1. The Environmental Protection Agency is becoming aggressive about enforcing the Clean Water Act. Our Association could be fined if dog waste goes uncollected. 2. Unleashed dogs are not more likely to defecate in neighbor’s yards. Uncollected dog waste may lead to a special assessment. If fined by the EPA, the Association could face a potential special assessment that would be levied against all members - not just dog owners. 3. The appearance and quality of the common areas are known to affect home sales - not just for how much they sell, but how quickly. 4. The more residents complain about dog waste, the more time the manager must spend on enforcement rather than serving the Association. 5. Uncollected dog waste spreads disease and attracts rodents who feed on pet waste. We love dogs - we really do. We also love our community! That is why the Association is committed to enforcing the county leash law so all residents may enjoy our community. According to the U.S. Humane Society, an unleashed dog has an average life span of less than four years! Allowing your dog to run free threatens your dog’s health and welfare and the happiness it brings to you. We trust we can count on you for voluntary compliance with the leash law. We don’t like to call animal control, but we won’t have any choice if your dog is running free.
LEASH LAW “HARRIS COUNTY”
Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not

have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

Day Proclamation in the year 1789 and again in 1795. • The state of New York officially made Thanksgiving Day an annual custom in 1817. • Sarah Josepha Hale, an editor with a magazine, started a Thanksgiving campaign in 1827 and it was result of her efforts that in 1863 Thanksgiving was observed as a day for national thanksgiving and prayer. • Abraham Lincoln issued a ‘Thanksgiving Proclamation’ on third October 1863 and officially set aside the last Thursday of November as the national day for Thanksgiving. Whereas earlier the presidents used to make an annual proclamation to specify the day when Thanksgiving was to be held. • President Franklin D. Roosevelt restored Thursday before last of November as Thanksgiving Day in the year 1939. He did so to make the Christmas shopping season longer and thus stimulate the economy of the state. • Congress passed an official proclamation in 1941 and declared that now onwards Thanksgiving will be observed as a legal holiday on the fourth Thursday of November every year. • Benjamin Franklin wanted the turkey to be the national bird of the United States. But it was Thomas Jefferson who opposed him. It is believed that Franklin then named the male turkey as ‘tom’ to spite Jefferson. • The annual Macy’s Thanksgiving Day Parade tradition began in the 1920’s. • Californians are the largest consumers of turkey in the United States. • When the Pilgrims arrived in North America, the clothing of the Native Americans was made of animal skins (mainly deer skin). • On December 11, 1620 the first Pilgrims (or Puritans, as they were initially known) landed at Plymouth Rock. • By the fall of 1621 only half of the pilgrims, who had sailed on the Mayflower, survived. The survivors, thankful to be alive, decided to give a thanksgiving feast.
GARDENING TIPS FOR NOVEMBER
• Brown patch will continue to plague St. Augustine lawns as nights get cooler and humidity and rain continue. Discolored circles will appear in low areas almost overnight. Apply a fungicide recommended for brown patch according to label directions. Avoid walking through brown-patched turf. It spreads easily from the bottom of your shoes. If brown patch appears in the same lawn areas every year, add an inch or two of sandy topsoil to eliminate those low spots. • Fertilize St. Augustine turf with a winterizing formula to promote root growth over the winter months. Lower your lawn mover blades now and mow on a schedule that cuts no more than one-third of the grass blade away. • As chrysanthemums and other perennials finish blooming, cut flowering stalks to the ground to permit all strength to be used in making root growth. • Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now. Keep up spraying program and water deeply. • Remove dead foliage and plant debris to help eradicate insects and disease organisms. Thin out and transfer volunteer seedlings. Beds made now will benefit by weathering before being planted. If soil is heavy, dig six inches deep, leave rough, cover with gymsum and strawy manure, water and allow to mellow. • Bananas are more likely to bear fruit if the trunk does not die back in winter. Cut banana stalks back to six feet, wrap with newspaper and burlap. • Continue mulching for winter. Build up a thick top mulch to protect roots from freezing and winter drying. Don’t throw away those pine tree needles; they make great acidic mulch for azaleas, gardenias and next Spring’s impatiens. • Place pansies in beds after weather has cooled. Use a little blood meat mixed in soil under each plant. • Now is the best time to plant trees and shrubs.

KATY ISD BOARD CALLS FOR NOVEMBER BOND ELECTION
During the August Board work study meeting, the Katy ISD Board of Trustees accepted a bond referendum recommendation by the Student Activity Facilities (SAF) Bond Committee and called for a Nov. 5th Bond election. It is projected that there will be no tax rate increase from the current rate of $.40 with the $99 million authorization. The authorization of the bond referendum by voters would fund the building of three new Student Activity Facilities: Agricultural Sciences Center - $25 million The District has outgrown the current L.D. Robinson Pavilion and room for growth or expanded instructional opportunities is limited. Developing an Agricultural Sciences Center at the current Gerald D. Young facility on Katy-Hockley Road will address student safety and convenience; reduce animal safety risk caused by travel; address the negative impact on Katy HS and Leonard Merrell Center operations and allow for strategic investment in a long-term solution. STEM Project Center - $4.5 million The STEM Project Center will provide additional classroom and project space for students engaged in science, technology, engineering and mathematics courses and activities. It will provide increased space for students to conduct large-scale experiments such as robotics and would lend itself to a variety of engineering projects such as boats, catapults and chip manufacturing. Physics teachers would also have the ability to video a large-scale demonstration at the S.T.E.M. Center while students are viewing from their classroom. 14,000 Seat Stadium - $69.5 million A second stadium will address scheduling issues that will become increasingly difficult as future high schools are opened. Six Katy ISD high schools currently participate in varsity football, soccer and marching contests at Rhodes Stadium. With the opening of Tompkins High School, Katy ISD will schedule seven varsity football teams into Rhodes Stadium beginning in August of 2014. Scheduling seven schools in Rhodes Stadium will create a challenge for the District to comply with the U.I.L. 5-day rule. For more information about the StudentActivity Facilities bond package, visit www.katyisd.org/facilities/Pages/2013FacilitiesProposal.aspx.
KATY ISD NEW WEBSITE HOMEPAGE LAUNCHED
Katy ISD is proud to announce the launch of its new website homepage and the gradual transition of department and campus websites over the course of the fall semester. The new homepage is the culmination of a yearlong initiative to gather feedback and direction from parents, staff and other Katy stakeholders about how the District’s website could better serve our community’s needs. What emerged is a clean design, consistent and improved navigation, an upgrade to the technology that supports the site and quick acess to our most frequently visited District-wide webpages. Department pages and campus websites will be transitioned to the new homepage format during the fall semester. In the meantime, some department pages and all campus websites will be temporarily linked to the older version of the District’s website. Some examples of pages in which visitors will experience redirects to the old website are the Transportation, Teaching & Learning and Special Education pages. We greatly appreciate your patience as we continue to improve upon the website to make it a better experience for all who visit it. Wishing you a successful school year, Katy ISD Technology Department.

CARNIVAL ROUND THE CENTRAL FIGURE by Diana Amsterdam. Regional Premier - November 7-23, 2013. A wild ride through theatrical terrain that sears the senses and impacts the audience at a visceral place, which also manages to be hilariously funny and heartbreakingly real in the five core scenes of a young woman’s visit to the death bed of her friend. Her moment of acknowledgment and comfort comes hard in the face of denial, moralizing, insane positive thinking, desperate chit chat and the existential fears we all harbor about the end moments of life - the great mystery. MUSEUM OF DYSFUNCTION IV - December 6-14, 2013. Short plays from 200 writers who submitted from all over the US and were chosen by a panel. Co-produced by Wordsmyth Theatre. ROME by John Harvey - World Premier - March 6-22, 2014. This original script is being written by local playwright, John Harvey, work shopped by designers, musicians and actors, video documented over a year and presented as a collaborative effort as our final play in the season. Located at Studio 101 at Spring Street Studios, 1824 Spring Street, Houston, TX 77007. All performances begin at 8 PM. Price - $18 regular/ $10 students and seniors. Pay as you can on Mondays and $25 for opening night with a party immediately after the show. More info/reservations: www.mildredsumbrella.com - info@ mildredsumbrella.com or 832-463-0409.

We prepare two types of shows each year; a Christmas show with old favorites, but always a new fun tune including props, narratives and choreography. Our regular show this year includes songs from the 1920’s, as well as a Spiritual Medley that will start your toes tapping. Come visit any Friday. We would love to see you and if you decide to join us, we would be delighted. For more information, please call Pat at 281-497-4904 or visit our website, www.Decibelles.org.
