The annual meeting of the Westlake Civic Improvement Association is supposed to be held on Thursday, November 7, 2013 at 7 PM. Election of five officers will take place and four incumbent board members are running for office. The meeting will also include a presentation about the proposed budget, the dues and whether or not an increase will be imposed this year, the law enforcement issues with a brief discussion by Annette Baldwin and our new contract deputy, Deputy Mike Guerrero, and probably a presentation by one of the attorneys for the association. Last year the issue of 10% quorum became a non-issue as the Board passed the Third Amended By-Laws, which allow them to adjourn and reopen the meeting on the same evening and reduce the quorum by 50% two different times. This means that your Board of directors was elected last year by a quorum of 2.5% of the homeowners. We still encourage you to attend to gain information from the Board at the one meeting that will be held in the evening and at the Civic Center in Westlake Forest, which is located on Franz at Creek Meadow in Westlake Forest.
CUT-THROUGH TRAFFIC IN WESTLAKE IS SLOWING DOWN
Cut through traffic in the Westlake subdivision has long been a serious problem. These stress-riddled drivers are cutting north on Foxlake and Whiteback and spreading throughout the subdivision to continue their commute at break-neck speeds. This has long been hazardous for the people who live in Westlake and the children who ride bikes and walk in Westlake. Westlake has no sidewalks; so pedestrians are forced to walk in the streets with this commuter traffic. Our new deputy, Deputy Mike Guerrero, has been monitoring this traffic and writing many, many citations. The vast majority of these citations include more than one offense and up to six different violations. Common violations are: no insurance, no driver’s license, no inspection sticker, no registration sticker, running the stop sign and speeding. We are noticing a reduced speed and a slight reduction in commuter traffic in Westlake due to Deputy Guerrero’s efforts. Thank you, Deputy Guerrero.

Thanksgiving is just around the corner. Some of us have already started to do Christmas shopping and are making our Holiday plans. During this busy season, we urge you to consider both your safety and your security. If you leave home for more than a few days, file a Vacation Watch report with the Harris County Sheriff’s Office. The Sheriff’s Office storefront is located on Franz Road, just west of Fry Road. This is a quick, painless procedure and it allows our deputies to check your home a little more closely than normal when you are gone. This service is free to Harris County residents. If there is a problem filing this document at the Franz Road Store Front, please call Annette Baldwin immediately at 281-578-9118. When shopping, please remember to put packages in your trunk unless you are headed directly home. Tempting packages left in vehicles that are parked in commercial areas or even your own driveway will draw the eyes of the criminal opportunist. Don’t leave your purse, cell phone or other valuables in your vehicle for these criminals to smash out your window and take. If at all possible, shop with another adult. Two sets of eyes are better than one to watch for pickpockets, muggers and others who would have your money or your purchases if given the opportunity. Be alert in parking lots and in stores. Whenever possible, park close to the entrance of the store in a lighted area. Many retail establishments have security cameras and security patrols in their parking lots. However, do not rely on these to save you from crime. Watch for suspicious persons, check around your car before entering it and lock the doors as soon as you are inside the vehicle. Start your car and leave the area quickly. Don’t sit there unnecessarily as you can become a crime target. Sadly purse snatchings and other crimes are on the upswing in this area. The holiday season will serve to increase this activity. Be alert, be ready and plan ahead when shopping… especially at night. When driving home from shopping, make sure no one is following you. If you suspect you are being followed, go to the fire station where there are always people willing to help you. Do not drive to your home if you think you are being followed. When you arrive home, unload your car quickly and then lock the car. Secure your home to avoid a burglary. The Sheriff’s Office offers free inspections of homes that give you information about what you can do to secure your home inexpensively. Call the Franz Road Storefront to schedule an inspection at 281-647-9371. Always keep your vehicles locked unless they are in a locked garage. Do not leave anything in your vehicle that might tempt someone to break into it. It is not necessary to be paranoid… it is necessary to be vigilant to avoid becoming a victim of crime.

HEADS UP FOR YOUR OWN SAFETY
1. Watch your credit card and debit card receipts. Check your receipts for goods purchased at any store WHILE at the check-out. This is happening in some big box retail stores in the Houston area and it could certainly be happening elsewhere: Cash back is added by the cashier, you sign the receipt without looking at it and the cash is then handed off to a specific individual in the line as change. Cash back costs you big money on a credit card. Too bad for the retailer if you have to hold up the line, but since larceny is in the hearts of many who are working in minimum wage jobs, it is up to YOU to protect yourself from this theft. 2. Destruction of street signs is becoming a more common issue in our community. If you see anyone tampering with a street sign, please call the sheriff’s office at 713-221-6000. 3. There are still some inoperable vehicles parked in driveways in Westlake Forest and Westlake. If you know the address of one of these offenders, please email with that information and any information you have on the vehicle. Let’s target our scant law enforcement resources so that we can get the maximum from our dollars spent. 4. As always, be heads up when in your car, yard, public places, parking lots, etc. Do not think that there is going to be a cop on every corner watching out for you. The resources of the Sheriff’s Office have been deployed in areas other than patrol and investigations and we have a skeletal district patrol presence. The contracts are

covering for each other when the contract unit is out of service. However, the Sheriff’s Office has established a new model of having no jail in the substations in the districts for over half of the week. Why should you care? We have had jails in the substations since we have had substations in the unincorporated area of Harris County. The reason for substation district jails is to make the most of the deputy man-hours. Without a jail in the district, each arrest must be TAKEN DOWNTOWN AND PROCESSED. This takes the deputy out of service for a minimum of 2 hours (25% of shift) and can take as long as 3 1/2 hours. The substation jails are open only towards the weekends and only for 40 hours per week. This means that 128 hours per week we will see deputies leaving the district to transport and process prisoners downtown. As we all know, ultimately we are responsible for ourselves and our families. Secure your home, secure your car, park cars in your driveway and remove everything from the vehicle when parking it. Keep vehicles locked when driving and when parked. Be heads up in public areas. And watch out for the road rage because it, too, is getting worse. If you do not call in crimes such as graffiti, vandalism, etc., we have no idea what is happening in our neighborhoods. Neighborhoods with nosy neighbors who watch what is going on are very fortunate, indeed. Be a nosy neighbor. Report criminal activity or suspected criminal activity. Vacant houses in both Westlake and Westlake Forest continue to be an issue from a safety and security perspective, but also for the overall appearance of our subdivision. If you have a vacant home next door to you, try to get the neighbors together to keep the lawn mowed, edging completed, weeds pulled, plants pruned, etc. Ultimately, it is you who will suffer the most as this structure erodes into an eyesore. If you are unable to do this, contact Crest Management during the grass growing season to make sure a force mow letter is sent. Although this process is rather cumbersome and should probably be streamlined, this is the procedure, which our management company follows when force mowing yards. We currently have a number of lawns that look very bad because no one is mowing them and no one is living in the house. Ultimately, it’s up to us, the homeowners who have so much invested both financially and emotionally in our homes, to make sure that our neighborhood looks good.
EMAIL LIST SET UP FOR INSTANT PROBLEM NOTIFICATION
In the past, our residents relied on block captains to disperse crime information such as possible attempted abductions of children, robbery patterns at specific stores, suspected drug activities, etc. With the advent of the internet, many subdivisions are using an email list to convey information quickly to residents. If you would like to join the Westlake Forest/Westlake email list, please send your name, address and telephone number along with the email address you check frequently to Annette Baldwin at: info.westlake@gmail.com. You will receive information, which has been sent to Annette Baldwin from the Sheriff’s Office, from citizens who have observed events, etc. In addition, if you want to volunteer as a block captain for your street, you can do so by sending an email. Sadly, in this era of commuting and busy schedules, few of us get to know our neighbors. At one time in our history, neighbors knew when there was a problem and immediately told their neighbors. For many years we have relied on our block captains; however we have lost a number of block captains who have not been replaced. This effort will offer information as it comes to our attention. Rumors will be checked out by the Sheriff’s Office before the information is shared via email to the residents. In addition, if an incident occurs at your home, the Sheriff’s office can contact Annette Baldwin about your home and work telephone numbers and get in touch with you quickly.

Just a reminder for the busy month of November. The parking laws in Texas are strictly enforced in our neighborhoods. Following is a brief checklist for those of you who haven’t recently read the Texas Driver’s License Manual: The Texas Traffic Code stipulates the following laws on parking: • Park 30 feet from a stop sign • Park 20 feet from an intersection or crosswalk • Park no less than 15 feet from a fire hydrant • Park no more than 18” from curb – parallel to curb, turned toward curb, car locked WITH the traffic direction • Lock your car when it is parked on the street • Park with the flow of traffic • Do not block driveways or access to mail boxes • No parking on the sidewalks (except where sidewalk crosses driveway) • No more than 48 hours parked on the street – sticker after 48 hours, tow after additional 48 hours • Vehicles parked on street must have current registration and inspection

TRASH PICK-UP STICKERS
The garbage pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on a garbage can. These stickers occasionally won’t stick even to a garbage can; use a heavy duty tape when this occurs. Remove your cans from the street as soon as possible. Do not place these stickers on your mailbox. They may well be stolen. Do not leave your garbage cans out for a period of time. The stickers might be stolen and the garbage cans could be stolen. A word to the wise should be sufficient.

During the August Board work study meeting, the Katy ISD Board of Trustees accepted a bond referendum recommendation by the Student Activity Facilities (SAF) Bond Committee and called for a Nov. 5th Bond election. It is projected that there will be no tax rate increase from the current rate of $.40 with the $99 million authorization. The authorization of the bond referendum by voters would fund the building of three new Student Activity Facilities: Agricultural Sciences Center - $25 million The District has outgrown the current L.D. Robinson Pavilion and room for growth or expanded instructional opportunities is limited. Developing an Agricultural Sciences Center at the current Gerald D. Young facility on Katy-Hockley Road will address student safety and convenience; reduce animal safety risk caused by travel; address the negative impact on Katy HS and Leonard Merrell Center operations and allow for strategic investment in a long-term solution. STEM Project Center - $4.5 million The STEM Project Center will provide additional classroom and project space for students engaged in science, technology, engineering and mathematics courses and activities. It will provide increased space for students to conduct large-scale experiments such as robotics and would lend itself to a variety of engineering projects such as boats, catapults and chip manufacturing. Physics teachers would also have the ability to video a large-scale demonstration at the S.T.E.M. Center while students are viewing from their classroom. 14,000 Seat Stadium - $69.5 million A second stadium will address scheduling issues that will become increasingly difficult as future high schools are opened. Six Katy ISD high schools currently participate in varsity football, soccer and marching contests at Rhodes Stadium. With the opening of Tompkins High School, Katy ISD will schedule seven varsity football teams into Rhodes Stadium beginning in August of 2014. KATY ISD NEW WEBSITE HOMEPAGE LAUNCHED
Katy ISD is proud to announce the launch of its new website homepage and the gradual transition of department and campus websites over the course of the fall semester. The new homepage is the culmination of a yearlong initiative to gather feedback and direction from parents, staff and other Katy stakeholders about how the District’s website could better serve our community’s needs. What emerged is a clean design, consistent and improved navigation, an upgrade to the technology that supports Recommended by acess to our most frequently visited District-wide the site and quick webpages. Tom Department Tynan, pages and campus websites will be transitioned to the new homepage format during the fall semester. In the meantime, SportsRadio 610 ampages and all campus websites will be temporarily some department linked to the older version of the District’s website. Some examples of pages in which visitors will experience redirects to the old website are the Transportation, Teaching & Learning and Special Education pages. We greatly appreciate your patience as we continue to improve upon the website to make it a better experience for all who visit it.
