford the Board the opportunity to review all options presented. • Holly Forest Recreation Area Fence Repair - Proposals for replacement of the top cap were presented to the Board for review and consideration. SCS was requested to solicit additional bids. ADJOURNMENT: The meeting adjourned at 9:45 PM.

PLAYING IT SAFE ON HALLOWEEN

Following are a few safety tips that will ensure that Halloween will be a howling good time for all: • Welcome trick-or-treaters at home by turning on your exterior lights. • Drive slowly all evening - you never know what creature might suddenly cross your path. • Report any suspicious or criminal activity to your local police or sheriff’s department. • Make sure costumes are flameretardant so little ones aren’t in danger near lit jack-o-lanterns and other fire hazards. • Try using makeup instead of a mask. Masks can be hot and uncomfortable, but more importantly, can obstruct a child’s vision when crossing streets or going up and down steps. • Make sure kids wear light colors or put reflective tape on their costumes. • Challenge kids to create costumes that don’t need weapons to be scary and fun. • Make sure older kids go out in pairs or groups. Younger children should be accompanied by an adult.

• Set a time limit for children to trickor-treat. Together, map out a safe route so you’ll know where they’ll be. Remind them not to take short cuts. • Remind kids not to enter a strange house or car. • Send them out on a full stomach and remind them not to eat their treats until they get home. • Check out treats at home in a well-lit area. • What to eat? Only unopened candies and other treats that are in original wrappers. Inspect fruit and homemade goodies for anything suspicious. Halloween is notoriously a night of pranks. Toilet papering a house or filling mailboxes with shaving cream are not unusual. Try to get a handle on your children’s plans before they go out. Explain that while you want them to have a good time, some tricks could hurt others or vandalize property. Emphasize that you disapprove of this type of activity. Be safe and have fun!

FLAGS: This policy is only for the display of the flag of the United States of America; the flag of the State of Texas; and an official or replica flag of any branch of the United States Armed Forces on any property. No disrespect should be shown to the flag of the United States of America. Flags shall be no larger than 3 feet by 5 feet. FLAGPOLES: No more than one building or pole-mounted flagpole not to exceed 20 feet in height will be permitted on any property. Any flagpole attached to a dwelling or a freestanding flagpole must be constructed of permanent, long-lasting materials, with a finish appropriate to the materials used in the construction of the flagpole and harmonious with the dwelling. Lighting which is part of the original structure may not be altered without prior approval. Proposed replacement or additional fixtures must be compatible in style and scale with the existing property. Exterior lighting shall not be directed outside the owner’s property and should not have an adverse visual impact upon adjoining neighbors. BASKETBALL GOALS ARCHITECTURAL GUIDELINES Please be aware that if you have a basketball goal in street view it must be maintained at all times. Basketball goals are permitted subject to the prior approval of the ACC and the following: * A net shall be maintained on the rim at all times. The net shall be replaced in the event that it becomes frayed or torn. * A rim shall be affixed to the backboard at all times. The rim shall be repaired or, if necessary, replaced in the event that it becomes broken or bent. * The backboard shall be repainted, repaired or replaced in the event that the surface of the backboard becomes chipped

or cracked or the backboard becomes warped or unaligned. The backboard shall also be kept clean of mildew or mold. * Basketball goals that are visible from the street shall be attached to the front of the garage or freestanding. * In no event shall a basketball goal be placed at any curb either temporarily or permanently. * The pole and all mounting supports must be maintained in an attractive condition. The pole shall be removed if the basketball goal is no longer functional.

The Harris County Municipal Utility District #183 has a contract through Harris County for one Deputy from the Sheriff’s Department to patrol the District. The MUD has also hired five part-time off duty police officers to patrol the District as needed. TRASH SERVICE INFORMATION Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. A letter regarding this service was mailed to all residents in January and articles were published for the first few months of 2011 in the “Windsong Whistler.” Information is also published on a monthly basis on the inside back cover. We receive many complaints from homeowners about vehicles parked on the street blocking the flow of traffic. The reason for that is because the roads were not designed with a parking lane. More seriously, when an emergency vehicle is unable to obtain egress and ingress to a street, precious minutes are lost that could mean loss of life/and or property.

WINDSONG CIA RESIDENT DEED RESTRICTION COMPLAINT FORM

1. First things first‌an Architectural Control Application needs to be completed and submitted to Windsong CIA c/o SCS management Services before any work is started. 2. Include samples of paint, shingles, etc. with the application. 3. Once submitted, SCS Management Services will forward the application to the Architectural Control Committee for review. 4. Wait for a written approval from the ACC before beginning any work.

The Board of Directors receives resident complaint forms on a monthly basis. We thank those who take the time to send them. The forms are reviewed at the monthly Board meetings and then referred to SCS Management Services to process. SCS verifies the report during their next drive-by deed restriction patrol of the community. Many times we receive complaints such as disturbing the peace, animal smells coming from a house or yard, barking dogs, neighbor to neighbor disputes, etc. We want to let you know that the association cannot enforce these types of reports.

Kittens and puppies are being dumped in Subdivisions and shopping strips. They will not find good homes. Most will be taken by the pound or shelter and those are overflowing with pets. They cannot help but have to euthanize some. You, as a responsible pet owner can be of great help by having your cat or dog spayed or neutered and not worry about finding homes for the offspring. You will have a healthier and happy pet. Another and very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. On November 2, 2013, John Paul II Catholic School will host their 15th Annual “Run with the Saints” 5K and Kids’ K race. This race will be held in Loving Memory of Lauren Lockard, who was a 3rd grade student at John Paul II when she lost her brave battle against cancer in August 1999. Half of the proceeds from the race go directly to the Childhood Brain Tumor Foundation in memory of Lauren and half go to the athletic program at John Paul II Catholic School, a nonprofit organization supported wholly by tuition and private donations.

The event will kick off on Friday evening with a spaghetti dinner for current parents and students at John Paul II. On Saturday morning, the participants will begin the 5K and Kids’ K races around 8:00 am. MOLD MANAGEMENT

It’s a problem man has battled since the dawn of time - controlling mold. It lurks in the corners and can cause major damage and nasty health issues. As long as moisture and oxygen are present, mold can grow indoors or

It is impossible to eliminate all mold and mold spores in the indoor environment. However, mold growth can be controlled by keeping moisture in check. Moisture control is key - mold cannot grow without it. Left untreated, mold gradually destroys the material on which it is growing. Because molds produce allergens, irritants and toxins, they have the potential to cause a variety of health problems and can exacerbate existing conditions, such as asthma. If mold is a problem in your home, clean up the mold and get rid of the excess water or moisture. If an area becomes water damaged, it is important to dry that space and any damaged items within 24-48 hours to prevent mold growth. Fix leaky plumbing or other sources of water to prevent recurrence. Wash mold off hard surfaces with detergent and water and dry completely. Absorbent materials (such as ceiling tiles and carpet) that become moldy may have to be replaced.

GARDENING TIPS FOR OCTOBER

• Dig and store caladiums before the foliage dies. Allow the bulbs to dry in the shade, shake off the dried soil and dust with sulphur to control fungus. Store by hanging in open mesh bags or old panty hose. • Flowers planted for spring can begin when the temperatures are going to stay cooler. Shrubs and trees can be planted now. Woody plants concentrate on root growth through the winter and the more headstart they can get before summer, the better. • October 15th is about the time for dividing and planting daylilies. • Watch out for brown patch in St. Augustine grass. These circular brown patches are caused by a fungus that is activated by moist cool weather. Control with Daconil. • If you need to do any pruning, do it early in the month. The re-growth stimulated by pruning needs to harden off before that odd-ball frost of Halloween. Prune fruit trees when leaves begin to fall. Remove all dead, weak and over-crowded growth. Tip back main branches to control size and shape. Spray w/dormant oil when temperature is between 30-60 degrees. • Cut back tops of perennials after they have bloomed. Divide roots and transplant anytime from now until March, the earlier the better. • Get the ant baits down. This will greatly reduce your spring populations. • Clover left over from last year may be growing. It’s best to hit it with the post-emerge herbicides in October and November. At least two applications are usually needed, even if done this early. • For color throughout the winter, begin planting pansies.

Windsong Community Improvement Association handles the financial and legal affairs of the subdivision. Each lot owner is required to pay an annual maintenance fee which is used to pay street lights; taxes on and maintenance the common areas, such as the swimming pool, tennis courts, clubhouse, playgrounds, and entrances.; contract deputy patrols; and legal expenses incurred to enforce the deed restrictions, etc. The Board meets the 4th Thursday of each month at 7:00 PM in the meeting room at the Windsong Community Clubhouse. Residents are welcome to attend. Anyone wishing to place an item on the agenda should call SCS Management Services, Inc. at 281-463-1777 at least 5 days in advance.. The Annual Meeting of Members is held on the 1st Thursday in May. Board Members hold three year staggered terms and are elected. The election process is as follows: 1) Voting by proxy. Mail in proxies will be mailed with the Annual Meeting Notice. 2) Voting in person will be by attendance at the Annual Meeting.

DEED RESTRICTIONS

Deed restrictions are strictly enforced by Windsong Community Improvement Association. Copies of the restrictions are available upon request by mail. Please call 281-463-1777. Complaint forms are included in every “Windsong Whistler” for your convenience. The association’s office verifies complaints and writes letters to violators. WCIA will initiate legal action when warranted, to enforce the deed restrictions.

ARCHITECTURAL CONTROL

You MUST submit any plans for improvements or modifications of your home to Windsong CIA for review. Your plans will be checked to insure that they comply with the deed restrictions. This includes re-roofing, play forts (8 ft limit), temporary storage buildings, etc. Please call SCS Management 281-463-1777 to obtain the necessary form. You may also access www.scs.mgmt.com

TRASH COLLECTION ROYAL DISPOSAL. Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. You must call Royal Disposal to start service at 713-526-1536. 1. Trash pick-up days are Tuesdays and Fridays between 7:00 AM and 6:00 PM. 2. Curbside pick-up for each home for a maximum of 6 cans per day. 3. All tree branches less than 3 inches in diameter and shrub trimmings should be cut in four feet lengths and bundled. 4. No pick-up is schedule on New Year’s Day; Memorial Day; Independence Day; Labor Day; Thanksgiving Day; and Christmas Day. Pick-up will resume the next regularly schedule day. 5. Heavy trash pick-up is scheduled every Friday. 6. Excluded items include, but are not limited to, acids; batteries; car parts; car tires; chemicals; construction trash (to include concrete, large quantities or rolls of carpeting, fencing, construction material and debris); dirt; garage door openers; hazardous or toxic or radioactive waste; large pieces of glass (must be broken and placed in cardboard box and weigh less than 40 pounds); human or animal fecal waste; large sofas and sleepers and furniture with metal frames; metal items; paint; petroleum products or filers; refrigerators (if Freon is not removed and refrigerator tagged); rocks; sand. Resident may call Customer Service at 713-526-1536 and arrange for items to be picked up at a negotiated price. WATER DISTRICT
