DO I NEED A MODIFICATION APPROVAL FOR MY CHRISTMAS GIFT?

The holiday season is approaching and Residents are beginning to look at Christmas gifts for their family. Many stores are having sales on outdoor play equipment, built in kitchens and swimming pools. This is a good time to plan that addition to the back yard while the pricing is right. As you think about your gifts, please remember that a modifications approval is required for all exterior changes/improvements to include, but not limited to basketball goals, trampolines, play structures/swing sets, swimming pools, hot tubs, outdoor kitchens and numerous other improvements to your property. Modification Applications are due the first Friday of the Month. Meetings for approval are not held until the 3rd Tuesday of each month. Applications are available online at www.CincoRanchLife.org or you may pick one up at the Association Office located at 3022 Windemere Park Lane, Katy, TX 77494. Reviewing the Supplemental Architectural Modification Guidelines for specific requirements about the modification you are applying for are also located online or at our office. Don’t forget to get that holiday gift approved before installing.

PICK UP YOUR DOG’S WASTE

When walking your dog, please do not allow them to walk in people’s yards. In the event your dog does wander onto someone’s property and uses the bathroom please pick up all of the waste. A single gram (about the size of a dime) of dog feces contains 23 million fecal coliform bacteria. Dog feces may harbor dangerous bacteria and viruses such as: whipworms, roundworms, tapeworms, parvo, giardiasis, salmonellosis and cryptosporidiosis. Pet waste is not fertilizer. It actually kills plants and grasses. Improperly disposed of or left unchecked, dog waste pollutes our environment and can even filter into our water supply. Uncollected dog waste that washes into streams and storm drains is the #3 contributor to water contamination. Pick up your dog’s waste. Not only will it help the environment, but it will ensure you and your dog a clean and safe area to enjoy together!

PARKING IN THE STREET

Did you know it is against Cinco Ranch Covenants for residents to park in the street (Article XII, Section 2(a))? Additionally, when a number of vehicles park in the street, emergency vehicles have a difficult task maneuvering down the street. Due to the size and clearance needs of these emergency vehicles, a street lined with parked cars obstructs the passage and delays response time. While it is understood that during certain events, vehicles parking on the street is an unavoidable circumstance, please be aware of clearance needed for traffic. Ask your guests to park their car as close to curb as possible and not line both sides of the street. Be a courteous

DO YOU KNOW WHO YOUR NEIGHBORHOOD REPRESENTATIVE COMMITTEE (NRC) REPRESENTATIVES ARE?

Did you know that each area of Cinco Ranch has Neighborhood Representative Committee (NRC) Representatives positions? While not every position is filled (we’re looking for volunteers who want to get involved!), most have an NRC rep and many have 1st and 2nd alternate reps. These are volunteers from your neighborhood. Your NRC rep is a tremendous source of information and a resource you should use. But, you have to know who your rep is, in order to contact him/her. A quick call to the Cinco Property Association Office at 281-599-0408 is all it takes to find out the name and contact information for your rep. All the NRC reps are trying to build contact lists to keep you informed, but they need you to reach out and let them know you want to be added to their contact list. Many NRC reps have started Facebook pages to help keep their neighbors informed. There are many issues facing Cinco Ranch that you should be aware of. Knowing who your NRC rep is, is one way to stay in the know. So call today and find out who your NRC rep is and contact them to let them know you want to be added to their listing.

Cinco Ranch Residents pay a maintenance fee where a large portion includes the electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the light is working or not. If you see a light(s) burned out, please help us by getting the number on the pole. You may submit the work order to Centerpoint Energy or report it to the Associations Office. To report the outage yourself you will either fill out the form available at: www.centerpointenergy.com/outage or you can call the information into Centerpoint Energy at 713-207-2222. The electronic form is much faster as you won’t be put on “hold.” You can also report dim lights, leaning poles, etc. on the electronic form. Copy the email to the Cinco Ranch Residential Office at: CincoRanchCustomerCare@pcmi-us.com so we can keep the list of lights reported. Thank you for your help in this matter. The shared use agreement was signed in October of 2009 through the end of 2013. At that time, the shared use agreement will be reviewed. All Recreation Facilities are open to both Cinco and Cinco Southwest Residents. This includes pools, tennis courts, parks, hike and bike trails and the Lake House Recreation Facility. There are charges for renting some of the facilities. Members must purchase their Pool Key Cards from their appropriate Management Company. If you live east of Katy Gaston Road, you are in the Cinco Association and can purchase your Pool Key Cards at 3022 Windemere Park Lane. Keys are $25 each. Bring a picture ID and a check or money order made payable to CRPA to purchase your keys. We do not accept cash or credit/debit cards. If you are a new homeowner, please bring in your closing paperwork. If you rent a home, please bring in your lease and a letter from your landlord stating you are in good standing. Another feature that can be utilized is the online classified ad section. This is a free service and allows Resident the chance to list their treasures for sale. PET LEASH LAWS IN THE CINCO RANCH AREA

HARRIS COUNTY - LEASH LAW

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. Laws written to ensure that owned animals are confined to their property or kept on a leash make freeing a community of unrestrained and free-roaming animals easier. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies-infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current • Allows for quick identification in case of a bite incident • Provides revenue to offset the administration costs of the animal control program

HELP AVOID POWER OUTAGES IN YOUR NEIGHBORHOOD

Do you have a transformer in your yard? If you do, please do not directly surround it with mulch or dirt. Transformers must have the sides exposed so they can cool properly. Otherwise they will over heat and burn out. Also, the sides of a transformer can rust through due to mulch holding moisture against them. Please do your part and clear the area around transformers in your yard.

Recently, signs have been added to the area surrounding the lake at Lake Pointe advising residents not to feed the ducks at the park and lake. The duck population at Lake Pointe is a concern and feeding the ducks is encouraging the ducks to loiter. The ducks are a part of nature and the lake is a natural area, but feeding the ducks in this manner causes a duck population growth and subsequently the mess that goes along with it. • Brown patch will continue to plague St. Augustine lawns as nights get cooler and humidity and rain continue. Discolored circles will appear in low areas almost overnight. Apply a fungicide recommended for brown patch according to label directions. Avoid walking through brown-patched turf. It spreads easily from the bottom of your shoes. If brown patch appears in the same lawn areas every year, add an inch or two of sandy topsoil to eliminate those low spots. • Fertilize St. Augustine turf with a winterizing formula to promote root growth over the winter months. Lower your lawn mover blades now and mow on a schedule that cuts no more than one-third of the grass blade away. • As chrysanthemums and other perennials finish blooming, cut flowering stalks to the ground to permit all strength to be used in making root growth.

Keep up spraying program and water deeply. • Remove dead foliage and plant debris to help eradicate insects and disease organisms. Thin out and transfer volunteer seedlings. Beds made now will benefit by weathering before being planted. If soil is heavy, dig six inches deep, leave rough, cover with gymsum and strawy manure, water and allow to mellow. • Bananas are more likely to bear fruit if the trunk does not die back in winter. Cut banana stalks back to six feet, wrap with newspaper and burlap. • Continue mulching for winter. Build up a thick top mulch to protect roots from freezing and winter drying. Don’t throw away those pine tree needles; they make great acidic mulch for azaleas, gardenias and next Spring’s impatiens. • Place pansies in beds after weather has cooled. Use a little blood meat mixed in soil under each plant. • Now is the best time to plant trees and shrubs.

KATY ISD BOARD CALLS FOR NOVEMBER BOND ELECTION

During the August Board work study meeting, the Katy ISD Board of Trustees accepted a bond referendum recommendation by the Student Activity Facilities (SAF) Bond Committee and called for a Nov. 5th Bond election. It is projected that there will be no tax rate increase from the current rate of $.40 with the $99 million authorization. The authorization of the bond referendum by voters would fund the building of three new Student Activity Facilities: Agricultural Sciences Center - $25 million The District has outgrown the current L.D. Robinson Pavilion and room for growth or expanded instructional opportunities is limited. Developing an Agricultural Sciences Center at the current Gerald D. Young facility on KatyHockley Road will address student safety and convenience; reduce animal safety risk caused by travel; address the negative impact on Katy HS and Leonard Merrell Center operations and allow for strategic investment in a long-term solution. STEM Project Center - $4.5 million

The STEM Project Center will provide additional classroom and project space for students engaged in science, technology, engineering and mathematics courses and activities. It will provide increased space for students to conduct large-scale experiments such as robotics and would lend itself to a variety of engineering projects such as boats, catapults and chip manufacturing. Dear Katy ISD Family, Katy ISD is proud to announce the launch of its new website homepage and the gradual transition of department and campus websites over the course of the fall semester. The new homepage is the culmination of a yearlong initiative to gather feedback and direction from parents, staff and other Katy stakeholders about how the District’s website could better serve our community’s needs. What emerged is a clean design, consistent and improved navigation, an upgrade to the technology that supports the site and quick acess to our most frequently visited District-wide webpages. Department pages and campus websites will be transitioned to the new homepage format during the fall semester. In the meantime, some department pages and all campus websites will be temporarily linked to the older version of the District’s website. Some examples of pages in which visitors will experience redirects to the old website are the Transportation, Teaching & Learning and Special Education pages. We greatly appreciate your patience as we continue to improve upon the website to make it a better experience for all who visit it. The Beck Jr. High PTA volunteers welcomed returning parents and new to Beck Jr. High parents to their annual Open House Night on August 22, 2013. BEAR CREEK BAPTIST CHURCH OFFERING UPWARD BASKETBALL AND CHEERLEADING 2013-14

Bear Creek Baptist Church is offering Upward Basketball and Cheerleading for K-8th Grade. Cost is $70 for Basketball and for Cheerleading. This year the cost does not include the basketball shorts or the cheer mock turtleneck. These can be purchased for an additional $15 each. They will have one hour of practices a week and on Saturdays they will have a game for one hour. Every practice and game takes place on our Campus. They will learn great new skills from encouraging coaches. Registration began October 15th. Each child needs to attend one evaluation session. Our first Evaluations will be Monday, Tuesday and Thursday, November 4th, 5th and 7th, between 6:00 PM and 8:00 PM in our gym on the North side of our church. We will also have one on Saturday, November 9th between 10:00 AM and 12:00 Noon. We will kick off the season with a Skills Clinic on Saturday, December 7th and practices will begin the next week starting December 9th. SG1 U12 GIRLS TEAM WINS LABOR DAY TOURNAMENT KATY TEAM GOES UNDEFEATED TO WIN 2013 HOUSTON LABOR DAY CUP

Sports Group 1 (SG1) is proud to announce that our U12 girls team took first place in the 30th Annual Houston Labor Day Soccer Tournament held at Katy and Bear Creek Parks. “The ladies worked together, overcoming the heat, lack of substitutions and still remained without a loss throughout the threeday tournament, we are extremely proud of their efforts,” said SG1 Director, Mr. Alex Parra.

Even more impressive was the fact that the team did not receive one goal against during the entire tournament. Fredy Sanguinetti, who prepared the girls for the rigors of multiple pressure packed games, coaches the team. THE TEXAS MASTER NATURALISTS COASTAL PRAIRIE CHAPTER CHRISTMAS BIRD COUNT

The Texas Master Naturalist Coastal Prairie Chapter is please to host Bob Honig as the speaker for our monthly program. The topic for the September program is the “Christmas Bird Count” program. As an added bonus, Bob will also entertain any questions attendees may have with regard to butterfly counts. Bob is an environmental consultant who serves as a board member and volunteer for the Katy Prairie Conservancy. He is also a member of the Houston Audubon Society, The Nature Conservancy, World Wildlife Fund, The Wilderness Society, the Ornithology Group of the Outdoor Nature Club of Houston and other natural history organizations. He has a wealth of experience in leading field trips, presenting programs and performing bird surveys. This program will take place on Thursday, November 7th, at 7 PM.
