WEST MEMORIAL ANNUAL ELECTION RESULTS

We were successful in our third attempt to get a quorum for our Annual Election on July 23, 2013. We appreciate those who attended our meeting, those who sent their proxies and especially those who volunteer to run for West Memorial Board of Directors. We also appreciate Tami Martin and her team for assisting with this annual event. We had 5 candidates to fill 4 positions on the Board this Year. The positions are for 2 years. There are 7 Board Members. 4 Members were elected by the body: Lorraine Day, James Newell; incumbents and Elena Vanderloo, Joanne Zant; new members to the Board. We want to thank Carl Chaney for his 6 years of service on the Board and Kenneth Cooke for his 2 years of service. The Board then determined your Boards Officers by unanimous decision: President - Harry Woodstrom Vice President - Pat Leo Secretary - Charles Waldie Treasurer - James Newell Director - Lorraine Day Director - Elena Vanderloo Director - Joanne Zant Each of the Directors was given special areas of responsibilities for the year. These elected volunteers will give their best efforts. Take the time to let them know how much you appreciate them taking their time to serve. If you can help out, please volunteer your time as well. The water source can be a something as simple as a bird bath or you may have a stream or pond on your property. Wildlife requires cover in order to feel safe. Mature trees, a brush pile or even a roosting box placed by you can provide the needed cover. Many of the same places the wildlife use for cover can also be used to raise young. Examples of places to raise young are dense shrubs, a nesting box or vegetation. Once you have provided these essential elements, you can become a Certified Wildlife Habitat. The biggest benefit you will receive is being able to watch the wildlife activity in your yard and having the satisfaction of knowing you are helping the animals. The National Wildlife Federation also offers you a free one-year subscription to the National Wildlife magazine, a personalized certificate and quarterly habitat tips emailed to you. Yard signs that say you are a Certified Wildlife Habitat site are available for purchase. Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint

while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.”

While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

WEST MEMORIAL YEARLY ASSESSMENT COLLECTION PROCESS

High Sierra Management generates invoices for the annual assessments and they are mailed out in late November or early December. The maintenance fees must be paid in full during that current year or an installment plan set up by February 1st of the following year. The management company will send out a reminder notice to all homeowners who have not paid their assessment in full or set up an installment plan with the management company at the beginning of February of the following year. The homeowner is not charged for this letter. Any expense afterward has to be at the Owner’s expense. This expense is part of a process and not a punishment. It is something that can be discussed during our monthly or Annual meeting.

The inspector is hired by the Management Company and is sent out to collect data monthly. Your Directors will get these letters in the mail just like you. The only difference is that we have to correct it and then face our fellow Directors afterward. As Directors do change, there is information that may be lost. Here is where the Management Company earns their pay. They keep things on the Agenda or not. Old issues left being brewed over are only known when someone brings it up. We are currently trying to improve relationships between our local two schools in West Memorial. We have added an effort to reach out and correct misinformation with our local Boys and Girl Scouts. We have also added to Community Service Days to our Annual agenda. We have tried to accomplish these things in the past, but we need more ideas and help to accomplish this. The 1st Saturday in April and the 1st Tuesday in October were determined to be the best days for the Community Service Days. Now we need to get help with making these dates worthwhile. Community Garage Sales, National Night Out in Texas, Music in the Park and other events have been mentioned, but we need to move forward and see what is important without adding expense to our Neighborhood. Throwing a Party and baring all the expenses is what we are avoiding. A Community action that is worthy would be a better choice. We need your personal views on the possibilities.

For emergency purposes, this number also provides you with twenty-four hour emergency service. When contacting the office or speaking with the answering service, please be sure to give your name, homeowner association, address and telephone number where the call can be returned. We are sure you are all eager to help maintain the property values and exterior appearance of our community and hope we can count on your continued support in this effort. As a reminder, West Memorial Civic Association is a deed restricted community and all changes or additions to the exterior of the home must be approved by the Association prior to any work commencing. Requests for home improvements can be obtained through management. The Board of Directors meetings are held monthly in the association clubhouse (by the pool) on the fourth Tuesday at 7 PM and all homeowners are welcome to attend. WCA will collect papers, plastics, aluminum and tin cans that are placed within the provided recycling bin. If items exceed container capacity, please place them adjacent to bin. WCA will provide each current residence with one recycling bin. WCA will replace any bins that are defective or otherwise become unusable due to normal wear and tear. Theft, lost or additional bins can be replaced at $8 each.

WEST MEMORIAL EMAIL ALERT & NOTIFICATION SYSTEM

West Memorial has a new alert and notification system that works with email. The alerts are for emergency notifications, security alerts and messages from our constables. The notifications are for neighborhood events, meetings and issues. To be a part of the system, you must request the service. If you are interested, open our web site at www.westmemorial.org and locate the Sign-Up icon on the right side of the main page. Follow the instructions and you will receive all future alerts and notifications. TRASH SERVICE

In January, WCA Waste (WCA) became your trash collection provider. Trash service days are TUESDAY AND FRIDAY. Please have trash out at curb by 7:00 AM each pick up day. Heavy Trash and/or extra bags are picked up on both pick-up days, Tuesday and Friday. RECYCLING IS EVERY FRIDAY WCA takes great pride in our recycling program and efforts. Ensuring the best recycle program for our customers takes time and effort on both sides. Please remove caps, liquids and food products from

inside the containers. Please only use the recycle bins for recyclable materials, not as an extra trash container.

If you find items left in your bin that are not recyclable please dispose of these items in your trash container for the next scheduled pick up. HOLIDAYS When regular pick-up falls on a holiday, New Year’s Day, Memorial Day, July 4th (Independence Day), Labor Day, Thanksgiving Day, and Christmas Day, the pick-up will be made on the next regular scheduled pick-up day. If your recycling day falls on a holiday it will be picked up the next week on your normal scheduled recycle day. BILLING WCA will invoice each individual residence on a quarterly basis. Bills are due 30 days after receipt. Any residents failing to pay will receive a statement, have services discontinued and incur a $25 late/reconnect service fee. DEED RESTRICTIONS

The purpose of Deed Restrictions in your neighborhood is to protect and enhance property values. They set guidelines for initial construction, perpetual maintenance and property use. As residents agree to abide by the majority view; the style and standards of a community are established and everyone benefits. For your information, restrictions are written by the developer before the first home is constructed and the Association is then charged with the on-going responsibility of enforcing them. They can be changed, but a very large percentage vote of homeowners is required to do so. Please let us know if you see a problem in the neighborhood.

CLUBHOUSE RENTAL

If you are interested in renting the clubhouse, please call Dannielle Raper at 1-866-844-3933. At the time your call is returned, the guidelines for renting and using the clubhouse will be provided. Be sure you allow yourself plenty of time to fulfill the requirements, such as hiring security officers. You will be provided with the names and phone numbers of the individuals to contact to make the necessary arrangements. A few, but not all, of the guidelines are listed below: 1. There is no smoking in the clubhouse. 2. Residents must have all dues/assessments paid prior to booking the clubhouse. 3. A certified check for all rental fees and deposits is required 30 days in advance. 4. The security deposit will be returned within 30 days after the date of the event based on the condition the premises was left in. 5. Renter is responsible for the conduct of all attendees. 6. Police Officers are required at all functions of 50 or more attendees or at any event in which alcohol will be served. Arrangements and payment, for the officers, are to be made by the renter. KATY ISD BOARD CALLS FOR NOVEMBER BOND ELECTION

During the August Board work study meeting, the Katy ISD Board of Trustees accepted a bond referendum recommendation by the Student Activity Facilities (SAF) Bond Committee and called for a Nov. 5th Bond election. It is projected that there will be no tax rate increase from the current rate of $.40 with the $99 million authorization. The authorization of the bond referendum by voters would fund the building of three new Student Activity Facilities: Agricultural Sciences Center - $25 million The District has outgrown the current L.D. Robinson Pavilion and room for growth or expanded instructional opportunities is limited. Developing an Agricultural Sciences Center at the current Gerald D. Young facility on Katy-Hockley Road will address student safety and convenience; reduce animal safety risk caused by travel; address the negative impact on Katy HS and Leonard Merrell Center operations and allow for strategic investment in a long-term solution. STEM Project Center - $4.5 million The STEM Project Center will provide additional classroom and project space for students engaged in science, technology, engineering and mathematics courses and activities. It will provide increased space for students to conduct large-scale experiments such as robotics and would lend itself to a variety of engineering projects such as boats,

Six Katy ISD high schools currently participate in varsity football, soccer and marching contests at Rhodes Stadium. With the opening of Tompkins High School, Katy ISD will schedule seven varsity football teams into Rhodes Stadium beginning in August of 2014. Scheduling seven schools in Rhodes Stadium will create a challenge for the District to comply with the U.I.L. 5-day rule. Katy ISD is proud to announce the launch of its new website homepage and the gradual transition of department and campus websites over the course of the fall semester. The new homepage is the culmination of a yearlong initiative to gather feedback and direction from parents, staff and other Katy stakeholders about how the District’s website could better serve our community’s needs. What emerged is a clean design, consistent and improved navigation, an upgrade to the technology that supports the site and quick acess to our most frequently visited District-wide webpages. Department pages and campus websites will be transitioned to the new homepage format during the fall semester. In the meantime, some department pages and all campus websites will be temporarily linked to the older version of the District’s website. Some examples of pages in which visitors will experience redirects to the old website are the Transportation, Teaching & Learning and Special Education pages. CenterPoint Energy understands that the responsible planting of trees is a way to care for our environment and beautify our community, yet we are also committed to the safe and reliable delivery of electricity. Our professional tree pruning program is integrated into our daily operations to help make this possible. Trees that grow close to CenterPoint Energy’s electrical poles and lines will be pruned by a professional tree trimming company under contract with CenterPoint Energy. Any vegetation greater than 10 feet in height will be removed from high-voltage transmission line rights-of-way. Palm trees growing near power lines create unique issues. Unlike other trees, palms grow in a straight, vertical line, with a single growing point at the top of the tree. Because of this single-growth point, normal pruning techniques are not effective. With most trees, crews are able to direct the growth away from power lines using proper pruning techniques, but growth of palm trees cannot be redirected. If you choose to include palm trees in your landscape, CenterPoint Energy recommends a planting distance of 20 - 40 feet to reduce the risk of windblown fronds contacting power lines. Consumers should plant palm trees far enough away from power lines that no part of the tree ever grows within 10 feet of the line. CenterPoint Energy encourages you to plant the “Right Tree in the Right Place” by thinking about the mature height of a tree and its distance from power lines before planting.
