November 2013 ASSESSMENT UNCHANGED IN 2014 At the September 11, 2013 Board of Directors meeting, your Board approved a Budget and Assessment for 2014. This budget provides for the operation our neighborhood and maintains the reserves of the Association. As discussed at the 2012 Annual Meeting, we are continuing the implementation of the Reserve Study in order to meet our future financial needs. Landscaping is by far our largest expense and that contract will remain the same for 2014. We’ve also realized savings in our water, electricity and perimeter mowing costs. The 2014 budget holds most costs at 2013 levels and no increase will be required to the annual assessment. It will remain at $995 per household. The following table presents a view of the budget, which shows that 80% of expenditures are spent directly on neighborhood amenities.

Your Board hired a new management company (Sterling ASI) at a slight increase in annual cost, but this cost increase was offset by savings realized in other areas of the budget and we anticipate more efficient management of the Association. As part of our contract with Sterling ASI, residents will be given the option to pay assessments over three months. By now, you should have received your 2014 Statement. Three coupons were included allowing you to make payments in October, November and December, before the 2014 Assessments are due on January 1, 2014. Please be sure to include at least one coupon with each payment you make. Remember, your assessment is due January 1, 2014.
GRAYSON LAKES ANNUAL MEETING FIRST WEEK IN DECEMBER The Annual Meeting of the Grayson Lakes Community Association will occur on December 5, 2013. There will be an informational Forum at 6:30 PM, with a Business Meeting starting at 7:00 PM. Please start thinking about setting aside time to attend the meeting and participate in the governance of our community. If you are unable to attend, be sure you return the Proxy form that will be included with the official notice of the meeting. Instructions for completing a proxy can be found elsewhere in this newsletter. At least 10% of residents must be present in person or by proxy in order for the community to conduct business and elect Board members. While 10% doesn’t sound like much, we usually struggle to achieve that level of participation.

The association is still seeking candidates for two positions that will need to be filled this coming December. Grayson Lakes property owners and/ or residents are encouraged to run for the Board and exercise their knowledge and judgment in the operation of our community. The Grayson Lakes CIA Board meets the second Wednesday of each month at 6:30 PM in the Clubhouse, except December in lieu of the Annual Meeting. Deliberations include finances, community activities, newsletter content, vendor performance and overall maintenance. A form has been provided elsewhere in this newsletter for those who would like to announce their intention to run for the Board. It is too late to have your name appear on proxies mailed to residents but is not too late for your name to be included on ballots at the meeting.

GRAYSON LAKES BOARD MEETINGS OPEN TO ALL Meetings of the Grayson Lakes Board of Directors are held the second Wednesday of every month except December. The meetings are held in the Recreation Center and start at 6:30 PM. The agenda for the upcoming meeting will be posted on the Recreation Center door no later than 72 hours prior to the meeting. STREET LIGHT OUTAGES Your Homeowner’s Association has not contracted for regular inspections of the community’s streetlights and relies on residents to report outages to Centerpoint. Each light pole is marked with a 6 digit number and that is the best way to identify the pole, however, a physical description can be used instead. METAL TREE STAKES Are the supporting wires that initially held your tree in place slack or non-existent? Has your tree started to grow over the support wire and in danger of being killed? THANKSGIVING TRIVIA • The Plymouth Pilgrims were the first to celebrate the Thanksgiving in the fall of 1621. • The drink that the Puritans brought with them in the Mayflower was the beer. • The Wampanoag Indians were the people who taught the Pilgrims how to cultivate the land. • The first Thanksgiving celebration lasted three days. • President George Washington issued the first national Thanksgiving Day Proclamation in the year 1789 and again in 1795. • The state of New York officially made Thanksgiving Day an annual custom in 1817. • Sarah Josepha Hale, an editor with a magazine, started a Thanksgiving campaign in 1827 and it was result of her efforts that in 1863 Thanksgiving was observed as a day for national thanksgiving and prayer. • Abraham Lincoln issued a ‘Thanksgiving Proclamation’ on third October 1863 and officially set aside the last Thursday of November as the national day for Thanksgiving. Whereas earlier the presidents used to make an annual proclamation to specify the day when Thanksgiving was to be held. • President Franklin D. Roosevelt restored Thursday before last of November as Thanksgiving Day in the year 1939. He did so to make the Christmas shopping season longer and thus stimulate the economy of the state. • Congress passed an official proclamation in 1941 and declared that now onwards Thanksgiving will be observed as a legal holiday on the fourth Thursday of November every year. • Benjamin Franklin wanted the turkey to be the national bird of the United States. But it was Thomas Jefferson who opposed him. It is believed that Franklin then named the male turkey as ‘tom’ to spite Jefferson.

PET POOPS/YOU SCOOP When your pet poops during your walk, be prepared to scoop and trash. This is a growing issue within the community. Come with a scooper and a recycled grocery bag or anything else. It may not be the most fabulous way to walk your pet, but it does show your respect for every homeowner and our beautiful community. Pet feces damages lawns and many residents are working hard to maintaining their grass!
PLEASE NOTE - PETS ON LEASHES It is the law in Fort Bend County that all pets must be vaccinated for rabies, registered and restrained. All animals, when outside of an owner’s means of restraint (i.e., in a fenced back yard), must be on a leash. For the safety of all residents, please use all precautions with your pets and keep them on leashes when walking pets in the community EVEN IF YOU FEEL YOUR PET IS HARMLESS. If you see ANY animal roaming freely in the neighborhood, immediately call Animal Control at 281-342-1512. Even if you recognize the animal, be very careful approaching it, as you do not know how it will react; if you can safely retrieve the animal, then call the owner. Laws are written to ensure that owned animals are confined to their property or kept on a leash to free a community of unrestrained and free-roaming animals. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies infected wildlife. As a dog owner, you are responsible for the control of your dog. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current. • Allows for quick identification in case of a bite incident. • Provides revenue to offset the administration costs of the animal control program. VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans.
STOP THAT BARKING! Dogs left alone all day get lonely, bored and restless. Many find relief in barking. Some respond noisily to any and all activity. Nothing is as annoying as incessant barking-even for dog lovers. If your dog is a yapper or a yowler, please consider some of these bark-abatement ideas to keep the noise down in your area. Your neighbors will thank you! • Training. Always the first recommendation for any behavioral problem! Training not only helps your dog, you’ll be surprised how much it helps you, too. You may get some insight into why your dog barks so much, or what it is trying to communicate. • Citronella collars. A humane alternative to the electricshock, anti-barking collar and costs about the same. • Confinement. Sometimes simply bringing an outspoken dog indoors or confining it to a crate cuts down on the disturbance to neighbors.

• For inside dogs, reduce stimulus. Close drapes to help muffle street noise, or leave a radio on to mask it. • Companionship. Dogs are pack animals; they need companionship-a cat, bird or another dog. Consider a midday visit from a pet-sitting service or drop your pooch off at a friend’s place or a day-care facility once or twice a week.
GARDENING TIPS FOR NOVEMBER • Brown patch will continue to plague St. Augustine lawns as nights get cooler and humidity and rain continue. Discolored circles will appear in low areas almost overnight. Apply a fungicide recommended for brown patch according to label directions. Avoid walking through brown-patched turf. It spreads easily from the bottom of your shoes. If brown patch appears in the same lawn areas every year, add an inch or two of sandy topsoil to eliminate those low spots. • Fertilize St. Augustine turf with a winterizing formula to promote root growth over the winter months. Lower your lawn mover blades now and mow on a schedule that cuts no more than one-third of the grass blade away. • As chrysanthemums and other perennials finish blooming, cut flowering stalks to the ground to permit all strength to be used in making root growth. • Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now. Keep up spraying program and water deeply. • Remove dead foliage and plant debris to help eradicate insects and disease organisms. Thin out and transfer volunteer seedlings. Beds made now will benefit by weathering before being planted. If soil is heavy, dig six inches deep, leave rough, cover with gymsum and strawy manure, water and allow to mellow.

Build up a thick top mulch to protect roots from freezing and winter drying. Agricultural Sciences Center - $25 million The District has outgrown the current L.D. Robinson Pavilion and room for growth or expanded instructional opportunities is limited. Developing an Agricultural Sciences Center at the current Gerald D. Young facility on Katy-Hockley Road will address student safety and convenience; reduce animal safety risk caused by travel; address the negative impact on Katy HS and Leonard Merrell Center operations and allow for strategic investment in a long-term solution. STEM Project Center - $4.5 million The STEM Project Center will provide additional classroom and project space for students engaged in science, technology, engineering and mathematics courses and activities. It will provide increased space for students to conduct large-scale experiments such as robotics and would lend itself to a variety of engineering projects such as boats, catapults and chip manufacturing. Physics teachers would also have the ability to video a large-scale demonstration at the S.T.E.M. Center while students are viewing from their classroom. 14,000 Seat Stadium - $69.5 million A second stadium will address scheduling issues that will become increasingly difficult as future high schools are opened. Six Katy ISD high schools currently participate in varsity football, soccer and marching contests at Rhodes Stadium. With the opening of Tompkins High School, Katy ISD will schedule seven varsity football teams into Rhodes Stadium beginningin August of 2014. Scheduling seven schools in Rhodes Stadium will create a challenge for the District to comply with the U.I.L. 5-day rule. Bob is an environmental consultant who serves as a board member and volunteer for the Katy Prairie Conservancy. He is also a member of the Houston Audubon Society, The Nature Conservancy, World Wildlife Fund, The Wilderness Society, the Ornithology Group of the Outdoor Nature Club of Houston and other natural history organizations. He has a wealth of experience in leading field trips, presenting programs and performing bird surveys. This program will take place on Thursday, November 7th, at 7 PM. The meeting will be preceded by a social at 6:30 PM and will be held at the Cinco Ranch Library, 2620 Commercial Center Blvd. in Katy, TX. The meeting is free and open to all interested persons. BECOME A TUTOR-UNDERSTAND OUR STUDENT’S LIFELINES Become an essential part of a student’s life by signing up to be a tutor for the Literacy Council! The Literacy Council of Fort Bend County holds tutor training every other month. After 12 hours of training, outstanding volunteers are equipped to teach Basic Literacy and English as a Second Language (ESL) classes to adults. The trainings prepare tutors to organize and compile lesson plans, learn about various tutoring techniques, understand the purpose of the Literacy Council and much more. Tutors do not need knowledge of any foreign language, nor do they need formal teaching experience. We offer many locations for tutoring throughout the area, including locations in Katy. Tutoring sessions are offered during the day and at night. RUOK PROGRAM Fort Bend County Sheriff’s Dept. has a computer-generated program called “Are You OK?” (RUOK). It is a computer-generated call intended for senior citizens (over 55) and disabled persons who live alone and could benefit from a daily check. A computer will generate a call each morning, at about the same time and the participant chooses a time frame. A voice will ask, “Are you OK?” After this, all they have to do is hang up the phone. If the participant goes out of town or leaves the residence for any time, you just temporarily un-subscribe and re-subscribe when you return. If the call goes unanswered, the computer will call back 3 times at 15-minute intervals. If there is still no answer, the Sheriff will dispatch a deputy or the local police. They will have with them a print out of information on the person that is not responding to the calls. This program was established by FBC Sheriff Milton Wright, Commissioner’s Court and Ken Whitt (FBC Sheriff’s Citizens Academy Alumni Assoc.) in 1998. Many police chiefs in the county are also participating in the program and will proceed with the welfare check for citizens of their community. Sweet Potato Casserole III 2 pounds mashed sweet potatoes 2 eggs 1 1/2 cups white sugar 1/4 cup butter 1/3 cup sweetened condensed milk 1 cup crushed cornflakes cereal 1/2 cup chopped pecans 1/4 cup butter 2 tablespoons brown sugar
DIRECTIONS: Preheat oven to 350 degrees F (175 degrees C). Spray one 2-quart casserole dish with non-stick cooking spray. Combine the sweet potatoes, white sugar, 1/4 cup of the butter or margarine and the milk. Mix until well blended. Spoon sweet potato mixture into the prepare casserole dish. Bake at 350 degrees F (175 degrees C) for 15 minutes. Combine the crushed cornflakes, pecans, remaining 1/4 cup butter or margarine, and brown sugar to taste.
